The ability to adapt quickly to unpredictable changes in circumstances is crucial. This is not a simple question of selecting the appropriate means to achieve a given end. We argue that this mission requires steering away from recipe management and instead emphasizing and encouraging reflective managers with a critical mindset. The chapter ends with a plan for the rest of the book.

  • NdBaMn2O5+delta layered perovskite as an active cathode material for solid oxide fuel cells

    • A layered perovskite, NdBaMn2O5+delta (NBMO), was synthesized by solid state reaction method in air. Rietveld analysis of X-Ray Diffraction (XRD) data showed the material crystallizing in orthorhombic symmetry (Pmmm space group). Scanning electron microscopy (SEM) was used to check the morphology and, the analysis of the micrographs exhibited a porous structure with in-situ growth of nanoparticles. Electrochemical Impedance Spectroscopy (EIS) measurements from 600 degrees C to 800 degrees C shows the highest conductivity value of 1.17 x 10(-1) S/cm obtained at 800 degrees C with low activation energy (Ea) of 0.3 eV in air. In 5% H-2/Ar gas mixture, the conductivity and activation energy values were 1.97 x 10(-2) S/cm and 0.4 eV, respectively at 800 degrees C. The DC conductivity measurements also showed that this material is highly conductive in air with a conductivity value of 0.75 S/cm at 850 degrees C. Dual chamber fuel cell measurements on Ni-YSZ/YSZ/NBMO cell using 5% H-2/Ar as fuel (from 700 degrees C to 800 degrees C) showed a maximum power density of 0.202 W/cm(2) at 800 degrees C. The relatively high conductivity of the material in air and low activation energy makes it a potential candidate as cathode for solid oxide fuel cells.

  • Neutron tagging following atmospheric neutrino events in a water Cherenkov detector

    • We present the development of neutron-tagging techniques in Super-Kamiokande IV using a neural network analysis. The detection efficiency of neutron capture on hydrogen is estimated to be 26%, with a mis-tag rate of 0.016 per neutrino event. The uncertainty of the tagging efficiency is estimated to be 9.0%. Measurement of the tagging efficiency with data from an Americium-Beryllium calibration agrees with this value within 10%. The tagging procedure was performed on 3,244.4 days of SK-IV atmospheric neutrino data, identifying 18,091 neutrons in 26,473 neutrino events. The fitted neutron capture lifetime was measured as 218 +/- 9 mu s.

    • As the world's demands for hydrocarbons increase (1), remote areas previously made inaccessible by technological limitations are now being prospected for oil and gas deposits. Virtually unnoticed by the public, such activities are ongoing in the East African Great Lakes region, threatening these ecosystems famed for their hyper-diverse biota, including the unique adaptive radiations of cichlid fishes (2). Countries in the region see exploitation of hydrocarbon reserves as a vital economic opportunity. In the Lake Albert region of Uganda, for example, the government foresees a $3.6 billion oil profit per year starting in 2018—a sum almost as high as the country's current annual budget (3). However, oil extraction in the East African Great Lakes region poses grave risks to the environment and local communities.

    • The reliance on market solutions by the Swedish public sector has increased significantly in recent decades. The Swedish example is characterized by an openness to market solutions in many public-sector activities and by a mix of procurement arrangements and choice-based arrangements. The overall experience is that the consequences of the extension of market solutions have been less profound than has been argued by either proponents or adversaries. The benefit of an extended reliance on market solutions is hard to evaluate, but in the examples considered in this chapter – elderly care, schooling and health care – a cautious interpretation is that there is evidence of some modest positive effects and little evidence of severely adverse effects.

    • Polycrystalline Sr2-xLaxMnWO6 (x=0.25 and 0.5) materials have been prepared by a traditional solid state sintering method and studied by neutron powder diffraction (NPD) and magnetization measurements. Rietveld analysis of the temperature dependent NPD data shows that the compounds crystallize in monoclinic symmetry (space group P2(1)/n). The unit cell volume decreases with increasing La3+ concentration at the A site. The crystal structure contains alternating MnO6 and WO6 octahedra, considerably tilted due to the relative small size of the cations that occupy the A sublattice of the perovskite. ac and dc magnetization measurements show a destruction of the low temperature antiferromagnetic phase by electron doping through substitution of Sr2+ for La3+. The electron doping creates a mixed tungsten valence (W6+/W5+) resulting in a low temperature spin-glass state.

