    • Measuring crime is one of criminology’s most central tasks. Self-report studies constitute one means of doing so. By asking people, primarily youths, about their experience of involvement in criminal acts, self-report studies are intended to provide knowledge on the extent and structure of crime and on crime trends over time, while also providing opportunities to study the causes of crime. The dissertation’s objective is to examine the use of self-reported crime as a research method. It problematises the use of self-report studies as an instrument for measuring both the extent and structure of youth crime, and also trends in youth crime over time. Problematising the method in this way both illustrates the significance of methodology and measurement instruments for the production/construction of criminological data and makes possible a more nuanced and aware approach to the use of such data. The dissertation comprises a discussion of the basic assumptions of the self-report method viewed from the perspective of theory of science, a review of Swedish self-report studies and a detailed study of the Swedish School Survey on Crime, Sweden’s nationally representative self-report study of youth in year nine (aged 15). The dissertation’s most important conclusions are that researchers, when designing a self-report study, should consider both how crime is viewed and what the study is intended to examine. It is also important, when using self-report data, to consider what the data represent. This is of significance in relation to both how questions might best be formulated and to what extent the mechanisms that affect the results will involve problems for the quality of the measures obtained.

    • The overarching aim of this dissertation is to explore and describe Swedish local authorities’ measures to prevent and manage homelessness; how these measures diverge between different municipal categories; what factors predict homelessness, provisions of accommodation and cov-erage rates between the number of accommodations and the respective municipalities’ housing interventions. Measures studied are policies and housing interventions. The housing interventions re-ferred to here are those provided by or through the social welfare authorities to persons living with unstable housing or who are homeless. The interventions can be divided into two main categories: 1) preventive interventions in the form of daily-life support, usually in the form of personnel support in the individual’s own apartment, designed to help persons at risk of becom-ing homeless to remain housed and prevent eviction; 2) accommodation support for persons who are already homeless and in need of housing. Such accommodations may be more or less temporary, more or less integrated and include a greater or lesser amount of care. Two sets of data were collected for the study: 1) a case study of two category-housing programmes using both qualitative and quantitative data; 2) a survey of 147 randomly chosen municipalities (about half of the municipalities in Sweden) to explore the prevalence and charac-teristics of policies and housing interventions. Findings from the case study show that special-category housing has positive direct effects on the housing stability of the residents and their feelings regarding their quality of life, but does not have a direct effect on their substance misuse. Moreover, the increased housing stability seems to be more a direct effect of the person having stayed on the programme, rather than a long-term effect. Furthermore, although their quality of life improves, the residents still experi-ence a lack of belonging and feel that their lives lack meaningful content. On the national level, the findings show that an array of housing interventions divided into 12 sub-categories is offered to counteract homelessness. These categories vary along two central dimensions: care and normality. The two most frequent types of housing interventions in all types of municipalities are daily-life support and social contracts. Other housing interventions are marginal compared with these two. There is greater fluctuation between municipalities in the level of care provided than in the level of normality. Furthermore, the more densely populated municipalities are more highly engaged in developing housing policies and the administrative means to handle them. Such policies, however, seem to decrease the level of normality without promoting levels of care. When exploring factors that predict homelessness, the findings show that urbanisation is central to understanding variations in homelessness, not only in the largest cities but also in less densely populated areas. In addition, higher rent levels and more of aggregated psychiatric prob-lems in the municipality seem to increase homelessness. The apartment rate and the proportion of public housing within the stock of apartments are both important for the possibility to pro-vide accommodations. Moreover, the proportion of single-parent households seems to enhance the need to provide such accommodations. Political majority and the functional organisation of the social services both seem to have an impact on the coverage rates. Thus, the findings indicate that the municipalities have various options for managing factors that impact on the homeless-ness rate.   • Mission Impossible? Universal Alcohol Prevention at Workplaces in Sweden

    • Since the mid 1990s, alcohol policy in Sweden has undergone major changes and the restrictive policy instruments have been weakened. Alternative and compensatory preventive measures have been sought and the workplace is repeatedly referred to as an important and appropriate arena for prevention. Universal methods, such as disseminating information and education programs, are seen as crucial in order for individuals to be able to make informed choices about their alcohol consumption.The overall purpose of this thesis is to analyze the prerequisites for and the possibilities and barriers associated with alcohol education programs at workplaces. The first paper investigates the general interest in alcohol prevention at workplaces where no interventions had been undertaken. The second paper is an effect study which investigates the effects of a short alcohol education program provided to those employed at a company in Stockholm. In the third paper, the effects of a day-long alcohol education program provided to all persons employed by a municipality are studied. The fourth paper is an interview study, in which the aim is to analyze how the participants in alcohol education programs view their participation and the content and legitimacy of the intervention.The findings suggest that interest in prevention at workplaces is low among employers. In addition, there are difficulties linked to implementation and evaluation, and in achieving and registering any substantial effects. The effect studies noted a significant increase in alcohol-related knowledge and that binge drinking decreased among those who drank the most. The employees found the education programs interesting and valuable but mostly for others, i.e. those who drink too much. Taken together, the studies suggest that it is not reasonable to believe that workplace-based prevention will become a common and effective measure or that it will compensate for the weakened alcohol policy in Sweden.

