    • How can cities and communities around the world become more sustainable? What can we do as researchers to help them? As we move through the twenty-first century, these questions assume ever-greater importance. Many of the quickest wins for human and planetary health involve reimagining and reconfiguring cities. Activities that generate negative impacts like air pollution and poor health are concentrated in cities, as are the potential benefits of improving resource efficiency and liveability. It is cheaper, easier and more efficient to provide services to people who are concentrated in cities. This fact applies to green infrastructure, sustainable housing, high-speed broadband and low carbon transport alike. Because cities concentrate material and human resources as well as services and infrastructures they offer incredible opportunities to advance sustainability.

    • Climate City Contracts or CCCs are being developed in the context of a larger mission, with many stakeholders, funding, and growing momentum, hopefully providing a new force, legitimacy, and inspiration to ongoing urban climate actions. CCCs differ from current strategies for tackling climate change in cities because they are being developed in the context of the mission approach to tackle some of the most pressing challenges facing humanity. CCCs are a mechanism to ensure that city-level work is not occurring in a vacuum but rather facilitates multi-level integration between cities, national agencies, and the European Union, but also collaboration across a diversity of stakeholders. The current focus of CCCs is mostly on process rather than outcomes. Ambitious Climate Investment Plans, which encompass private sector efforts, are necessary to underpin the goals and activities outlined in CCCs.

But the majority of the population of Sweden and many other countries do not live in big cities, but in small towns, medium-sized cities or in a rural area. With a smaller and less densely populated population base, these areas are less interesting for commercial sharing services, and it also considered to be more difficult to create a critical mass for sharing under such conditions.

    • The concept of a bioeconomy can be understood as an economy where the basic building blocks for materials, chemicals, and energy are derived from renewable biological resources. Biorefineries are considered an integral part of the development toward a future sustainable bioeconomy. The purpose of this literature review is to synthesize current knowledge about how biorefinery technologies are being developed, deployed, and diffused, and to identify actors, networks, and institutions relevant for these processes. Several key findings can be obtained from the literature. First, investing more resources in R&D will not help to enable biorefineries to cross the ‘valley of death’ toward greater commercial investments. Second, while the importance and need for entrepreneurship and the engagement of small and medium-sized enterprises (SMEs) is generally acknowledged, there is no agreement how to facilitate conditions for entrepreneurs and SMEs to enter the field of biorefineries. Third, visions for biorefinery technologies and products have focused very much on biofuels and bioenergy with legislation and regulation playing an instrumental role in creating a market for these products. But there is a clear need to incentivize non-energy products to encourage investments in biorefineries. Finally, policy support for biorefinery developments and products is heavily intertwined with wider discussions around legitimacy and social acceptance.     • The utilisation of biofuels is attracting growing support from the European Union and member states as a strategy to tackle climate change, enhance energy security, and contribute to regional development. This paper describes, compares, and analyses the markets for biofuels in Germany and the UK. The introduction of biofuels for transport in these member states provides contrasting pictures, and the success or failure of biofuels here is pertinent to the development and diffusion of biofuels across Europe. This paper concentrates on the socio-political context for the biofuels industry in Germany and the UK, discusses the lessons learned from the German and British experiences, and presents general conclusions for policy-makers that are predominantly relevant for the early stages of a biofuels industry.     • During the transition to a market economy, many countries with a planned economy in Central and Eastern Europe face similar challenges when the established socio-economic systems and infrastructures deemed inefficient in a market economy. Also new issues are being raised by the trends of globalization and the vision of sustainable development. In the energy sector the challenges raised by the Kyoto Protocol and its implementation mechanisms are especially interesting, because they are intertwined with other socioeconomic sectors. This paper addresses the challenges in the energy sector for transition countries, taking the case of bio-energy in the Ukraine as a prime example of a country undergoing major changes in its economic structures. Given the large potential for bio-energy development in the Ukraine, the current dependence on imported energy resources which threatens the Ukraine’s energy security, and the economic, social and environmental benefits associated with bio-energy, this paper investigates drivers and barriers to an increased use of bio-energy in the Ukraine. The paper was written by a group of MSc students of the International Institute for Industrial Environmental Economics at Lund University during a field trip to Kiev city and the Lviv region in Ukraine. The field trip has been supported by the Swedish Institute.

