    • Middle managers in Swedish human service organisations are responsible for implementing the many goals and visions of government as formulated in policy. Since the 1980’s there is a growing expectation that these goals should be materialized through HRM strategies. In the wake of New Public Management (NPM), HRM has become significant in human service organisations as expressed in proliferation in the numbers and specializations of managers, a development of management rhetoric and particularly investments in managerialism and managers as a way of achieving change. This paper reports on the contradictory positions that arise for middle managers, in human service organizations where HRM is integral part of managerial repertory. The aim is to examine how the role of middle manager is impacted as a result of this increasing organizational complexity and governance. As part of the middle-layer, middle managers must balance the various aspects of their work from a weak power base, and act as a buffer between their staff and their seniors. As a result, inconsistencies between the expectations of the organization and the individual employees they manage create tension, conflict and feelings of powerlessness that may result in increased inefficiency - the opposite of the organizational intention. This research is based on interviews and observations of 30 Swedish middle managers from human service organisations over a period of two years. We use qualitative text analyses to analyse our data. We expect to find that middle managers use different types of strategies to give meaning to the work they do and create room for manoeuvre in everyday practice.

Med exempel från lagstiftning och aktuell forskning diskuterar artikelförfattarna, sex forskare i könsrelaterat våld vid Institutionen för Socialt arbete, Göteborgs universitet, hur krönikan präglas av okunskap om sexuella kränkningar och tidigare kvinnorörelsers arbete; och hur den uttrycker en könsdiskriminerande och stigmatiserande attityd till dem som nu bryter tystnaden om egna erfarenheter.     • Globalisation and resistance to these changes are one set of factors affecting gender inequality, others such as struggles with caste, class and other traditional patriarchies that intersect with gender to define women’s lived experiences of interlocking vulnerabilities are still persisting. In this respect, the tenets of modernity seem alluring and attractive with their promises of unimagined opportunities for contestation and re-negotiation of gender relations in both the private and public domains. Such generalised understandings of gender inequality are problematic especially in the context of rural women in India. Research based on western indicators tends to under-estimate improvements in women’s empowerment. As a result, stereotypical perceptions of under-educated, low-incomed rural women as ignorant, vulnerable passive victims of modernisation without agency continue to persist. In the context of development in India, improving access to modern energy technology is seen as a potential means of empowering women. However, how the adoption of modern technology contributes to women’s empowerment remains unexplored. For example, we know that technology has empowering potential but whether it actually leads to changes in choices within homes and how this relates to changes in division of tasks and gender roles and relations requires further research. The paper reports on fieldwork conducted with women and families in Odisha 2014. The findings suggest that implementation of clean energy technology was conditional on two factors, the choice of technology adopted and access to credit customized to women’s needs. The findings further suggest that whether women accept the new technology and how they chose to use it depended on family type, family size as well as local customs and traditions. We conclude that although the introduction of modern technology has the potential to improve empowerment of women in rural areas on its own it does not necessarily lead to westernised versions of gender equality, instead understandings of gender equality and empowerment are social and cultural specific and has to be evaluated at the level of the society where the intervention takes place.

    • Because they provide a range of desirable effects, access and use of clean energy Improved CookStoves (ICS), is denoted as an appropriate goal in developing countries. The implementation of ICS is also considered as a force for supporting gender equality and women’s empowerment, two key elements high on the international development agenda. However, relatively few studies have examined how the implementation of ICS affects gender relations or if the introduction of ICS in fact promotes women’s empowerment. Based on fieldwork conducted in rural communities in Odisha, the present study on ICS implementation engages with the concept of empowerment to examine how and to what extent the introduction of clean energy stoves contributed to women’s empowerment – and potentially transformed gender relations in the intervention areas. Using qualitative methods and analyses, results show that the introduction of clean energy stoves (ICS) influenced everyday life by providing an attractive, useful technology that supported performance of traditionally gender-coded task such as cooking and food preparation in a more efficient manner. Moreover, using ICS expanded women’s room to maneuver, offering small but tangible spaces to re-negotiate established gender divisions of labour. These subtle changes may go unnoticed when empowerment is measured using quantitative economic indicators. Therefore, the article challenges researchers to adopt qualitative approaches when researching empowerment to reveal women’s slow but steady processes towards achieving empowerment that other methods may obscure.

