  • Same data, different conclusions : Radical dispersion in empirical results when independent analysts operationalize and test the same hypothesis

    • In this crowdsourced initiative, independent analysts used the same dataset to test two hypotheses regarding the effects of scientists' gender and professional status on verbosity during group meetings. Not only the analytic approach but also the operationalizations of key variables were left unconstrained and up to individual analysts. For instance, analysts could choose to operationalize status as job title, institutional ranking, citation counts, or some combination. To maximize transparency regarding the process by which analytic choices are made, the analysts used a platform we developed called DataExplained to justify both preferred and rejected analytic paths in real time. Analyses lacking sufficient detail, reproducible code, or with statistical errors were excluded, resulting in 29 analyses in the final sample. Researchers reported radically different analyses and dispersed empirical outcomes, in a number of cases obtaining significant effects in opposite directions for the same research question. A Boba multiverse analysis demonstrates that decisions about how to operationalize variables explain variability in outcomes above and beyond statistical choices (e.g., covariates). Subjective researcher decisions play a critical role in driving the reported empirical results, underscoring the need for open data, systematic robustness checks, and transparency regarding both analytic paths taken and not taken. Implications for orga-nizations and leaders, whose decision making relies in part on scientific findings, consulting reports, and internal analyses by data scientists, are discussed.

    • A series of 3-oxo-C12-HSL, tetramic acid, and tetronic acid analogues were synthesized to gain insights into the structural requirements for quorum sensing inhibition in Staphylococcus aureus. Compounds active against agr were noncompetitive inhibitors of the autoinducing peptide (AIP) activated AgrC receptor, by altering the activation efficacy of the cognate AIP-1. They appeared to act as negative allosteric modulators and are exemplified by 3-tetradecanoyltetronic acid 17, which reduced nasal cell colonization and arthritis in a murine infection model.

  • Surgical site infection after gastrointestinal surgery in children: an international, multicentre, prospective cohort study

    • Surgical site infection (SSI) is one of the most common healthcare-associated infections (HAIs). However, there is a lack of data available about SSI in children worldwide, especially from low-income and middle-income countries. This study aimed to estimate the incidence of SSI in children and associations between SSI and morbidity across human development settings.MethodsA multicentre, international, prospective, validated cohort study of children aged under 16 years undergoing clean-contaminated, contaminated or dirty gastrointestinal surgery. Any hospital in the world providing paediatric surgery was eligible to contribute data between January and July 2016. The primary outcome was the incidence of SSI by 30 days. Relationships between explanatory variables and SSI were examined using multilevel logistic regression. Countries were stratified into high development, middle development and low development groups using the United Nations Human Development Index (HDI).ResultsOf 1159 children across 181 hospitals in 51 countries, 523 (45·1%) children were from high HDI, 397 (34·2%) from middle HDI and 239 (20·6%) from low HDI countries. The 30-day SSI rate was 6.3% (33/523) in high HDI, 12·8% (51/397) in middle HDI and 24·7% (59/239) in low HDI countries. SSI was associated with higher incidence of 30-day mortality, intervention, organ-space infection and other HAIs, with the highest rates seen in low HDI countries. Median length of stay in patients who had an SSI was longer (7.0 days), compared with 3.0 days in patients who did not have an SSI. Use of laparoscopy was associated with significantly lower SSI rates, even after accounting for HDI.ConclusionThe odds of SSI in children is nearly four times greater in low HDI compared with high HDI countries. Policies to reduce SSI should be prioritised as part of the wider global agenda.

