- Academic debates on the role and position of civil society organisations (CSOs) in welfare states largely refer to policies and practices outlined at the national level. They therefore fail to recognise variations within nations. Based on a comparative case study of three Swedish metropolitan cities, this article illustrates the importance of local, contextualised analyses. Through the concept of local civil society regimes, the study identifies three regime types, namely liberal, corporatist and social democratic. The key distinguishing factor between them relates to their different ideological positions regarding the role of CSOs in the marketisation and privatisation of public social welfare represented at the local level. The article argues for the need for further analysis to explore the implications of decentralisation from the perspective of local CSOs and their constituencies.

- Studien belyser i vilken mån och på vilka sätt som LRF fortfarande är en folkrörelse på lokalnivå genom att ge kunskap om hur LRF agerar och organiseras lokalt. Rapporten beskriver och diskuterar hur LRF:s lokalavdelningar fungerar och arbetar i olika landsbygdssammanhang.Följande frågeställningar har väglett undersökningen:− Hur fungerar organiseringen i LRF:s lokalavdelningar? − Vad betyder LRF lokalt för LRF:s medlemmar? − Vilken betydelse har LRF för lokalsamhällen på landsbygden? Studien har tittat på lantbrukares egenorganisering och hur den bidrar till att upprätthålla en levande landsbygd och hur LRF kan verka som en folkrörelseorganisation på lokal nivå. Eftersom landsbygden inte är enhetlig utan det snarare är fråga om ”landsbygder” genomförs studien på olika platser som gör det möjligt att undersöka LRF:s lokalavdelningar i olika typer av kontexter. Studien har genomförts på platser i Värmland och på Gotland.

- This exploratory compilation thesis of four sub studies in Social Work aims to qualitatively examine how employees are affected by organisational changes and other work-related processes, and also to increase understanding of the causes of sick leave and being on sick leave through analysing the experiences of people from different professional backgrounds. Against the background of the labour market and social policy changes introduced at the beginning of the 1990s, these are urgent issues to address, particularly since there is a lack of qualitative studies linking work environment to mental health and sick leave, from the perspective of the employee. The focus of this doctoral thesis is on the relational and emotional processes involved.The empirical material consists of qualitative interviews with assistant nurses and care assistants in municipal home care services for the elderly, and with individuals of different professional backgrounds who were on long-term sick leave with stress-related diagnosis. To understand the central contribution of the thesis – working in an uphill struggle – as something beyond the individual experience, the structures framing the individual must be included in the analysis. The feeling of working in an uphill struggle arises in the process of having to work against personal conviction and harbouring conflicting emotions when institutional and structural conditions for gainful employment and health insurance have changed for the worse, thus obstructing the opportunity to fulfil personal performance standards of quality and credibility. Conflicting feelings can lead to emotional dissonance, which unresolved may lead to illness and sick leave. The uphill struggle is manifested in various ways, as presented in the four sub studies.

- Oavsett om de benämns ideella organisationer, civilsamhälleorganisationer eller frivilligorganisationer är intresset för dessa större än någonsin både i Sverige och internationellt. Orsakerna är flera, främst att dessa organisationer förväntas spela avgörande roller för demokrati och välfärd, men även att ge oss högre livstillfredsställelse och mer mening i våra liv. Kunskaperna om den ideella sektorn har inte hållit jämna steg. Det gäller framför allt för villkoren på lokal nivå, där ideella organisationer både är engagerade i intressepolitiskt arbete och även utför konkreta serviceuppgifter, ibland på uppdrag av kommunerna. I den svenska samhällsdebatten har det sedan länge funnits en tveksamhet om möjligheten för ideella organisationer att axla dessa motstridiga roller. Denna bok beskriver hur ideella organisationer verksamma inom tre viktiga socialpolitiska områden - funktionshinder, kvinnofrid och hemlöshet – upplever villkoren att verka i sina lokala välfärdssamhällen. Boken redogör dels för kommunernas politik och ekonomiska stöd, dels för de ideella organisationernas villkor att agera som röst för viktiga behov och som servicegivare. En viktig fråga som boken ger svar på är om det finns skäl att befara att den ideella sektorns roll som samhällskritiker naggats i kanten som en följd av att ideella organisationer allt oftare verkar som offentliga serviceleverantörer. - During most of the 20th century shelters for the homeless has been criticized as being of too low standard and an unworthy way of living in a welfare society. During the 1960s and 1970s most shelters in Sweden were shut down and replaced with other forms of housing for the homeless. Since the late 1980s and early 1990s the issue of homelessness has returned to the political agenda as an existing social problem in Sweden. In this period we have also experienced a return of the shelters. These newly opened shelters are in many ways based on the same ideas like the old shelters described in stories of poverty and deprivation from the 19th century.In our article we raise the question how a system that has been rejected and condemned from both ethical and ideological standpoints as an unworthy way of living can be "remodernized" and considered again as a (temporary) solution to homelessness. We examine how shelters are justified in the 21st century and what functions they fill. We also discuss the fact that the shelters are almost exclusively run by (religious) voluntary organizations.

