    • In recent decades, the craft beer sector has grown rapidly, and it has been studied across the world through various lenses. In Norway and Sweden, the sector is a well-established complement to large-scale beer producers, but it has yet to be thoroughly studied. Previous studies show that the location of a brewery is important in terms of marketing and branding approaches, but also that craft brewers contribute to place development. The aim of this study is to explore how context affects the possibilities of craft breweries to contribute to local place development. The study results are built on a web-survey, answered by 201 craft beer brewers in Norway and Sweden. The findings show that brewers, especially those located in rural areas, struggle under tough conditions regarding profit margins, as well as troublesome and limiting legislation. Place is considered very important, but breweries in rural areas use place-connection to a higher extent. Tourism is important, especially for breweries located in rural areas, and changes in regulation could increase the importance even more. The results of this study show that there exist contextual differences which also have an impact on the extent to which the brewers can contribute to their local community.

    • Residing with the exponential growth of gastronomy tourism research, a number of review articles have examined the relationship of gastronomy and tourism from distinct thematic and disciplinary perspectives. What remains absent is a comprehensive overview that encapsulates the interdisciplinary dimensions of this area of research. In response, this study comprehensively investigates gastronomy tourism literature utilizing a network and content analysis, with an aim to map the main subject areas concerned with gastronomy tourism and relations between varying subject areas. In doing so, themes determining gastronomy tourism and focus for future exploration are identified. The review findings suggest that the trajectory of gastronomy tourism research is characterized by the dominance of "tourism, leisure, and hospitality management" and "geography, planning, and development." Three recommendations are proposed to assist development of gastronomy tourism research: increased dialogue across subject areas, development of critical and theoretical approaches, and greater engagement with sustainability debates.

    • A growing number of cities have joined creative city networks in the last decade. Through such networks, cities are attempting to transform their creative sectors and become more attractive in terms of tourism and skilled labour. This study investigated the UNESCO Creative City Network (UCCN), and more specifically, its sub-category of gastronomy. The study was of an exploratory character and aimed at contributing to research on city branding from a UCCN perspective. The methodological approach was qualitative and included interviews along with document reviews of official materials (e.g., websites) from member cities. Study results point towards several branding related benefits from UCCN membership such as (i) greater recognition, (ii) increased tourism, (iii) new investment along with the establishment of more creative businesses. Study participants also reported negative consequences such as increased levels of administration and bureaucracy associated with UCCN participation.

  • The unesco creative cities network : A case study of city branding

    • The importance of the cultural and creative industries (CCI) continues to grow as a result of increasing competitive pressure for cities to attract visitors, skilled labour and investors. Thus, cities must position themselves as creative places, and much of the development of the CCI sector takes place through city networks. Such networks can also support the ways cities position and brand themselves vis-à-vis the cultural and creative sector. An important CCI sector is gastronomy, which has become a key element of urban development plans. This study offers an exploratory perspective on the role of gastronomic city networks in city branding. More specifically, it is a case study of the UNESCO Creative City Network (UCCN) and the member cities of its gastronomy sub category. Sources of data within this case study are qualitative interviews of UCCN member cities, complemented by a document analysis and a webpage review. Insights from the empirical data point out several branding benefits associated with joining the UCCN. The exchange of knowledge, best practices and experiences emerge as the key benefits of UCCN membership. From a branding perspective, national and international recognition, attracting more visitors, investors and creative businesses are stressed. Opportunities for a more distinct brand identity, increased media, and citizen pride are some of the other favorable branding outcomes of UCCN membership. Drawbacks of the network include frustration with the levels of administration and bureaucracy, leading to a deficit in actual creative networking in regards to branding development opportunities.

  • Towards a Resilient and Resource-Efficient Local Food System Based on Industrial Symbiosis in Härnösand : A Swedish Case Study

    • The endeavour to align the goals of the Swedish food strategy with the national environmental quality objectives and the 17 global SDGs, presents an extraordinary challenge that calls forsystemic innovation. Industrial symbiosis can potentially provide the means for increasing sustainable food production, using locally subexploited resources that can reduce the need for land, agro-chemicals, transport and energy. This case study of the municipality of Härnösand, aims to assess opportunities and challenges for using waste flows and by-products for local food production, facilitated by industrial symbiosis. A potential symbiotic network was developed during three workshops with the main stakeholders in Härnösand. The potential of the COVID-19 pandemic to instigate policy changes, behavioural changes and formation of new alliances that may catalyse the transition towards food systems based on industrial symbiosis is discussed. The material flow inventory revealed that many under exploited resource flows were present in quantities that rendered them commercially interesting. Resources that can be used for innovative food production include, e.g., lignocellulosic residues, rock dust, and food processing waste. The internalised drive among local companies interested in industrial symbiosis and the emerging symbiotic relations, provide a fertile ground for the establishment of a local network that can process the subexploited material flows. Although there are multiple challenges for an industrial symbiosis network to form in Härnösand, this study shows that there is a significant potential to create added value from the region’s many resources while at the same time making the food system more sustainable and resilient, by expanding industrial symbiosis practices.

