In the intersection between these trends, urban experimentation has developed as a process where actors are granted action space to test innovations in a collaborative setting. One arena for urban experimentation is urban testbeds. Testbeds are sites of urban development, in which experimentation constitutes an integral part of planning and developing the area. This article introduces the notion of testbed planning as a way to conceptualize planning processes in delimited sites where planning is combined with processes of urban experimentation. We define testbed planning as a multi-actor, collaborative planning process in a delimited area, with the ambition to generate and disseminate learning while simultaneously developing the site. The aim of this article is to explore processes of testbed planning with regard to the role of urban planners. Using an institutional logics perspective we conceptualize planners as navigating between a public sector—and an experimental logic. The public sector logic constitutes the formal structure of “traditional” urban planning, and the experimental logic a collaborative and testing governance structure. Using examples from three Nordic municipalities, this article explores planning roles in experiments with autonomous buses in testbeds. The analysis shows that planners negotiate these logics in three different ways, combining and merging them, separating and moving between them or acting within a conflictual process where the public sector logic dominates.

    • [From the introduction] This volume is a special issue with contributions that stem from the collaborations of the 2018 AESOP PhD workshop, held 5-8 July at Tjärö island, Sweden. The overarching aim of the workshop was to establish inclusive spaces for dialogue and collaboration between PhD students across countries and continents on issues that pertained to the AESOP’s 2018 congress theme “Making space for hope”. Furthermore the PhD students got the chance to learn from the invited mentors with long experience from the academic planning field. The theme drew from a recognition of the severe challenges facing the world at present, for example, challenges coupled with the climate crisis, growing social inequalities, rapid population growth in urban regions and de-population trends in peripheral regions.

    • Våra städer har under de senaste 100 åren till stor del präglats av bilen(Urry, 2004). Bilismen har påverkat allt från den moderna stadsplaneringens utformning, till hur vi konsumerar, våra boendemönster, arbetsmarknadsre- gionernas utbredning och inte minst dagens fossilberoende och utsläpp av växthusgaser. Traditionellt sett har svensk kommunal planering varit inriktad på att försöka tillgodose en prognostiserad ökad efterfrågan på bilresor, och bilen har varit en given parameter att ta hänsyn till i stadsplaneringen.Vi vet idag att en omställning av transportsektorn är avgörande för uppfyllandet av de klimatpolitiska målen och FN:s 2030-mål. Såväl forskare som praktiker har därför framhävt behovet av att öka andelen energieffektiva transportslag som gång, cykel och kollektivtrafik.   • In-between stability and adaptability : Making sense of innovation platforms

    • Innovation platforms are new collaborative organisations in the urban development context that aim to support innovation. They assemble different organisations and actors and act as flexible intermediary links between the same. By being intrinsically flexible and adaptable in form and function, the innovation platform can be seen as an organisational accomplishment or enactment of adaptive planning. Central to adaptive planning is the balance between organisational flexibility and stability, which is also intrinsic to any public innovation work. Public sector innovations are often perceived to require open and experimental trial and error strategies – while their institutional setting simultaneously requires stability. The aim of this article is to analyse how individuals working in innovation platforms make sense of their organisation at the intersection of adaptability and stability. We describe the tension between adaptability and stability inherent to innovation platforms, as the platforms are set to facilitate relationships between actors while maintaining their role as an independent organisation. This article is based on an in-depth multiple-case study of 15 innovation platforms in the Nordic countries, consisting of interviews with representatives, as well as extensive desktop material and participant observations. By adopting an organisational and sense-making perspective, we analyse how people working in platforms enact their organisations and their environment through processes of belief and action-driven sense-making. We conclude that despite innovation platforms’ strong advocacy – and sense-making – in terms of adaptability and chameleon-like characteristics, stability is enacted through making sense of themselves as a legitimate and necessary position/node in urban planning and development.

