    • This final manuscript in the special issue on Funding for ocean conservation and sustainable fisheries is the result of a dialogue aimed at connecting lead authors of the special issue manuscripts with relevant policymakers and practitioners. The dialogue took place over the course of a two-day workshop in December 2018, and this coda manuscript seeks to distil thinking around a series of key recurring topics raised throughout the workshop. These topics are collected into three broad categories, or needs: 1) a need for transparency, 2) a need for coherence, and 3) a need for improved monitoring of project impacts. While the special issue sought to collect new research into the latest trends and developments in the rapidly evolving world of funding for ocean conservation and sustainable fisheries, the insights collected during the workshop have helped to highlight remaining knowledge gaps. Therefore, each of the three needs identified within this manuscript is followed by a series of questions that the workshop participants identified as warranting further attention as part of a future research agenda. The crosscutting nature of many of the issues raised as well as the rapid pace of change that characterizes this funding landscape both pointed to a broader need for continued dialogue and study that reaches across the communities of research, policy and practice.

    • Opportunities, challenges and recommended targeted actions to accelerate qualitative data sharing to address complex socio-environmental problems Socio-environmental synthesis as a research approach contributes to broader sustainability policy and practice by reusing data from disparate disciplines in innovative ways. Synthesizing diverse data sources and types of evidence can help to better conceptualize, investigate and address increasingly complex socio-environmental problems. However, sharing qualitative data for re-use remains uncommon when compared to sharing quantitative data. We argue that qualitative data present untapped opportunities for sustainability science, and discuss practical pathways to facilitate and realize the benefits from sharing and reusing qualitative data. However, these opportunities and benefits are also hindered by practical, ethical and epistemological challenges. To address these challenges and accelerate qualitative data sharing, we outline enabling conditions and suggest actions for researchers, institutions, funders, data repository managers and publishers.

  • Climate change and marine fisheries : Least developed countries top global index of vulnerability

    • Future impacts of climate change on marine fisheries have the potential to negatively influence a wide range of socio-economic factors, including food security, livelihoods and public health, and even to reshape development trajectories and spark transboundary conflict. Yet there is considerable variability in the vulnerability of countries around the world to these effects. We calculate a vulnerability index of 147 countries by drawing on the most recent data related to the impacts of climate change on marine fisheries. Building on the Intergovernmental Panel on Climate Change framework for vulnerability, we first construct aggregate indices for exposure, sensitivity and adaptive capacity using 12 primary variables. Seven out of the ten most vulnerable countries on the resulting index are Small Island Developing States, and the top quartile of the index includes countries located in Africa (17), Asia (7), North America and the Caribbean (4) and Oceania (8). More than 87% of least developed countries are found within the top half of the vulnerability index, while the bottom half includes all but one of the Organization for Economic Co-operation and Development member states. This is primarily due to the tremendous variation in countries' adaptive capacity, as no such trends are evident from the exposure or sensitivity indices. A negative correlation exists between vulnerability and per capita carbon emissions, and the clustering of states at different levels of development across the vulnerability index suggests growing barriers to meeting global commitments to reducing inequality, promoting human well-being and ensuring sustainable cities and communities. The index provides a useful tool for prioritizing the allocation of climate finance, as well as activities aimed at capacity building and the transfer of marine technology.

  • The role of NGOs in negotiating the use of biodiversity in marine areas beyond national jurisdiction

    • In 2004, the UN General Assembly resolved to establish a working group to consider issues pertaining to the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction (BBNJ). The group met nine times between 2006 and 2015 before concluding its mandate by recommending the development of an international legally binding instrument on BBNJ under the United Nations Convention on the Law of the Sea. Based on in-depth interviews with working group participants, this research examines how NGOs contributed to the working group process. Respondents from government delegations highlighted the usefulness of workshops and side events convened by NGOs, and the role of NGOs in bringing experts on technical issues particularly marine genetic resources and the sharing of benefits into the BBNJ negotiations. Respondents from both NGOs and government delegations emphasized the importance of fostering personal relationships in order to ensure a steady and constructive information flow. Social media efforts by NGOs were considered by some government representatives to have occasionally hampered open discussion, although they noted that conditions have improved. The lengthy working group process was marked by substantial fluctuation in participation, particularly within government delegations from developing states. Of 1523 individuals who participated in at least one of the working group meetings, only 45 attended more than half of the meetings, and 80% of these were representing NGOs or highly industrialized countries. Respondents felt that this comparatively small number of individuals provided a source of continuity that was crucial for moving the discussions forward.