  • Toward a more sustainable food system using public procurement

    • Around 30 % of today's anthropogenic greenhouse gas emissions originate from the food sector. Food production is the lead cause of deforestation, biodiversity loss, depletion of fish stocks, and scarcity of fresh water. The planetary resources rapidly decrease with a continually growing population demanding resourceintense food, such as dairy and animal protein. The global production of calories satisfies human needs, but while some suffer from hunger, even more, suffer from overweight or obesity.For a food system to be sustainable, it must not negatively impact the three pillars of sustainability, i.e., economic, environmental, and social. One of the main challenges for the food system is to reduce the environmental impact to operate and stay within the planetary boundaries.Three million public meals are served daily in Sweden. Public procurement has been recognized as a powerful tool with potential to promote quality and educate change. Previous research has shown that implementing sustainability criteria in the procurement document leads to an increase in certified products in procurements. The National Agency for Public Procurement (NAPP) in Sweden provides a library with sustainability criteria on different levels and for almost all commonly bought products. Active work with sustainability and applying sustainability criteria in procurement can contribute to pupils education health and a further sustainable food system.In this thesis, I frame sustainable procurement through a systematic review of academic literature and interviews with Swedish practitioners who buy or sell food products through public procurements. Furthermore, I elaborate on the Swedish actors' experienced ability to influence the procurements, the use of sustainability criteria, and barriers and opportunities toward a further sustainable food system using public procurement. The goal is to examine possible ways toward a more sustainable food system through public procurement.The results show that both the reviewed literature and the Swedish actors have a comprehensive take on sustainability and work with all three dimensions. Above all, the favoured sustainability aspects are predominantly procuring organically labelled and locally sourced foods. Working with food waste is recognised as important, but few initiatives are taken within the procurement process to reduce food waste. Despite a large amount of academic literature on efficiently reducing environmental impacts from the food system (mainly by dietary changes and waste reduction). The results show little interest among actors in promoting these specific public sector actions. The Swedish actors are overall satisfied with the services and the criteria library provided by the NAPP. A majority of the respondents contributed to writing and reviewing the criteria, adding to the criteria’s acceptance and usage within the sector.There are several initiatives already taken by policymakers, procuring authorities, and not the least, the market to improve sustainability in the food system. iv Stockholm, Sverige 2023 Nevertheless, actions must be taken at multiple levels simultaneously to address the scale of our sustainability challenges. This thesis contributes knowledge that can guide future research toward sustainable food systems, bridge the stakeholder’s priorities with research where they differ today, and fully use the potential in public procurements.

  • Consumer Habits of Local Food : Perspectives from Northern Sweden

    • International studies are dealing with the promotion of sustainable food systems more frequently. Additionally, places of purchase and sharing in the choice of food to be consumed have become a network system for families. The aim of this work is to analyse the preferences of Swedish consumers for local/artisanal cheeses and the purchase motivations that guide their choices. We also studied the role played by consumers’ favourite shopping locations (retail store, hypermarket, city market, supply chain). On the one hand, we examined the attractiveness and the power exercised by the various stores and on the other hand, we viewed the consumer in relation to the frequency of purchase, and the confidence with the sales points. We interviewed 200 people in the city of Östersund, highlighting habits, consumption preferences and reasons for purchasing. A multiple correspondence analysis explores the reasons behind the purchase preferences of the local ‘Källarlagrad getost’ artisan cheese from the Slow Food brand. The representations of social network analysis are used to show the complex articulations that influence the choices of consumers in terms of type of cheese purchased/consumed and places of purchase/consumption. The results showed that Swedish consumers, in the purchase of cheeses, have a loyalty point at the point of sale, follow the advice of the seller and are attentive to the reputation of the product. Those who buy Källarlagrad getost are sensitive to safety, appreciate artisan cheeses and choose them for their versatility, have a strong connection with the territory and wish to contribute to supporting the local economy. Knowing these characteristics and preferences of Swedish consumers living in a city in the north of the country is important for marketing activities and for promoting tourism and sustainable gastronomy.