    • Against the backdrop of strong local self-government, this article analyses how local autonomy in Sweden has been affected by the implementation of the European Social Fund (ESF) and the ‘partnership principle’. Guided by theories on collaborative governance, the authors analyse three empirically-derived forms of organizational collaborative arrangements: top-down decision- making, bottom-up regional initiatives, and horizontal local collaboration. The article illustrates how the implementation of ESF in Swedish municipalities enables local autonomy but also limits the influence of local public actors in formal and informal decision-making processes.

    • EU-funding opportunities create incentives for local governments to partake in the implementation of EU regional policies; yet there is a lack of knowledge on the local effects in everyday municipal work. In this article we examine how the European Social Fund (ESF) is used by the EU and national level to govern local activities, how the subnational level acts in response to this and with what consequences for local autonomy. We analyze policy instruments within the ESF, with particular emphasis on how funding criteria are used for governing purposes, here analyzed in terms of soft and hard governing. The results show that despite the EU’s emphasis on local implementation, municipalities lack a formal place in the ESF-governance architecture as the rules target the project level directly. This results in municipalities establishing new local roles, services and agencies in order to facilitate funding and implementation. Governance by incentives may appear as soft. However, when analyzing conditions for funding a number of mandatory requirements shows. Thus, autonomy is opened up, yet circumscribed through formal requirements.

    • This article contributes to debates on public sector innovation by empirically analysing and conceptually unpacking organizational resistance. It is based on research following the attempts to launch a particular public sector innovation, Social Impact Bonds (SIB), in Swedish local government. Drawing on the literature on productive resistance, the analysis shows how a range of different actors, from consultants and investors to local civil servants, are entangled in interactions, negotiations and new organizational settings. The study concludes that SIB, beyond dichotomies, such as resistance/compliance, is continuously circumscribed, widened, reformulated and reassembled to grow the potential market and increase the local applicability.

    • This chapter aims to provide insight into the phenomenon of European Union projectification . The paper is conceptual in nature and draws on the results of several research projects conducted by the authors, who represent two disciplines - management and political sciences . In the article we first discuss what distinguishes EU projects from other projects . Thereafter we describe the projectification of the EU using an analytical framework based on three levels (micro, meso and macro) . The chapter ends with a discussion on consequences of EU projectification and possible directions for future research on this phenomenon . Taking a general view of the findings, we believe that it is necessary to move beyond the depoliticising tendency of seeing EU projects as neutral tools and opening this area up to broader debates on the politics of projects .

Stater och inte minst EU:s institutioner vidtar regelbundet åtgärder för att skapa marknader och konkurrens, och i dessa åtgärder finns ofta direkta försök att förhindra samverkan mellan aktörer. I det här kapitlet undersöker vi en process där samverkan syftar till at skapa en ny marknad inom offentlig verksamhet - en marknad för social impact Bonds (SIB). Samverkan står i detta fall inte i motsättning till konkurrens eller marknad utan är snarare en strategi som aktörer använder sig av i marknadsskapande syfte.

    • With a continued global urbanisation trend and increasing demand for transportation with consequences interms of, for example, congestion, emissions, and noise, urban mobility is a major challenge for the future.Mobility-as-a-Service (MaaS) has been argued as part of the solution by contributing to reducing the use ofprivate cars and increasing the use of public transport and ride sharing services: “MaaS has the potentialto fundamentally change the behaviour of people in and beyond cities, hence it is regarded as the biggestparadigm change in transport since affordable cars came into the market” (maas-alliance.eu). However,even though a number of initiatives have been taken, including pilots which have shown positive outcomes(see e.g., Karlsson et al., 2016), the implementation of MaaS has been slow.Different sources refer to different challenges. The purpose of the project ‘Institutional Frameworks forIntegrated Mobility Services in Future Cities’ (IRIMS) is to determine how, and to what extent, existinginstitutional factors affect the further development of MaaS. The project aims to provide suggestions for howinstitutions can be modified to enable the implementation of MaaS to contribute to sustainable mobility. Thispaper presents part of the work: a tentative framework, intended to support the analysis of the institutionalfactors that facilitate or create barriers to the further development and dissemination of MaaS (see alsoMukhtar-Landgren et al., 2016).

