  • Web archiving using the collaborative archiving services testbed
  • 2011
  • Ingår i: eChallenges e2011 Conference Proceedings. - : IIMC International Information Management Corporation. - 9781905824274
  • Konferensbidrag (övrigt vetenskapligt/konstnärligt)abstract
    • Websites constitute one category of official records and as such should be preserved for the long term in compliance with Swedish legislation. Collaborative Archiving Services Testbed (CAST) supports actors involved in the selective web archiving process, from harvesting to the creation of an information package ready for transfer to a long-term archive at National Archives of Sweden. CAST is developed in compliance with the ISO standards Open Archival Information System (OAIS) and Producer-Archive Interface Methodology Abstract Standard (PAIMAS), and do also consider other well-known and established standards and recommendations in digital preservation area. CAST promotes cooperation, knowledge acquisition and sharing among users in an experimental step-by-step workflow, encouraging a proactive approach resulting in authority websites better adapted to digital preservation recommendations. CAST is developed at LDP Centre, a national competence centre in Sweden, within the digital preservation area.

  • The Missing Chart and Compass to Open Governance : Research in progress
  • 2018
  • Ingår i: Presented at SWEG 2018. The 15th Scandinavian Workshop on E-Government. - Copenhagen.
  • Konferensbidrag (refereegranskat)abstract
    • Today’s society is facing a number of pervasive societal trends such as increased globalization, accelerating urbanisation, a growing knowledge society, stronger individualization, as well as increased variety and pluralism (SOU 2016:89). These phenomena are driven and enabled by the data driven digitalization and new technologies, and taken together they indicate that a digital transformation is ongoing. In the end the digital transformation of the society will influence all, from individuals to nations and globally. It is plausible to say that the digital transformation is unescapable and Janowski (2015) claims that it is clear that governments and policymakers must pay attention to and be ready to govern the digital space since many of the cultural, political, economical and other human activities now occur in the digital space. Sweden aims high, in 2012 the Swedish government appointed Digitaliseringskommissionen the mission to realize the IT policy goal; to become supreme in making use of all the possibilities that digitalization brings along. Digitaliseringskommissionen states that Sweden is strong in areas such as infrastructure, human capital and use of the Internet, and have many ICT specialists, but Sweden is weak when it comes to digitalizing the public sphere; there is lack of co-ordination of administrations (finding common solutions) and open data (SOU 2016:89).

  • Review of crowdsourcing projects and how they relate to linked open data
  • 2013
  • Rapport (övrigt vetenskapligt/konstnärligt)abstract
    • The objective of this report is twofold. First it presents an overview of crowdsourcing projects in cultural heritage sector and offers an analysis of how the information collected through crowdsourcing has been managed. The report then continues with a presentation of Linked Open Data concepts and ends with a discussion of Linked Open Data and its implications for archives in a cultural heritage setting. The second objective of this report is to also describe the “journey” that we as a project have travelled from the original ideas in the project proposal to the finally agreed action plan. The target audience of this report is primarily memory institutions that plan to engage in crowdsourcing and/or open data projects.

  • Rural Living Lab: What is that and how is it shaped?
  • 2021
  • Ingår i: Proceedings of the Digital Living Lab Days Conference 2021. - : European Network of Living Labs (ENoLL). ; , s. 127-141
  • Konferensbidrag (refereegranskat)abstract
    • Digital transformation (DT) has received increasing attention in recent years. Despite this, most of the current studies focus on digital transformation in more advanced societies, particularly urban areas, and the concept has not been investigated enough within rural contexts. This study aims at exploring how a rural living lab (Rural LL) is shaped and how this approach can be designed to support digital transformation processes in rural context. In so doing, following a design science research methodology (DSRM), we have designed an artefact (i.e., Rural LL framework) which is an “instantiation” that supports user centric digitalization of rural areas. The designed framework is developed based on the key components of “traditional” and “urban” living labs, as well as empirical data which was collected within the context of the DigiBy project. The main constructs (key components) of this framework are: 1) rural context, 2) digitalization, 3) governance, control, and business mode, and 4) quintuple helix actors. We also offer an empirically derived definition of the rural living lab concept, followed by avenues for future research.