    • Purpose The purpose of this study is shed light on the underlying forces behind entrepreneurship within a regional innovation system (RIS) in a remote rural region. The authors examine the following questions: Which are the main underlying forces behind the entrepreneurial process in a rural RIS characterized by traditionally low-tech, small-scale businesses? How can the development of a low-tech regional innovation system be conceptualized?Design/methodology/approach The design of the study is based on entrepreneurship theory. Data analysis followed practices used in phenomenography, a research approach used to analyse and identify commonalities and variations in populations' perceptions of a certain phenomenon. Data are composed using semi-structured interviews and a database composed of company information of all firms in the population.Findings A proactive mobilization of regional stakeholders and resources can be an important driving force behind the entrepreneurial process and generation of a rural RIS. Innovation can be generated within low-tech industries turning the rural context into an asset. An RIS in a remote rural context can be initiated and orchestrated by regional authorities, but knowledge brokering and orchestration can also be managed by networks of small-scale businesses brought together by mutual benefit and common interests.Research limitations/implications Regional innovation systems theory is most often used to study high-tech industries. But by combining regional innovation systems with rural entrepreneurship and entrepreneurship context theory is a fruitful avenue to understand the role of rural entrepreneurship in regional development, even in remote and peripheral regions. Innovation does not need to entail high-tech international environments; it can appear as the result of efforts in low-tech industries in rural and remote environments. The authors’ findings need to be scrutinized; therefore, the authors call for more research on regional innovation systems in rural environments.Practical implications It is possible for regional authorities to orchestrate a development process through the actions of a strong regional agent but also by supporting the creation of networks of small businesses that are built on trust and common interests.Originality/value This study contributes to the literature with a new perspective to the study of entrepreneurship and of regional innovation systems. Entrepreneurship research with focus on rural contexts most often highlight limits to entrepreneurship and see entrepreneurship as “just running a business”. A perspective that starts from innovation and innovative behaviour, despite the rural context and embedded resources, helps to generate new knowledge that can enrich the understanding of entrepreneurship and also be the foundation for more precise business development policies in rural settings.

  • Tourism Development in Rural Areas – Success Factors for Growth with Support from Gastronomy?

    • The significance of gastronomy for the tourism industry is nowadays a well-studied field. Previous research has shown that there are many destinations that have used gastronomy to strengthen regional or national tourism experiences. For instance, Wales in the United Kingdom (Jones and Jenkins, 2002), Australia (Cambourne and Macionis, 2003), the Niagara Region in Canada (Telfer and Hashimoto, 2003) and Singapore (Henderson, 2004) to mention a few examples. These examples show that gastronomy is directly or indirectly connected to the destinations since it inspires tourists to experience the local food of a region. Researchers have shown that gastronomy can also be used in marketing and in branding a region or a nation (Frochot, 2003; Boyne and Hall, 2004; du Rand and Heath, 2006; Hashimoto and Telfer, 2006; Fox, 2007; Lin, Pearson and Cai, 2011). Some studies have shown that tourists seek regional and ethnic gastronomy because of their desire to have unique experiences (Reynolds, 1993; Hall et al, 2003; Cohen and Avieli, 2004; Lin, Pearson and Cai, 2011). Even more important is that tourists’ gastronomy experiences can contribute to their satisfaction with the destination (Nield et al, 2000; Yuksel and Yuksel, 2002) and can also influence their desire to return to the destination (Sparks et al, 2003; Lin, Pearson and Cai, 2011). The Swedish government launched in 2010 “Sweden – the new gastronomy country” with the long term vision is also to gain better profitability for Swedish farmers, growers and producers, rural development, doubling gastronomy exports, more tourists visiting Sweden for the good sake of gastronomy, better public meals and more quality restaurants. But above all, the aim is to focus on the unique tastes, experiences, products and people (http://matlandet.se/about/). 80 % of tourists think that gastronomy and experiences is a main purpose for a trip and within the tourism sector and more and more people travel to rural areas to experience new and local gastronomy. However, there are some regions that are more successful in their use of gastronomy for tourism development. The aim with this paper is to discuss how tourism with the help of gastronomy can develop an underdeveloped tourism region. The study was designed as a qualitative case study where two neighboring regions in the middle of Sweden were chosen. The regions are both peripheral and are consider semi to highly rural by character. Interviews were conducted with gastronomy companies, public actors such as representatives from the region as well as the municipality and gastronomy actors. The result shows that it is important with education in gastronomy in the region. It is also of great importance with networks and key actors that works as an engine for the industry. The results point towards industrial and business heritage as an important component in adapting to new demands in tourism development based on gastronomy. It is not just important with large companies that grow, but also many small scale companies can contribute to gastronomy offers for the tourists.