    • The literature on women, environment and sustainability justifies women’s central role in promoting conservation ecology and sustainable initiatives. In the discourse of society, ecology and sustainability, women are seen as potential initiators of collective action. Feminist political ecological discourse recognizes the role of women in engaging with collective action, yet the gendered differential practices in sustaining certain forms of collective action within the community hitherto remains an under researched area. In the context of community participation and collective action, women play a key role as providers of food, fuel and fodder. They have also gained access to alternative means of livelihood, and formed forest groups for governing forest resources. In the process of institutionalization of collective action, gender roles and relations hold the potential to ensure women’s inclusion in the development process. These issues hold importance in the domain of rural sustainability however these are far from mainstream analysis due to its local nature. This paper formulates a set of interrelated questions to interrogate the role of Community of Practice for sustainable community development. These questions concern the significance of collective action in relation to social structures, institutions and processes. There are communities practicing different kinds of sustainable and shared methods of collective action, e.g. women collectives or Self-help Groups (SHGs) continuous work to create sustainable forms of collective action that should be systematic studied. We argue that the Community of Practice (CoP) framework provides an opportunity to explore the social embeddedness of collective action which cannot be understood isolated from women’s roles and relations as important agents in shaping community initiatives.

Communities practise different kinds of sustainable and shared methods of collective action; for example, women’s collectives or self-help groups continuously work to create sustainable forms of collective action. We argue that the CoP framework provides an opportunity to explore the integral social basis of collective action, which cannot be understood without acknowledging women as important agents in shaping community initiatives.

    • Sweden is considered to be among the most gender equal countries in the world. From the 1970s onward, gender equality in the labour market and the household has been a cornerstone of Swedish social policy (Jordansson and Lane, 2018). The implementation of anti-discrimination legislation prohibiting sexual harassment in the workplace can be understood as supporting that goal. SH is a form of gender discrimination and is forbidden according to the Anti-Discrimination Act launched in 2009. Notwithstanding legislative intentions, narratives from the #MeToo movement suggest that SH remains a significant problem in many parts of the labour market in Sweden. The purpose of this paper is to participate in this on-going discussion. The questions concern why the #MeToo movement was successful in raising the issue of SH. Further the paper aims to establish a role for research in addressing changes needed to insure that #MeToo movements will be unnecessary in future. In the paper we explore how whistle-blowing theories can contribute to understanding processes that take place in organization following SH complaints.

    • The purpose of this paper is to reflect on the promise of #MeToo movement for reporting and preventing sexual harassment (SH). The article engages with definitions of SH and theories of whistleblowing dialogue with illustrative #MeToo narratives to discuss why reports of SH take long time to surface and why they may remain unreported and unaddressed. The empirical illustrations were gathered from Swedish newspaper articles, social media, radio, and television programs beginning autumn 2017. To set the stage, we begin with short presentations of sexual harassment and whistleblowing processes followed by three short illustrative cases. Our tentative findings show that when considering SH, organisation leaders have important roles in the whistleblowing process as they communicate organisational expectations, values and norms about acceptable behaviour. In the Swedish context, the explicit political stance to #MeToo taken by Swedish Government and Discrimination Ombudsman were crucial in starting and sustaining initiatives to support employees and their organisations in these efforts.

    • Innebörden i sättet att definiera arbete samt villkoren i arbetet är beroende av den samhälleliga kontexten och vår utgångspunkt är att arbete som begrepp är en könad, kulturell och social konstruktion. Vårt bidrag kommer att ge en bakgrund till det arbetsbegrepp som gett lönearbe- te en överordnad status och som skapat en maktordning i förhållande till obetalt arbete i hem- men. En maktordning som sammanfaller med den genusordning som ger män en överordnad position i samhället. Sättet att definiera lönearbete som åttatimmars heltidsarbete går tillbaka till industrialiseringsprocessen när arbete kopplades till en marknad och till lön. Definitionen var väl förankrad i en genusordning som till en början byggde på att män var familjeförsörjare medan kvinnor sågs som ansvariga för hem och familj. När samhället förändrats och kvinnor återfinns i arbetskraften i nästan lika hög grad som män blir denna syn på normalarbetsdagen problematisk. Genusordningen är i otakt med de förväntningar som finns på att kvinnor och män har lika stor rätt till, och del av arbetslivet som män. Genom att kvinnor fortfarande i hög grad ses som huvudansvariga för hem och familj tvingas de anpassa sig till krav i arbetslivet som för män ter sig mera självklara. Den hierarki mellan lönearbete och obetalt arbete i hem- men som moderniserings- och industrialiseringsprocessen förde med sig leder även till att det obetalda arbetet osynliggjordes. Forskare har under lång tid försökt brygga över klyftan mellan lönearbete och det oavlönade arbetet i hem och familj, men eftersom de inte utmanar den syn på normalarbetstid som fastställts i en specifik historisk kontext kvarstår den hierarkiska ord- ningen. Oavsett om det har handlat om att lägga till eller om att försöka finna ett nytt begrepp som tar ett helhetsperspektiv på arbete kvarstår det faktum att det oavlönade arbetet underord- nas och maktordningen mellan könen kvarstår. Under senare år har work-life balance lyfts fram som ett sätt att på individnivå kombinera arbete och familj och finna en ”lösning” på den till synes olösliga konflikten. Eftersom sättet att se på lönearbete inte ifrågasätts blir konsekvensen för främst kvinnor ständiga anpassningar till arbetslivets och arbetsgivarens krav. Både kvinnor och män ses visserligen som oberoende ekonomiska aktörer men förväntas utifrån individuella ansträngningar uppnå personlig tillfreds- ställelse både i arbetslivet och i privatlivet. Lösningarna privatiseras och blir därmed beroende av de ekonomiska förutsättningarna i familjen och klass blir en påtagligt viktig variabel. Vårt bidrag syftar således till att problematisera begreppet arbete men också till att lyfta fram en tänkbar väg mot ett jämställt samhälle där vare sig kvinnor eller män måste anpassa sig till förgi- vet tagna föreställningar.