  • 2021
  • Ingår i: Technology Innovation Management Review. - Ottawa : Talent First Network. - 1927-0321. ; 11:9/10, s. 59-72
  • Tidskriftsartikel (refereegranskat)abstract
    • Digital transformation (DT) has received increasing attention in recent years. Up until now, most of the current studies focus on digital transformation in advanced and dense societies, especially urban areas and technologies. Hence, the phenomenon of DT is under-researched in the context of rural and sparsely populated contexts. This study aims at exploring how a rural living lab (RLL) can be shaped and how this approach can be designed to support digital transformation processes in rural contexts. In so doing, following a design science research methodology (DSRM) approach, we have made an artefact (that is, RLL framework) that is an “instantiation” that supports user centric digitalization of rural areas. The designed framework is developed based on the key components of “traditional” and “urban” living labs, as well as empirical data which was collected within the context of the DigiBy project. The DigiBy project aims at conducting DT pilots in rural areas to elevate peoples’ understanding of digitalization and the application of digitalization opportunities for service development in rural areas in the north of Sweden. As a result of these studies, five key components that guide the design of digital transformation pilots in rural areas emerged, namely: 1) rural context, 2) digitalization, 3) governance, control, and business mode, 4) methods facilitating DT processes, and 5) quintuple helix actors. We also offer an empirically derived definition of the rural living lab concept, followed by avenues for future research.

  • Theorizing Living Lab research: The way forward
  • 2023
  • Ingår i: Proceedings of the XXXIV ISPIM Innovation Conference. - 9789526506937
  • Konferensbidrag (övrigt vetenskapligt/konstnärligt)abstract
    • Living Labs have become a popular approach to facilitate multi-stakeholder engagement in open innovation processes in real-life settings. Despite their extensive application across various research fields, there is still a lack of theoretical understanding in this area. This study aims to take the first step towards developing a theory for Living Labs. In doing so, we will review the current state of the art of Living Lab theories as well as identify areas where further theoretical support is required. To achieve this, grounded theory will be used as the overarching approach to rigorously review literature. The outcome of this research will be a taxonomy of Living Lab theories, classified according to the emerged themes from grounded theory analysis. Additionally, the study will identify areas where Living Lab research needs to be theorized to support both researchers and practitioners in this area.

  • Participatory Design : in Need of Angels
  • 2010
  • Ingår i: Travelling Thoughtfulness. - Umeå, Sweden : Umeå University. - 9789174590944 ; , s. 115-134
  • Bokkapitel (övrigt vetenskapligt/konstnärligt)abstract
    • There is a sentence by Bob Dylan – the times they are a-changin’. This is true also for participatory design (PD) – today design projects are distributed between sites and people, and extended in time. PD is now diverse and multi-directional and in need of re-thinking designer responsibility. How to change our methods in line with concerned personnel’s abilities and ways of expressing themselves? Yet, still it is needed someone that overlooks and ensure the PD process. This is especially important when a PD project results in new experiences for people. We suggest that systems designers’ shoulder the responsibility as an angel, which we use as a metaphor for a person with the overall responsibility for the PD process. As part of this we suggest that systems designers would gain by adapting the PD process in line with the PAR methodology and by the use of Soft Systems Methodology’s Rich Picture building.

  • Relevant social groups for open data use and engagement
  • 2019
  • Ingår i: Government Information Quarterly. - : Elsevier. - 0740-624X .- 1872-9517. ; 36:1, s. 98-111
  • Tidskriftsartikel (refereegranskat)abstract
    • The opening up of public sector data has provided a new data resource for the citizens. However, the use of open data and its consequent societal value has proved not to be as extensive as initially hoped for, although multiple innovations have emerged; rather it is still considered problematic, and knowledge about open data use is scarce. Therefore, the aim of this paper is to clarify open data use and engagement by people outside the public sector, especially what motives exists and how different user types align to these motives. To achieve this, a document analysis has been carried out of reported use cases identified in EU topic reports between 2014 and 2016. By applying the theory of Relevant Social Groups (RSG), which focuses on the people's interpretation of the purpose with the technology, we identified five RSGs representing overall motives for open data use: 1) Exploring for creativity, 2) Creating business value, 3) Enabling local citizen value, 4) Addressing global societal challenges, and 5) Advocating the open data agenda. We also discuss differences between the relevant social groups and the included user types, issues and implications for understanding the evolvement of the open data field, and suggests research ahead.