  • Ecological surprise : concept, synthesis, and social dimensions

    • As the extent and intensity of human impacts on ecosystems increase and the capacity of ecosystems to absorb these impacts dwindles, unanticipated behavior in ecological systems-or surprises-is likely to become more common. The concept of ecological surprise is broadly applied but seldom explicitly developed in ecological literature, and ecologists can employ diverging language, frameworks, and interpretations of surprise. Here, we synthesize what ecological surprise has meant to ecologists studying these events and review the development and use of the concept in ecology. We define ecological surprise as a situation where human expectations or predictions of natural system behavior deviate from observed ecosystem behavior. This can occur when people (1) fail to anticipate change in ecosystems; (2) fail to influence ecosystem behavior as intended; or (3) discover something about an ecosystem that runs counter to accepted knowledge. We develop a conceptual model that captures the interactions between social and ecological processes that lead to these events and examine two types of drivers that contribute to surprise: underlying driving forces and proximate causes. Our definition of ecological surprise inherently acknowledges that, to be surprising, there must be human observers to the ecological occurrence who have expectations about ecosystem behavior. To explore this dimension, we draw on social science perspectives to understand the ways in which human expectations of ecosystems are influenced by social networks, heuristics, and mental models. We use a case study to demonstrate how our integrated concep-tualization of ecological surprise provides a systematic way of examining these events. Our integration of these perspectives enables us to better synthesize social and ecological knowledge of these events, and encourages ecologists to critically reflect on how they, as scientists, formulate and reformulate expectations of ecosystem behavior.

    • 1. A key challenge facing ecologists and ecosystem managers is understanding what drives unexpected shifts in ecosystems and limits the effectiveness of human interventions. Research that integrates and analyses data from natural and social systems can provide important insight for unravelling the complexity of these dynamics. It is, therefore, a critical step towards the development of evidence-based, whole-system management approaches.2. To examine our ability to influence ecosystems that are behaving in unexpected ways, we explore three prominent cases of ecological surprise. We captured the social-ecological systems (SES) using key variables and interactions from Ostrom's SES framework, which integrates broader ecosystem processes (e.g. climate, connectivity), management variables (e.g. quotas, restrictions, monitoring), resource use behaviours (e.g. harvesting) and the resource unit (e.g. trees, fish, clean water) being managed.3. Structural equation modelling revealed that management interventions often influenced resource use behaviours (e.g. rules and limits strongly affected harvest or pollution), but they did not have a significant effect on the abundance of the managed resource. Instead, most resource variability was related to ecological processes and feedbacks operating at broader spatial or temporal scales than management interventions, which locked the resource system into the degraded state.4. Synthesis and applications. Mismatch between the influence of management systems and ecosystem processes can limit the effectiveness of human interventions during periods of ecological surprise. Management strategies should shift from a conventional focus on removal or addition of a single resource towards solutions that influence the broader ecosystem. Operationalizing Ostrom’s framework to quantitatively analyse social‐ecological systems using structural equation models shows promise for testing solutions to navigate these events.

    • Meeting the objectives of sustainable fisheries management requires attention to the complex interactions between humans, institutions and ecosystems that give rise to fishery outcomes. Traditional approaches to studying fisheries often do not fully capture, nor focus on these complex interactions between people and ecosystems. Despite advances in the scope and scale of interactions encompassed by more holistic methods, for example ecosystem-based fisheries management approaches, no single method can adequately capture the complexity of human–nature interactions. Approaches that combine quantitative and qualitative analytical approaches are necessary to generate a deeper understanding of these interactions and illuminate pathways to address fisheries sustainability challenges. However, combining methods is inherently challenging and requires understanding multiple methods from different, often disciplinarily distinct origins, demanding reflexivity of the researchers involved. Social–ecological systems’ research has a history of utilising combinations of methods across the social and ecological realms to account for spatial and temporal dynamics, uncertainty and feedbacks that are key components of fisheries. We describe several categories of analytical methods (statistical modelling, network analysis, dynamic modelling, qualitative analysis and controlled behavioural experiments) and highlight their applications in fisheries research, strengths and limitations, data needs and overall objectives. We then discuss important considerations of a methods portfolio development process, including reflexivity, epistemological and ontological concerns and illustrate these considerations via three case studies. We show that, by expanding their methods portfolios, researchers will be better equipped to study the complex interactions shaping fisheries and contribute to solutions for sustainable fisheries management.

  • A global assessment of structural change in development funding for fisheries

    • Foreign aid constitutes a significant part of the national income of many developing countries. Fisheries are often of relevance for livelihoods and food security in these countries, so funding aimed at supporting sustainable fisheries can directly contribute to human well-being. In theory, foreign aid is aimed at promoting the economic development and welfare of developing countries and its allocation should therefore be aligned with development needs. However, the aid literature points to colonialism and donor self-interest at national levels as well as in the international arena as important forces shaping aid flows. Using network analytical techniques, this study examines to what extent both the magnitude and structural patterns of Official Development Assistance (ODA) funding for fisheries have changed over time (2002-2016) and what appear to be sources of stability or long-term tie formation in the network. The resulting network demonstrates that short-term ties, typically over a single year, are the norm for fisheries-related ODA, while long-term ties are uncommon. Among donor states, Japan has fostered the greatest number of donor-recipient ties over the entire study period, which in some cases appear to overlap with geopolitical priorities. The existence of historical colonial linkages is a poor predictor for ties that last the entire 15 years under examination; however, they are a strong predictor of shorter duration ties. The analysis suggests that more effort is needed to optimize resource use towards achieving the international development agenda reflected in the Sustainable Development Goals.
