    • The article draws on two research projects conducted at the University of Gothenburg and highlights how social workers construct and reconstruct young masculinities. In the light of recent debates in India, induced by the gang rapes in New Delhi, the intersection between masculinity and class is of great relevance to social work. Research from both countries highlights a problematic situation within social work as boys from lower social classes often are predicted to become low achievers or drug addicts. Instead our focal point should be turned towards how we in interaction with our surroundings are shaped as males and females.

    • The Nordic countries have been experiencing paradigm shifts from a focus on problems, pathology and deficits to more strengths-based, capacity-building and inclusive approaches, especially in the field of child welfare. This article describes joint Nordic (Nordplus) Master level courses that have been introduced to promote a more inclusive and empowering way of working with children and families. The overall theme of the Nordplus project is democratisation of child welfare work. The project includes three separate courses: (i) Empowerment and family decision making in child welfare; (ii) Strengths and solution oriented child welfare work; (iii) Children, youth and participation. The project brought together masters students from the Nordic countries and professional academics from the Nordic countries, South Africa and Australia. This article describes and problematises the learning process and the outcomes of the project. An important aim of the project was to interrogate the relationship between the global and the local

    • The United Nations Convention on the Rights of the Child (UNCRC) was launched in 1989 and is ratified in most countries. The UNCRC is considered by child welfare authorities worldwide to be an essential document that aims to improve the rights of children. However, contemporary research indicates that the UNCRC is an obstacle to social work because it emphasizes the legal equality between children and adults. This finding prompts the question of how Western child protection agencies conduct child protection encounters with families with a non-Western ethnic background. The present article aims to examine if specific articles in the UNCRC can serve as a medium for improving social work with ethnic minority families within the child protection sector in Sweden. This article is based on a research project concerning youths with an ethnic minority background in out-of-home care. Relevant articles in the UNCRC are revealed to be potentially helpful to child protection programmes involving ethnic minority families because these articles emphasize considering the perspective of the child and strengthening parenting skills. However, child protection agencies must consider how the UNCRC can be used to teach parents or guardians to understand and acknowledge the perspective of the child without violating the values of the family. © 2013 Taylor & Francis.

The main objective is to discuss the social and economical situation of migrant children placed in out-of-home care. Additionally it discusses how children and their family members view treatment they receive in the human services organisations in general and especially in child protection. The research combines a quantitative and a qualitative approach and three different data sets are used to achieve the aim of the thesis. The quantitative study is based on data from several national registers for ten entire birth cohorts (n>1 million) and examines the representation of first generation immigrant children among first time entries into out-of-home care (foster/residential care) at ages 7-12 and 13-17. The second is a qualitative study based on in-depth interviews with seven young men aged 14-22 in out-of-home placements or with a recent history of out-of-home care in, with social workers in charge and with social pedagogy staff. Four adult carers volunteered for an interview. Altogether 25 interviews were performed. The third data set draws on material from joint Nordic (Nordplus) master courses that were arranged in order to promote a more inclusive and empowering way of working with children and families in child welfare. The thesis investigates the relationship between power and trust in child protection where the aim is to change problematic situations for disadvantaged children. To achieve that, trustful relationship between family members and social workers are of crucial importance. Trust is an essential element on a societal as well as on a relational level. However, establishing a trustful relationship means that the family members have to put themselves in a state of vulnerability as they are dependent on the goodwill of the social worker. Thus the social worker needs ample time in general, especially in relation to service users with ethnic minority background as they might have experiences from distrust and deceit in previous encounters with civil servants in Sweden or elsewhere. Another important element in the establishment of trustful relationships is discretion. The Swedish social services act is vaguely expressed and allows a high level of discretion. However the level of discretion is dependent on allocated resources and a supportive climate in the organisation. The thesis concludes that conditions on a structural level have a major impact on people’s lives and the socio-economical background of the families are of greater significance than ethnic background in placements in out-of-home care. Still, the social workers in my research study do not emphasize the importance of structural conditions in the life of the ethnic minority families. Being a political organisation, child protection is guided by legislation and a set of governmentally sanctioned perspectives and theories. In this complex context the social workers act in two ways. Either they treat all service users equally irrespective of cultural background or they apply an ethnically sensitive approach. The common denominator of the positive narratives of the family members is reciprocal trust between family members and social workers. The young men and their families stress the importance of trustful, sensitive and confirming relationships within the child protection context. A trustful and reciprocal treatment can possibly contribute to a better integration in the Swedish society by creating opportunities for exchanging information about each others cultures and views. Social work with children and families with ethnic minority background brings the competence of the social workers to a head. Besides the need of solid general knowledge in social work there is also a need for knowledge of the cultural background and experiences of the families. The latter kind of knowledge is often obtained in a good working relationship with the family.

  • Out-of-home care among immigrant children in Seden: a national cohort study

    • Abstract We used data from several national registers for ten entire birth cohorts (n>1 million) to examine the representation of first generation immigrant children among first time entries into out-of-home care (foster/residential care) at ages 7-12 and 13-17. Logistic regression models were used to just results for socioeconomic background factors. Immigrant children were categorized in six groups after birth country/continent. Compared to Swedish born peers, immigrant children from non-European countries had two-threefold sex and birth year adjusted odds for being placed in care for the first time at ages 7-12. After adjustments for five socioeconomic background variables, none of these overrisks remained. Instead there was a tendency towards immigrant background being associated with reduced risks, statistically significant for immigrant children born in non-Nordic European countries. Immigrant children had between two- and sixfold age and birth year adjusted odds for entering care for the first time during adolescence. After adjusting the results for socioeconomic background, only immigrant children born in Sub-Saharan Africa or in Asia outside the Middle East had significant overrisks for care entries at ages 13-17 (OR=1.5).