  • Bridging the Gap. Policies to Accelerate Social Change for an Inclusive Rural Digital Transformation in Sweden
  • 2024
  • Ingår i: European Countryside. - : Walter de Gruyter. - 1803-8417. ; 16:1, s. 26-42
  • Tidskriftsartikel (refereegranskat)abstract
    • This study explores officials' perspectives on Swedish policies for rural digital transformation (RDT). Through the lens of Social Acceleration and systems thinking, employing Critical Systems Heuristics collecting empirical data, we explore how officials perceive that Swedish digitalisation policies impacts inclusive RDT. We investigate whether the possibility to implement Swedish digitalisation policies support or hinder inclusive RDT. Our results emphasize the importance of Social Acceleration based on the aspirations of rural residents, encompassing technical acceleration, social change, and the pace of life. The rapid societal acceleration driven by digitalisation impacts the implementation of digital services in rural areas. Policies do not address the needs of tailored digital services; officials strive to manage this through creative methods despite inherent challenges.

  • M2M : a qualitative study of users' feedback related to future M2M services
  • 2007
  • Rapport (övrigt vetenskapligt/konstnärligt)abstract
    • The background of this study is a research project which aims to gain user feedback on future IT-services. In this project, a number of user scenarios were developed and these showed how IT-services could be implemented in different contexts. The basis for this study was to select a few scenarios and present them for users in focus-group interviews. The purpose of this user participation study was to elicit and analyse users' feedback, that is, reactions, needs and ideas related to future IT- services. Furthermore, the work aimed to contribute to the development of new methods for user participation while developing new ICT-solutions. Our study showed that technology should be optional - in other words, the user must be the one initiating and controlling the technology dependent on their needs. We also found that people in general were not delighted to be dependant on technology. Adding to that, introduction and/or implementation of technologies for control must be handled with great care. Finally, if a solution should succeed, it was requested that the solution is adjustable to individual and situational circumstances.

  • Inherent problems in cooperative planning for future access to information
  • 2013
  • Ingår i: Norsk konferanse for organisasjoners bruk av informasjonsteknologi, NOKOBIT 2013. - Trondheim : Tapir Akademisk Forlag. - 9788232103737
  • Konferensbidrag (refereegranskat)abstract
    • Successfully preserving information for the future draws upon multiple domains of knowledge, specifically knowledge about effects of technological and social change. The preservation process should accommodate for these effects in order to provide future access to the preserved information. If information production and information preservation occur in different organizations, such as when an organization uses external preservation services, special attention has to be given to the planning of the preservation process. Studies in the project ENSURE (Enabling kNowledge Sustainability Usability and Recovery for Economic value) indicate that the preservation planning is a joint effort drawing upon distinct knowledge that each organization have – knowledge about the information and knowledge about the preservation process. We describe some inherent problems emanating from cooperatively planning how to preserve information.

  • Ingår i: NordiCHI '20: Proceedings of the 11th Nordic Conference on Human-Computer Interaction. - New York, NY, USA : Association for Computing Machinery (ACM).
  • Konferensbidrag (refereegranskat)abstract
    • This paper explores digital participation for citizens in rural areas and presents the views from people that in some way are working with digital transformation. It build on data gathered during a workshop, together with an interview with an employee working with digital support to citizens. We apply a critical approach, arguing that if the digital society should embrace all, there are efforts needed. Our informants’ witness of many shortcomings and challenges for digital participation for all to come true, but also provide ideas and ways forward.