- Denna rapport introducerar det forskningsfält som uppstår när landsbygdsforskning och civilsamhällesforskning möts. Texterna i rapporten presenterades vid en konferens som genomfördes 2021 av en grupp forskare som är verksamma inom civilsamhällesforskning och landsbygdsforskning. Som framgår av konferensens titel, ”Landsbygdernas och de mindre orternas civilsamhällen”, skulle den ge möjlighet för dessa två forskningsområden att mötas och fördjupa varandra. Rapporten är tänkt som en ingång till aktuell forskning på detta tema och vi tror den kan vara intressant läsning för både aktiva inom civilsamhällets organisationer och verksamma inom myndigheter, regioner och kommuner som relaterar till landsbygdernas civilsamhälle i sitt arbete.Rapporten inleds med ett kapitel som kortfattat och översiktligt beskriver hur civilsamhällesforskning och landsbygdsforskning växt fram och diskuterar behovet av forskning som sätter fokus på landsbygdernas och de mindre orternas civilsamhällen. De inkluderade kapitlen presenterar forskning där landsbygdernas civilsamhällen studerats med olika metoder och ur flera olika perspektiv.I den första delen av rapporten presenteras forskning som beskriver skillnader och likheter i civilsamhällesengagemang mellan städer och landsbygd i Sverige, behandlar hur tillgång till service också kan påverka tillit till institutioner och diskuterar betydelsen av känslor i relation till civilsamhällesengagemang och samhällsutveckling. Vidare presenteras en övergripande bild av kunskapsläget om social innovation som svar på landsbygdens samhällsutmaningar, med särskilt fokus på civilsamhällets roll och samverkan med andra samhällsaktörer.Utifrån en studie av civilsamhällesprojekt finansierade med offentliga medel diskuteras också hur de ekonomiska bidragsresurserna omvandlas till immateriella resurser till nytta för lokaldesamhället. Rapporten innehåller också kapitel som diskuterar civilsamhällets alternativa bildningsvägar som utgår från platsers egna premisser, sociala rörelser för hållbarhet på den svensk-samiska landsbygden samt ett kapitel som diskuterar hur medborgarskapet omformas när boende i landsbygder och mindre orter i större utsträckning behöver förlita sig på civilsamhällets lösningar för att få tillgång till vardaglig service och grundläggande infrastruktur.

How Swedish Social Workers Perceive and Experience Public Perceptions of the Social Work Profession : An Exploratory Case Study

- This paper focuses on social workers' experiences of public perception of themselves and the profession of social work. The public is one of the most important stakeholders in social services, and public perceptions of social workers are therefore likely to affect social work practice. This includes possible impacts on service delivery, legitimacy, status of the profession, and job satisfaction. For example, public perceptions of the social work profession may influence social workers’ contacts with service users, other professionals and members of the local community. Public perceptions may also influence people’s inclination to seek help from social services agencies when needed. Little is known about the potential impact of public perceptions on the private lives of social workers, particularly in the European context. So far, research has mainly focused on the image of social work in public forums such as the mass media, neglecting the experiences of those affected – namely social workers. A better knowledge of their experiences could help to improve both the private and professional conditions for social workers, ultimately benefiting the people they serve.The aim of this study is to explore local authority social workers’ experiences of public perceptions of their work and of the social work profession. More specifically, the study focuses on how social workers perceive and experience public perceptions in professional practise and in their private lives, and is guided by the concepts of socially tainted dirty work and courtesy stigma. The study also explores aspects that social workers consider particularly important in shaping public perceptions. The study draws on data from focus groups with social workers working in the organisational branches of childcare, addiction treatment and financial assistance of social services. The data is analysed using qualitative latent content analysis.The results show that social workers perceive the public's knowledge and understanding of their profession to be low and that there are negative and stereotypical views of them as professionals and of social services. Several factors contributing to this negative perception were identified, with mass media reports, the mission and target groups of social services, laws and regulations, and professional practise appearing to be particularly significant. In addition, demographic and individual factors among the public, such as ethnicity, education level and previous contact with the social services, are considered highly relevant. However, differences between organisational settings are also apparent. Social workers in child care are confronted with negative and stereotypical views to a greater extent than social workers in addiction treatment and financial aid, both in professional and private settings. Taken together, the findings suggest that at least parts of the social work profession can be understood as socially tainted and that social workers are exposed to aspects and consequences associated with courtesy stigma.Based on these findings, we argue that it is time to address public perceptions of social work and social workers, particularly in relation to childcare. Addressing these perceptions could improve public understanding, reduce stereotypes and ultimately improve conditions for both social workers and their clients.