    • Mobility-as-a-Service (MaaS) has been argued as part of the solution to prevalent transport problems. However, progress from pilots to large-scale implementation has hitherto been slow. The aim of the research reported in this paper was to empirically and in-depth investigate how, and to what extent, different factors affect the development and implementation of MaaS. A framework was developed, with a basis in institutional theory and the postulation that formal as well informal factors on different analytical levels (macro, meso and micro) must be considered. The research was organised as a multiple case study in Finland and Sweden and a qualitative approach was chosen for data collection and analysis. A number of factors with a claimed impact on the development and implementation of MaaS was revealed. At the macro level, these factors included legislation concerning transport, innovation and public administration, and the presence (or not) of a shared vision for MaaS. At the meso level, (the lack of) appropriate business models, cultures of collaboration, and assumed roles and responsibilities within the MaaS ecosystem were identified as significant factors. At the micro level, people’s attitudes and habits were recognised as important factors to be considered. However, how the ‘S’ in MaaS fits (or not) the transport needs of the individual/household appears to play a more important role in adoption or rejection of MaaS than what has often been acknowledged in previous papers on MaaS. The findings presented in this paper provide several implications for public and private sector actors. Law-making authorities can facilitate MaaS developments by adjusting relevant regulations and policies such as transport-related subsidies, taxation policies and the definition of public transport. Regional and local authorities could additionally contribute to creating conducive conditions for MaaS by, for example, planning urban designs and transport infrastructures to support service-based travelling. Moreover, private actors have key roles to play in future MaaS developments, as both public and private transport services are needed if MaaS is to become a viable alternative to privately owned cars. Thus, the advance of MaaS business models that benefit all involved actors is vital for the prosperity of the emerging MaaS ecosystem.

  • Contested values in bike-sharing mobilities – A case study from Sweden

    • The aim of this paper is to analyse the type of mobilities and subjects that are being promoted and constituted through bike-sharing systems. This is done through an analysis of the bike-sharing system in the city of Lund in Sweden. The analysis utilises Bacchi's What is the Problem Represented to be? framework and develops it through adding a spatial perspective. Departing from a critical velomobilities perspective, we argue that urban transport policies cannot merely be regarded as one specific and delimited reaction to well-defined policy problems. Instead, the ways that BSSs are, described, motivated – but also spatially organised – constitute which mobilities are produced. The analysis is based in an analysis of relevant policy documents, maps and observations. It is concluded that bike sharing is not seen as cycling and is rarely linked to cycling as such, but rather is seen as part of the public transport system. Further, it is concluded that the motivation behind the location of the stations is to facilitate the flow of workers to public transport, and promote attractiveness and tourism, thus constituting a strong belief in a win-win situation between sustainability and growth. Here prioritisation between different values, and the possible tensions between different social and environmental dimensions of sustainability is down-played.

    • Innovations in urban governance such as Urban Living Labs (ULL) are expected to accelerate the transition towards more sustainable and climate-resilient cities. This article reviews different ULL across Europe and explores the role and potential capacity of municipalities in the development of and/or facilitation of ULL as a form of experimental governance. It focuses on the role of the public sector in the multi-actor collaborations that often characterize experimental governance. The article draws on literature on cities in sustainability, climate and environmental governance, and bridges this with political science literature on governance. Based on institutional theory that emphasizes roles, identities, and perceived and actual acting space, three functional roles for the municipality are singled out – promoter, enabler and partner – in a framework with a set of indicators that are used to analyse 50 case studies of ULL (http://www.urbanlivinglabs.net). The aim is to advance knowledge on how municipalities can facilitate urban sustainability through experimental governance.

