  • Bridging the gap : Exploring elderly citizens' perceptions of digital exclusion

    • Digital exclusion of elderly citizens is a main contributor for poor uptake of public e-service. The situation is alarming since elderly citizens are a major target for many upcoming services provided by governments, such as online health care services. Playing an important role in a sustainable society, governments should always strive towards increased efficiency and effectivity in order for publicly founded resources to be better used. However, sustainable development of public e-services is problematic if the intended receivers of such services are excluded from, or do not want to use them. In order to address this problematic situation we need to know more about elderly citizens’ perceptions of why they are digitally excluded. We add to existing research by providing a large sample of empirical data explaining elderly citizens’ own perceptions about why they are digitally excluded. Furthermore, we present how these perceptions can be categorised and also how they relate in between. Such findings may serve as a basis for how to deal with these problems in order to enhance digital inclusion of elderly citizens, which in the long run may enhance their uptake of public e-service.

    • In an increasingly digitalised society, participation becomes dependent on digital skills – the ability to understand and use the everyday Internet technologies that surround us. People who have difficulty acquiring these skills risk being digitally excluded. One such group is the elderly; all research studies show that they are disadvantaged. The project focuses on digital inclusion for elderly citizens, addressing goal 10 of the United Nations global sustainability goals: reduced inequality within and among countries. It brings together researchers, industry and government in a collaborative practice (action research) program designed to increase theoretical knowledge of digital inclusion in Sweden, and to provide useful guidelines and tools for improving societal involvement of elderly citizens. The collaborative practice approach incorporates survey and interview techniques to ensure scientific rigor. A feature of the project is the use of a cross-generational teaching and learning approach – young people (digital natives) interacting with elderly - which has not previously been researched. Our initial results show that the benefits for the elderly include reduced isolation, more autonomy and independence, and better health.

    • It is evident that user participation is a vital component for successful public e-service development.  However, it is also apparent that there is little guidance in e-government research about how user participation should be implemented in practice. Some high level guidelines can be found regarding user participation design schools but there is very little guidance in existing research regarding how these design schools can be implemented in practice. In this paper we have explored public administrations’ experience of user participation, both in general systems development and in development of public e-services, in order to identify basic requirements that have to be fulfilled when implementing user participation in public e-service development. Thereafter we have applied these requirements on commonly used techniques to implement user participation in the light of three design schools: Participatory Design, User Centered Design, and User Innovation. Our results show that techniques to implement user participation in public e-service development must be adjusted to limited resources in terms of time and money as well as short development projects.

    • In a traditional Business Intelligence (BI) system, power users serve less experienced casual users. Power users analyze and gather data requested by casual users, and produce the reports and visualizations that casual users base their decisions on. When data volumes and the usage frequency of a traditional BI system increase, power users have problems serving all the requests from casual users. The Self Service Business Intelligence (SSBI) approach can enable users to be more self-reliant and less dependent on power users. Although SSBI promises more benefits compared to a traditional BI system, many organizations fail to implement SSBI. The literature review presented in this paper discusses six SSBI challenges related to "Access and use of data" and four challenges related to "Self-reliant users". Awareness of these ten challenges can help practitioners avoid common pitfalls, when implementing SSBI, as well as guide SSBI researchers in focusing on their future research efforts.