  • The interaction of styrene maleic acid copolymers with phospholipids in Langmuir monolayers, vesicles and nanodiscs; a structural study

    • Hypothesis: Self-assembly of amphipathic styrene maleic acid copolymers with phospholipids in aqueous solution results in the formation of ‘nanodiscs’ containing a planar segment of phospholipid bilayer encapsulated by a polymer belt. Recently, studies have reported that lipids rapidly exchange between both nanodiscs in solution and external sources of lipids. Outstanding questions remain regarding details of polymer-lipid interactions, factors influencing lipid exchange and structural effects of such exchange processes. Here, the dynamic behaviour of nanodiscs is investigated, specifically the role of membrane charge and polymer chemistry. Experiments: Two model systems are investigated: fluorescently labelled phospholipid vesicles, and Langmuir monolayers of phospholipids. Using fluorescence spectroscopy and time-resolved neutron reflectometry, the membrane potential, monolayer structure and composition are monitored with respect to time upon polymer and nanodisc interactions. Findings: In the presence of external lipids, polymer chains embed throughout lipid membranes, the extent of which is governed by the net membrane charge. Nanodiscs stabilised by three different polymers will all exchange lipids and polymer with monolayers to differing extents, related to the properties of the stabilising polymer belt. These results demonstrate the dynamic nature of nanodiscs which interact with the local environment and are likely to deposit both lipids and polymer at all stages of use.

    • Vibronic coupling in solid C60 has been investigated with a combination of resonant photoemission spectroscopy (RPES) and resonant inelastic x-ray scattering (RIXS). Excitation as a function of energy within the lowest unoccupied molecular orbital resonance yielded strong oscillations in intensity and dispersion in RPES, and a strong inelastic component in RIXS. Reconciling these two observations establishes that vibronic coupling in this core hole excitation leads to predominantly inelastic scattering and localization of the excited vibrations on the molecule on a femtosecond time scale. The coupling extends throughout the widths of the frontier valence bands.

    • This chapter examines the contemporary geopolitical challenges facing Okinawa by considering the geopolitical history of the islands. It pays particular attention to the events precipitating the Meiji Restoration, and of the subsequent Meiji Era. Meiji may have led to the modernization of Japan, but imperial policy relegated Okinawa to economic-backwater status, and of course eventually the islanders were sacrificed to protect the homeland. However, historically, discrimination and sacrifice did not lead to widespread rejection of unity with the Japanese mainland. Today, Okinawa is at a crossroads. Changes in military technology and regional geopolitics have put the islands in the line of fire in the event of any conflict. Meanwhile, Okinawan nationalism is growing, fueled by the indefinite burden of the bases and the tragic history of the islands. If Tokyo and Washington continue the differential treatment of Okinawa, they may well find that this time, the islanders insist on taking their fate into their own hands.

  • Let's eat Fukushima' : Communicating Risk and Restoring 'Safe Food' after the Fukushima Disaster (2011-2020)

    • The Fukushima nuclear disaster posed food safety risks on an unprecedented scale in Japan. In its immediate aftermath, information on the scale and the extent of the contamination of the food chain was scarce. Facing an anxious public, the government was tasked with defining and ensuring food safety amidst uncertainty. Via three case studies spanning from 2011 to 2020, this article draws on risk communication theory to analyze the Japanese government’s response to food safety risks after Fukushima and its development over time. It finds that initial responses did not take the food-related risks facing consumers seriously. Instead, the response was aimed at mitigating the economic risks faced by producers. This increased both public confusion and uncertainty, and consumer avoidance. Over time, the government’s response has improved, and elements of the policy have shifted towards more inclusive and interactive practices. Still, the article finds that ten years after Fukushima, the governmental risk communication is primarily aimed at correcting and dismissing consumer concerns while expressing certain fatigue with ongoing consumer avoidance. The article shows how the goal of risk communication changes from reassuring to correcting, and finally to closure. While the risk communication’s main message remains consistent and simple – local produce is safe, eat local produce -, its target audience also differs. The article demonstrates that on top of ongoing shortcomings in terms of participation, the actual content of the government’s risk communication also fails to assist in informed decision-making. Instead, the government makes the decision for the citizen.