  • Access to public information in governmental agencies and archives – main challenges : an analysis of the Estonian, Icelandic and Swedish legal frameworks, with focus on main challenges for developing governmental e-services
  • 2011
  • Rapport (övrigt vetenskapligt/konstnärligt)abstract
    • The ongoing development of e-services gains much interest from many groups in the society, ranging from citizens and organizations to research communities. Initiatives are taken both from separate private persons to authorities themselves. Looking at the UN e-government survey 20101 we find Sweden (ranked 12) and Estonia (ranked 20) among the top20 in the e-government development index, and when it comes to the e-participation index only Estonia is found, this time ranked 9. Thus, Estonia2 has come furthest with involvement of citizens, while Sweden3 and Iceland4 is not as mature. Also the cultural heritage sector would benefit by being able to offer e-services that are developed from the citizen’s focus. Thus, the main questions are e.g.; what public information is of interest to citizens? And how would they like to access this information? What kind/s of service/s would they prefer? The APIS project set out to investigate what e-services could be developed, that increases the accessibility and use of public information that resides in governmental agencies and archives.

  • Being an Archivist in our Times - Trying to Manage Long-Term Digital Preservation
  • 2007
  • Ingår i: International Journal of Public Information Systems. - Sundsvall : Mittuniversitetet. - 1653-4360. ; 3:2, s. 47-61
  • Tidskriftsartikel (refereegranskat)abstract
    • Information technology offers the possibility to produce and archive more recorded information than ever before. Thus it is has become feasible to preserve and have access to information in almost unlimited amounts. In sharp contrast, the situation today suggests that societal data has become significantly less accessible than was previously the case. This is both ironic and tragic. In this paper, we recognize that the cultural heritage is at risk, given current circumstances as revealed through observation and dialogue with an archivist. While there are many projects, cultural heritage institutions, government agencies and private enterprises involved in an ambitious research agenda, the majority of these are focussed on technical solutions. In contrast, we provide an indepth point of view of an archivist who is expected to preserve information in order to safeguard the long-term preservation of the cultural heritage. This report reveals the challenges as well as the systemic implications related to the full implementation of the Archival Information Systems guidelines, that fully involve archivists and users in systems design features and functionalities, in order to enable the advancement of longterm digital preservation.

  • 2016
  • Ingår i: International Journal of Public Information Systems. - 1653-4360. ; 12:1, s. 1-21
  • Tidskriftsartikel (refereegranskat)abstract
    • In this paper we explore the on-going implementation of the Public Sector Information (PSI) directive in the Swedish National Archives. The directive is in line with current trends of opening up data for re-use, innovations and new digital services. The PSI directive has applied since 2003; the process of implementation is still, however, on-going, more or less successfully. We focus on the policy implementation process and analyse and discuss reasons why this process can be time-consuming and as a result, also delayed. Our findings build on research from a case study consisting of two projects that focussed on creating digital services based on archival material. We use a sociotechnical perspective as an analytical lens, and reason that the open data initiative clashes with the professional culture among archivists and the organizational culture found in archives. The mission of an organization is reflected in its professional and organizational culture, and when these cultures (with related values, behaviours, artefacts and functions) are not in line with the intentions in a policy, the members of the organization need to reach a common understanding before a successful policy implementation can take place.

  • 2018
  • Ingår i: OR60 Annual Conference, 11-13 Sept. 2018, Lancaster University, Birmingham. - Birmingham : The Operational Research Society. ; , s. 200-201
  • Konferensbidrag (refereegranskat)abstract
    • Swedish public agencies are struggling with how to accomplish digital transformation throughout their organisations. The reason for their efforts rests with the highly set IT-goal; Sweden should be superior in seizing the opportunities that digitalization brings along. Our research shows that public agencies are clear over what is expected, but for most of them, it is not obvious how to tackle this challenge.Digital transformation aims at changing the way of working, roles, and business offerings enabled by adoption of digital technologies in an organization. As such, it requires changes at various levels from operational, via organizational and managerial to societal levels. We reason that public agencies are in need of systems thinking – when the challenges around developing organizational preconditions and processes for digital transformation are as diverse as, e.g., digital capability, innovative capability, create open engagement between stakeholders (external and internal), and new ways to manage it all; a change of mindset is required. Only with new ways of looking at and doing things, public agencies will reach the policies on openness, transparency and collaboration, which are expected outcomes of digital transformation. We aim to explore what strategies, plans and activities are needed, in order to ensure that digital transformation actually happens in public agencies. In addition, we argue that approaches and methods for user involvement must be applied among various involved stakeholders – we focus especially on issues of participation and user involvement. Thus, our intention is to explore using Soft Systems Methodology for guiding two involved public agencies in this project, in search for a, so called, digital transformation roadmap. Moreover, we also aim to include the Viable System Model to guide accurate diagnoses of the systems, thereby being capable of suggesting viable ways forward.