    • The recent upsurge of interest in the experimental city as an arena within and through which urban sustainability is governed marks not only the emergence of the proliferation of forms of experimentation – from novel governance arrangements to demonstration projects, transition management processes to grassroots innovations – but also an increasing sensibility amongst the research community that urban interventions can be considered in experimental terms. Yet as research has progressed, it has become clear that experimentation is not a singular phenomenon that can be readily understood using any one conceptual entry point. In this paper, we focus on one particular mode of experimentation – the urban living laboratory (ULLs) – and develop a typology through which to undertake a comparative analysis of 40 European ULLs, to understand how and why such forms of experimentation are being designed and implemented, and to identify the particular forms of experimentation they entail. We argue that there are distinct types of ULLs taking shape, delimited by the ways in which they are designed and deployed through, on the one hand, specific kinds of configuration and practice and, on the other hand, by the ways in which they take laboratory form: the different dispositions towards the laboratory they entail. We propose three ‘ideal’ ULLs types – strategic, civic and organic – and argue that these can be placed along the spectrum of four dispositions: trial, enclave, demonstration and platform.

    • Urban Living Labs (ULL) are advanced as an explicit form of intervention delivering sustainability goals for cities. Established at the boundaries between research, innovation and policy, ULL are intended to design, demonstrate and learn about the effects of urban interventions in real time. While rapidly growing as an empirical phenomenon, our understanding of the nature and purpose of ULL is still evolving. While much of the existing literature draws attention to the aims and workings of ULL, there have to date been fewer critical accounts that seek to understand their purpose and implications. In this paper, we suggest that transition studies and the literature on urban governance offer important insights that can enable us to address this gap.

    • The unfolding COVID-19 pandemic, and the unprecedented social and economic costs it has inflicted, provide an important opportunity to scrutinize the interplay between the resilience of small and medium-sized enterprises (SMEs) and the resilience of the communities they are embedded in. In this article, we articulate the specific ways that SMEs play a crucial, and underappreciated role in building resilience to human and natural hazards, and provide new opportunities to accelerate the adoption of sustainability practices through the configuration of 'enabling ecosystems' geared towards promoting sustainability in the private sector. We argue that capacity-building and experimentation are not only required within companies, but also throughout this emerging supportive ecosystem of policies, resources (i.e. finance, materials, skills), governance actors, and intermediaries to adequately focus investment, technical capabilities and innovation. Ultimately, we call for a new transdisciplinary action research agenda that centers on SMEs as pivotal actors and amplifiers of community resilience; while recognizing that these firms are themselves in need of support to secure their own capacity to respond to, and transform in light of, crises. This research program calls for recognizing and applying the lessons that the pandemic presents to the urgent need for accelerated climate action. This will be enabled by developing more targeted approaches to collaborative capacity-building activities in SMEs that feed into experimentation and allow for the accelerated adoption of deliberate and strategic resilient business practices and models.

    • This paper investigates the decision-making processes of mayors on the municipal level in Brandenburg, Germany, to support 100% renewable energy policies as well as the respective key success factors. Three different cases and their specific settings are examined: (1) Turnow-Preilack with Germany's largest solar power plant, (2) Prenzlau, a town claiming the title 'City of Renewable Energy’ and (3) the village of Feldheim, the first energy independent settlement in Germany. On the basis of exploratory site visits and interviews, the process of implementation of renewable energy is investigated. The methodology developed here is based on the 'theory of planned behaviour’ which helps to visualise the individual decision-making processes of key actors. Not surprisingly, many different factors influence the investigated cases. The decision-making processes must be investigated in their context that is shaped by the attitudes of mayors, the expectation of how their actions will be perceived, and the control mayors estimate to have over projects. The identified factors point at the key finding that the mayors first and foremost think about the 'good of their municipality’. This does not necessarily refer to economic factors but can encompass aspects such as 'strengthening community life’. More abstract factors such as climate change or contributing to the transition of the national power supply play - if at all - a minor role. Policies that aim at supporting energy transitions in similar settings should therefore shift their focus from communicating climate change mitigation to the co-benefits that ambitious renewable energy policies can bring to a community.