    • President Donald Trump’s “America First” policy questions the fundamentals of the global U.S.-led alliance network. Where other allies implemented hedging strategies, Japan’s Prime Minister Abe Shinzō pledged to “make the alliance even greater,” insisting that the bilateral ties were “airtight” and “stronger than ever before.” However, Trump’s approach to trade, détente with North Korea, and off-the-cuff remarks regarding nuclear weapons invigorated criticism in Japan: the U.S. is an unreliable partner and Japan needs to prepare for life after the alliance. We argue that Abe’s embrace of Trump was successful in staving off the worst, maintaining stability at the cost of personal humiliation and certain trade and security interests. However, Trump’s cavalier treatment of Japan has laid bare the realities of the alliance, potentially revitalizing a more autonomous discourse of alternatives to the current and often “humiliating” modus in alliance management.

  • Rethinking change in Japan's security policy : punctuated equilibrium theory and Japan's response to the Russian invasion of Ukraine

    • Change in Japanese foreign and security policy has long been characterized as “incremental”. However, Japan’s response to Russia’s 2022 invasion of Ukraine provides an opportunity to reconsider this paradigm. In the aftermath of the 2014 annexation of Crimea, then-Prime Minister Abe Shinzō chose not to put Crimea on the agenda, prioritizing instead relations with Russia. However, Prime Minister Kishida Fumio responded to the 2022 invasion by increasing ties with NATO, promising to double Japan’s military spending, and acquiring capabilities that were once considered off-limits, including cruise missiles. This dramatic policy shift is analyzed using punctuated equilibrium theory (PET). We find that the 2022 invasion became a focusing event, shifting public and elite opinion in unison. Where Crimea was played down, Ukraine was clearly linked to Asia, to a possible invasion of Taiwan, and as a threat to the entire liberal international order under which Japan had prospered. We argue that overall change in Japan’s policy has not been continuous, rather, focusing events, such as Iraq’s invasion of Kuwait, 9/11, and the 2012 “national security crisis” have precipitated fundamental change. Thus, we conclude that PET provides a better understanding of policy change than incrementalism.

  • Sovereignty and the Senkaku/Diaoyu Territorial Dispute

    • This paper examines the East China Sea territorial and maritime dispute between Japan and China, from the re-emergence of the dispute in the 1990s until the 2010 collision between the Japan Coast Guard and Chinese fishing trawler. In the absence of the use of force, the paper provides an understanding of how both states seek to improve their position in the dispute. Utilising a constructivist understanding of sovereignty, the paper shows how both sides have sought to maintain or improve their position in the dispute’s sovereignty status quo by effecting exercises of sovereignty over the disputed islands and associated waters, and preventing the other state from doing the same. This approach enables the paper to highlight the change in Japan’s dispute policy, from a ‘hands off’ approach which prioritised positive bilateral relations throughout the 1990s, to a more assertive policy from the Koizumi administration onwards. It also demonstrates how China has successfully improved and consolidated its position in the dispute through a policy of preventing Japan’s effective exercise of sovereignty, and provides an alternative explanation of the 2010 collision incident: a successful prosecution of a Chinese citizen in the disputed area would have considerably altered the sovereignty status quo in Japan’s favour, leaving China had no choice but to react strongly to prevent it.

  • Strategic narratives and US military bases in Japan: How ‘deterrence’ makes the Marine base on Okinawa ‘indispensable’

    • Governed directly by the US from the Battle of Okinawa in 1945 until its reversion to Japan in 1972, the island of Okinawa hosts the majority of US military bases in Japan despite comprising only a fraction of a percent of the total land area. The central government in Tokyo has refused to countenance revision of the status quo in the face of increasing local opposition, including mass protests and the election of anti-base politicians at the local, prefectural and national level. The relocation of the controversial Marine base at Futenma to Henoko in the north of the island, has become the locus of opposition in recent years. Activists, local media and local politicians call for it to be relocated outside Okinawa to reduce the burden on the prefecture, while the central government, conservative national media and the US maintain that the current relocation plan must be implemented – to do otherwise would undermine deterrence. This article analyses the projection of the deterrence strategic narrative in the conservative Japanese media. The first section locates the concept of strategic narratives in a discursive epistemology, and highlights the importance of discursively empowered actors, before placing the newspapers in the broader context of the Japanese media environment, which differs from that of other highly developed countries in the way it empowers traditional actors. The main section of the article then traces the development of the narrative from the late 1990s, analysing how it discursively links the Marines’ presence with the ‘China threat’, and how it renders those who question the narrative as naïve, or even dangerous, for potentially undermining the Japan–US alliance and thus the security of all Japan. The article concludes by assessing the effects of the narrative, including potential unintended consequences for deterrence in the long run.