  • Gender mainstreaming - sorting out what?
  • 2004
  • Konferensbidrag (övrigt vetenskapligt/konstnärligt)abstract
    • This paper discusses the strategy of gender mainstreaming which is adopted by the European Union and the Swedish Government in order to increase gender equality in the entire society. Gender mainstreaming and its goal - gender equality - are not easily understood. In this paper I will discuss different interpretations of the concept gender mainstreaming within the area of education. Since the intention with gender mainstreaming is that a gender perspective should permeate all levels in society, this indicates that the area of Information Technology should be embraced by the strategy as well. Building information structures involve classification and categorization. Thus, I will also discuss what implications gender mainstreaming hold for the future Information Technology society for all. The research draws on empirical research conducted during 2003-2004 and is based on documentary analyses and semi-structured interviews with policy makers and teachers. The material has been analysed by discourse analysis.

  • Information technology, archives and archivists : an interacting trinity for long-term digital preservation
  • 2007
  • Licentiatavhandling (övrigt vetenskapligt/konstnärligt)abstract
    • This thesis revolves around archivists' current situation, and the fact that information technologies nowadays are tools that creates digital official documents which must be preserved for long-term. I have studied how the technologies affects and eventually changes archivists work practice and situation, and what recommendations that can be identified, in order to make sure that archivists' work practice runs smoothly in the future. That is, the research involves how archivists experience their situation, how they look at information technologies and long-term digital preservation, and also which areas they mainly focuses on, or feels most concerned about. My research consists of participatory observations conducted while following an archivist a couple of times each month for more than a year, data gathering at an archival conference for county council archivists, a future workshop and finally a focus group interview with archivists working at an existing e-archive. During my research I have focused on things or phenomena that engage archivists and causes problems in their daily work practice. These phenomena I have divided into the following themes: work practice, cooperation and communication, organisation, professional roles and competence, resources, attitudes, information technology, and finally laws and regulations. My research shows that there is lack of knowledge in archival matters among other professional groups in the organisations, which makes the archivists work practice unwieldy. Archivists must constantly remind, educate and support other personnel involved in archiving. The archivists express that they are ascribed low status in their organisations and that archiving is neglected and low-prioritised - something that is conducted when other work task are done. Concerning long-term digital preservation the archivists ask for The Solution, since they lack knowledge in information technologies. Moreover, archivists express that there are lack of knowledge in archiving, mainly among management and IT-personnel. Meanwhile archivists work rather alone, with little or none cooperation with IT-personnel. IT-departments are said to run their own race and archivists get not enough support from management. Cooperation and communication seem to be non-existing among these groups. Today many organisations do not have any strategies for long-term digital preservation. Often it is the archivists that are regarded to be the problem owner of this issue. In connection to this I have found that archivists are unsure of their own role and mission, and what competence they should possess. They claim that archivists are mainly connected with paper, and thereby they are shut out from long-term digital preservation issues. Moreover, archivists are not involved when e.g. new computer based systems are to be designed or implemented. Because of this archivists cannot influence the archival creation from the beginning. Lack of resources is also expressed by archivists, and involves lack of time, finances, personnel and competence. Moreover, information technology has caused that the respect for laws and regulations are declining, and digital documents are not regarded as official. Conclusions drawn are that there is lack of understanding of archivists work practice among other professional groups in the organisations. Archivists are expected to take care of and preserve information that exists in technologies with which they are not comfortable. Organisations has left the responsibility for long-term digital preservation to archivists alone, since the organisations have not succeeded in establishing cooperation and communication among concerned professional groups, especially archivists, IT personnel and management. This could seem as a paradox, since archivists are not involved when computer based systems are at stake, systems that generates the official documents that the organisation is obliged to