Purpose: This paper aims to propose the concept of social terroir to help navigate phenomenological and epistemological conditions of small-scale food entrepreneurship. Design/methodology/approach: This study used a qualitative research approach and was implemented in the peripheral region of Jämtland in northern Sweden. The study interrogated the ambitions of craft brewers when starting up, their long-term goals and visions, including questions about the reason for starting up a brewery, how the different brewers cooperate and how and why the products are designed and labelled the way they are. Findings: This study shows that the production of craft beer is an inherently social practice that is part of a particular sociocultural milieu. This milieu informs production in distinct and interrelated ways: through connecting to place and locality in the different aspects of production and marketing, through cooperation to develop production and overcome barriers, and through embedding their work in sustainability discourses. Originality/value: The study addresses how, in the context of craft beer, terroir or taste of place, is a matter of social ties to place and community–social terroir. What is novel is the way in which social terroir becomes a critical ingredient in the production of craft beer. This illustrates how small-scale food production and gastronomic efforts can link people, places and businesses.

  • Craft Breweries and the Corona Crisis–Exploring the Scandinavian Context

    • This paper addresses the way the Corona pandemic has impacted the rapidly growing craft beer sector. More specifically, it does so through a qualitative study of two bordering regions in Sweden and Norway. Interviews with a total of 20 breweries highlight the pandemics major impact on the sector. The patterns that were identified in the two regions in our study in many ways point towards similar effects. Firstly, the study showed that the pandemic has hit craft breweries rather hard, but most have managed to survive and some have even increased production and sales. These breweries have done so through creative adaptability, such as finding alternative income sources, cutting production and reducing costs. Other dimensions that have been crucial for the breweries in this crisis have been a location with high population density, large numbers of domestic tourists, or a greater emphasis on selling to retailers instead of bars and restaurants. As the pandemic and its effects continues, taking on new shapes and patterns, the findings of this study could have relevance for the support systems of craft breweries and the creative economy. It would also be beneficial to perform follow-up studies with varying methodological approaches during later stages, or after the pandemic.

    • Culture, Creativity, and the Sustainability Agenda: the Experience of Östersund in the UNESCO Creative Cities NetworkDuring the last decade, cities around the world have promoted creativity as a resource for regeneration and new development. As a result, a number of efforts have emerged around this theme and many cities today seek to identify themselves as “creative hubs”. The UNESCO Creative Cities Network (UCCN) is one example of a network of cities that attempts to use creativity as a mechanism to achieve sustainable growth and development as envisioned by Agenda 2030. The network has grown rapidly since its inception in 2004 and now has 180 members worldwide that have all adopted the UCCN guidelines and directives. In this paper, the authors explore the connections between membership in the network and implementation of sustainable development goals. The paper uses the northern Swedish city of Östersund as a case study, which has been an active member of the UCCN since 2010. Study findings indicate that membership in the UCCN has enabled Östersund to advance sustainability discourse at a regional level, as well as improved practice in a limited sense. At the same time, findings also identify a number of challenges for integrating sustainability objectives at the regional level as well as directly into the UCCN.

    • In many places in Sweden, there is a continuous struggle going on to maintain and create vitality in communities and regions. One of the regions where this struggle is most apparent is in the inland of northern Sweden, where economic survival often is of highest priority. In many locations practical attempts have also been undertaken to implement economic growth by improving the conditions for entrepreneurship. This dissertation deals with an exposed community in such a region, where a community development project has been carried through in order to create an environment characterized by entrepreneurship, the creation of new businesses, and economic growth. The shape and organization of the project is of a new type, making its process and result a relevant contribution to the knowledge regarding regional development in Sweden, both from a practical and theoretical perspective.The purpose with this dissertation is to study and describe the working procedures within this new type of community development project, as well as how these working procedures contributes to the creation of an entrepreneurial environment. Two other communities have also been used as referential points, meaning that the study also contains comparative features.The approach of the entrepreneurial interpretation has partly its point of departure in the classical theories of Schumpeter. Further and more recent references are also used to more explicitly emphasize the creative processes within entrepreneurship, as well as to create a geographically contextual approach of the theoretical field. To enrich the connection between entrepreneurship and the empirical findings the discussion also takes support in the terms system and life world from the perspective of Habermas. The point of using these terms is to enrich the possibilities of understanding the connection between community development and entrepreneurship. The used method of study is ethnographically inspired, but also includes narrative elements.Regarding the results, the empirical studies show that efficient cooperation between companies, authorities in question, and the civic society, are central in the attempts to create entrepreneurial environments. Theoretical reflections around the local working processes in the studied communities, and the forms of cooperating, show that the possibilities for these forms of cooperation to contribute to the creation of entrepreneurial environments would increase with a clearer merging of the meaning of the terms system and life world.