    • Reaching the 1.5°C target of the Paris Agreement not only requires ambitious goals from national governments, but also the active participation of local municipalities. It is in cities where climate actions need to be implemented to reduce greenhouse gas emissions and reach international and national climate goals. While the importance of cities and their participation in networks has been well-researched, studies have systematically neglected the committed individual agents in small and medium-sized cities and overlooked the importance of national networks. To address these research gaps, this article looks at how local climate managers use their municipality's membership in national networks to increase action and implementation. This article is based on 12 semi-structured interviews with seven municipal representatives and five representatives of two national city networks, and four informal discussions. Through comparative content analysis, it was identified that the main functions derived from network participation are direct exchanges between the climate managers, mobilization of others in the municipality, accounting of greenhouse gas emissions, and project support. These functions helped overcome key limitations that the actors often faced within the municipality related to a lack of legal competences, administrative resources and internal support for climate work and financial resources. This has implications for city networks which have been focusing on larger cities and not including smaller cities who have less capacity and who can benefit the most from the functions provided by them.

    • Establishing an advanced European bioeconomy is an important step in achieving the transition towards sustainable development and away from fossil fuels. The bioeconomy can be defined as an economy based on the sustainable production and conversion of renewable biomass into a range of bio-based products, chemicals, and energy. Several strategies have been produced in Europe from different perspectives that outline visions, intentions, and recommendations for the transition to a bioeconomy. An analysis of twelve of these strategies was conducted using a meta-analytical framework. This paper outlines the results of this study covering national, regional, and industrial perspectives on the bio-based economy in Europe. The analysis shows that a common direction for the bioeconomy, based on research and technological innovation in the various applications of biotechnology, is developing in Europe. It highlights the important role that the regional level will play in facilitating collaborations between industries and research institutions needed to foster innovation and optimize the use of biomass. The analysis also identifies that the development of European bio-based product markets are needed for bioeconomy expansion. However, the transition needs to have a lifecycle perspective in order to ensure that an economy founded on biomass is sustainable and equitable.

  • Fossil Fuel Free Municipalities in Sweden : Analysing Modes of Governing

    • Based on national legislations, Swedish municipal authorities have the responsibility as well as the means to shape their own transport and energy systems and lead the transformation towards fossil fuel free cities. In this report we explore how sixteen Swedish municipalities work toward fossil fuel free visions and goals with a particular emphasis on the urban transport and energy systems. We derive our findings from a broad review of municipal policy, strategy and program documents as well as from structured interviews with civil servants working within theseissues. The report presents a summary of the visions and goals adopted by municipalities in Sweden as well as the translation of these visions and goals into key targets and strategies. It also provides a summary of general patterns derived from document analysis and interviews of how municipal authorities work with and use various governing modes to facilitate the transformation towards less dependence on fossil fuels, using transport and energy as a focus area.

    • Urban experimentation has gained traction in cities all over the world as a way to find new, more sustainable ways to plan and develop cities. Interventions designed to address a diverse range of urban challenges bring innovative social and technical components together to learn by doing. Seen through this lens, the modernist planning that dominated the urban arena for much of the twentieth century seems to have given way to what we might term the experimental city - a condition where the urban both forms an arena for experimentation and is shaped by it (Evans et al. 2016). The appeal of urban experiments lies in their ability to be radical in ambition while limited in scope; ground-breaking rather than rule-breaking. Experimentation permits learning, which is increasingly identified as a necessary ingredient to ‘scale up’ solutions both within and between cities.

However, there is scant evidence of how these activities can enhance social well-being and contribute to just and equitable communities. Smart and Sustainable Cities? Pipedreams, Practicalities and Possibilities provides one of the first examinations of how smart cities relate to environmental and social issues. It addresses the gap between the ambitious visions of smart cities and the actual practices on the ground by focusing on the social and environmental dimensions of real smart city initiatives as well as the possibilities that they hold for creating more equitable and progressive cities. Through detailed analyses of case studies in the United States, Australia, the United Kingdom, Japan, Germany, India, and China, the contributors describe the various ways that social and environmental issues are interpreted and integrated into smart city initiatives and actions. The findings point towards the need for more intentional engagement and collaboration with all urban stakeholders in the design, development and maintenance of smart cities to ensure that everyone benefits from the increasingly digitalised urban environments of the twenty-first century.