  • The 2020/2021 Tokyo Olympics : Does Japan get the gold medal or the wooden spoon?

    • The Tokyo 2020/2021 Olympics will go down in history as the 'Pandemic Games'. Postponed by a year due to Covid-19, they were eventually held despite broad public protest and amidst the Delta variant wave. Japan brought home a record haul of medals, yet Prime Minister Suga Yoshihide resigned in ignominy shortly after the Games ended. So, was Tokyo 2020/2021 a 'success' or a 'failure', and for whom? We examine the policy and politics of the Games, considering the attribution of 'success' and 'failure' to the Olympics across a range of issues, actors, and narratives. Reviewing their economic, public health, soft power, and political impact, we find that the Tokyo 2020/2021 Olympics remain deeply ambiguous. Prime Minister Abe Shinzō’s vision of a proud, 'reborn' Japan showcasing itself to the world obviously did not come to pass; neither did the promise of a 'Recovery Olympics' aiding in the reconstruction of the post-3/11 Tohoku region. Conversely, the predictions of a COVID-19 catastrophe, of even an 'Olympic variant', also failed to transpire. Rather, the Olympics became a pared-down event forced through by vested interests, notably the IOC and Dentsu. The political fallout was contained by one-party dominance in Japan’s democracy, where even a forced mega-event during a pandemic was insufficient to threaten the Liberal Democratic Party’s stranglehold on power.

    • The US-Japan alliance established over seventy years ago is typically described by leaders on both sides as the ‘cornerstone of peace and security in East Asia.’ While China and North Korea may not share this positive view of the impact of the alliance on the region, the fact is that few alliances in modern international relations rival the US-Japan one in terms of durability, integration and influence. Under the terms of the US-Japan Security Treaty, the US pledges to defend Japan and in return Japan hosts a number of US military bases. Some, like Yokosuka Naval Base, are located on the so-called ‘home islands’ – the four large islands which comprise most of the land area, as well as the historic homeland, of the Japanese nation. However, the bulk of the US military bases are to be found some 1,500 kilometres southwest of Tokyo on Okinawa Island, former centre of the Ryukyuan Kingdom. Okinawa is not just remote from Tokyo, but importantly it is close to China – and even closer to Taiwan.

  • The US-Japan Alliance and the Role of the US Marines on Okinawa in Extended Deterrence

    • The relocation of the controversial Marine base at Futenma on Okinawa to Henoko in the north of the same island has been framed by Japanese politicians, officials, and analysts as crucial to deterrence. Critics respond that deterrence is merely a pretext, and the relocation is a politically convenient solution that perpetuates discrimination against Okinawa by the central government in Tokyo. This article draws on deterrence theory to evaluate the deterrence claims made by relocation proponents. It finds little evidence to support them: the Marines’ capabilities pale against the massive US forward deployment, including the Seventh Fleet and the Fifth Air Force. As for the local balance of forces, the Marines are unlikely to participate immediately in a local conflict, and their geographical location leaves them vulnerable; current US strategy is to down-scale and disperse Marine units. If one were focusing on defence rather than political convenience, the Marines would be relocated off Okinawa. In terms of credibility, the article finds that other US bases in Japan play a much more important ‘tripwire’ role, and ultimately, given inter alia the security treaty, joint exercises, and deep interoperability, US extended deterrence to Japan is as credible as possible under the circumstances.