    • Under det tredje året på en kandidatutbildning gör studenterna det som ska vara ”kronan på verket” för deras utbildning – de skriver examensarbete. Lärare som involveras i examensarbetet, exempelvis handledare, examinator eller kursansvarig, har en stor och viktig uppgift i att hjälpa studenterna att göra den här kronan så bra och med så hög kvalitet som möjligt. Examensarbetet rymmer en unik möjlighet som sällan funnits i särskilt hög grad tidigare i utbildningen, att få träffa sin handledare. I mötet mellan handledare och student finns möjlighet till den goda diskussionen, det djupare samtalet där tankar kan utvecklas och där studenter kan få blomma ut i både kompetens och personlig utveckling. Allt detta anser vi vara en del av varje lärares individuella akademiska ledarskap. En del studenters examensarbeten går smidigt och relativt okomplicerat tillväga. Andra studenter fåren betydligt kurvigare väg med många farthinder att navigera kring. Dessa hinder handlar inte enbart om de rent ämnesmässiga, utan lika ofta om dåligt självförtroende hos studenten, eller om en brist på studiemotivation hos studenten. Det finns exempel på handledare, examinatorer och andra involverade som i detta läge tar händerna från studenten och tycker att problemet inte berör dem, att studenten får klara sig själv. Kanske vederbörande till och med suckar över lata eller svaga studenter. Vi tror dock att det är här, i de lite svårare situationerna som vi lärare måste plocka framdet goda akademiska ledarskapet och vår medmänsklighet och inte ge upp så lätt. Vår studie fokuserar på studentens upplevelse om vilka svårigheter som upplevs underexamensarbetet. Studien har pågått under 5 år (2011-2015). Statistik från kursutvärderingar och intervjuer med studenter identifierar följande problem under resan av examensarbetet:Låg studiemotivation. Stort fokus med examensarbetet är att på egen hand driva en frågeställning som ska uppnå ett förväntat resultat. I många fall stämmer inte resan överens med förväntningarna, vilket lätt leder till att studentens motivation sänks.Handledaren hjälper inte studenten att komma vidare. Examensarbetet är en mödosam process som ofta kräver en stöttande hand. Handledare bär en stor roll och ledarskap i att vägleda studenten. Tyvärr upplever många studenter att mötet med handledaren har motsatt effekt, att de ständigt påvisar problem som måste lösas. Tyvärr sätts lite fokus på vad som redan håller bra kvalité eller vad studenten gjort bra hittills.Mötet med handledaren är inte ett bekvämt möte. Studenter jämför mötet med ”tandläkarskräck”. Istället för ett forum i syfte att driva studenten framåt samt främja eget initiativ och driv, upplevs mötet som ett forum i syfte att uppfylla handledarens krav. Detta upplevs som motsatt effekt i syftet att låta studentens kunskap blomma ut.Vår studie har bemött problematiken genom att införa pedagogiska tekniker i syfte att främja studentens lärprocess och lärarens ledarskap att motivera studenten. Istället för att ständigt diskutera problem läggs stor vikt på hur ledarskap kan öka studentens självförtroende att bli mer självgående. Kursutvärderingar och intervjuer med studenter från de senaste två åren visar att problematiken är bemött väl. Dessa erfarenheter vill vi gärna dela med oss av.

    • Self-service Business Intelligence (SSBI) is an upcoming trend allowing non-technical casual users to use Business Intelligence (BI) in a self-reliant manner without the support of technical power users. Many organizations struggle to utilize the potential of SSBI and experience data-related and user-related SSBI implementations challenges. This study aimed at exploring user-related SSBI challenges by conducting and analyzing a total of 30 qualitative interviews with 5 BI consultants and 10 customer representatives involved in 2 SSBI implementation project teams. Analysis of the interviews revealed ten challenges related to “self-reliant users”, seven challenges related to “creating SSBI reports” and five challenges related to “SSBI education”, which differ considerably from SSBI challenges commonly discussed in literature. Awareness of these 22 challenges can help practitioners to avoid unnecessary obstacles when implementing and using SSBI, and guide SSBI researchers in simplifying the implementation process of SSBI.

    • E-government is not known for its progressive approach to the design of e-services. An action design research approach is taken for the development of a tool for helping e-service designers work in an innovative way. The theoretical grounding is in open service innovation, service-dominant logic and service design, and the research was conducted with the help of local government prac-titioners in Sweden. The resulting tool is an adaptation of the well-known business model canvas – the innovative digital service canvas. Other contributions include an approach to design science incorporating theory-based design principles, and the design principles themselves.

    • The article establishes theory-based design principles for constructing tools and methods for developing innovative digital services. The research method is developed from process advice offered for this task, in the context of design science. We define the objectives for the design task (solution objectives), identify and justify suitable kernel theories (service design, open innovation, service-dominant logic), and derive the principle normative elements of the chosen theories. Convergences and contradictions in the normative elements are analysed in relation to the method design task, and the prescriptive elements are synthesised into six core design principles. Implications for both the method design task, and research and practice in general are drawn.