    • Smart cities promise to generate economic, social and environmental value through the seamless connection of urban services and infrastructure by digital technologies (Hollands 2008, Viitanen and Kingston 2014), but there is scant evidence concerning their ability to enhance social well-being, build just and equitable communities, reduce resource consumption and waste generation, improve environmental quality or lower carbon emissions (Cavada et al. 2015). This special issue addresses the gap between the pipedream and the practice of smart cities, focusing on the social and environmental dimensions of real smart city initiatives, and the possibilities that they hold for creating more equitable and progressive cities. We argue that social equity and environmental sustainability are neither a-priori absent nor de-facto present in technological designs of smart city initiatives, but have to be made, nurtured and maintained as they materialise in particular places. This is the ‘possibility’ alluded to in our title, and where the focus of the Special Issue on the gap between the pipedreams and practicalities of smart cities leads. In this introduction we unpack this argument in greater detail and situate our six contributions within it.

    • The "White and Green'' project completed under the EU SAVE Programme reviewed policies and measures to promote energy efficiency, which involved analysing the experience with instruments that are already implemented, and assessing innovative instruments that are proposed. In particular, the practicability of using ''White Certificates" energy efficiency) along the same lines as "Green Certificates" (renewable energy) was explored. Several of the policies. and measures, were simulated using technical-economic model of the MARKAL family. The results show that by 2020 it is possible to increase energy effiency by 15% at no cost without taking externalities into account. If externalities are considered, an increase of 30-35% with respect to the business-as-usual scenario is justified. The wealth of information obtained through the models and analysis provides a set of recommendations for policy-makers including: (1) the need for closer co-ordination between energy policies and environmental and climate policies; (2) the opportunity to establish more ambitious targets for energy efficiency; (3) the scope for increased EU co-ordination; (4) the extension of White Certificates to the medium and low energy-intensive industries; (5) the need to support White Certificates with accompanying actions, such as running information campaigns, promoting energy service companies, and, providing dedicated credit lines; (6) the need to develop similar instruments for transport and(7) the continuing need for energy research and development.   • "White and Green": Conclusions and Recommendations

    • The move towards the liberalisation of the energy markets in the whole world and the general shift from command-and-control to market mechanisms bring forward new ways of stimulating initiatives to increase the efficiency in the final uses of energy and demand-side management. In the past, energy policies were implemented in most countries by direct action of the governments through state monopolies, prescriptive legislation and in some cases incentives. With the progressive advent of liberalisation of the energy market and privatisation of state companies, the emphasis has shifted toward a regulation of the market that introduces economic corrections to take into account collective interests (such as externalities) and long-term objectives, which generally are not taken into due account by market forces in the absence of corrective measures. Policies based on incentives have also shown their limits. As they rarely use market forces effectively, the results obtained tend to have a higher cost than necessary and they may bring to a non-optimal development of new technology. Recently, the emergence of other problems - as shown by the power crisis in Sweden, the insufficient assurance given by the system to security of supply, some concerns about the quality of the service - have prompted a reconsideration of the regulation of the energy market. In this context, it is important to consider the ways in which the increase of the share of energy supplied by renewable sources and the increase in the efficiency of energy utilisation can be promoted. These two measures are considered the mainframe of any sustainable energy strategy and necessary steps to contrast the threats of climate change.

    • Current and recent struggles encountered in the development of the transport biofuels sector indicate a significant change in the perception of biofuels. Instead of a win-win solution, transport biofuels have become a major planning challenge. In fact, biofuels can be labelled a wicked problem. The planning studies literature offers some tools to interpret this change and guide future actions. First, by assessing recent experiences of biofuels in the EU and US against the ten characteristics of wicked problems we find biofuels “fit” the profile of such issues. Second, we observe that differentiated strategies will suit the different challenges facing biofuels development. We argue that without recognition and engagement of multiple perspectives on transport biofuels they will remain a wicked problem and we therefore advocate for strengthened approaches to communication and engagement.

