    • This study examines the handling of a school fire in a rural Swedish community and the role of the normalized narratives of leaders in crisis management. The article claims that leader normativity legitimizes certain positions and actions in a crisis management narrative and marginalizes others. The study uses theories on gender, boundary work and space to illuminate this claim. To explore such processes in narratives, we use feminist theory and critical management studies. The study shows that leader normativity creates gendered differences that result in both inequalities and the marginalization of any parts of crisis management that do not apply to leader normativity. The study shows that there is a strong norm of crisis management as an individualistic perspective that focuses on heroes and higher-level management as the people managing a crisis. Support for describing crisis management as a collective achievement and caring perspectives become marginalized.

    • The aim of this paper is to raise and explore some of the challenges we as gender scholars have experienced in Sweden today in what could be conceptualized as 'overed' academic landscapes. Our argument is framed by Sara Ahmed's (2012) statement that the very idea that we are 'over race' is how racism is reproduced where it also has to be emphasized that the notion of being 'over race' needs to be understood as intertwined with being over gender. With autobiographical methods, we take leverage in a problematization of gender studies as 'a room of our own' and discuss related themes in academe such as the paradox of gender studies as a perspective and/or a discipline, pluralism and the academic institutional division of labour, feminism and neoliberal New Public Management, collaborative interdisciplinary work in audit cultures. The paper concludes with a discussion about resisting 'overing' through the conflicted position of the feminist scholar.

    • Genus, risk och kris riktar fokus mot strukturer, normer och värderingar som kännetecknar det svenska samhällets syn på risk- och krishantering. Bokens olika kapitel ger exempel på och lyfter fram vikten av att kritiskt granska hur maktordningar arbetats in i processer av risk- och krishantering i nutida såväl som historisk kontext. Därtill ges förslag på teoretisk och metodologisk utveckling av forskning och praktik avseende genus och dess multipla maktordningarför risker och kriser.Risker och kriser drabbar samhället återkommande, i olika form ochmed olika konsekvenser. Arbetet med riskanalyser, beredskap och krishantering har traditionellt associerats med män och maskulinitet medan sårbarhet och utsatthet setts i förhållande till kvinnor.   • Mäns våld mot kvinnor : Diskurser och kunskap i det sociala arbetets praktik

    • I avhandlingen analyseras vilken kunskap och diskurser som vägleder socialtjänstens arbete med mäns våld mot kvinnor. Avhandlingens övergripande frågeställningar fokuserar på: diskurser om mäns våld i Socialstyrelsens utbildningsmaterial, socialarbetares kunskapsbehov och hur dessa tillgodoses, samt socialarbetares uppfattningar om mäns våld mot kvinnor. Avhandlingen har ett feministiskt och intersektionellt perspektiv och bygger på två delstudier. I den första delstudien används kvalitativa metoder, och empirin består av fem utbildningsmaterial om mäns våld mot kvinnor som publicerats av Socialstyrelsen. Empirin analyserats med hjälp av Carol Bacchis policy approach What’s the Problem Represented to be?, och Norman Faircloughs kritiska diskursanalys. Empirin i den andra delstudien utgörs av enkätdata som inhämtats bland 153 socialarbetare verksamma i socialtjänsten i tre svenska kommuner med olika demografi och geografisk placering. Avhandlingen visar tre centrala resultat. För det första framställs mäns våld i könsneutrala termer och våldet beskrivs som ett relationsvåld och/eller familjevåld. För det andra problematiserar utbildningsmaterialens texter inte mäns överordning, de fäster inte heller någon särskild vikt vid strukturella orsakssammanhang. För det tredje centreras kunskapen och diskurserna kring individuella behov och orsaker. Främst fokuseras behoven hos de grupper av kvinnor som Regeringen menar är särskilt sårbara för våld. Det senare leder till att kvinnor kollektiviseras och att mäns ansvar för våldet, i synnerhet svenska män, och sambandet mellan våld, jämlikhet och andra sociala strukturer förbises. Professionell erfarenhet i ärenden där våld förekommer och utbildning inom området är faktorer som socialarbetarna anser bidragit till att öka deras kunskap. Trots detta uppger respondenter med lång arbetslivserfarenhet, hög utbildning, och fortbildning att de saknar kunskap om mäns våld mot kvinnor. Även fast att socialarbetarna upplever kunskapsbrist, visar resultatet att socialarbetarna endast tagit del stöddokument i begränsad omfattning. Den här avhandlingen bidrar med kunskap om vikten av språkanvändning och hur vi förstår mäns våld mot kvinnor. Resultatet kan användas för att ifrågasätta och utmana rådande normer om mäns våld i samhället.