    • The structural, magnetic and electrical properties of the perovskite-type compound La(0.83)A(0.17)Fe(0.5)Cr(0.5)O(3-delta) (A = Ba, Ca) have been investigated by neutron diffraction, magnetization measurements and conductivity measurements. Rietveld refinement of X-ray and neutron diffraction data shows that the compound adopts an orthorhombic crystal structure with Pbnm symmetry with a random positioning of the iron and chromium cations on the B sublattice. The magnetic structures at 10 K are collinear antiferromagnetic with the magnetic moment per site being equal to 2.91(2)mu(B) (for Ba) and 3.05(2)mu(B) (for Ca). Magnetization measurements confirm the overall antiferromagnetic behavior. The magnetic structure is based Oil a unit cell related to that of the nuclear structure and the magnetic cell can be considered the same as nuclear cell. Barium doped samples show lower oxygen deficiency and higher conductivity than calcium doped samples. At low oxygen pressure, both compounds show p-type electronic conduction. (c) 2009 Elsevier Ltd.   • Influence of structure and composition upon performance of tin phosphate based negative electrodes for lithium batteries

    • Tin oxide and amorphous tin borophosphates have recently received significant attention as possible new negative electrode materials for lithium batteries. In this study. we have carefully investigated a number of different well-characterised tin phosphates as electrodes in Li-ion cells, in order to better understand the mode of operation of these materials and how their performance is related to structure and composition. The materials that were investigated were crystalline cubic and layered SnP2O7, LiSn2(PO4)(3). Sn2P2O7, and Sn-3(PO4)(2). and amorphous Sn2BPO6. Cubic SnP2O7 showed the best performance with a reversible specific charge capacity of > 360 mA h g(-1) and a capacity retention of 96% over 50 cycles when cycled between 0.02 and 1.2 V versus Li-m. The three Sn(IV) materials showed lower initial reversible capacity but better capacity retention than the three Sn(II) materials in the study. Their higher proportion of inert matrix material can partly explain this. However. cubic SnP2O7 cycled significantly better than its layered polymorph. which shows that the structure of the starting material is also of great importance. Another important conclusion drawn front the results is that it is not necessary for the starting material to be amorphous, or if crystalline, to have small grain size, to cycle well. The three pyrophosphates all show an initial reduction capacity that corresponds to around 2 Li per P2O74- unit more than is predicted by theory. This might be explained by reductive break-up of the P 0 P bond.

    • Public institutions such as cities, the police or schools are increasingly adopting a brand orientation, understood as an approach to organization aiming to create coherence around image and identity, such that consistent, precise and coherent messages can be presented about the organization to internal and external stakeholders. This may be seen as an expression of what is sometimes called “brand society,” meaning that branding affects ever more aspects of human life, including public sector organizations (Kornberger, 2010). Similar to other management techniques – like Lean Management or TQM – branding has its roots in private organizations. Although private and public organizations may gain from exchanging management practices, it also creates tensions between corporate and civic rationales and practices. For instance, whereas the corporate branding ideal is to seek to reduce complexity via a coherent or unified identity and presentation to customers, public organizations are complex and must communicate with and serve a diverse public (Wæraas, 2008). In the wake of this development toward brand orientation, it is important to understand intended and unintended consequences for organizations, public employees, citizens and other stakeholders.

    • Diatom-based assays have been successfully associated worldwide with the tropic status of lakes. Several studies have demonstrated a correlation between epiphytic diatoms and nutrient load in shallow lakes and wetlands. We examine the relative importance of environmental factors in explaining the structure of epiphytic diatom communities in a set of Western European shallow lakes. The effects of lake physical/chemical, morphometric, and geographical variables on diatom assemblages were tested using distance-based, canonical correspondence and regression analyses. Our results show that epiphytic diatom communities respond, mainly to physical/chemical variables, overriding the effects of lake depth, size, and location. The clustering of studied systems based along a total phosphorus concentration gradient concurs with previous classification of diatom taxa and nutrient state. Assessment of epiphytic diatoms provided a potential method for shallow lake classification.