    • The uniqueness of the Stockholm test-bed is based on its close collaboration with a citizen initiative called Hammarby Sjöstad 2.0 around the mission to create a climate-neutral city district by 2027. The founder of Hammarby Sjöstad 2.0 is ElectriCITY, a (civic society NGO and) membership association which operates a number of energy initiatives in the area since 2012, primarily by targeting the need for knowledge-sharing between housing association boards. Over 30 housing associations are currently engaged in projects relating to optimized energy systems; joint procurement; a shared solar-cell park; and real estate hub for sharing data and preparations to form positive energy districts are ongoing. Since its start in 2017, Sharing City Stockholm has fuelled Hammarby Sjöstad 2.0 as a ‘citizen engagement lab’ by more directly involving households in reaching the climate goal. A workshop series ‘Klimatspanarna’ has been launched, with topics of interest to families with small children; and various projects are ongoing to promote sharing among neighbours, as an alternative to consumption, by experimenting with neighbourhood platforms and working with focus groups in selected residential blocks.

The Urban Transition Öresund project (2011-2014) is a cross-border cooperation between Swedish and Danish partners (including academic institutions, local governments, regional authorities, and clean-tech businesses) in the Öresund Region to evaluate and improve collaborative efforts to promote sustainable urban transformation. The working approach is the co-exploration of case studies – encompassing existing and planned buildings and districts in the Öresund Region – from which essential lessons are being extracted and subsequently tested on further projects in order to obtain general lessons. Importantly, the case studies from the Öresund Region are being supplemented by research on international experiences with a particular focus on new forms of collaboration, specifically the format of Living Labs, which can be simply described as a concept to integrate research and innovation processes within a public-private-people partnership. This paper presents a discussion of how the concept of Living Labs can support (local) transition governance towards sustainable urban transformation in the Öresund Region and beyond.

    • This report is produced within the Urban Transition Øresund (UT) project (2011–2014), and it is part of the subtask Collaborative Methods and Tools for Urban Transitions (UT CoMeT). The goal of the UT project is to promote sustainable growth and advance sustainable urban transformation in the Øresund region by gathering municipalities, universities and businesses in cross-border cooperation. The subtask UT CoMeT has a special focus on tools and methods for working that allow and promote greater collaboration between various actors in a transition process towards sustainability.The initial phase of the UT CoMeT activity consists of mapping existing experiences of forms of collaboration and cross-boundary working formats in urban transition processes. This includes examples of methods and tools utilised within the Øresund region, but also beyond, on international areas, focusing on Europe. The mapping process takes its point of departure in results from earlier reports, and it was completed in two steps: (I) mapping of methods and tools currently used by the UT project partners in the Øresund region; and (II) mapping of international cases and examples in Europe.

  • Slow Emergency but Urgent Action? Exploring the impact of municipal climate emergency statements in Sweden

    • In recent years, more than 2000 jurisdictions worldwide have declared a climate emergency. While such declarations have been suggested to have the potential to spark transformative climate action, there is much disagreement about the merits of climate emergency framings. Moreover, no studies have been conducted on the topic from a Swedish perspective. This study addresses this research gap by exploring the ‘climate emergency statements’ issued by the Swedish cities of Lund, Malmö, and Kalmar. Specifically, the study focuses on the political implications of the statements, and the extent to which the climate strategies of these three municipalities correspond to a climate emergency mode. The findings indicate that the political implications of the climate emergency statements are perceived to be rather limited, and mostly symbolic. However, it appears the statements, at least to some extent, have empowered the climate movement in Sweden, and invited reflections on the capacity of municipalities to act on the climate crisis. Moreover, the document review suggests that the cities exhibit – at least implicitly – a climate emergency mode. The study concludes that if symbolic acts such as the statements are to assist transformative change, they must be coupled with political and practical action.

Technological development during the last decade has resulted in modern renewable energy supply becoming competitive in many situations. Further technological development and industrial learning will continue to bring costs down. When environmental costs and security of supply considerations are included, renewable energy has even wider markets. With decisive efforts to speed up this dissemination, all human energy needs could be met by rerouting a small fraction of naturally occurring renewable energy flows within a century.