  • Feministiska fantasier : mellan marknad och feminism

    • Feminism is highly visible in contemporary Sweden. The government labels itself feminist, artists and influencers take a stand for feminism, businesses are branded with feminist advertising and feminist tropes and symbols are visible on clothes, art and jewellery. What this kind of feminism means is not always easy to discern. However, what is evident is that this visible and popular kind of feminism is highly compatible with business and market values. From this starting point, the aim of this dissertation is to explore the different meanings of feminism in four different but concurrent arenas. By using psychoanalytical discourse theory, I analyse: (i) a particular governmental arena through a policy analysis of the governmental articulation of social innovation, (ii) a commercial arena through a study of an advertising campaign, (iii) a business arena through interviews with feminist business owners and (iv) an activist arena through interviews with house-squatters. I use these analyses to explore how feminism is used, articulated and understood at the nexus of the market and feminism. What feminist discourses are articulated in the studied arenas? How are feminist values utilised? What expressions of social change are made intelligible and desirable? How are feminist subjects and the preconditions for feminist mobilisation shaped?Analysing the results of the four studies together shows that a fantasy of the benevolent business is created and sustained. Such a fantasy enhances a logic of good-hearted and ethical capitalism within which business and entrepreneurship become understood as activism, articulated as the ultimate solution to social problems. Such a logic inevitably shapes the preconditions for feminist organisation and activism, and encourages individual solutions at the expense of collective efforts. The fantasy of the benevolent business is immersed in and reinforced by fantasy echoes of feminist and social democratic history. These fantasy echoes both conceal inherent conflicts and intensify the force of the fantasy. In order to sustain this fantasy, the desire to make a difference is directed towards ethical practices. These are articulated as individual practices, thus saturating feminism and social change with individualism. Hence, feminist subjects are shaped into individual and entrepreneurial subjects who desire ethical choices. Furthermore, the thesis shows how “the public” is structured as the guarantor of the fantasy of the good business, which entails that certain expectations are attached to the idea of the public. Such expectations shape how feminism and the work towards social change are organised and practised.

    • Within the Swedish healthcare system, the care of raped men varies and many hospitals lack specific programmes. The aim of the thesis is to describe and analyse how meanings about rape and raped men are produced within Swedish healthcare. The central question is how different patient positions and conceptions about the phenomenon of male rape are created through care practices and how, in turn, that affects the care of raped men.The empirical material consists of interviews with healthcare professionals who have worked with raped men, field notes from participant observations and materials such as legislation, care protocols and medical records. In order to analyse how rape and raped men are articulated in practice and to highlight the norms that govern health- and rape care, the material has been analysed from a poststructuralist ‘logics’ perspective.The analysis departs from a number of healthcare settings – two emergency departments, one gynaecological department, one rape clinic, one health crisis recovery unit and a regional healthcare project developing new procedures for the care of raped women, children and men – and their work with predominantly male rape.One of the central aspects of the thesis is that it demonstrates that the care of raped men in many places lack clear procedures and that, consequently, health professionals either draw on ill-suited general care practices or make up new ones as they go. Norms about gender, sexuality, masculinity, rape and patienthood, but also organizational aspects and aspects of professional identity, greatly influence how raped men are treated.In the thesis it is also suggested that rape care is governed by a ’logic of need’. The logic of need is a logic that care professionals and settings need to follow to produce good healthcare, and which emphasizes and recreates differences between how the rape of women and the rape of men are understood. At the same time there are care practices that seek to create equivalences between the rape of men and the rape of women. These alternative articulations of rape care are both in line with, and in some ways challenging, dominant rape care. In doing so they have an impact on what is considered good care for raped men.Above all, the logic of need enables the articulation of established notions of raped men and healthcare’s long-standing preoccupation with good corporeal healthcare. The logic constructs male rape as a specific phenomenon and organises healthcare in such ways that create sometimes unequal health conditions for male victims. The logic limits raped men’s access to certain care practices and in many cases fails to offer raped men an established patient position. This in turn seems to limit the emergence of specially adapted care for that group of patients.