    • A higher fat content in the diet could be an advantage for preventing malnutrition among older adults. However, there is sparse scientific evidence to determine the optimal fat intake among older adults. This prospective cohort study examined whether a high energy intake of dietary fat among middle-aged and older adults is associated with the risk of malnutrition 10 years later. The study population comprised 725 Swedish men and women aged 53-80 years who had completed a questionnaire about dietary intake and lifestyle factors in 1997 (baseline) and whose nutritional status was assessed when admitted to the hospital in 2008-2009 (follow-up). At the follow-up, 383 (52.8 %) participants were identified as being at risk of malnutrition and fifty-two (7.2 %) were identified as malnourished. Multinomial logistic regression models were used to analyse the association between previous dietary fat intake and nutritional status later in life. Contrary to what was expected, a high energy intake from total fat, saturated fat and monounsaturated fat among middle-aged and older adults increased the risk of exhibiting malnutrition 10 years later. However, this applied only to individuals with a BMI<25 kg/m(2) at the baseline. In conclusion, these findings suggest that preventive actions to counteract malnutrition in older adults should focus on limiting the intake of total fat in the diet by reducing consumption of food with a high content of saturated and monounsaturated fat.

    • Objectives: The study aimed to investigate the effect on survival after 6 months of treatment involving individual dietary advice and oral nutritional supplements in older malnourished adults after discharge from hospital. Methods: This multicentre randomised controlled trial included 671 patients aged 65 years who were malnourished or at risk of malnutrition when admitted to hospital between 2010 and 2014, and followed up after 8.2 years (median 4.1 years). Patients were randomised to receive dietary advice or oral nutritional supplements, separate or in combination, or routine care. The intervention started at discharge from the hospital and continued for 6 months, with survival being the main outcome measure. Results: During the follow-up period 398 (59.3%) participants died. At follow-up, the survival rates were 36.9% for dietary advice, 42.4% for oral nutritional supplements, 40.2% for dietary advice combined with oral nutritional supplements, and 43.3% for the control group (log-rank test p = 0.762). After stratifying the participants according to nutritional status, survival still did not differ significantly between the treatment arms (log-rank test p = 0.480 and p = 0.298 for the 506 participants at risk of malnutrition and the 165 malnourished participants, respectively). Conclusions: Oral nutritional supplements with or without dietary advice, or dietary advice alone, do not improve the survival of malnourished older adults. These results do not support the routine use of supplements in older malnourished adults, provided that survival is the aim of the treatment.

    • Malnutrition predicts preterm death, but whether this is valid irrespective of the cause of death is unknown. The aim of the present study was to determine whether malnutrition is associated with cause-specific mortality in older adults. This cohort study was conducted in Sweden and included 1767 individuals aged >= 65 years admitted to hospital in 2008-2009. On the basis of the Mini Nutritional Assessment instrument, nutritional risk was assessed as well nourished (score 24-30), at risk of malnutrition (score 17-23.5) or malnourished (score < 17). Cause of death was classified according to the International Statistical Classification of Diseases and Related Health Problems, 10th Revision, into twenty different causes of death. Data were analysed using Cox proportional hazards regression models. At baseline, 55.1% were at risk of malnutrition, and 9.4% of the participants were malnourished. During a median follow-up of 5.1 years, 839 participants (47.5%) died. The multiple Cox regression model identified significant associations (hazard ratio (HR)) between malnutrition and risk of malnutrition, respectively, and death due to neoplasms (HR 2.43 and 1.32); mental or behavioural disorders (HR 5.73 and 5.44); diseases of the nervous (HR 4.39 and 2.08), circulatory (HR 1.95 and 1.57) or respiratory system (HR 2.19 and 1.49); and symptoms, signs and abnormal clinical and laboratory findings, not elsewhere classified (HR 2.23 and 1.43). Malnutrition and risk of malnutrition are associated with increased mortality regardless of the cause of death, which emphasises the need for nutritional screening to identify older adults who may require nutritional support in order to avoid preterm death.

    • Municipalities manage a significant part of society's services, and hence also handle a vast amount of information. A municipality's activities include managing a significant part of society's services, and the municipality's supply and management of information are, therefore, critical for society in general, but also for achieving the municipality's own operational goals. However, investigations show weaknesses in the municipalities' work on information security, and there is a need to study and identify the current level of security. This paper presents the result from a GAP analysis mapping the Swedish municipalities current situation for systematic information security work, based on the demands made on municipalities from both research and social perspectives. The result shows that the information security level regarding systematic security work is generally low and that there is a need for adapted tools for Information Security Management Systems in order to support municipalities.