    • The Nordic countries have often been seen as “fore-runners” of energy efficiency in buildings – in both the implementation of policy instruments and the evaluation of effects. Since the 1970s, the Nordic countries have introduced a range of policy instruments for energy conservation in buildings. The choice of instruments and experiences, however differs between countries. The aim of this study is to review policy instruments for energy efficiency in buildings in the Nordic countries as well as to analyse how to advance related learning processes. The study discusses traditional and innovative policy instruments, organisational matters, and policy evaluations. An overall observation from this study is that Sweden is “slowing down” its energy efficiency activities in the building sector, while Denmark, Finland and Norway are all “speeding up”. Denmark is leading the way on implementing policy instruments, which are long-term, strategic, innovative and well-supported by the organisational structure. This study also concludes that energy efficiency often lacks influential organisations to “drive” efforts forwards – in terms of information, networking, research and innovation. Finally, there is often no strategic approach to evaluations in the Nordic countries with a focus on how to improve learning.

    • In recent years nature-based solutions (NBS) have received increasing attention as a way to enhance urban resilience. NBS are often presented as an alternative or combination to grey infrastructure in disaster risk reduction and climate adaptation. More generally, they are seen as a deliberate intervention that seeks to use the properties of nature to simultaneously provide environmental, social, and economic benefits to address multifaceted challenges that cities face. Despite the recognized potential and benefits that NBS can offer, related knowledge is so far scarce and fragmented and the use of NBS for increasing urban resilience remains limited. To better understand the potential of NBS and their local implementation, we identify successful governance, finance, and public participation practices and the associated conditions that can enable (or limit) the emergence of NBS in cities. Based on an in-depth case study approach and in close collaboration with practitioners, we study how NBS have so far been implemented in some selected cities: Malmö, Melbourne, and Munich. Our results show how NBS governance emerges as a complex phenomenon, involving multiple social and political actors as well as diverse institutional and financial challenges, such as uneven landscapes of socio-economic power relations and inequalities in access to financing. Participative and reflexive forms of governance are central to overcome these challenges to support long-term social learning, new means of decision-making and new forms of citizen involvement.

The framing of neighborhood-level problems and their solutions, governance processes for managing problems and implementing solutions, and learning processes for evolving new ways of thinking and doing are of special interest for urban socio-techno-ecological transitions. In this context, the over 70-year story of Augustenborg offers invaluable lessons stemming from a continuous search for well-being and enhanced living environments supported by global agendas and local visions, materializing in sustainable solutions which have brought together a multitude of actors experimenting with new ways of thinking and organizing themselves.     • While the world's transport energy matrix is still strongly linked to limited and heavily polluting fossil fuels, new markets are appearing for the production and use of alternative transport fuels, such as liquid biofuels. Due to an interconnected global economy, such markets today are developing oil a global scale with actors looking to meet local as well as potential international demand. The aim of this paper is to describe and evaluate the emergence of markets for liquid biofuels in Argentina. It reveals that biodiesel production for international supply is likely to emerge in the short run (tip to 2010), giving the opportunity to be switched back to local supply in the medium run (post-2010). It also suggests that a bioethanol market (demand and supply) does not seem to be likely in the short run, and it is highly uncertain in the medium run as the most influential actors oppose its development. Oil the other hand, the current constellations of the biodiesel market appear to leave many uncertainties regarding its sustainability, especially in regard to a limited role of small and medium sized enterprises, and a suitable and diversified biodiesel feedstock. Currently, the focus lies solely oil (very) large-scale production of biodiesel derived from soybean oil for the export market.

    • The proliferation of massive open online courses is a recent phenomenon in higher education. At the International Institute for Industrial Environmental Economics at Lund University in Sweden, emerging pedagogical approaches in e-learning have long been embraced, allowing for valuable experience with new educational technologies applied in education for sustainability. In 2014, the Institute was given a formal task to develop a massive open online course on “Greening the Economy: Lessons from Scandinavia”, thereby utilizing existing capacities and experiences while experiencing new challenges revealed by courses of larger scale. This article presents the background to the Institute's undertaking with massive open online courses and the range of expectations from the main stakeholders. The article discusses massive open online courses as a novel venue for e-learning in sustainability education as regards learning activities, design and content. It concludes that while the initial experience of such a course has been positive, in order to better cater to the learner groups, continued attention needs to be paid to course design, teacher capacity and in particular an examination of learner motivations.

The innovative aspect of the Malmö test-bed is the integration of principles for the sharing economy into the design of infrastructure and housing in Sege Park. The test-bed has come to be a setting where actors openly discuss and negotiate with each other about how to create a sustainable and sharing city district.