    • The expected costs of population ageing have generally led to perceived needs to postpone the age of retirement. Drawing on 20 semi-structured interviews, the aim of this paper is to describe the ways that the possibility of an extended working life is comprehended by persons over the age of 60 living in sparsely populated areas in northern Sweden. While defining themselves as active, the interviewees argued strongly in favour of the right to retire. What are often described as opposing retiree subject positions healthy and active vs. vulnerable and dependent were partly transgressed in the interviews. The interviewees performed a solidarity that had the potential of including their future selves as possible objects of solidarity. Another important result was that in comprehending the possibility of an extended working life, morally charged notions of geographic place became central.

    • In this article, we explore what the understanding of 'choice' does in a research project with the overall aim of deepening the knowledge of fertility patterns. The expression ’reproductive choices’ was central to the research project, and the authors were likely, in the first instance, to have taken for granted the discourse on choice as a way to think and talk about reproductive practice. Contextualising and understanding the interviewed women’s choices were important impetuses for the interviews, but we soon found ourselves struggling with some of the underlying assumptions of the project. Interviewees oscillated between an overall unwillingness to talk about marriage and childbearing in terms of choices, and the simultaneous presence of narrated as well as narrating agency. The narratives were primarily organised around two discourses, one discourse on ‘choice’ and one discourse on ‘contentment’. The analysis also engages in methodological reflections, thus including the often supposedly neutral researchers and research agendas in the discussion of the results.

  • Rasism mot samer på SVT Jämtlands Facebooksida

    • Den 16 mars öppnade utställningen ”Vad ska bort – främlingsfientlighet, rasism eller kolonialism?” på församlingshemmet i Funäsdalen i samband med de samiska fest- och kulturdagarna 2017. I utställningen, som satts samman av stiftelsen Gaaltije Sydsamiskt kulturcentrum, åskådliggörs den samiska situationen i det svenska kolonialsamhället i dag, och baseras på skildringar från traditionella massmedier, sociala medier samt styrregler och andra officiella dokument och skrifter. Den visar många exempel på den rasism som direkt riktas mot samer i dag. Samtidigt pågår normalisering av rasism i medierna. Ett färskt exempel är när SVT Jämtland på eftermiddagen 15 mars publicerade ett inslag på sin Facebooksida som handlade om problemen för Tossåsens sameby med vargar i renbeteslandet. Nästan i samma stund som inslaget publicerats började rasistiska kommentarer mot samer förekomma i kommentarsfältet. Vi är kritiska till SVT:s redaktörskap när sådana kommentarer tillåts ligga uppe, då administratören för FB-sidan inte snabbt gick in och markerade vilka regler som gäller för deras kommentarsfält, på ett sätt så att rasistiska kommentarer kan stoppas. Detta är ett exempel på normalisering av rasism mot samer i statliga medier. Efter att kommentarerna legat kvar på sidan i cirka ett dygn uppmärksammade vi den ansvariga utgivaren på tonen i kommentarsfälten. Några av de grövre rasistiska kommentarerna togs bort, men nedvärderande kommentarer mot samer ligger fortsatt kvar. Som vi ser det finns det stor anledning för SVT Jämtland att, utifrån kunskap om hur rasism normaliseras i samhället, kritiskt granska sitt eget utgivar- och administratörsansvar.Angelika Sjöstedt Landén Minna Lundgrenlektorer och forskare vid avdelningen för samhällsvetenskap, Mittuniversitetet

    • The focus of this article is on how a “gender perspective” becomes lifted to the headlines as a solution to an organizational problem. The purpose of this article is to problematize how a gender perspective was employed in the everyday practices of an occupational health project in a Swedish municipality. The project’s stated aim was to construct and implement a new model for occupational health, targeting the municipality’s employees, and gender equality was seen as one means of reducing sick leave among the staff. Our focus was the participants’ perceptions of their participation and their reflections on the content and practices of the program. The information was gathered from focus-group interviews with participants in a management training program (MTP) and a rehabilitation program (RP) and from documents produced within the project. Drawing from feminist writings on gender subtexts defined as a set of concealed power based processes (re)producing gender distinctions in organizations, we have explored how power structures are created based on socially constructed differences. Our results demonstrate how gender knowledge could reproduce inequality and hierarchical distinctions between people in different positions in working life.