    • This paper explores the growth of the craft beer sector in a northern Swedish rural setting, with a particular focus on how small-scale brewers manage to fund their activities and ventures. It connects craft brewing with the concept of bootstrapping, a theoretical foundation into understanding alternative paths of funding business operations. This study has used qualitative measures in order to reach a deeper understanding of the research field. More specifically, a case study has been performed in the peripheral, northern Swedish region of Jämtland. It is a comprehensive case study, including interviews with all of the 14 craft brewers in the region, as well as observations of brewing sites. The study established that most of the brewers have funded their business activities with alternative funding and bootstrapping methods. Also, the brewers try to keep external financing to a minimum, but it is an inevitable necessity for most of them to use some type of external funding in the start-up process. Contributing to the findings is also the frequency whereby the brewers use the regions other brewers as a resource network, thus elevating the social bootstrapping dimension to a highly important survival technique.

    • Abstract In the last decades, many ventures and stakes into the creative and cultural industries (CCI) have been undertaken across the world. It has become somewhat more of a rule than exception that cities, regions and nations all have outspoken goals into this field. Research into the CCI tends to focus on larger cities and densely populated regions, and little research has focused on rural and sparsely populated regions. In this paper, the purpose has been to investigate the impact on economy and employment of the cultural and creative businesses away from urban areas. A second purpose was to study ways of improving the sectors potential to grow in such regions. Thereby a contribution is made towards reducing the knowledge gap between rural versus urban areas in the field of cultural and creative industry studies. The main methodology of the study can be characterized as interactive, as the researchers have closely followed a venture, called Drivkraft, into stimulating CCI in a remote context. The results point towards lack of efficiency and effective ways on behalf of the public sector to support the growth of CCI. In the studied venture, commercial actors themselves are shown to be better able to perform such a task. The study also shows that the CCI can be a strong contributor of employment and business opportunities in remote and sparsely populated regions as well, with high numbers of micro-businesses in our example case.

    • The evolution of the craft beer sector has been gaining traction around the world since the 1980s, developing from factors such as an increased demand for alternative and locally distinct flavours in beer, increased interest in pairing food with the right type of beer, and increased income levels. Meanwhile, the economic and political contexts for establishing and running craft breweries differ between cities, regions, and nations. This study takes its point of departure from the producer perspective of the craft beer sector in the alcohol monopoly of Sweden, where the interest in craft breweries has also developed quickly over the last decades. The main purpose of the study is to contribute to the understanding of producer perspectives on operating in an alcohol monopoly, and how this effects development opportunities. The study has an explorative, mixed methods approach and is based on a survey encompassing all Swedish craft brewers as well as qualitative data from northern Sweden, including interviews with craft beer producers, site visits, and document analysis. The conclusions provide a complex picture of the Swedish alcohol monopoly and its impact on the craft brewers, and hence the development of the craft beer sector. However, the critical dimensions are more pronounced among the producers, suggesting that the Swedish organisation favours large-scale breweries, creates uncertain market conditions, leads to quick and unexpected decisions, and creates logistical difficulties. From an international comparative dimension, this indicates that the craft beer sector in Sweden could benefit from and grow even stronger with modifications to the market conditions according to the situation in other geographical contexts.

    • Within the last few years, cities around the world have promoted creativity as a new resource for driving future development. As a result, a number of networks have emerged around this theme. The UNESCO Creative Cities Network (UCCN) is one such network that attempts to use creativity as a mechanism to achieve sustainable growth and development. The network has grown rapidly since its inception in 2004 and now has 180 members worldwide, all of which have adopted the UCCN guidelines and directives. In this paper, the authors explore if and how cities use their membership to implement sustainable development goals. The paper uses the northern Swedish city of Östersund as a case study, which has been an active member of the UCCN since 2010. Study findings indicate that membership in the UCCN has enabled Östersund to advance sustainability discourse at a regional level, as well as improve practice in a limited sense. At the same time, findings also identify a number of challenges for integrating sustainability objectives into the UCCN.
