  • The Acceleration of Urban Sustainability Transitions: a Comparison of Brighton, Budapest, Dresden, Genk, and Stockholm

    • City-regions as sites of sustainability transitions have remained under-explored so far. With our comparative analysis of five diverse European city-regions, we offer new insights on contemporary sustainability transitions at the urban level. In a similar vein, the pre-development and the take-off phase of sustainability transitions have been studied in depth while the acceleration phase remains a research gap. We address this research gap by exploring how transitions can move beyond the seeding of alternative experiments and the activation of civil society initiatives. This raises the question of what commonalities and differences can be found between urban sustainability transitions. In our explorative study, we employ a newly developed framework of the acceleration mechanisms of sustainability transitions. We offer new insights on the multi-phase model of sustainability transitions. Our findings illustrate that there are no clear demarcations between the phases of transitions. From the perspective of city-regions, we rather found dynamics of acceleration, deceleration, and stagnation to unfold in parallel. We observed several transitions—transitions towards both sustainability and un-sustainability—to co-evolve. This suggests that the politics of persistence—the inertia and path dependencies of un-sustainability—should be considered in the study of urban sustainability transitions.

    • Urban sustainability transitions have attracted increasing academic interest. However, the political-institutional contexts, in which these urban sustainability transitions unfold and by which they are incited, shaped, or inhibited, have received much less attention. This is why we aim at extending previous studies of sustainability transitions by incorporating a multi-level governance perspective. While multi-level governance has been a long-standing theme in political science research, it has remained under-explored in the study of sustainability transitions. This claim is the starting point of our comparative analysis of urban sustainability transitions in Brighton (UK), Dresden (Germany), Genk (Belgium) and Stockholm (Sweden). Our approach “brings the politics back in” by elucidating the dynamics of power concentration and power dispersion generated by different national governance contexts. In our analysis, we explore which opportunities and obstacles these diverse governance contexts provide for urban sustainability transitions.

  • An agenda for future Social Sciences and Humanities research on energy efficiency : 100 priority research questions

    • Decades of techno-economic energy policymaking and research have meant evidence from the Social Sciences and Humanities (SSH)-including critical reflections on what changing a societys relation to energy (efficiency) even means-have been underutilised. In particular, (i) the SSH have too often been sidelined and/or narrowly pigeonholed by policymakers, funders, and other decision-makers when driving research agendas, and (ii) the setting of SSH-focused research agendas has not historically embedded inclusive and deliberative processes. The aim of this paper is to address these gaps through the production of a research agenda outlining future SSH research priorities for energy efficiency. A Horizon Scanning exercise was run, which sought to identify 100 priority SSH questions for energy efficiency research. This exercise included 152 researchers with prior SSH expertise on energy efficiency, who together spanned 62 (sub-)disciplines of SSH, 23 countries, and a full range of career stages. The resultant questions were inductively clustered into seven themes as follows: (1) Citizenship, engagement and knowledge exchange in relation to energy efficiency; (2) Energy efficiency in relation to equity, justice, poverty and vulnerability; (3) Energy efficiency in relation to everyday life and practices of energy consumption and production; (4) Framing, defining and measuring energy efficiency; (5) Governance, policy and political issues around energy efficiency; (6) Roles of economic systems, supply chains and financial mechanisms in improving energy efficiency; and (7) The interactions, unintended consequences and rebound effects of energy efficiency interventions. Given the consistent centrality of energy efficiency in policy programmes, this paper highlights that well-developed SSH approaches are ready to be mobilised to contribute to the development, and/or to understand the implications, of energy efficiency measures and governance solutions. Implicitly, it also emphasises the heterogeneity of SSH policy evidence that can be produced. The agenda will be of use for both (1) those new to the energy-SSH field (including policyworkers), for learnings on the capabilities and capacities of energy-SSH, and (2) established energy-SSH researchers, for insights on the collectively held futures of energy-SSH research.

    • Research on sustainability transitions has expanded rapidly in the last ten years, diversified in terms of topics and geographical applications, and deepened with respect to theories and methods. This article provides an extensive review and an updated research agenda for the field, classified into nine main themes: understanding transitions; power, agency and politics; governing transitions; civil society, culture and social movements; businesses and industries; transitions in practice and everyday life; geography of transitions; ethical aspects; and methodologies. The review shows that the scope of sustainability transitions research has broadened and connections to established disciplines have grown stronger. At the same time, we see that the grand challenges related to sustainability remain unsolved, calling for continued efforts and an acceleration of ongoing transitions. Transition studies can play a key role in this regard by creating new perspectives, approaches and understanding and helping to move society in the direction of sustainability.

    • “Gersemi”, a vertical cryostat to test superconducting magnets and radio-frequency cavities at liquid helium temperatures, will be installed at FREIA Laboratory at Uppsala University, Sweden. With three independent inserts, the same cryostat can be used to test different superconducting equipment at low power: a “vacuum” insert for cavities equipped with a helium vessel, a “bath” insert for cavities (and other equipment) without a helium vessel and a “lambda-plate” insert for magnet testing. Each insert has been designed to be as versatile as possible, making the available space inside the cryostat the main constraint for equipment testing. The cryostat will have an internal diameter of 1.1 m and 4.7 m total height. For magnet testing, “Gersemi” will be able to handle superconducting magnets with a stored energy up to 340 kJ. A valve box to direct the cryogens, a reheater for warming up the output gases and a control system complete the setup."Gersemi" vertical cryostat is connected to a helium liquefier and recovery system, and in parallel to an existing horizontal cryostat for testing superconducting equipment already operational at FREIA Laboratory.

    • The global political economy of energy is marked by a fragmentation of actors, institutions and frames. The goal of this chapter is to map and critically interpret this fragmented landscape of energy governance. First, it provides a deconstruction of the global energy challenge, arguing that the world does not face a singular energy problem but in fact multiple energy-related challenges. Which energy problem merits attention depends very much on the worldviews and values that one subscribes to. Second, the chapter argues that effective governance is needed to overcome the world’s energy challenges and it lays bare the fragmented nature of energy governance at the national, regional and global levels. Third, the chapter zooms into some of the relations between elements in this fragmented governance landscape, identifying the most prominent gaps, overlaps and interactions in global energy governance.