  • Linked open data for memory institutions : implementation handbook : YEAH! project deliverable no: 3
  • 2014
  • Rapport (övrigt vetenskapligt/konstnärligt)abstract
    • This report is telling the tale of three archives that collaborated in the YEAH! project to learn how to make use of the Linked Open Data (LOD). The six sections of the report first describe the main concepts of Open Data and Linked Open Data and the business case for using these in memory institutions. This is followed by a recommendation for a six-stage process for making a cultural heritage collection available as linked open data. The report does not describe the entire LOD project planning and execution cycle in memory institutions, because these projects will serve different purposes in different institutions and will be built around different use cases. Instead, the handbook presents the core activities that every project will have to undertake, split into six stages that build on one another yet allow for iterations in the process. Each workflow stage is described as a task-list that can be checked off at the end of the stage, and supported with references to tools and additional information sources. The YEAH! project, funded by three Nordic and Baltic countries to collaboratively enhance access to public information, is a cooperation project between the National Archives in Iceland, Sweden and Estonia, Luleå University of Technology and Estonian Business Archives.

  • On organizing for digital preservation
  • 2009
  • Doktorsavhandling (övrigt vetenskapligt/konstnärligt)abstract
    • Information technology facilitates production and spreading of information, as well as enables the transformation towards e-government and e-services. As a consequence, numerous official documents are born digital, i.e. no paper originals exist. Although there is a lot of ongoing research in digital preservation and digital curation, how digital material is to be preserved for the long-term is still an issue. In the area most research concerns technological aspects. However, the point of departure for this thesis is that the challenge of long-term digital preservation also demands human, social and organizing considerations. This is explored on the basis of how people involved in digital preservation understand, experience and interpret the current situation. The methodological approaches for this thesis are found in interpretative and feminist technoscience perspectives. The Research is also influenced by design perspectives, such as participatory design and systems design, where the latter involves Viable System theories. The empirical material was gathered through participant observations, brainstorming, future workshops, and individual and group interviews. Additional contributions to this study consists of recurrent discussions with systems developers at the Long-term Digital Preservation Centre. The empirical material has been analyzed through ongoing interpretations, discourse analysis, by mapping actors and agendas, and also by themes that have arisen during the research. The research was initiated by exploring the current situation as understood, experienced and interpreted by archivists. Findings from the initial studies suggested that cooperation and communication around digital preservation were not functioning well in many organizations today. Also, responsibility questions were unclear, such as which functions and roles are responsible for digital preservation and what kinds of responsibility are then involved. These questions constituted the continuation of the research and additional studies were made, now from organizing perspectives. A governmental authority has contributed with a ‘best practice' case, which is demonstrated through the lenses of the Viable System Model (VSM) and its underlying theories. The VSM is in this research used as a plan for how to organize digital preservation. However, a plan needs recurrent revisions since people (and technologies) do not always act as supposed. Rather the actions tend to be based on available understandings and knowledges, i.e. situated actions. These in turn, can be viewed as related to ongoing reconfigurations of the world - agency. The main findings are that in order to organize for digital preservation, archival creating organizations should pay attention to humans, technology and the overall organization, and the interplay between these parts. There should be efforts for facilitating collaboration and communication among staff. Identification of preservation processes and where they take place in the organization is important. This can be the foundation for clarification of tasks and responsibilities, where the responsibilities are threefold; the practical, the technological and the strategic. When working on a plan for organizing digital preservation, it is also preferable to involve the staff concerned. Moreover, information technology makes possible the accessibility of the digital material in a totally different way than paper, or analogue archival material. This makes it necessary to modify the view of archives. Hence, a new view of archives is provided; as a more active and living part of the entire information assets held by an organization.

    • This paper provides a good example of organizing in order to establish cooperation and responsibility for digital preservation. This is explored in relation to the Viable System Model (VSM) with accompanying theories, and builds on empirical material from a governmental authority, analyzed in two iterations. The first was based on the VSM, to reach understanding of the authority's situation. The second iteration focused on the VSM theories around responsibility and cooperation. I have found that digital preservation work is facilitated e.g. when one department deals with one preservation process (collect, preserve or make accessible), when personnel have a holistic perspective on the authority, and when communication and coordination channels are established. I additionally have found that the VSM focus on processes and functions, instead of departments or entities, is advantageous since this clarifies what is actually done, as well as who among personnel is doing what.

