  • Airborne DNA reveals predictable spatial and seasonal dynamics of fungi

    • Fungi are among the most diverse and ecologically important kingdoms in life. However, the distributional ranges of fungi remain largely unknown as do the ecological mechanisms that shape their distributions1,2. To provide an integrated view of the spatial and seasonal dynamics of fungi, we implemented a globally distributed standardized aerial sampling of fungal spores3. The vast majority of operational taxonomic units were detected within only one climatic zone, and the spatiotemporal patterns of species richness and community composition were mostly explained by annual mean air temperature. Tropical regions hosted the highest fungal diversity except for lichenized, ericoid mycorrhizal and ectomycorrhizal fungi, which reached their peak diversity in temperate regions. The sensitivity in climatic responses was associated with phylogenetic relatedness, suggesting that large-scale distributions of some fungal groups are partially constrained by their ancestral niche. There was a strong phylogenetic signal in seasonal sensitivity, suggesting that some groups of fungi have retained their ancestral trait of sporulating for only a short period. Overall, our results show that the hyperdiverse kingdom of fungi follows globally highly predictable spatial and temporal dynamics, with seasonality in both species richness and community composition increasing with latitude. Our study reports patterns resembling those described for other major groups of organisms, thus making a major contribution to the long-standing debate on whether organisms with a microbial lifestyle follow the global biodiversity paradigms known for macroorganisms4,5.

  • Shared Authority – More Capacity : Hybrid Governance of National Parks in Southern Africa

    • A state's ability to establish and enforce collective rules is central to its ability to govern. How states can increase their capacity to achieve this in areas where local actors – such as traditional authorities in Africa –are central structures is therefore occupying both researchers and practitioners. I contribute to this growing body of literature by focusing on the de facto interactions between state- and traditional authorities. Based on extensive fieldwork, I study how hybrid governance arrangements with traditional authorities influence the state's capacity to govern through the perceptions and experiences of park- and traditional authorities and local inhabitants in National Park governance in the Great Limpopo Transfrontier Park and Conservation Area. The findings align with previous scholarships, showing that states can increase their capacity by sharing authority with traditional authorities. I show that park authorities actively interact with traditional authorities to increase their capacity to establish and enforce conservation rules. Negotiations and informal practices harmonize rules, mitigate conflicts, and combine formal and customary enforcement systems, thus strengthening the state system. The thesis underlines that to understand the capacity of the modern African state, we need to include the informal governance practices with local actors in our analyses.

    • There is a debate on whether higher education in the social sciences generates stronger democratic and environmental norms among students. In our study, we focus on students’ perceptions about legitimate rule in the case of environmental protection. We contribute to this debate by using a unique longitudinal data set from seven universities and university colleges in Sweden. Our results show that higher education in the social sciences does not generate stronger democratic or environmental norms, at least not in the case of environmental protection. We discuss why this is the case and refine our results further by looking at individual-level factors, such as gender and ideology.

  • The significance of political culture, economic context and instrument type for climate policy support: a cross-national study

    • While many countries have pledged to reduce greenhouse gas (GHG) emissions, the choice of national climate policy measures demonstrates widespread variation. Although system of government, path-dependency and economic entanglements can explain a certain amount of variation in policy choice, research also points specifically towards the highly politicized nature of climate policy instruments and their sensitivity to public support as explanatory factors for cross-national differences. Previous studies hypothesize that various country-specific contextual factors determine both general preferences for environmental protection and the public’s preferences for different types of policy instruments. One suggestion is that countries’ prevailing political cultures have significant consequences for such public support. Another supposition is that, since countries differ in their economic dependency on climate detrimental industry such as fossil fuel production, this should be a significant factor determining both public attitudes and subsequent political decisions. This paper applies unique, original data from four countries with significant variation in (i) political-cultural contexts (Sweden and Norway vs New Zealand and Australia and (ii) economic dependency (Norway and Australia vs Sweden and New Zealand) to analyze how, and to what extent, these two contextual variables interact with, and moderate, the effect of individual-level factors on support for climate policy measures in the four countries. Furthermore, the paper explores variations in support for different types of CO2 taxes (directed towards individual consumers, industry, and fossil-fuel producers) in the four countries.