    • One of the paradoxes of the so-called flexible work environments of late capitalism is that, at the same time as tribute is paid to organizational and work-force flexibility in terms of increased empowerment and freedom for workers to make their own decisions, there is also a strong emphasis on controlling their work. These ways of governing and controlling work have been problematized within critical organizational studies and analysed and conceptualized as audit regimes and audit cultures. Furthermore, feminist research highlights how the hegemonization of flexible work ideologies may result in declining health for employees and increased gender inequalities in the labour market.This article contributes to these critical strands of research by examining some of the gendered aspects of the ideological forces that work to install everyday work practices of "flexible subjects". The analysis is done by studying the means of knowledge-work fantasies, and especially the ideological forces behind the fantasy of the "ambitious young girl".I draw on feminist critiques of neo-liberalism and neo-liberal practices and, more specifically, theories of the professional investment that is supposedly common in neo-liberal discourses. The source material that laid the foundations for this article was gathered from within a more extensive ethnographic study where I followed the relocation of a knowledge-intensive civil service agency from the capital of Sweden to a smaller town northwest of the capital.The analysis shows that, in the process of moving work-place, employees became invested in a fantasy of "ambitious girls", a fantasy that entailed certain expectations of flexible and mouldable civil service workers in neo-liberal times.

    • This paper researches gender mainstreaming practices and its intertwinements with growing emphasis on neoliberal forms of governance. It is a pressing research area since it has shown that increased emphasis on work continuously neglect intersections of gender and other social inequalities in the labour market (MacLeavy 2007:736). We untangle how gender mainstreaming practices in an EU funded project in Sweden became intertwined with current workfarist reforms in the public health insurance policy. The increase of long periods of sick leave in Sweden has been constructed as an acute problem for public economy, labor market and for individuals on sick leave. It has become a ‘gendered’ issue in debate and policy where men and women’s sick leave rates follow different patterns. In the current context, women have become viewed as particularly problematic. Women in the public sector answer to the largest increase in reporting in sick since the late 1990s and their sick-leave periods are longer than for men. We followed an EU funded project set up to construct a new model for occupational health service for reducing sick leave rates among employees in a Swedish municipality. We took part in activities, conducted interviews with participants and analyzed project documents. Our results coincide with current research that points to that EU gender mainstreaming does not challenge market forces and power relations underlying structural inequalities (Mósesdóttir, 2011). How could we critically comprehend this formulation of a ‘female problem’ of workfarist regimes framed by enhanced focus on gender mainstreaming forged in EU legislation and policy?

    • This article reviews the possibilities for utilizing the concept of fantasy in studies combining dis­course theory and ethnology. It considers the Lacanian concept of fantasy that has been worked into socio­economic and cultural analysis by Jason Glynos, David Howarth and Joan Wallach Scott. The author suggests that the concept of fantasy could make analytical contributions for answering questions of why subjects get caught up in, and are gripped by, norms and social rules that they might not agree with. It could also contribute with a theoriza tion of the critical practices of creating counter­narratives and revealing contingencies.

    • Descriptions of the research experience are vital to ethnography and have often been mediated through the writings about the researcher 'self'. Consequently, the concept of self has taken up a central position in literature on ethnographic work. In order to renew the discussion on the ethnographic researcher position, I intend to explore further what status is given to such descriptions and notions of self. In this article I analyse how researcher identity claims were made through the practice of ethnographic description drawn from field notes produced during a study of a Swedish workplace. Building on the results of the analysis, I suggest that the ethnographic researcher will not be able to discover her self in the process of research. Rather, I argue, researcher identity is constructed in ethnographic research practice where the researcher goes into processes of identification.

    • This article explores the intersections of gender and centre–periphery relations and calls for theoretical and political involvement in gendered struggles against colonial and capitalist forces across different national contexts. The article raises questions about the possibility of resisting inequality and exploitation arising from capitalist expansion and extraction of natural resources in Sweden and Greece, outside of urban contexts. It does so by highlighting women’s role in protest movements in peripheral places and questioning power relations between centre and periphery. The article also argues that making visible women’s struggles and contributions to protest movements brings about vital knowledge for realizing democratic worlds that do not thrive on the destruction of natural resources and the institutionalization of inequalities.