    • How to organize with the aim of securing the digital cultural heritage is the main interest of this paper. We provide a description of the current situation at an authority that deals with this question, and its personnels’ view of their assignment. The objective for our analysis and discussion is to explore the suitability of the Viable System Model as organizing principle for long-term digital preservation. We have found that the model elucidates several important aspects, such as coordinating functions and information and communication channels. In addition it provides the advantage of a holistic perspective, as well as attention to the environment. These aspects are crucial for long-term digital preservation. Therefore, we find the model suitable since it clarifies necessary processes and functions if the digital cultural heritage is to prevail.

  • The Changing Nature of Archives : Whose Responsibility?
  • 2011
  • Ingår i: Electronic Journal of e-Government. - 1479-439X. ; 9:1, s. 68-78
  • Tidskriftsartikel (refereegranskat)abstract
    • The implementation of eGovernment and the increasing amount of e-services leads to the production of huge amounts of digitally recorded information. In turn, this raises a demand for well-functioning e-archives, considering the laws and regulations of public and citizens‟ rights and obligations. However, we find that there are difficulties in public organisations in dealing with the complex and challenging issue of digital preservation. Not only does eGovernment transformation change productivity, governance and governmental coordination and collaboration, it also transforms the everyday work practices of many public sector employees. A vivid example is archivists and archival work. The matter of e-archives is often left to the archivists, who have limited power and influence to be able to deal with digital preservation to the extent needed. The research question we address is therefore: who should be held responsible for the changing nature of archives and digital preservation in an organization? Our aim in this paper is to analyse and discuss plans for, and layers of, responsibility for digital preservation as configured and reconfigured in archivists‟ stories and Swedish national policy documents. We use a model that covers three arenas: political, organizational, and practical (or individual). Our findings suggest that to conduct good governance and create properly-functioning e-archives there is a need to spread the responsibility for these e-archives and to plan for cooperation, coordination, and communication around digital preservation. This should happen in interplay between the various actors which hold the practical responsibility, technological responsibility and strategic responsibility. Additionally we note that the view of archivists as keepers of information is moving towards the role of facilitators, who support access to information rather than merely keeping it intact for future. Moreover, as a result of technological developments we find that issues to address in further studies are the present laws and regulations that govern archives, change of work practices and ways of dealing with digital preservation.

  • The question of responsibility for long-term digital preservation

  • Ingår i: Proceedings of the 30th Information Systems Research Seminar in Scandinavia, IRIS 30. - : Department of Computer Sciences, University of Tampere. - 9789514470486 ; , s. 1195-
  • Konferensbidrag (refereegranskat)abstract
    • This paper intends to analyze and discuss the matter of responsibility for longterm digital preservation. The reason for this is that previous research has shown that for the moment the responsibility many times rests solely with archivists (Runardotter, 2007). This is a rather problematic scenario, considering that their professional background builds on archival theory, and that archivists are recognized as being connected with paper, or analogue, media. We thus concentrate on archivists' current situation and the impact of information technology and long-term digital preservation on the same. We start with analyzing archivists' current situation from three arenas - the local, the managerial and the national. Based on this we discuss constructions of archivists in relation to information technology, whether archivists are regarded as keepers or facilitators, and what kind of actor role archivists are assigned. Finally we discuss what the constructions imply concerning the responsibility for long-term digital preservation. We have found that archivists and national policies have a rather coherent view. The responsibility for longterm digital preservation should rest with management, and archival matters should be approached in a pro-active manner. Archival matters are a concern for the organization per se, and cooperation and coordination of responsibility issues is necessary. Finally, archivists should be participating actors in IT and long-term digital preservation matters, and focus on facilitating access to archival material.