    • Electroweak measurements performed with data taken at the electron positron collider LEP at CERN from 1995 to 2000 are reported. The combined data set considered in this report corresponds to a total luminosity of about 3 fb(-1) collected by the four LEP experiments ALEPH, DELPHI, 13 and OPAL, at centre-of-mass energies ranging from 130 GeV to 209 GeV. Combining the published results of the four LEP experiments, the measurements include total and differential cross-sections in photon-pair, fermion-pair and four-fermion production, the latter resulting from both double-resonant WW and ZZ production as well as singly resonant production. Total and differential cross-sections are measured precisely, providing a stringent test of the Standard Model at centre-of-mass energies never explored before in electron positron collisions. Final-state interaction effects in four-fermion production, such as those arising from colour reconnection and Bose Einstein correlations between the two W decay systems arising in WW production, are searched for and upper limits on the strength of possible effects are obtained. The data are used to determine fundamental properties of the W boson and the electroweak theory. Among others, the mass and width of the W boson, m(w) and Gamma(w), the branching fraction of W decays to hadrons, B(W -> had), and the trilinear gauge-boson self-couplings g(1)(Z), K-gamma and lambda(gamma), are determined to be: m(w) = 80.376 +/- 0.033 GeV Gamma(w) = 2.195 +/- 0.083 GeV B(W -> had) = 67.41 +/- 0.27% g(1)(Z) = 0.984(-0.020)(+0.018) K-gamma - 0.982 +/- 0.042 lambda(gamma) = 0.022 +/- 0.019.   • Precision electroweak measurements on the Z resonance

    • We report on the final electroweak measurements performed with data taken at the Z resonance by the experiments operating at the electron-positron colliders SLC and LEP. The data consist of 17 million Z decays accumulated by the ALEPH, DELPHI, L3 and OPAL experiments at LEP, and 600 thousand Z decays by the SLID experiment using a polarised beam at SLC. The measurements include cross-sections, forward-backward asymmetries and polarised asymmetries. The mass and width of the Z boson, m(Z) and Gamma(Z), and its couplings to fermions, for example the p parameter and the effective electroweak mixing angle for leptons, are precisely measured: m(Z) = 91.1875 +/- 0.0021 GeV, Gamma(Z) = 2.4952 +/- 0.0023 GeV, rho(l) = 1.0050 +/- 0.0010, sin(2)theta(eff)(lept) = 0.23153 +/- 0.00016. The number of light neutrino species is determined to be 2.9840 +/- 0.0082, in agreement with the three observed generations of fundamental fermions. The results are compared to the predictions of the Standard Model (SM). At the Z-pole, electroweak radiative corrections beyond the running of the QED and QCD coupling constants are observed with a significance of five standard deviations, and in agreement with the Standard Model. Of the many Z-pole measurements, the forward-backward asymmetry in b-quark production shows the largest difference with respect to its SM expectation, at the level of 2.8 standard deviations. Through radiative corrections evaluated in the framework of the Standard Model, the Z-pole data are also used to predict the mass of the top quark, m(t) = 173(+10)(+13) GeV, and the mass of the W boson, m(W) = 80.363 +/- 0.032 GeV. These indirect constraints are compared to the direct measurements, providing a stringent test of the SM.     • The ultrafast timescale of electron transfer processes is crucial to their role in many biological systems and technological devices. In dye-sensitized solar cells(1-4), the electron transfer from photoexcited dye molecules to nanostructured semiconductor substrates needs to be sufficiently fast to compete effectively against loss processes and thus achieve high solar energy conversion efficiencies(4). Time-resolved laser techniques indicate an upper limit of 20 to 100 femtoseconds(5-9) for the time needed to inject an electron from a dye into a semiconductor, which corresponds to the timescale on which competing processes such as charge redistribution(10,11) and intramolecular thermalization of excited states(12-14) occur. Here we use resonant photoemission spectroscopy, which has previously been used to monitor electron transfer in simple systems with an order-of-magnitude improvement in time resolution(15,16), to show that electron transfer from an aromatic adsorbate to a TiO2 semiconductor surface can occur in less than 3 fs. These results directly confirm that electronic coupling of the aromatic molecule to its substrate is sufficiently strong to suppress competing processes(17).