    • Ocean temperatures are rising; species are shifting poleward, and pH is falling (ocean acidification, OA). We summarise current understanding of OA in the brackish Baltic-Skagerrak System, focussing on the direct, indirect and interactive effects of OA with other anthropogenic drivers on marine biogeochemistry, organisms and ecosystems. Substantial recent advances reveal a pattern of stronger responses (positive or negative) of species than ecosystems, more positive responses at lower trophic levels and strong indirect interactions in food-webs. Common emergent themes were as follows: OA drives planktonic systems toward the microbial loop, reducing energy transfer to zooplankton and fish; and nutrient/food availability ameliorates negative impacts of OA. We identify several key areas for further research, notably the need for OA-relevant biogeochemical and ecosystem models, and understanding the ecological and evolutionary capacity of Baltic-Skagerrak ecosystems to respond to OA and other anthropogenic drivers.

    • Many outdoor garments are impregnated to make them water and, in some cases oil repellent, but the impregnation agents can be hazardous to human health and the environment. Some examples of such hazardous impregnation agents include per- and polyfluoroalkyl substances. To reduce the risks related to these fluorinated substances, a phase-out is necessary, and voluntary avoidance by consumers may be one way to make this happen. This experimental survey investigates the extent to which information about the hazardous properties of fluorinated substances affects consumer willingness-to-pay for alternative outdoor garments without hazardous chemicals. The experiment was conducted by means of a questionnaire distributed to more than 4000 Swedish respondents via the Laboratory of Opinion Research's Citizen Panel. The results show a generally high willingness-to-pay, and that the effects of providing information are higher when the price increase is high. This suggests that there is room for a price increase if the non-hazardous options are more expensive. This survey experiment indicates that the Swedish general public is ready for substitution to garments without hazardous fluorinated chemicals if the alternative provides an identical function. Information campaigns, however, will have limited ability to increase the willingness-to-pay for an alternative as it is already high. Despite the general willingness of the Swedish public to choose less hazardous options, legislative measures may potentially be the most effective action when supply chains are opaque and information to consumers is limited.

    • Carbon taxes are frequently advocated as a means of reducing greenhouse gas (GHG) emissions, yet their political feasibility remains a challenge. To enhance their political appeal, carbon tax proponents have proposed revenue recycling as a means of alleviating public concern with this instrument's visible costs. Analyzing data from identical survey-experiments administered in the United States, Canada, and Germany, we examine the extent to which returning revenues to the public has the potential to broaden the political acceptability of carbon taxes across ideological and national contexts. While public opinion is sensitive to the cost attributes of carbon taxes, we find that in some cases, opposition to carbon taxes can be offset by a reduction in income taxes. However, these effects tend to be modest in size, limited to some ideological groups, and varied across countries. Moreover, we demonstrate that fairness perceptions are a crucial mechanism linking revenue recycling to carbon tax support in all countries examined.

    • This study aims at better understanding how, and to what extent, perceptions of a policy instrument's distributional effects impact on policy support, focusing on the case of CO2 taxes on petrol in Sweden. Through a large-scale (N = 5000) randomized survey experiment with a 2 x 3 factorial design, the extent to which perceptions of fairness determine attitudes to a suggested increase of the Swedish CO2 tax is explored. Furthermore, the study considers whether these effects change with the level of the suggested tax increase, as well as whether negative sentiments can be alleviated by combining it with a compensatory measure in the shape of a simultaneous income tax cut financed by the revenues from the tax increase. The results show that a higher tax increase is both viewed as more unfair and enjoys weaker support. Furthermore, compensatory measures can be a powerful policy design tool to increase perceptions of the policy as fair, but the effect of compensation on policy support is conditioned by the individual's left-right ideological position. Whereas people self-identifying to the right react favourably to compensatory measures, people self-identifying to the left become less supportive of a tax increase when combined with a simultaneous cut in income taxes. Key policy insights Perceptions of fairness are highly important for explaining public support for climate policy tools, specifically CO2 taxes. Compensatory measures can be a powerful policy design tool to increase perceptions of the policy as less unfair. However, the effect of compensatory measures on policy support is conditioned by ideological position, and only successful among people to the ideological right. In contexts dominated by right-wing ideals, a combination of a tax and a compensatory scheme may be a successful route forward towards increased climate policy support. In left-oriented contexts the results imply that a CO2 tax without compensation seems more likely to increase support.

    • Major climate and ecological changes affect the world's oceans leading to a number of responses including increasing water temperatures, changing weather patterns, shrinking ice-sheets, temperature-driven shifts in marine species ranges, biodiversity loss and bleaching of coral reefs. In addition, ocean pH is falling, a process known as ocean acidification (OA). The root cause of OA lies in human policies and behaviours driving society's dependence on fossil fuels, resulting in elevated CO2 concentrations in the atmosphere. In this review, we detail the state of knowledge of the causes of, and potential responses to, OA with particular focus on Swedish coastal seas. We also discuss present knowledge gaps and implementation needs.