    • Background: A long-term prospective observational safety study is essential to characterize fully the safety profile of systemic immunomodulating therapies for patients with atopic eczema. The TREatment of ATopic eczema (TREAT) Registry Taskforce offers a large platform to conduct such research using national registries that collect the same data using a predefined core dataset. Objectives: To present a protocol for a safety study comparing dupilumab with other systemic immunomodulating therapies in children and adults with moderate-to-severe atopic eczema, to assess the long-term safety risk of these therapies in a routine clinical care setting. Methods: We describe a registry-embedded international observational prospective cohort study. Adult and paediatric patients who start treatment with dupilumab or another systemic immunomodulating agent for their atopic eczema will be included. The primary end point is the incidence of malignancies (excluding nonmelanoma skin cancer) compared between the treatment groups. Secondary end points include other serious adverse events and adverse events of special interest, such as eye disorders and eosinophilia. Conclusions: This protocol delineates a safety study for dupilumab in adult and paediatric patients with atopic eczema, using a standardized methodological approach across several national registries. The protocol could also be used for other novel systemic immunomodulating therapies, and could provide licensing and reimbursement authorities, pharmaceutical companies and clinicians with safety evidence from a routine clinical care setting. What's already known about this topic?. There is a need for long-term data on the safety of systemic immunomodulating therapies in patients with atopic eczema. Regulatory bodies, such as the European Medicines Agency, increasingly stipulate the collection of such data as part of the licensing agreement for new treatments, to assess the new agent's long-term safety profile against established therapies. Large numbers of patients with a long duration of follow-up are necessary in order to detect rare events like malignancies. What does this study add?. The TREAT Registry Taskforce offers a platform to conduct such research with a network of multiple national atopic eczema research registries. We present a protocol for an investigator-initiated multicentre safety study comparing dupilumab with other systemic immunomodulating therapies in adults and subsequently adolescents and children with moderate-to-severe atopic eczema. This protocol can be used as a framework for similar studies for other novel systemic immunomodulating therapies across both adult and paediatric populations.

    • The literature on agency autonomy typically assumes that agency autonomy is relatively stable over time and that it unfolds primarily in the relation between agencies and their parent ministries. This chapter challenges these assumptions. It explores how agency autonomy unfolds over time from a system-wide perspective, including the relation between the agency and its parent ministry, the relation between management and employees and the relation between the agency and the citizenry. Data from a qualitative case study of the Swedish Social Insurance Agency (SIA), covering the 12-yearperiod 2003–2015, is reported. Observations indicate that the agency/ministry relation has changed with each director-general but they also indicate that there is a delicate interaction between the three relations, where they all impact on one another. This suggests that agency autonomy may be best understood as volatile and formed in a complex web of relations.

    • The COVID-19 pandemic has taught us many things, among the most important of which is that vaccines are one of the cornerstones of public health that help make modern longevity possible. While several different vaccines have been successful at stemming the morbidity and mortality associated with various infectious diseases, many pathogens/diseases remain recalcitrant to the development of effective vaccination. Recent advances in vaccine technology, immunology, structural biology, and other fields may yet yield insight that will address these diseases; they may also help improve societies' preparedness for future pandemics. On June 1-4, 2022, experts in vaccinology from academia, industry, and government convened for the Keystone symposium "Progress in Vaccine Development for Infectious Diseases" to discuss state-of-the-art technologies, recent advancements in understanding vaccine-mediated immunity, and new aspects of antigen design to aid vaccine effectiveness.