    • Lönearbete anses vara själva grundbulten för jämställdhet mellan kvinnor och män. Via läsning av historisk och sociologisk forskning syftar artikeln till att belysa hur denna snäva konceptualisering av arbete villkorat kvinnors och mäns möjligheter i samhället under stora delar av 1900-talet. Tidigare diskussion kring relationen mellan lönearbete och obetalt hemarbete har handlat om att antingen försöka korrigera bilden av lönearbete eller försöka brygga över den hierarkiska klyftan men problemet kvarstår i hög grad och en tillsynes olöslig konflikt lever kvar. Dagens jämställdhetspolitik tenderar att ta sättet som arbetsbegreppet konceptualiserats som enbart lönearbete för givet. Syftet med att återknyta till tidigare forskare är att bidra till en diskussion som går utöver kvinnors och mäns olika villkor i samhället och istället ta utgångspunkt i de ramar som ligger till grund för dessa villkor.

    • Den svenska jämställdhetspolitiken brukar lyftas fram som ett föredöme för andra länder att ta efter. Ett område som särskilt framhävs är att närmare tre fjärdedelar av de svenska kvinnorna befinner sig på arbetsmarknaden (NIKK, 2018). Hur jämställdhet definieras får emellertid betydelse för de mål som uppnås. I forskningen har detta problematiserats utifrån olika sätt att förstå jämställdhet och tre övergripande förståelser kan här urskiljas. Det handlar om inkludering eller likabehandling (av kvinnor och män), om omvandling, dvs om att uppmärksamma och uppvärdera specifikt kvinnliga egenskaper samt om nydaning eller transformation. Det senare syftar på ett genomgripande annorlunda sätt att se – inte bara till kön utan – till de organisatoriska och samhälleliga förutsättningar som upprätthåller ojämställdhet. I texten tar vi utgångspunkt i transformation och argumenterar för att förutsättningarna för ett hållbart och jämställt arbetsliv förutsätter en genomgripande nydaning där sättet att se på arbete och på relationen mellan lönearbete och det oavlönade arbetet måste stå i centrum. Vi diskutera villkoren i arbetsorganisationer med utgångspunkt i strukturella, trögrörliga genusmönster i samhället genom att anlägga ett historiskt perspektiv och argumenterar för att de genusmönster som grundlagt en köns- och genussegregerad arbetsmarknad återverkar även på kvinnors och mäns livsvillkor och livschanser och sättet att se på lönearbete får konsekvenser både för hälsa och för sociala och ekonomiska villkor i ett livsperspektiv.

    • In modern societies, access to wage work has functioned as an indicator of and a platform for realising equality between men and women. Simultaneously, we have observed histrionic changes in the way we organize work, care, and domestic tasks. Unequal conditions for women and men in the labour market have been the focus of researchers trying to understand these changes. In this paper we take an alternative route, by interrogating “work” as a theoretical concept. We argue that “work” was gendered from the start and as such creates major challenges for societies striving to realize gender equality. For if productive work associated with what men do is “real work” and more valued than reproductive work associated with women, is gender equality achievable? Clearly, it will not be attained by women engaging in paid work “like a man,” for who then will care? We argue that to decode the complexities of work and family life in globalized societies we must pay attention to how work is conceptualized. Our aim is to highlight power relations that underpin the manner in which work, and specifically paid work is conceptualized and consequences of these conceptualizations for women and men in modern societies. Written from a Swedish context our review of attempts to ‘fit’ unpaid work into existing concepts of “work” reveals that a simple, non-reflective acceptance of an established concept risk ending up in a blind alley where unpaid work is re-evaluated, but without possibilities to affect either power relations between paid and unpaid work nor gender relationships between men and women.

