  • Exploring the roles of university spin-offs in business networks

    • This paper identifies different university spin-off (USO) roles related to resource interaction among business parties. It does so by mapping how USOs become part of business networks in terms of their roles relative to other parties. The theoretical frame of reference focuses on roles and resource interaction based on an industrial network approach to business markets. The empirical research is based on five cases of USOs representing a variety in terms of technology, degree of newness, sector, and area of application. As a result of the analysis, three different roles are identified: the USO as resource mediator, resource re-combiner and resource renewer. These roles reflect how USOs adapt resources to, or require changes among, business parties' resources. The paper also discusses the main resource interfaces associated with the three roles and related challenges. The paper contributes to previous research through illustrating USOs' roles relative to business parties from a resource interaction point of view, and by pointing to the establishment of new companies in business networks as a way of implementing innovation. Finally, the paper discusses the managerial implications of the research in terms of the USO's need to understand which role to take and how to develop it.

  • Green Transformation: Lessons from the Fuel Cell Innovation System in Taiwan

    • This study applies the technological innovation system framework to the case of the fuel cell sector in Taiwan. Many Asian latecomers, such as Taiwan, tend to adopt a top-down approach to emphasize the importance of environmental issues but the result is limited. We aim to take Taiwan’s fuel cell innovation system as an example to explore why Taiwan has formulated a technological innovation system to engage universities, research institutes, and firms to undertake R&D and entrepreneurial activities, but the results are still limited with respect to innovation and commercialization. This paper identifies the problems and challenges in Taiwan’s fuel cell innovation system by using an embedded case study to illustrate the strengths and weaknesses of the systems in seven system functions. The study contributes to the increased understanding for the development of renewable energy from the perspective of latecomer nations whereas the mechanism behind technological transition and the strategies of actors within technological innovation systems deserve closer attention.

    • Purpose: This paper aims to investigate the nature and dynamics of the interaction between university spin-offs (USOs) and academia.Design/methodology/approach: The theoretical framework is grounded in an interactive view based on the industrial marketing and purchasing literature on USOs and their development. The concepts of activity links, resource ties and actor bonds are used as a starting point for capturing the content and dynamics of the interaction. The empirical part of the paper consists of four case studies captured through interviews as the main data source and analysed to conclude how the interaction between the USO and academia developed over time.Findings: The study identifies a multi-faceted and dynamic content of the interaction. The paper discerns and discusses research and development links, knowledge and equipment ties and social, legal, financial and organizational bonds with inventors, other academic partners and innovation support organizations. The dynamics are manifested both through changes within individual relationships and by adding/ending relationships. One main conclusion regards the existence of wave-like patterns of interaction with academic partners driven by the USOs' needs and the establishment of customer relationships.Originality/value: Most of the previous research has described a linear process in which the USO leaves academia once the idea has been transferred to a company. This paper contrasts this view by developing and using an analytical framework to capture the dynamic and continuous interaction between USO and academia.

    • Optofluidics, nominally the research area where optics and fluidics merge, is a relatively new research field and it is only in the last decade that there has been a large increase in the number of optofluidic applications, as well as in the number of research groups, devoted to the topic. Nowadays optofluidics applications include, without being limited to, lab-on-a-chip devices, fluid-based and controlled lenses, optical sensors for fluids and for suspended particles, biosensors, imaging tools, etc. The long list of potential optofluidics applications, which have been recently demonstrated, suggests that optofluidic technologies will become more and more common in everyday life in the future, causing a significant impact on many aspects of our society. A characteristic of this research field, deriving from both its interdisciplinary origin and applications, is that in order to develop suitable solutions a combination of a deep knowledge in different fields, ranging from materials science to photonics, from microfluidics to molecular biology and biophysics, is often required. As a direct consequence, also being able to understand the long-term evolution of optofluidics research is not easy. In this article, we report several expert contributions on different topics so as to provide guidance for young scientists. At the same time, we hope that this document will also prove useful for funding institutions and stakeholders to better understand the perspectives and opportunities offered by this research field.

