- In 2009, Sweden allowed licensed wolf (canis lupus) hunting for the first time in 45 years. After record number of media attention and threat of legal action from the EU, the licenced hunt stopped, but protective hunting continued – as did the polarisation in public debate. This article will analyse how the wolf issue relates to the three main cleavage elements and to what extent the elements align. It provides an empirical investigation of the wolf issue, applying the three-step cleavage model on the 2010 Swedish National Election Study data. Our results show, first, that we can identify specific group features among persons with negative wolf attitudes (structural difference); second, that the wolf issue loads (if weakly) at a second non-economic dimension connecting to issues of self-determination and globalisation (attitudinal difference); and third, that this second dimension affects voting for the Greens and the Centre party (institutional difference). However, when controlling for both dimensions in the third step, the wolf issue alone has a lesser impact. Thus, the wolf issue may currently be seen as a so-called position divide, although with a future potential to serve as cleavage catalyst if mobilised in connection with aspects of self-determination and globalisation.

Does Politicization of Corruption Affect Voter Turnout?

- This paper tests to what extent voters’ perceptions of corruption in the political system affect turnout and in particular if politicization of corruption in electoral campaigns affects that relationship. In previous research, some studies find that corruption increases turnout because voters either are bought off to participate or because they are mobilized on clean government issues, but the majority, more often country comparative studies, show that corruption decreases turnout because the presence of corruption corrodes the political system which leads to general cynicism, distrust and voter apathy. In this paper, we test a previously neglected factor, namely if politicization of corruption, defined as any party campaigning on anti-corruption issues, dampens or even reverses the presumed negative effects of perceiving political corruption on turnout. We argue that it is reasonable to believe that people’s willingness to participate will increase if parties address this important issue in electoral campaigns, as it will indicate party responsiveness to voter concerns. We apply multilevel modeling combining individual-level data and country-level data from 20 countries from the second module of the Comparative Study of Electoral Systems, country-level data from the Quality of Government Data Set and a unique data set on politicization of corruption issues in the election campaign. The findings suggest that politicization of corruption in the election to some extent dampens the negative effect of corruption perceptions on turnout, as the obtained positive interaction effect indicates that the negative effect of perceiving corruption as a problem on turnout is reduced in an election context where corruption is politicized. The results thus show that if corruption is not politicized, the individual corruption perceptions exert a significant negative effect on voting.

- This paper investigates to what extent voters’ perceptions of political corruption affect turnout. In previous research, two opposing views are put forward with regards to the relationship between corruption and turnout. On the one hand, corruption increases turnout because voters either are bought off to participate or because they are mobilized on clean government issues. On the other hand, corruption decreases turnout because presence of corruption corrodes the political system which leads to general cynicism, distrust and voter apathy. In this paper, we contribute to the existing research by adopting a multilevel approach to the relationship between corruption and turnout. We test the hypothesis that voters’ perceptions of corruption dampens turnout but that the effect is conditional upon the corruption context. We test our hypothesis by combining individual-level data and country-level data from 26 countries from the Comparative Study of Electoral Systems and country-level data from the Quality of Government Data Set. The findings show that perceiving corruption negatively affects turnout, but only in countries with low to medium levels of system corruption.

- The rationale for this study is that self-categorising rating scales are becoming increasingly popular in large-scale survey research moving beyond binary ways of measuring gender. We are referring here to the use of rating scales that are similar to graded scales capturing left–right or liberal–conservative political ideology, that is, scales that do not include predefinitions of the core concepts (femininity/masculinity, as compared to left/right or liberal/conservative). Yet, previous studies including such non-binary gender measures have paid little attention to potential effects of survey designs. Using an experimental set-up, we are able to show that sequencing of gender measurements influences the answers received. Men were especially affected by our treatments and rated themselves as significantly ‘less masculine’ when prompted to reason about the meaning of gender prior to self-categorisation on scales measuring degrees of femininity and masculinity. Moreover, self-categorising seems to trigger more biological understandings of gender than anticipated in theory.

- Hur mår den lokala demokratin i Göteborg? I det här kapitlet genomför vi en samlad analys av tillståndet i den göteborgska demokratin utifrån perspektiven politisk jämlikhet och legitimitet. Vi gör en bred kartläggning av några av de mest centrala nyckelindikatorerna i demokratiforskningen, så som invånarnas valdeltagande, intresse för politik, upplevda möjligheter att påverka politiska beslut, politiskt förtroende och nöjdhet med demokratin. Med hjälp av data från unika frågeundersökningar och officiell demokratistatistik spårar vi utvecklingen över tid och närstuderar variationer mellan olika delar av staden och grupper av invånare. Fram träder en lokal demokrati där många deltar och engagerar sig, men som samtidigt inte bedöms fungera särskilt bra. Våra resultat visar också att förutom de kända och stora skillnaderna i valdelta- gande och politiskt intresse mellan stadens områden, är skillnaderna i bedömningen av demokratins hälsotillstånd i högre grad sammankopplade med ideologi, partisympati och inställning till Västlänken, och i lägre grad med var i staden man bor.

- How reliable are the measures of political participation used in the major social science surveys? We know that there is considerable variation in estimated levels of political participation in different surveys, but we do not know whether this is due to item constructions, survey mode or the level of non-responses. In this paper, we investigate whether different item constructions affect the estimated levels of reported political participation. We use an embedded web-survey question wording experiment to isolate the effect of item construction. We test three different question wordings with introductions (a) expressing social desirability, (b) normalizing inactivity, and (c) a control group without any introduction to the question in combination with two different sets of response options (with and without face saving options) in a full factorial design, including six treatments in total. In addition, we evaluate which citizens who tend to overreport their level of political participation when different item constructions are applied. Our results show that applying different question introductions do not have any effect on the reported levels of participation. However, including face saving response alternatives considerably decrease reported levels of participation. Moreover, we find no evidence that particular groups tend to overreport their political activity more than others. Rather, respondents who lie about their level of participation can be found among all groups of citizens.