  • Views on Energy Efficiency : Findings from the CASSANDRA project
  • 2014
  • Ingår i: 2014 20th International ICE Conference on Engineering, Technology and Innovation (ICE 2014). - Piscataway, NJ : IEEE Communications Society.
  • Konferensbidrag (refereegranskat)abstract
    • In this paper we present findings from the CASSANDRA project, in the area of energy efficiency. We set out to explore what view on energy efficiency elderly individual tenants and the European Union (EU) convey, respectively, as well as whether their respective views differ or not. Data used are a) qualitative interviews with 15 tenants at a multi-residential building for elderly people; and b) EU Directives in relation to energy efficiency. We find that environmental concerns are shared by both parties, and that resources are limited is also agreed upon. Where they differ is around growth and lack of information, of which the first is not an issue for the tenants, and the other they regard to be wrong – they see themselves as informed. Of specific interest was whether the tenants was aware, knowledgeable and motivated or not, since this is regarded to be preconditions for energy efficiency, according to the EU. Our findings show that most individual consumers show great concern for the environment, and they claim that they are raised and taught in being economic with all resources.

  • Towards feedback personalisation in adaptive assessment
  • 2010
  • Konferensbidrag (refereegranskat)abstract
    • Personalised support for learners becomes even more important, when learning takes place in open and dynamic learning and information network environments. It is believed that personalisation in education raises the motivation and interests of the learners, which are critical success factors in the learning as well as in the assessment process. Feedback plays a central role in the assessment process, because it provides information about the current areas of strength and weakness of the learners. This paper presents a comprehensive analysis of feedback personalisation in five established adaptive assessment systems (SIETTE, COMPASS, PASS, CosyQTI and iAdaptTest). The results show that these systems are far from being able to adapt the feedback to the learners' individual context, prior knowledge and preferences, because personalisation is still insufficiently implemented or even not addressed. The findings of the analysis are meant as a starting point for future work aiming at implementing a new adaptive assessment system providing personalised feedback. Moreover, the proposed 3-dimensional feedback classification helps identifying and addressing the potential of personalisation that feedback actually has.

  • 2012
  • Ingår i: Proceedings of the 2012 18th International Conference on Engineering, Technology and Innovation. - Piscataway, NJ : IEEE Communications Society. - 9781467322751 ; , s. 124-131
  • Konferensbidrag (refereegranskat)abstract
    • During the last years, the concept of Living Labs as environments of user driven and collaborative innovation has received much attention. Until recently, collaboration and networking between single living labs has not been much of an issue. The APOLLON project has now extended the concept of single living labs to cross-border networks of living labs aiming to support SMEs innovation and access to international markets. APOLLON demonstrates the opportunities of cross border living labs to support SMEs in four pilots in four different domains. This paper focuses in particular on methods, tools and guidelines to support cross-border collaboration between living labs and with SMEs. We explain the methodology that has been developed to support collaboration in initiating, planning and establishing cross border networks of living labs within APOLLON, and provide some initial results on how the methodology has supported the collaboration process. The paper analyses the collaboration processes and collaboration needs and bottlenecks, and the methods that have been applied to overcome collaboration bottlenecks

  • Attachments to Participatory Digital Infrastructures in the Cultural Heritage Sector
  • 2016
  • Ingår i: Science & Technology Studies. - Turku : Finnish Society for Science and Technology Studies. - 2243-4690. ; 29:4, s. 50-69
  • Tidskriftsartikel (refereegranskat)abstract
    • This paper explores knowledge infrastructures developed with the aim of opening cultural heritage institutions for public access and involvement. We concentrate on the new modes of knowledge production of professionals and amateur experts involved in the design and use of open archives and wiki communities as a part of transformations towards participatory digital public infrastructures. Ideas of crowdsourcing, policies of open data and engagements in community-based cultural heritage influence participants’ visions of future ways of generating, sharing and maintaining their knowledge. The paper identifies how the concept of attachments may help us analytically to understand the dynamics of multiple situated knowledges that are played out when people embrace digital technologies and open-data policies to connect past, present and future orientation of cultural heritage engagements.

    • Preserving photos for future generations is difficult in the digital age, as both storage media and storage formats become obsolete within decades. In order to inform the design of a photo preservation service, we are currently collecting information about relevant practices in a large survey. In this paper, we report intermediate results from a sample of 236 European students aged between 18 and 34. 76% of our participants are keen to preserve their photos for future generations, but far fewer report photo management practices that support preservation. We discuss implications for design and outline three groups of users that can be distilled into personas.