    • The COVID-19 pandemic, climate crisis, and a shifting geopolitical landscape present us with strategic, ethical and planetary dilemmas that demand more reflective action on behalf of actors at every level. The identified challenges of the not-so-distant future require a fundamental transformation of how companies do business, and the role of business schools in shaping the business practices of the future. But because businesses need to work in an existing network structure with stickiness of old norms and values, the balance between radical change and thriving in established structures is sometimes tricky to achieve. Such a conflict is even more accentuated in the East Asian context, where stability in power structures has been a dominating norm. This paper describes some major challenges and the directions that need to be undertaken by East Asian business schools.We offer the viewthat norms and values in the local context, which are reproduced through business schools, must be brought to light and questioned in a reflexive spirit, in order to pavethe way for more progressive transformation.

Det har därför från politiska aktörer i Sverige betonats att tydligare hantering av säkerhetsrisker kommer att krävas från statligt håll. Denna artikel beskriver den utveckling som setts i Sverige de senaste åren och diskuterar utmaningar med ett ökat säkerhetsfokus. Framför allt finns det en oro att ökat fokus på säkerhetsrisker kan leda till att forskare hellre avstår samarbeten snarare än att gå igenom olika riskhanteringsprocesser. Detta inkluderar även projekt som är relativt okomplicerade från ett säkerhetsperspektiv och som blivit allt vanligare när forskare är verksamma i länder som exempelvis Kina. Denna artikel beskriver arbetet i Sverige med att hitta ett mer nyanserat arbetssätt med internationella samarbeten.

    • The Taiwanese government has actively promoted and established policies for developing fuel cell research and industrial activities since the early 2000s. The activities, including those of Taiwanese policy actors, private firms, and research institutions, are part of a fuel cell innovation ecosystem. Through an embedded case study, this paper examines past national policies, sectoral-level developments, and how a firm has navigated the environment. The analysis is based on the notion of an innovation ecosystem, which analytically covers micro, meso, and macro levels and has more porous boundaries than a national innovation system. Hence, the contribution of this paper relates to creating a deeper understanding of what is happening under the surface of government policy and what path firms can take. Thus, it contributes to studies on latecomer strategies in technology sectors of the dynamic interaction between policy, sectoral development, and firm strategy.

    • Until recently, modern science had been dominated by a handful of Western countries. However, since the turn of the millennium the global science landscape has undergone dramatic changes. The number of nations where a significant proportion of research done is of high international standard has now increased considerably. China particularly stands out and is today one of the leading science nations in the world. Overall, Chinese research collaborations with countries in the Western world exemplify the general trend towards increasing complexity in the global research landscape. It has gradually become obvious that differences between institutional settings need to be managed more systematically to promote cross-border research cooperation for shared benefits, from individual to institutional levels. An informed discussion of managing complex conditions necessitates an understanding of the relationship-level dynamics of research collaborations. In order to identify what aspects of international research collaborations are the most pertinent to systematically manage at individual and institutional levels, this paper investigates projects in a bilateral Swedish– Chinese funding program. The paper finds that the majority of collaborations funded had yielded positive impact in terms of publications, strengthened research capacity in research groups and resource accumulation. The challenges found in the collaborations are related to needs such as improving transparency, ethical concerns, and imbalances in reciprocity.

  • Point of departures and good practices for responsible internationalization in a rapidly changing world

    • Responsible internationalization has become an increasingly used term to promote relationship building in a world which is increasingly shaped by the growing impact of global challenges and geopolitical competition. Amidst these changing global conditions researchers and universities have started to learn that they need to adhere to an expanded set of norms related to the research endeavor. Today these norms include for researchers well known aspects such as research integrity, academic freedom, openness, research excellence, and research ethics, but also newer aspects related to societal impact, research security, science diplomacy, and knowledge security. However, a difficulty with managing these aspects collectively is that they are sometimes seemingly contradictory. For example, how can openness in the research endeavor be maintained when national security concerns increase compliance-based measures and raise suspicions of foul play from foreign governments? Or how can the opportunities presented in international research be reciprocally distributed at an institutional level to avoid concerns about an unlevelled playing field? These questions that require more than black or white answers are just part of new issue sets that are formed when researchers and university administrators need to consider an increasingly broadening set of aspects in their professional and academic roles. It is with this background that responsible internationalization has become popularized and set a direction where responsibility is a prime norm to handle the increasingly complex environment.