    • Work is a central and necessary activity for survival. In modern societies, access to wage work has functioned as an indicator of and a platform for realising equality between men and women. Simultaneously, we have observed histrionic changes in the way we organize work, care, and domestic tasks. Thus although gender equality remains our goal, decoding the complexities of work and family life in globalized societies demand that we pay careful attention to how we organize work and family life. However, we tend to take the concept work for granted either equating it with wage work or ignoring it all together. In this paper, we argue that it is essential to theorize continuously the concept work from ontological, political, and emancipatory perspectives if we want to understand how it becomes imbued with meaning and power with consequences for gender equality. From a historical perspective, our goal is to highlight power relations that underpin the manner in which work, and specifically paid work is conceptualised and to explore consequences of these conceptualisations for women and men from a gender, and class perspective at the individual and policy levels.

    • The aim of this paper is to discuss whether activating the concept “work-life balance” to study female activism can shed light women’s strategies to manage the competing roles of engaging in activism as committed activists, in work and in family life. The paper takes into consideration that any or all of the roles may compete separately or together for time and energy. Activists are defined here as women engaged in social issues as advocates “movers and shakers” seeking to create positive change for a cause they believe ought to be included in an ideal society. Their commitment to issues/causes of interest may be paid or unpaid, but I argue that there is a difference between women activists and women volunteers, that is although women in both groups may spend substantial amounts of time and energy in a cause, activism is associated with commitment to an ideal that goes beyond mere offering of one’s services. The paper begins by interrogating the concept work-life balance, its genesis and meaning(s) followed by a short literature review. Thereafter, I discuss work-life balance as an analytic tool to investigate female activist /activism in dialog with research focusing gender, class and ethnicity. The paper concludes by suggesting alternative ways of framing female activism within a work – life –activist context.

    • There are more disabled students in higher education than ever before. This growth in numbers is a reflection of diversification of students’ profile in higher education following from the introduction of inclusive education policies that took its first tentative step in the 1980s. Noteworthy, is that although the numbers of disabled students are increasing, the percentage of disabled students I higher education vary within European countries and in the wider world. This broad variance is due partially to different conceptions of disability and the criteria used to determine a disability in specific contexts and partially to how well the rights of disabled people have been implemented into higher education policy and practice. Although higher education systems are becoming more inclusive of disabled students, these students still perceive barriers to education. These perceptions may be the result of both actual differences in the treatment of students in the classroom and the inability of educators to understand students and be sensitive to and inclusive in teaching styles and content. Or they may result from the voices of disabled students not being heard or included when policies are conceptualized and implemented. The aim of this paper is to examine how inclusive higher education is to the voice of disabled students. Listening to the voices of disabled students is appropriate in higher education because doing so provides a better understanding of barriers to higher education and opens up a dialogue to address key challenges that both institutions and students might face. The student voice can also be used to inform how we can plan for successful learner experiences for both disabled and non-disabled students. The idea for this literature review arose in response to findings from a student survey performed within the EU funded project European Action on Disability in Higher Education (EADHE). The survey asked students to express their needs and the support provided to them by universities in six European Union countries. One of the main findings of the survey was that students did not feel that their voices were heard on questions that were of central interest for them. This paper, a literature review, attempts to engage in this dialogue by examining how and in what ways the voice of disabled students have been articulated in studies of higher education. The point of departure is the ‘voice of’ student concept, which entails concentrating the review to literature where students are consulted individually by academics on a range of issues identified as relevant for them. Information was retrieved from a number of search engines with the time parameters of 1990-2013 resulting in 41 peer-reviewed journal articles being included in the review.

    • Research in higher education suggests the need for higher education to show greater understanding and awareness of the lived experiences of disabled students. These sources argue that knowledge and understanding of barriers that this group of students face maybe conducive to facilitate inclusive and effective teaching strategies. Although the needs and rights of disabled students as learners in higher education are officially recognized, there remains a gap between changes guaranteed by legislation and actual support and accommodation available in higher education institutions. Researchers have attempted to bridge this gap by listening to the ‘voice of’ disabled students and actively engaging them in higher education research on issues concerning them. The aim of this review article is to contribute new knowledge by mapping students with disability experiences of barriers to higher education as they emerge in research conducted by scholars who specifically elicit their voice. The review documents the experiences of students in 41 studies between 1996 and 2013. Findings suggests that listening to the voices of disabled students may be an appropriate method to engage students and encourage inclusive participation in actions to dismantle barriers and resolve challenges to the benefit of both students with disability and higher education institutions.