  • The evolution of public policy attitudes : Comparing the mechanisms of policy support across the stages of a policy cycle

    • We analyse the importance of legitimacy on public policy support by comparing how drivers of public policy attitudes evolve across the policy process consisting of the input (the processes forgoing acquisition of power and the procedures permeating political decisionmaking), throughput (the inclusion of and interactions between actors in a governance system) and output (the substantive consequences of those decisions) stages. Using unique panel data through three phases of the implementation of a congestion tax in the Swedish city of Gothenburg, we find that legitimacy is indeed important in explaining policy support. Moreover, we find a lingering effect where support in one phase depends on legitimacy both in the present and in previous phases. Hence, our study takes us one step further on the road to understand the complicated dynamic mechanisms behind the interactions between policymaking, policy support, and the legitimacy and approval of politicians and political processes.

    • Air travel has received increasing attention in the climate debate in recent years. Current climate policy in this sector remains weak in comparison to, for example, the road transport sector. In this study, we analyze public support for seven different national policy measures that have been chosen to reflect the main thinking raised in the debate. Using original data from Sweden (N = 4500), we found that less coercive measures, as well as regulatory measures targeting the aviation industry rather than individuals directly, are more readily supported by the public than market-based policies aiming to push individuals away from air travel. The analyses of the different policy measures reveal many similarities between them. Climate concern, a personal norm to act in a more climate-friendly way, a political orientation to the left and high levels of institutional trust all display strong associations with support for all the different policy types. Perceptions of fairness, in particular, and effectiveness were strongly associated with overall policy support. Interestingly, however, the extent to which a policy measure was expected to affect one's own personal freedom was found to have a very weak correlation with policy support. Key policy insights Public support was higher for 'pull' policies (climate labelling and subsidies for high-speed and night trains), as well as for regulatory measures targeting the aviation industry (biofuel blending mandate), than for policies that aim to push individuals away from air travel (e.g. air passenger tax). The weakest public support was found for frequent flyer taxation and personal carbon allowances. One reason, however, may be that these are novel policy options where the respondents had little prior information. In line with previous research, climate concern, ideology and trust in institutions correlate with attitudes to aviation polices, but the multivariate model showed that perceptions of whether a policy is fair and effective were by far the most important variables. Hence, fairness and effectiveness appear to be crucial aspects for the design of new policies.

    • The aim of this study is to examine the transformative capacity of top-down imposed collaborative institutions on participants’ beliefs and coordination patterns. First, do collaborative arenas enhance learning in terms of belief change and belief convergence among participating actors? Second, what types of beliefs are changed and, third, how are changes in beliefs reflected in the formation of coalitions? To answer these questions, a longitudinal study encompassing three collaborative decision-making arenas in the highly adversarial system for wildlife management in Sweden is performed. The empirical analysis indicates both stability and change within the new management system that confirms, as well as challenges, the theoretical assumptions guiding the analysis. While beliefs overall are rather stable, we note, surprisingly, how some participants’ more normatively oriented policy core beliefs have been slightly modified over time. A more expected result was that these adjustments in normative policy core beliefs were accompanied by a reformed coalition structure within the studied decision-making arenas. The study contributes to our understandings of policy beliefs and coalitions in conflicted policy areas; it underlines the mixed results of collaborative institutions found in previous research; yet, lends a modest support in favor of the transformative capacity of collaborative institutions.

    • This article studies if, how, and why different revenue uses affect public attitudes to environmental taxation. More specifically, using a large-scale (N = 4292) randomized survey experiment with a 2 x 3 factorial design, the article analyses how attitudes towards a proposed increase in the current air passenger tax in Sweden are altered when combining a tax increase with three different suggestions for revenue use. The increasingly popular fee-and-dividend solution, where revenues are distributed back to the public, thus decreasing negative distribu-tive tax effects, is compared with two additional revenue uses: unspecified government spending on welfare services, and re-investment of revenues into aviation biofuels. Our results show that, although some of the commonly used independent variables such as climate concern, personal norms and political-ideological orientation are significant in determining policy attitudes, varying both tax level and revenue use also tangibly affects how a policy proposal is received. Interestingly, however, the fee-and-dividend approach does not yield the most positive policy attitudes. Rather, directing the revenues to fund an increased use of biofuels for aviation is the alternative that most clearly drives positive attitudes to this policy, and is also the alternative that is perceived as the most effective and fair in both the high tax and the low tax alternatives.