- According to the ‘law of dispersion’, the level of inequality in political participation is higher when voter turnout is low. We empirically test this hypothesis by evaluating levels of voter turnout in the 2010 Swedish election to the Västra Götaland county council and in the 2011 re-election for the same county council. The re-election voter turnout was reduced by almost half, from 80.6 per cent to 44.1 per cent. Our results support the law of dispersion: the level of inequality in participation substantially increased between young and old, rich and poor, low and high educated and politically interested and uninterested.

- Detta kapitel undersöker relationen mellan institutionellt förtroende och mel- lanmänsklig tillit i Göteborg och hur detta samband ser ut beroende på andelen invandrare i bostadsområdet. Kapitlet visar att institutionellt förtroende är tydligt kopplat till mellanmänsklig tillit samt att tilliten är lägre i områden med hög andel utrikesfödda. Det finns dock inget systematiskt mönster att sambandet mellan institutionsförtroende och tillit ter sig på ett särskilt sätt i områden med högre andel utrikesfödda, med ett viktigt undantag. Bland personer med högt förtroende för skolan och förskolan minskar inte en högre andel utrikesfödda i området den mel- lanmänskliga tilliten i lika hög utsträckning som bland personer med lågt förtroende för skolan. Resultaten indikerar att satsningar på skolan och förskolan som kan bygga förtroende för dessa verksamheter kan betala sig i högre tillit – inte minst i etniskt segregerade områden i Göteborg.

- Across surveys and regardless of controls, women in many Western countries are consistently more politically left-leaning than men. More recently, however, innovative measures of non-binary gender identity suggest important heterogeneity in political attitudes within the categories of ‘women’ and ‘men’. Building from this, we study the direct and conditional associations between sex and non-binary gender on two political attitude dimensions: (1) left–right ideology; and (2) green/alternative/liberal versus traditionalist/authoritarian/ nationalist opinions. Using a Swedish population-based survey from 2013, we find no evidence that political attitudes vary by non-binary gender identity alone, and only weak evidence that political attitudes vary by sex. However, supporting our conditional hypotheses, we find that gender (non)conformity matters significantly. Specifically, men with many masculine traits and women with many feminine traits stand more to the right and show more traditionalist/ authoritarian/nationalist opinions than men and women who are less gender conforming.

- Issues related to electoral integrity and the conduct of elections has gained increased scholarly and societal interest, also in countries with very high levels of electoral integrity. In this paper, we study whether there are any socioeconomic inequalities in voters’ waiting time at the polling station. But primarily, we study whether negative experiences of the voting process, with a specific focus on polling station lines, is related to trust in the conduct of elections. We use survey data from the 2022 Swedish National Election Study together register data on individuals’ socioeconomic status, and municipal and election district data. The findings show that there are no socioeconomic differences between voters with shorter or longer waiting time at the polling stations. However, both negative experiences of the visit to the polling station and waiting time at the polling station is associated with lower trust in the conduct of elections.

Voices from the welfare state. Dissatisfaction and political action in Sweden

- The aim of this study is to investigate the relationship between citizens’ dissatisfaction with the welfare state and political action on welfare state issues, and to what extent institutional arrangements affects this relationship. The point of departure for this study is the policy feedback perspective, which acknowledges that the design of institutions shape and constrain citizens’ political preferences and behaviors. The theoretical founda-tion of the study is then formed by intersecting research on how citizens’ evaluations of government output affect political behavior, research on political participation and re-search on policy feedback effects. To reach the aim, two research questions are put for-ward asking whether the relationship between welfare state dissatisfaction and 1) the level of political action and 2) form of political action vary depending on the institutional design of welfare state institutions? To capture the design features of welfare state institutions that potentially give rise to feedback effects, the concept institutionalized citizen empowerment is used. Institutional-ized citizen empowerment should be understood as a power balance between the institu-tion and the individual encountering the institution. To measure institutionalized citizen empowerment, the degree of universalism, bureaucratic discretion, exit options, voice opportunities, and legal rights is compared across four public service institutions: public schools, hospital care, primary care and elderly care. The results of the comparison show that public school is a highly empowering institution while elderly care is a low empower-ing institution. Hospital care and primary care take an intermediate position and are labeled medium degree of empowerment. Based on these results, a hypothesis is formed: The higher degree of institutionalized citizen empowerment, the stronger the positive relationship between public service dissatisfaction and political action. To specify, it is hypothesized to find the strongest dissatisfaction effect on political action about public school issues and weakest effect of dissatisfaction on political action about elderly care issues. Moreover, it is hypothesized that the higher degree of empowerment, the higher the degree of contact political action when expressing dissatisfaction. The testing of the hypothesis is carried out using data from the 2004 and 2006 Swed-ish national survey on Society, Opinion, and Mass media. The results of the statistical analyses confirm the hypotheses on a general level, that is, the strongest effect of dissatis-faction on political action is found on public school issues and weakest effect on elderly care issues. Thus, the higher degree of empowerment, the stronger the relationship be-tween dissatisfaction and political action in general and through contacting in particular. Still, some specifications of the hypotheses show results deviating from the expected pattern which raises further questions about the conditions for policy feedback effects.