    • The Swedish welfare state holds high esteem in the EU and around the world. The country’s provision of ‘cradle to grave’ social services is often listed at the top of international rankings. However, the Swedish welfare state has experienced radical change in the last two decades – economic crises, increasing migration, conservative governance, and introduction of New Public Management (NPM) in public service organizations, all of which have had a profound effect on social work. The purpose of this chapter is to provide the context for the chapters that follow. Since social work education and practice takes place within particular historical, social, political and economic contexts, the Introductory Chapter provides an overview of the Swedish context. We trace the development of the Swedish welfare state from its historical and ideological beginnings to its current incarnation and set it in dialogue with the development of social work education and practice. The chapter concludes with an introduction to the book’s chapters.

    • The aim of this chapter is to contribute to ongoing discussions of social work education by examining the potential for anti-oppressive practice (AOP) to enhance teaching of social work education and practice. The challenge is to integrate AOP as a pedagogical practice in teaching. Using my experiences as coordinator of a small EU project as a point of departure, I reflect on how working in the project troubled but enriched my approach to teaching. Using our study of students with disability as the background context, the chapter discusses what an AOP approach is and its potential to enhance and contribute to inclusive social work education.

    • The chapter opens by imagining what realities face social work in the next 25 years and how narratives have an important role to play in helping the profession reflect, process and act. We go on to summarizes the preceding chapters and identify the various threads that have emerged in the texts and discusses what these narratives tell us about social work practice and education at present. The chapter argues that narrative approaches can contribute to finding sustainable solutions to future social problems. Through the process of engaging in narrative methodologies, we provide opportunity to raise critical voices that have to power disrupt and challenge ideologies which sustain inequalities.

    • This chapter brings narratives to the forefront. It begins by discussing the difference between narratives and stories and goes on to present different perspectives on why narratives are important for social work practice and education. To help illustrate the applicability of a narrative perspective to social work, the story of a client is interwoven into the fabric of the chapter. We argue, through following the client’s story, that by shifting a client’s perspective of their own story to one of a narrative helps open possibilities for client empowerment. This chapter presents key theoretical perspectives on narratives in social work relevant to practice and pedagogy.

    • Under colonialism, the mirror of the black-white binary has been shattered by white colonials consorting with black and indigenous women. By privileging lighter-skinned mixed-race groups, colonialists established a hierarchy that linked skin colour to economic and social class. Therefore, we argue that to understand the texts of Frantz Fanon and Mayotte Capécia requires analytical tools that resist seeing the world in black or white. Our reading of Fanon seeks to broaden the scope of analysis of these texts by looking at them as works standing at the crossroads where issues of race, colour, gender, class, and power converge. Blaming women absolves men from the painful reality that they are also partners in this construction. As two black women, we have been fascinated by the depth of Fanon’s understanding of the mechanisms and ideology of colonial oppression. However, the way Fanon deals with the desire of the black man to be whitened by his association to a white woman is very different from a reverse situation between a black woman and a white man. Both seek their redemption by the association to whiteness—lightness.

    • The UN has situated women’s inclusion in (SDGs) at the highest priority. Ecofeminism and the feminist political ecological discourses emphasizes the role of women in engaging with collective action. Women should be included in all actions taken while paying attention to gendered differential norms in sustaining collective action. Rural women are seen as potential partners and benefactors as they are key initiators of collective action at grass-root and community level. However, unless community participation proceeds within a framework designed to establish meaningful dialogue between rural women, their organizations, the community and other stakeholders the potentials for gender empowerment is compromised. In relation to project design and implementation, the dynamics between gender, community participation and empowerment is poorly represented in development literature. Using a gender lens this chapter aims to discuss the usefulness of a CoP framework for knowledge sharing and collective action.

  • How Gender Equal Is Sweden? An Analysis of the Shift in Focus under Neoliberalism

    • Sweden’s proven ability to enact family-friendly policies to support its gender equality ambitions has made it an exemplar of gender equality to emulate among developing countries. The aim of this article is to demonstrate that while Swedish gender equality has become an important part of Swedish identity, paradoxically, the foundations upon which this identity was built has gradually been eroded–– Sweden has shifted from a welfare state with collective solutions and inclusiveness towards one of neoliberal governmental rationalities where individual autonomy and freedom of choice are seen as means of achieving gender equality. This new direction has implications for how gender equality policy is formulated. Using Bacchi’s ‘What is the problem approach?’ this article traces the Swedish gender equality discourse from the 1960s to the present while at every stage interrogating how equality was problematised and what solutions were offered.