  • Managing Participation : prospects for learning and legitimacy-creation in Swedish water management

    • The article evaluates whether the participatory arrangements in Swedish water management following from the European Union's Water Framework Directive contribute to legitimacy by increased learning and knowledge-generation. In contrast to most evaluations of collaborative arrangements, we use a three-tiered approach analyzing actors, processes and structures jointly, which allows us to more fully consider the merits and challenges facing this new management system. Based on original data collected from the Water councils in one of five Swedish Water Districts, we conclude that the prospects for learning and legitimacy-creation in Swedish water management are favorable. Despite the absence of decision-making power, a majority of the participants find the management system overall positive and meaningful, as new knowledge is collected and distributed through the Water councils. Thus, the management processes seem to work in favor of reaching the overarching goal of internal legitimacy, i.e. among the participating stakeholders. The main challenge, following our data, is for the new management system to serve as an arena for broad public involvement. As long as only a small number of stakeholders partake in the Water councils, the potential for creating external legitimacy for this new governance system is limited.

    • Has the Swedish Climate Policy Framework – including the new Swedish Climate Act – adopted in June 2017, been conducive to advancing climate mitigation, and if so, to what extent and in which aspects? Although Sweden is often described as a frontrunner in climate work, several evaluations prior to the adoption of the Climate Policy Framework and the Climate Act concluded that Swedish climate policy has suffered from both implementation and monitoring deficits, as well as from the fact that climate goals and strategies were non-legally binding. Taken together, such deficits make the stable, long-term prioritizing of climate mitigation over other sector policies increasingly difficult, thus limiting the possibilities to reach future targets. This article focuses on three dimensions of climate policy integration – assessing policy processes, outputs and outcomes – with the aim to analyse political developments and policy outcomes in Sweden after the implementation of the Climate Policy Framework and the Climate Act. The results of a comprehensive set of interviews with policy experts and high-level decision-makers show that the framework is believed to have had important effects, mainly in terms of changing both policy language, cross-sector coordination, and increasing the prioritization of the climate issue. Thus the study (1) contributes to a better theoretical and empirical understanding of Climate Change Acts as instruments for climate policy integration; (2) paves the way for future comparative studies; and (3) presents important practical lessons for policy makers on the effects of legal mechanisms to achieve climate mitigation.

    • Framework legislation on climate change is coming of age. Ever more nation states and sub-state entities are passing Climate Change Acts (CCAs) – framework legislation that lays down general principles and obligations for climate change policymaking – and a number of early adopters are updating or replacing their initial legislation. This provides an opportune moment to bring together and move forward the scholarship on CCAs, examining where they have come from (their origins), how they work in practice (their dynamics), and what impacts they are having on the world and how it is organized (their consequences). The contributions to this Special Issue analyse the CCAs of Sweden, Mexico, New Zealand, Australian subnational governments, the UK, Denmark, Scotland and Austria as well as an unsuccessful attempt to introduce a Belgian CCA. Collectively, they add a wealth of new perspectives to the growing scholarship, identifying policy insights that can inspire further scholarship and future policy endeavours that can learn from these cases. The Special Issue contributions demonstrate that a number of contextual factors and elements of parliamentary process are important for successful passing of CCAs and/or high levels of ambition in the legislation itself. They highlight both the dangers and potential of policy fragmentation as dynamics of CCAs and the potential role for advisory bodies to shape these dynamics. Finally, consequences are identified in changes in political culture, parliamentary debate and the emergence of specific policies.

  • Global Spore Sampling Project: A global, standardized dataset of airborne fungal DNA

    • Novel methods for sampling and characterizing biodiversity hold great promise for re-evaluating patterns of life across the planet. The sampling of airborne spores with a cyclone sampler, and the sequencing of their DNA, have been suggested as an efficient and well-calibrated tool for surveying fungal diversity across various environments. Here we present data originating from the Global Spore Sampling Project, comprising 2,768 samples collected during two years at 47 outdoor locations across the world. Each sample represents fungal DNA extracted from 24 m3 of air. We applied a conservative bioinformatics pipeline that filtered out sequences that did not show strong evidence of representing a fungal species. The pipeline yielded 27,954 species-level operational taxonomic units (OTUs). Each OTU is accompanied by a probabilistic taxonomic classification, validated through comparison with expert evaluations. To examine the potential of the data for ecological analyses, we partitioned the variation in species distributions into spatial and seasonal components, showing a strong effect of the annual mean temperature on community composition.