    • Transitions towards sustainability are urgently needed to address the interconnected challenges of economic development, ecological integrity, and social justice, from local to global scales. Around the world, collaborative science-society initiatives are forming to conduct experiments in support of sustainability transitions. Such experiments, if carefully designed, provide significant learning opportunities for making progress on transition efforts. Yet, there is no broadly applicable evaluative scheme available to capture this critical information across a large number of cases, and to guide the design of transition experiments. To address this gap, the article develops such a scheme, in a tentative form, drawing on evaluative research and sustainability transitions scholarship, alongside insights from empirical cases. We critically discuss the scheme's key features of being generic, comprehensive, operational, and formative. Furthermore, we invite scholars and practitioners to apply, reflect and further develop the proposed tentative scheme – making evaluation and experiments objects of learning.

Many of the sharing initiatives come from civil society organizations, but the local government has also taken an active role in both providing its own sharing services and to enable the growth of sharing initiatives from other actors. The cooperation with local sharing initiatives is constantly expanding, and with the use of a digital platform, the city has literally put the growing sharing economy on the map.

    • All cities face a pressing challenge - how can they provide economic prosperity and social cohesion while achieving environmental sustainability? In response, new collaborations are emerging in the form of “urban living labs” (ULL) - sites devised to design, test and learn from social and technical innovation in real time. ULL are proliferating rapidly across cities internationally as one means through which this might take place. While the notion of ULL is broad and can be interpreted in multiple ways, at its heart is the idea that urban sites can provide a learning arena within which the co-creation of innovation can be pursued between research organisations, public institutions, private sector and community actors (Liedtke, Welfens, Rohn and Nordmann, 2012). Through the design and development of ULL, public-, private-and community-based actors are seeking to deliver innovative and transformative improvements across the urban milieu, from buildings to green space, transport to energy systems, local food to sustainable forms of consumption. For their protagonists, ULL are seen not only as a means through which to gain experience, demonstrate and test ideas, but also as a step towards developing responses that have the potential to be scaled up across systems of provision in order to achieve sustainability transitions at a large scale. However, the extent to which these experimental interventions can address these urban challenges has yet to be interrogated. There has to date been relatively little critical analysis of the emergence, practices and consequences of ULL. This book seeks to address this deficit.

    • The transitions to a low carbon and sustainable society are urgent, but at the current level and pace of action there is a significant risk we will escalate and exceed the goals of the Paris Climate Agreement and fail to achieve the Sustainable Development Goals. By engaging cities, we can build momentum around bottom-up interconnected actions and accelerate societal and technological transitions.But the current focus is on large, global cities with minimal attention on small cities, villages, and urban nodes. Current actions are often based on top-down “urban optimism”. Current practice is fragmented and often focused on fixing failures. Current action emerges as isolated projects with limited systematic learning. The need for game changing efforts in cities is more critical than ever.

    • This thesis concentrates on bioenergy (or biomass utilised for heat, electricity and fuels for transport) as a renewable energy with significant potentials and options. Biomass can be considered as 'stored' solar energy because the process of photosynthesis 'captures' energy from the sun in growing plants. Bioenergy systems under the 'right' conditions can greatly contribute to climate mitigation, improved energy security conditions, maintenance of robust agricultural and forestry sectors, and industrial growth and greater exports. The opportunities for exploiting bioenergy in Europe are considerable, a range of conversion technologies exists, and the European Union and some Member States have adopted supportive policy measures. However, the European Union is not expected to meet its own targets for bioenergy. This thesis explores the implementation of bioenergy systems in Europe focusing on socio-political issues. The purpose is to improve understanding of key drivers and barriers for bioenergy, and experiences of supportive (and disruptive) policies and actions.

This Special Volume of the Journal of Cleaner Production addresses possibilities and drivers for change by focusing on strategies for sustainable solutions with the underlying purpose of defining an interdisciplinary and collaborative research agenda for the next 10 years. Based on over 20 articles from around the world, we identify 10 key areas for targeted research and action, which are underpinned by 5 themes on sustainable solutions, including consumption governance and lifestyles, cities and buildings, business management and practice, international and national policies, and education and learning. The main message of this Special Volume is that we need creative, robust and audacious strategies in governance, management and education to catalyse and mainstream sustainable development across scales and sectors.