    • Kapitlet handlar om att kritik av gruvexploatering sätter fingret på och bråkar med maktordningar som skapa(t)s och gjorts möjliga genom koloniala och patriarkala historier. Kapitlet tar som utgångspunkt att kritik mot att prospektera för och exploatera nya gruvor är framåtsyftande då den väcker diskussioner om framtiden och visioner om hur samhällen kan se ut. Sådana diskussioner är grundläggande för att fylla begrepp som hållbarhet och demokrati med meningsfullt innehåll. En utgångspunkt för detta kapitel är att lyssna på gruvkritiska berättelser som en viktig källa till kunskap om människors liv och villkor.

    • In this article I do a queer reading of my maternal great grandmother’s own notes that she made when she was in her twenties between 1912 and 1918 when she was studying to become a teacher and worked as a teacher in a rural village in the northern inland of Sweden. The reading of my great grandmother’s texts comprises the double analytical act of questioning heteronormativity as a framework for life stories regardless of time and space, and at the same time problematizing what has become normative beliefs about how and where queer life can be lived. There has been an idealization of urban metropolises that emerged as the rooms where queer identities can be lived out. This has created a need to also question the spatial norms of queer identification. This paper contributes with a reading that adds to a feminist willful archive (Ahmed 2017) that can also open for queer readings of unexpected spaces in present time.

  • Moved by relocation : Professional identification in the decentralization of public sector jobs in Sweden

    • During the first decade of the twenty-first century, the Swedish civil service underwent some extensive changes, such as the relocations of public sector jobs, initiated by the government in 2005. This thesis follows an ethnological tradition of focusing on employees’ perspectives as a way of exploring power relations and changes in society. In this study, I draw attention to the fears, joys, anxieties, hopes, and dreams of employees in the Swedish civil service at a time when their workplace was being relocated from one city to another.The study especially focuses on the fact that a decision to relocate initiates processes that change employee’s images of their work life and future. They become forced to rethink life and work and re-identify with professional positions. Such processes are described in this thesis as processes of professional identification.The aim of the study is to analyze professional identification among employees during the relocation of a government agency. It is based on four articles that highlight different aspects of the relocation and the conditions under which research was conducted. The overarching question that runs through the thesis is: what did processes of professional identification mean in relocation practice?I argue that such processes should be taken into account as pivotal to civil service practices such as relocation work. Such knowledge could also be used as a tool for thinking about work life change in a wider sense. Because relocations entail moving people’s entire lives, points of interest are formulated that tell stories of how social norms and rules are formed, maintained,and contested. The results in this thesis could also serve as a departure for discussing the localization of knowledge-intensive institutions.The case study builds on ethnographic fieldwork conducted between 2005 and 2009 at a government agency that moved from the capital of Sweden to a smaller town in the north of Sweden. The ethnographic source material was analyzed using discourse analysis.The analysis centres on a discussion of how processes of professional identification became conditioned by social structures in terms of gender, age, and social class in relocation work. I furthermore discuss the ways in which images of geographies and emotions could be regarded as social categories that conditioned professional identities and had implications for how the move of the agency was organized and conducted, for example for the transferring of competency, travelling on business, and setting up new work practices. The establishment of professional identity positions functioned to stabilize the social environment during the move - a time when many things at work seemed to be in turmoil. At the same time the positions worked to privilege some ways of professional identification and exclude others. Attention should be drawn to the ways in which agency staff became enmeshed in power structures, norms, ideals, images, and plans for the future that limited their actions in various ways. It is therefore important that the features of professional identification in this relocation process should be further discussed, not primarily as individual concerns of particular individuals, or even a particular agency or location, but as a vital issue of the greatest concern to the welfare state.

    • Through the means of Swedish relocation politics, the capital of Stockholm has been constructed as a governing centre with the ability of giving something to a periphery thought of as unable to survive on its own. The relationship between centre and periphery, furthermore, produces images of what kind of knowledge can be located to central or peripheral regions. In this article I research the move of a knowledge-intense government agency from Stockholm to Ostersund, a smaller inland town in the north. The data were collected through an ethnographic case study of a government agency. I adopt a discourse theoretical approach that provides a clear ontology of identity and processes of identification. This enables research on how ideological images of places create geographical identity positions. The aim of this article is to explore how groups of professionals at the government agency identified with geographical identities dependent on whether they were seen as experts or generalists. In conclusion, identity positions became important for how the relocation was organized. The establishment of the two identity positions functioned to stabilize the social environment during the move, a time when many things at work seemed to be in turmoil. At the same time the positions worked to exclude other ways of identifying with (work)place, and in this way sustained asymmetrical relations of domination and subordination between centre and periphery.