- This article focuses on homelessness among families with children in Sweden, and particularly on the situation of homeless families in Stockholm. The objective is to contribute to the understanding of homelessness by suggesting an intersectional analysis that both includes different levels of analysis – that is, at structural, institutional and household levels – and allows gender, class and migration parameters to be taken into consideration. On the structural level, a restructured housing market in combination with a disman-tling of housing policy has raised the threshold for entering the primary housing market, especially for individuals and families with limited economic resources. In addition to the risk of being discriminated against based on ethnicity, this restructuring has appreciably raised the difficulty of entering the market on a more general level. At the institutional level, local social authorities offer solutions to homelessness that have been developed for more traditional groups of homeless people, namely, single men with alcohol or drug problems; they lack the means to change the structural conditions of the housing market or the distribution of housing, and can only expand the secondary housing market, in which people are at risk of becoming 'trapped' as the gap between the primary and secondary housing markets becomes increasingly large. On the individual/household level, a combination of single motherhood, immigra-tion and limited financial resources clearly increases the risk of homelessness and exclusion from other social arenas.

- The aim of the article is to explore whether and how local civil society–grounded in bottom-up activities–responds to a top-down initiative with expectations of sustainable transformation. The focus of our research is the possible role of civil society organizations as agents in collaborations aiming for a forest-based bioeconomy. The research was conducted in a local area within the sparsely populated Swedish region of Värmland, characterized by a strong tradition of forestry. The study is explorative and uses qualitative methods: interviews with representatives of local civil society actors, participant observations of local meetings and workshops, and document analyses. Our results suggest that general policy expectations concerning the inclusion of civil society become vague when operationalized in documents at the regional level, and lack clarity concerning the roles expected from civil society. Civil society organizations (CSOs) contribute in a multitude of ways to local social, economic, and environmental sustainability. However, the inclusion of CSOs as full actors in collaborations requires a greater knowledge of the traditions and structure of Swedish civil society, as well as its conditions and challenges in different local contexts.

- Det civila samhället har en lång tradition av att erbjuda stöd och service till medborgare som lever i en situation av hemlöshet. Före den svenska välfärdsstatens uppbyggnad var det välgörenhetsorganisationer och lokala församlingar som sörjde för fattiga och hemlösa medborgare. Under de senare åren har civilsamhällesorganisationer rapporterat om att efterfrågan på deras insatser ökat. I Sverige har vi också sett en ökande hemlöshet under de senaste decennierna. Syftet med projekt som avrapporteras i denna rapport är att bidra med kunskap om det civila samhällets roller inom hemlöshetsfältet under 2020-talet samt om och hur dessa har förändrats sedan slutet av 1990-talet. Den empiriska studien består av intervjuer med företrädare för civilsamhällesorganisationer som arbetar inom hemlöshetshetsfältet i Stockholm och Göteborg, kompletterat med relevanta dokument. Studien utgör en uppföljning av en liknande studie som genomfördes i slutet av 1990-talet. (Nordfeldt 1999) Resultaten visar att ”traditionella” organisationer inom fältet har utökat sina verksamheter och nya organisationer och nätverk har tillkommit. I rapporten diskuteras civilsamhällets organisationers roller, framför allt i relation till det offentliga välfärdssystemet, inom hemlöshetsfältet. Studien visar att civilsamhällets organisationer har en väsentlig roll som ett första steg – en förmedlande länk – till det offentliga välfärdssystemet. Behov som tillkommit i länkningen är bland annat juridisk rådgivning och stöd i att navigera i de allt mer digitala offentliga välfärdssystemen. Samtidigt har en förstärkning skett av organisationernas ”nisch” som ett extra socialt skyddsnät för individer som har hamnat utanför eller har begränsad rätt till offentlig välfärd.

- The aim of this thesis is to examine the relations between local government and voluntary organisations in two Swedish cities - Stockholm and Göteborg - with regard to the issue of homelessness, and to analyse how these relations have changed during the 1990's. A further aim is to explore to what extent different localities, due to variations in the economic and political context, vary in their responses to influences and pressures from the outside, e.g. from the central state. These variations, it is assumed, result in different approaches to local welfare production and, as part of that, different views on how to care for the homeless, and also create differences in the relations between local government and voluntary organisations. A qualitative methodology has been used in the two case studies. Most of the data have been gathered through personal interviews with informants from the local governments and the voluntary organisations respectively, supplemented with different kinds of documentary information. The comparative analysis indicates that, although social policy in Sweden is rather strictly regulated at the central state level, there are differences on the local level with respect to relations between the local government and voluntary organisations. In short, there are local modes of welfare production. In Stockholm, the voluntary organisations cooperate with local government agencies, but they have in particular staked out a niche of their own - to care for the most deprived of the homeless. The voluntary organisations in Göteborg, in contrast, have become an integrated part of a restructured local government.