    • This dissertation investigates heterosexed reality as an ongoing accomplishment by the members at a workplace. Observations were carried out sporadically for two years at a museum. During this period twelve formal interviews, fifteen informal interviews, three formal group interviews and three informal group interviews were also conducted. The study rests on an ethnomethodological understanding of how reality and order is achieved by actors in interaction through the use of ethnomethods, such as common sense. Order is produced in a number of situations and it is situations, as locations of shared practices, which are primarily focused. It is concluded that the members try to, in different ways, realise the museum as a nice place. The concept of straight-framing is introduced to describe one of the pleasure procedures performed by the members in order to generate good mood, solidarity and familiarity in everyday working life. To successfully straight-frame situations, the members must utilise the heterosexual matrix and produce themselves and others as intelligibly sexed beings, belonging to either the category women or men, and as relatable to people of the other sex in couple-like and/or sexualised (explicitly or implicitly) ways. Three different forms of straight-framing are distinguished; direct, mock direct and indirect. The members also routinely realise the museum as a nice place by creating a discourse of political correctness. The easiest way to produce and use this discourse appears to be to talk about gender equality. In conversations about gender equality women and men are commonsensically turned into a standardised relational pair and this is referred to as the body count routine. While the body count routine makes the issue of gender equality intelligible for the members and enables them to come across as politically competent, it also provides them with an opportunity to organise the working units at the museum. Sex-mixed units can be placed above non-mixed in a moral hierarchy.

If the state and municipalities do not act resolutely, there is an imminent risk that the housing crisis will deepen with devastating consequences for the individual as well as for society at large.

    • Negotiating experience in the court How do judges assess witness credibility, and how do they proceed to reach sustainable conclusions in a criminal court? This article is based on discussions in four focus groups with lay judges in Swedish district courts. In criminal court trials, a version of an event is generally reinforced if it is confirmed by witnesses. However, if their narratives are too similar, none of them is found trustworthy. The focus group participants agreed that if witnesses were suspected of having discussed their individual experiences of an event and accommodated them into a common story, their testimonies were not considered credible. While testimonies should ideally be untainted by other people’s impressions and opinions, other rules govern the truth of the court. The lay judges appreciated their deliberations, including negotiations on impressions and memories of the trial and they sometimes adjusted their perceptions in the light of information provided by other members of the court. However, if the lay judges are regarded as witnesses of what takes place in the trial, this gives rise to a paradox: While witness negotiations on experiences are regarded as a means to construct a false or biased story, the same kind of interaction between the judges is considered necessary to establish a consensual truth of what actually happened.     • While it is generally agreed that the state has withdrawn from direct intervention in housing policy in many European countries, this paper attempts to demonstrate that in Sweden the central state still exerts power over issues such as homelessness, though the way it exercises that power has taken new forms. Government by ‘discourse’, ‘projects’ and ‘non-decision’ has largely replaced more traditional forms of intervention by means of ‘legislation’, ‘regularization’ and ‘subventions’. The paper focuses on the central state’s approach to initiatives against homelessness, with special regard to its stance in the power relationship between those who control housing and those who lack it. Starting from a general understanding that homelessness is not a necessary feature of a modern nation, and that it would be possible for the central state to do away with it, my aim is to identify and discuss structures and processes that hinder its abolition

    • Contact prohibition orders (besöksförbud) are by now an institutionalised form of preventing violence and protecting the integrity of individuals from non-strangers’ intrusion in their lives. On the basis of an analysis of, primarily, indepth interviews with people intended to be protected by such orders, it is argued that this legal practice has unintended consequences for the parties’ interaction and relationship. In order to obtain and maintain CPOs, the individual has to regard and present the other party’s acts as criminal cases and watch their own behaviour to preclude accusations of having provoked violations. They are also expected to evidence the others’ crimes. In court they have to present themselves as credible witnesses and at the same time as suffering victims in order to retain the victim role. To make sense of the new situation, they tended to reconstruct the other party as inherently criminal, and they accounted for their common past as based upon the other’s deception. Hence, it is claimed that the encounters with the criminal justice system have a decisive impact on the individuals' understanding of themselves, the other party, their relations and inter-action.