  • Extracting Legitimacy : Input, Throughput, and Output Legitimacy in the Mining Industry

    • Legitimacy affects questions on constitutional design, international political regimes, and specific policy sectors. Although it permeates society at various levels, legitimacy becomes particularly crucial when decisions hold long-term or permanent consequences. In democratic societies, decisions on electoral reform or constitutional amendments typically include various checks and balances to increase the legitimacy of the outcome and similarly, on a smaller scale, resource development also undergoes of series of checks and balances to improve legitimacy. I investigate one such resource development, mineral extraction, to look at key factors of input, throughput, and output legitimacy in a policy sector with long-term or permanent outcomes.If the strength of the input legitimacy (democratic, participatory quality) is high, then a deficit of output legitimacy (decisions, outcomes) can be overlooked –and vice-versa. This interpretation of legitimacy focuses on the decision-making process and the outcomes, but with the active role companies take in mining operations it becomes critical to consider the non-state actors involved in the process. To address this additional piece of this equation, throughput legitimacy is utilized to analyze the effect of relationships in policy decisions. By looking at the quality of interaction, this thesis investigates where throughput fits within the three dimensions of legitimacy in the mining sector.Using interview and survey data from Sweden and Canada, this research in this thesis addresses both theoretical and empirical issues. Theoretically, the effect of multiple actors on the policy process legitimacy of policy processes are explored. Using the input, throughput, and output legitimacy trichotomy provides a basis through which to investigate the changes engendered by different governance arrangements and their effect on legitimacy. When support for policy also depends on activity outside the formal processes of government, the implications for legitimacy change –creating a new theoretical criterion. Empirically, the qualities and factors that affect the legitimacy of a process are identified. The findings of this thesis provide insight on future process designs; understanding the relationship between participation, interaction, and outcomes inresource development processes and the factors critical to legitimacy emerges and endures.

    • The mining industries of Sweden and Finland currently face several policy issues around investment, stakeholder involvement, and sustainability. Since the two countries garnered significant attention during the mining boom, research from a social sciences perspective grew significantly. One approach to understanding how these issues in Sweden and Finland compare to international examples is through an analysis of the policy development framework. Looking at three factors—institutions, actors, and process—gives a broad overview of the imminent challenges in both Sweden and Finland and potential lessons from existing research that point to similar problems and their solutions. As the mining operations continue to sit at the center of different values, capable policy is required.

    • In order to reach climate goals, governments need to gain support from their voters for the necessary policy interventions, such as carbon dioxide taxes. Previous research concludes that people often do not support and legitimize such taxes because they perceive them as unfair. However, the notion of fairness implies a multitude of factors and despite attempts of the previous research to further nuance people’s fairness perceptions, we currently lack a more precise understanding of what people mean when they regard carbon taxes as unfair. In this article, we thoroughly investigate this problem by using original survey data from YouGov collected in the United States in 2018 and analyzing open-ended survey responses on why people think carbon taxes are unfair. Applying structural topic modeling, we unpack the multi-dimensional meaning of unfairness, as perceived by the US population. The results from our analysis show that people regard carbon taxes based on gas pricing as unfair because they perceive gas prices already being high, because of the need to drive, unfairness for the poor or rural population, lack of trust in government, or considerations that the purpose of the tax is unjustified. These findings help provide a more nuanced policy design to address fairness concerns related to carbon taxes.

    • The Social Sciences and Humanities (SSH) have a key role to play in understanding which factors and policies would motivate, encourage and enable different actors to adopt a wide range of sustainable energy behaviours and support the required system changes and policies. The SSH can provide critical insights into how consumers could be empowered to consistently engage in sustainable energy behaviour, support and adopt new technologies, and support policies and changes in energy systems. Furthermore, they can increase our understanding of how organisations such as private and public institutions, and groups and associations of people can play a key role in the sustainable energy transition. We identify key questions to be addressed that have been identified by the Platform for Energy Research in the Socio-economic Nexus (PERSON, see person.eu), including SSH scholars who have been studying energy issues for many years. We identify three main research themes. The first research theme involves understanding which factors encourage different actors to engage in sustainable energy behaviour. The second research theme focuses on understanding which interventions can be effective in encouraging sustainable energy behaviour of different actors, and which factors enhance their effects. The third research theme concerns understanding which factors affect public and policy support for energy policy and changes in energy systems, and how important public concerns can best be addressed as to reduce or prevent resistance.