    • Responsible internationalization is a term increasingly used to promote relationship building in a world shaped by the growing impact of global challenges and geopolitical competition. In these changing global conditions, researchers and universities have learned that they need to adhere to an expanded set of research norms. Today these norms include aspects well known to researchers, such as research integrity, academic freedom, openness, research excellence, and research ethics, but also newer aspects related to societal impact, research security, and science diplomacy. However, managing these aspects is complicated by the fact that they are quite contradictory in tandem. Hence the term responsible internationalization has been used to raise awareness of the changing conditions for academic research and induce more responsible research practices. Nonetheless, the term presently lacks systemization and agreed definitions driving clear narratives, well-articulated goals, or structured responses and behavioral changes. This paper seeks to clarify some of the underlying premises and strategies in working with responsible internationalization and a way forward to the development of clearer guidelines.

  • Promoting responsible practices in international research collaboration in a multipolar landscape

    • Over the last few years, just as the COVID-19 pandemic has illustrated the growing need for open international collaboration, increasing geopolitical tensions and politicization of research are leading to higher barriers for transnational scientific cooperation. These deteriorating conditions for inclusive cooperation may hamper both the general advancement of knowledge and, more pointedly, our ability to solve problems of global concern such as unprecedented challenges we face related to global health, food security, energy, biodiversity conservation, and climate. One main obstacle is how to foster international research collaboration with high standards of integrity when there are a range of variable norms and practices across science, and few authoritative binding requirements that span international borders. A deeper global dialogue is necessary to spell out who has the responsibility and authority to uphold scientific principles and implement necessary changes. In essence the research community need to take the ultimate responsibility for making sure that open collaboration will continue to be possible. However, the (geo)political context, and especially growing tensions between the world's super powers need to be considered.

    • When engaging in international collaboration, researchers and research institutions have to relate to a great range of differences in legislation, scientific practices, incentive systems, and cultural norms. The research landscape has become even more complex in the last decade, and the gray zones at the intersections of a diverse set of institutional contexts may be used to push boundaries. The focus of earlier efforts seeking to harmonize views on scientific integrity in an international context was more limited. Moreover, the guiding research norms have been primarily shaped by a US–European science duopoly. The rise of China has, however, created a multipolar research landscape. As a response to recent geopolitical developments and changes in the global research landscape, guidelines are starting to emerge, especially in the West, that seek to guide research behaviors in a turbulent world. These guidelines collectively identify integral issues to consider, such as research integrity, academic freedom, export control, national security, data security, and intellectual property rights. The plethora of considerations required cause contradictory advice and the research community faces considerable challenges in implementing such guidelines. Therefore more work is needed to guide research relationships in an uncertain world.

    • - An increasingly complex geopolitical landscape puts more emphasis on national interests.- The pressures from knowledge securitization need to be handled in order to alsomeaningfully address the needs and opportunities presented by global scientificcollaboration.- Research integrity, ethics, research security, knowledge securitization, equity, andresponsible internationalization need to be considered in tandem. Rather than discussing these notions separately this paper focuses on the importance of managing them in an integrated manner.- Both a simplified picture of the situation for global research networks as well as more granular descriptions of pertinent issues, such as reciprocity, are needed in order to inform the discussion on how integration may be developed.

    • This report is based on research on responsible internationalization and the work I have conducted at the Foundation for Internationalization of Higher Education and Research, STINT as well as with universities and research funders since 2018. Data collection has taken place through the collection of archival data (including research applications, newspaper articles, and policy documents), observations, interviews, and bibliometric analysis. Since 2018, a policy dialogue on responsible internationalization has also taken place between Swedish research funders, international research funders and between universities in Sweden and abroad.