  • Experiences of Health Care Access Challenges for Back Pain Care Across the Rural-Urban Continuum in Canada: Protocol for Cross-sectional Research

    • Background: Back pain is common and costly, with negative impacts on both individuals and the health care system. Rural, remote, and Indigenous populations are at greater risk of experiencing back pain compared to urban and non-Indigenous populations. Potential barriers to health care access among Canadians with chronic back pain (CBP) have been identified; however, no study has used lived experiences of people with CBP to drive the selection, analysis, and interpretation of variables most meaningful to patients. Objective: The aims of this study are to (1) engage with rural, remote, and urban Indigenous and non-Indigenous patients, health care providers, and health system decision makers to explore lived experiences among people with CBP in Saskatchewan, Canada; (2) cocreate meaningful indicators of CBP care access and effectiveness; and (3) identify program and policy recommendations to overcome access barriers to CBP care. Methods: In phase 1, one-on-one interviews with 30 people with current or past CBP and 10 health care providers residing or practicing in rural, remote, or urban Saskatchewan communities will be conducted. We will recruit Indigenous (n=10) and non-Indigenous (n=20) rural, remote, and urban people. In phase 2, findings from the interviews will inform development of a population-based telephone survey focused on access to health care barriers and facilitators among rural, remote, and urban people; this survey will be administered to 383 residents with CBP across Saskatchewan. In phase 3, phase 1 and 2 findings will be presented to provincial and national policy makers; health system decision makers; health care providers; rural, remote, and urban people with CBP and their communities; and other knowledge users at an interactive end-of-project knowledge translation event. A World Café method will facilitate interactive dialogue designed to catalyze future patient-oriented research and pathways to improve access to CBP care. Patient engagement will be conducted, wherein people with lived experience of CBP, including Indigenous and non-Indigenous people from rural, remote, and urban communities (ie, patient partners), are equal members of the research team. Patient partners are engaged throughout the research process, providing unique knowledge to ensure more comprehensive collection of data while shaping culturally appropriate messages and methods of sharing findings to knowledge users. Results: Participant recruitment began in January 2021. Phase 1 interviews occurred between January 2021 and September 2022. Phase 2 phone survey was administered in May 2022. Final results are anticipated in late 2022. Conclusions: This study will privilege patient experiences to better understand current health care use and potential access challenges and facilitators among rural, remote, and urban people with CBP in Saskatchewan. We aim to inform the development of comprehensive measures that will be sensitive to geographical location and relevant to culturally diverse people with CBP, ultimately leading to enhanced access to more patient-centered care for CBP.   • Healthcare Access Challenges and Facilitators for Back Pain Across the Rural-Urban Continuum in Saskatchewan, Canada : Cross-Sectional Results From a Provincial-Wide Telephone Survey

    • Background: Chronic back pain is a common musculoskeletal disorder, disproportionately affecting rural and Indigenous people. Saskatchewan has a relatively high proportion of rural and Indigenous residents; therefore, understanding barriers and facilitators to accessing healthcare are needed to improve healthcare service delivery. Methods: A provincial-wide telephone survey explored experiences and perceived healthcare access barriers and facilitators among 384 Saskatchewan residents who experienced chronic low back pain. Chi-squared tests were performed to determine if people who lived in urban versus rural areas differed in the proportion who had accessed services from various healthcare practitioners. T-test and Mann-Whitney U analyses were conducted to determine differences between urban and rural, and Indigenous and non-Indigenous respondents. Results: Of 384 residents surveyed, 234 (60.9%) reported living in a rural location; 21 (5.5%) identified as Indigenous. Wait times (47%), cost (40%), travel (39%), and not knowing how to seek help (37%) were the most common barriers for Saskatchewan residents seeking care, with travel being the only barrier that was significantly different between rural and urban respondents (P ⩽.001). Not knowing where to go to access care or what would help their low back pain (P =.03), lack of cultural sensitivity (P =.007), and comfort discussing problems with health care professionals (P =.26) were greater barriers for Indigenous than non-Indigenous participants. Top facilitators (>50% of respondents) included publicly funded healthcare, locally accessible healthcare services, and having supportive healthcare providers who facilitate referral to appropriate care, with urban respondents considering the latter 2 as greater facilitators than rural respondents. Telehealth or virtual care (P =.013) and having healthcare options nearby in their community (P =.045) were greater facilitators among Indigenous participants compared to non-Indigenous respondents. Conclusions: Rural, urban, Indigenous, and non-Indigenous people report overlapping and unique barriers and facilitators to accessing care for chronic low back pain. Understanding perceived access experiences will assist in developing more effective care models for specific communities or regions.