    • While previous research on projectification tends to focus on why processes of projectification emerge and in what contexts, this chapter use the example of European Union (EU) project funding in Swedish local government to analyse and understand how processes of projectification unfold in terms of transformation and adaptation. Key agents in processes of projectification are located and how these agents work and with what techniques and tools are described and analysed. It is argued that processes of projectification unfold through the workings of agents sharing, at the same time as constructing, a project funding market in which they mediate between EU funding and possible EU projects. The EU project funding market is held together by mediating agents and their application of policy techniques and tools of information, roadmaps/policies, collaborations/networks, courses, and consultation. Processes of projectification are as such triggered by project-supporting incentives created top-down at the same time as several bottom-up initiatives trigger the same phenomenon. As a result, projectification is understood not only as an increasing use of EU projects but as processes of transformation and adaptation where agents create project strategies, project models, engage in project networks and train staff in project management and project methodology to handle forthcoming projects.

    • Den här rapporten handlar om lärande från experiment och vänder sig till dig som arbetar med innovation i svenska regioner och kommuner. I fokus ligger frågor kring organisatoriskt lärande, som här förstås som ett medel för att uppnå strategisk förnyelse av en organisation. Lärande är således nära besläktat med förändring. Vår utgångspunkt är att allt lärande kan förstås som en form av översättning mellan det som sker i “experimentet” och det som organisationen redan vet och gör. Offentliga organisationer har olika förutsättningar, och är politiskt styrda verksamheter som kringgärdas av normer, avtal och lagstiftning. Att bedriva förändringsarbete innebär också ett ansvar – vad är det för förändring organisationen vill uppnå? Och varför? Det här är inte minst centralt när vi talar om förändringar i offentliga tjänster, som inte bara ska komma allmänheten till gagn, utan också produceras med hänsyn till miljön, allmänintresset och folkviljan. Mobilitetsområdet är också kringgärdat av nya aktörer och företag som saluför lösningar och tjänster som hållbara, och där det krävs kompetens att avgöra om en innovation är hållbar eller önskvärd för det offentliga att satsa på!

Samtidigt pågår det idag en snabb teknikutveckling inom transportområdet och idag sker mycket av innovationsarbetet genom offentligt delfinansierade piloter eller experiment i stadsmiljöer där kommunen ofta ingår som en av de centrala deltagarna. Detta innebär att nationella innovationspolitiska satsningar möter den kommunala planeringen i en gemensam ambition att hitta nya lösningar på vår tids globala klimat- och hållbarhetsutmaningar. I litteraturen talas det till och med om en ny styrform – experimental governance – vars syfte är att främja, eller till och med påskynda, en mer hållbar utveckling med hjälp av piloter, experiment och andra typer av försöksverksamheter. I det här kapitlet undersöker vi vad kommuner experimenterar om inom mobilitetsområdet, och vilka förväntningar som tillskrivs experimenten. Vilket slags samhälle föreställer de sig? Och hur radikalt annorlunda, eller disruptivt, är detta samhälle ur ett hållbarhetsperspektiv?

    • Cars are nowadays being programmed to learn how to drive themselves. While autonomous cars are often portrayed as the next step in the auto-motive industry, they have already begun roaming the streets in some US cities. Building on a growing body of critical scholarship on the development of autonomous cars, we explore what machine learning is in open environments like cities by juxtaposing this to the field of mobilities studies. We do so by revisiting core concepts in mobilities studies: movement, representation and embodied experience. Our analysis of machine learning is centred around the transition from human senses to sensors mounted on cars, and what this implies in terms of autonomy. While much of the discussions related to this transition are already foregrounded in mobilities studies, due to this field's emphasis on complexities and the understanding of automobility as a socio-technological system, questions about autonomy still emerge in a slightly new light with the advent of machine learning. We conclude by suggesting that in mobilities studies, autonomy has always been seen as intertwined with technology, yet we argue that machine learning unfolds autonomy as intrinsic to technology, as the space between the car, the driver and the context is collapsing with autonomous cars.

    • This article analyzes administrative practices in relation to the emergence of novel technologies. “Smart mobility” is an umbrella term used to denote the potentially disruptive changes in the transport sector relating to automatization, digitalization, and the platform economy. While this development is largely driven by industry, public administrations are engaging in a number of processes where they seek to obtain knowledge while regulating the development of, for example, autonomous vehicles. The aim of this article was to study how administrative practices of governing create, delimit and constitute smart mobility as a governable object. This is done by analyzing the policy instruments deployed by public administrations to obtain and disseminate knowledge in innovation processes, with the aim of controlling its development. The analysis shows that public administrators utilize four main categories of policy instruments: pilots, standards, scenarios, and collaboration. By developing scenarios, following pilots and collaborating with a variety of stakeholders, the administrations are not only tapping into newly produced knowledge and learning about the potential impact of these technological novelties, these processes are also creating and delimiting smart mobility as an object to be governed.