    • Background: Healthcare access for chronic low back pain is complex and should consider not only the health system, but patient care seeking experiences as well. People who live in rural and remote communities and/or identify as being Indigenous may often encounter additional barriers to accessing care for chronic low back pain; thus, these contexts must be considered to fully understand barriers and facilitators. Aims: The aim of this study was to understand care-seeking experiences of people living with chronic back pain in Saskatchewan and determine unique experiences facing urban, rural, remote, and/or Indigenous peoples. Methods: Thirty-three participants with chronic low back pain completed a preliminary survey followed by individual semistructured interviews. Participants were categorized as urban, rural, or remote including Indigenous status. A qualitative interpretive research approach with inductive thematic analysis was employed. Results: Three overarching themes were identified with the following subthemes: (1) healthcare access challenges: challenges to accessing care, challenges within the health system, and challenges leading to self-directed management/coping strategies; (2) healthcare access facilitators: funded care, participant education and knowledge, patient–provider communication, and care closer to home; and (3) participant recommendations for improved care provision: coordination of care, integrative and holistic care, and patient-centered care and support. Rural and remote participants highlighted travel as a main barrier. Indigenous participant experiences emphasized communication with healthcare providers and past experiences influencing desire to access care. Conclusion: Participants identified a range of challenges and facilitators as well as recommendations for improving access to care for chronic low back pain, with unique barriers for rural, remote, and Indigenous participants.

    • This study describes the chydorid (Branchiopoda, Anomopoda) assemblages from 66 European shallow lakes, and presents data relating the assemblages to lake type and ecological quality. Forty species, out of a total recorded European fauna of 60 species, were found in the study sites. No significant differences were found between chydorid assemblages associated with rock and plant substrata. Patterns of distribution were best explained primarily by latitude and pH. Chlorophyll-a, total phosphorus, water temperature and Secchi depth were also correlated with assemblage descriptors. Alonopsis elongata, Alona rectangula, Alonella excisa and Pleuroxus uncinatus were shown to have higher prevalence in certain lake types. The dominance of Chydorus sphaericus in a third of the study sites was linked to eutrophication and high levels of chlorophyll-a. The relationship between chydorids and lake ecological quality was more apparent at species rather than community level. This study identifies important typological factors affecting chydorid distribution, and confirms that patterns of chydorid distribution previously reported from regional studies hold true across Europe.

    • A prevailing idea through the ages is that of the Great Chain of Being, understanding the universe as a hierarchy of beings, an unbroken chain of existence, from the simplest forms to the most complex ones, from non-living matter to the most rational creatures (Lovejoy 1936). In his History of Animals from the fourth century BCE, Aristotle arranged all beings in a ladder of nature, a scala naturae, a gradation of natural things from minerals, through plants and animals, to the human being. The chain of being got biological significance with, among others, Gottfried Wilhelm Leibniz, Carl Linnaeus, Georges-Louis Leclerc de Buffon, and Charles Bonnet. Nature does not make jumps, Natura non-facit saltus, as Carl Linnaeus formulated it in Philosophia Botanica (1751). There is continuity in nature. In that respect, the Great Chain of Being is connected to the Principle of Plenitude, the fullness of being. The principle suggests that every possible form of creature exists. This could also be understood in a temporal sense that every possible form of creature, even though not existing right now, might have existed before or could be realized at some stage in the future. Continuity is an idea implicit in that of plenitude. In the early nineteenth century, this continuity of nature became understood in temporal meaning. Jean-Baptiste de Lamarck went from a static concept of the series of life-forms to a theory of species transformation that life had developed over time from simpler to more complex forms. During the nineteenth century, the Great Chain of Being was replaced by another metaphor, the Tree of Life, which also stressed on the continuity of nature, but took into account the genealogy and evolution of life-forms, as in Lamarck’s Philosophie zoologique (1809) and Darwin’s Origin of Species (1859).