  • Institutional conditions for integrated mobility services (IMS): Towards a framework for analysis

    • The present text is a theoretical framework that has been developed with the aim to generate knowledge of and policy recommendations for the promotion of integrated mobility services (IMS), with specific regard to institutional dimensions. Integrated mobility services are services where the passenger’s transport needs are met by a service that not only integrates a range of mobility services, both public and private, but also provides one-stop access to all services through a common interface. These types of services are currently being developed in several cities globally, and the purpose of the project is to understand and explain how institutions can enable, but also impede, their realization. Institutions are defined as a relatively stable collection of rules and practices, embedded in structures that enable action. In the project a broad theoretical approach, developed by an interdisciplinary research team, will be applied. As such, the framework includes factors at the macro, meso and micro levels, thus including extensive societal trends as well as individual's needs and behaviour. The macro level includes broader social and political factors, including both formal rules and more informal social norms and perceptions. The division between formal and informal variables recur on the meso and micro levels respectively. The meso level – which includes both public and private actors at regional and local levels – consists of both formal institutional factors such as taxation and regulations, and informal factors such as organizational culture and inherited networks between regional actors. Each actor enters the collaborative processes that signify IMS with their own ideals, interests and expectations, and it is in these processes of negotiation that the framework takes it point of departure. It is also in this context that business models will be developed, another central aspect of the realisation of IMS. Finally, the framework also includes the micro level, where an individual perspective is placed at centre stage. Individuals are affected by various formal incentives and push factors, as well as more informal aspects such as self-image and social status. Through the application of the framework in a number of case studies, empirical findings will help illuminate which institutional factors enable or constrain the development of IMS. The findings will provide the empirical and analytical foundation for suggestions on how formal and informal rules and practices can be modified to enable new IMS to contribute to sustainable mobility.

    • Studiens syftet är att undersöka hur kommuner tar emot nyanlända i samverkanmed andra aktörer i en komplex kontext med oklara och kanske konfliktfylldadirektiv under tidspress. I analyserna har vi främst fokuserat hur samverkan harorganiserats och fungerat för kommunerna utifrån ansvarsfördelning ochautonomi. Vi har studerat offentliga dokument och intervjuat främstintegrationssamordnare eller motsvarande i sex olika kommuner. Tvåövergripande frågeställningar har styrt undersökningen:• Hur har kommunerna organiserat och reglerat samverkan?• Vilka erfarenheter har kommunerna av att samverka med andra aktörer, både i detkontinuerliga mottagandet och i mottagande under tidspress?Följande aspekter har särskilt fokuserats:• Ansvarsfördelning mellan aktörerna• Aktörernas autonomi i samverkansprocesserI akt att genomföra studiens syfte och besvara dess frågor är rapporten indelad iföljande kapitel. I kapitel 2 ges en översikt över samverkan och samverkan inomramen för integrationspolitiken. I kapitel 3 presenteras de sex kommunernaserfaranheter av samverkan inom ramen för boende, social inkludering, etableringsamt utbildning. I avslutande kapitel 4 redogörs för stuidens slutsatser.

    • Local actors are to an increasing extent engaging in national and European Union (EU)–based development and sustainability agendas. These ventures often materialize in the form of temporary organizations such as pilots and projects. This article contributes to debates on project-based, experimental and temporary organizations by unpacking the organizational architecture of pilots and analyzing how the democratic autonomy of local public actors is formed. Through the example of smart city pilots, the study shows how a range of intersecting relations and hierarchies enable and circumscribe public-sector autonomy—from local actors’ attempts to align pilots with political goals to the limitations of standardized and scalable knowledge and strict funding requirements.
