- I kapitlet skriver jag om hur artikel 3.1 barnkonventionen används som rättsligt argument inför beslut som tvingar ett barn att flytta från sin bostad. Det finns många typer av beslut som kan innebära att ett barn tvingas flytta från sin bostad. Jag har i detta kapitel valt att skriva om situationer när barn tvingas flytta på grund av att en förälder inte kan betala en skuld. Den vanligaste anledningen till att familjer avhyses är på grund av obetalda hyresskulder. Av den anledningen har jag riktat ett särskilt fokus på artikel 3.1 barnkonventionen och dess relevans inför sådana beslut.

- FN:s konvention om barnets rättigheter är en internationell överenskommelse, beslutad 1989, som fått stort inflytande på barnpolitik och lagstiftning i många av världens länder. Vi presenterar här några erfarenheter från ett mångårigt utbild-ningsprogram om barns rättigheter inom utbildningssektorn, finansierat av Sida och genomfört av Lunds universitet. Författarna har medverkat i programmet som lärare och har genom åren besökt ett 20-tal länder och fått nära inblick i förändringsarbeten på skilda administrativa nivåer i dessa länders skolsystem. Kunskaper om hur implementering kan gå till i andra länder och världsdelar ger perspektiv på utvecklingen i Sverige.

- Child participation, mandating that children should be able to impact the laws,policies, and programmes that affect them, is a core child rights principle. However, if children’s ideas should be taken seriously, it requires a radically open-minded and adaptable attitude of the adults whose responsibility it is to implement these laws, policies, and programmes. Such an attitude is difficult to “mainstream” throughout large bureaucracies, and child participation, as a result, often ends up being a box to tick for busy case workers. This clash between the intention and practice of child participation was evident in my ethnographic study of CHILDLINE India Foundation, India’s national child helpline that began as an NGO initiative and now is a national government programme. I illustrate how the child helpline was developed in close collaboration with Mumbai’s Street children in the 1990s, incubating a credo of “listening to children,” but as it was spread to hundreds of NGOs and government offices throughout India as a national programme, “child participation,” for some NGOs, became one of many values that were ordered from the top, and not always internalised on the ground. I discuss this inherent difficulty of “mainstreaming” child participation in large-scale child rights programmes through the theoretical lens of “critical child rights studies” which focuses on the contextual, interdisciplinary, and critical study of children’s rights. Looking critically and contextually at the implementation of child participation of CHILDLINE and the Indian bureaucracy, I show that this was a space where “NGO values” of rights and participation clashed with the paper-thick Indian bureaucracy demanding documentation and paper. The result was that on-the-ground case workers were stuck between demands of “participation” from their NGO leaders, demands of documentation by the local state bureaucracy and donor NGOs alike, and their actual work of manning the helpline and dealing with children in need of care and protection – leaving little time for child participation, and little power to incorporate children’s views into their practice.

- This book covers the results of two projects, ” Gender imbalances in undergraduate education” and “Gender sensitive teaching and gender perspectives on teaching”. The project ”Imbalances in undergraduate education”, highlights students genderrelated choice of academic education. The overall aim of the project is to investigate and raise awareness of the impact that students’ gender-related educational choices have on a societal, academic and individual level. The project's specific aim to investigate if a gendered routine exists, generating imbalances in the educational and course structure at Lund University. The project was conducted by a triangulation of quantitative content analysis and focus group interviews. Five departments at five faculties have been investigated. The results of the project indicate that a gendered routine exists in course staffing and in the selection of course literature. Lecturers in charge are usually men and the course literature is written by men. A male dominance among lecturers and course literature authors appears to generate an explicit male stereotype of disciplines. The project results also indicate that there is a correlation between the explicit stereotype of a discipline and the gender composition of the student group. Staff imbalances also influence an implicit stereotype of education as male or female. To reduce gender imbalances in undergraduate education, the responsibility for preventing gender imbalances among teachers, students and authors must be made clear. The creation and implementation of routines that ensure gender balance and gender-neutral disciplines are a necessity for Lund University. A subsequent project “Gender sensitive teaching and gender perspectives on teaching” was conducted via a web-based survey targeted at lecturers at the Faculty of Social Sciences at Lund University. The over-all aim of this project is to investigate the implementation of gendersensitive teaching and gender perspectives on teaching at the institutions in the faculty. The results of the project indicate that there are considerable differences between institutions, courses and among individual teachers concerning gender perspective in teaching. The differences depend primarily on the lecturer’s interest for gender issues. Lecturer's resistance to gender perspective can be explained by the gender-concept excluding other perspectives such as power and ethnicity. Another possible explanation to resistance is the lack of explicit responsibility to implement 14 gender-sensitive teaching and a lack of competence. In order to reduce resistance to gender-sensitive teaching and gender perspectives on teaching could be an inclusive perspective in course content, as well as to provide resources for developmet and implementation.

- The thesis consists of three different purposes. Purpose number one entails describing and analysing the legal opportunities for, and the demands on, the work of the actors in question with regard to children as victims of crime. This purpose intends to illustrate the legal regulation, which in different ways, and to different degrees, controls the work of the actors. Whereas the legislation provides a certain type of action on the part of the actors, and to different extents entails a normative framework for the actors work, it does not constitute an exact direction in terms of the actions of the actors. Determining existing law is not equivalent to determining the actions of the actors. The second purpose of the thesis relates to the relationship between the legal regulation and the actions of the actors, that is, whether or not the actors can be said to having fulfilled the legal requirements when carrying out their work with children as victims of crime. This section involves a comparison of the correspondence between legal regulations and actions. To create an understanding and explanation to the first and second purposes, purpose number three entails the investigation of what factors influence the actions of the actors when carrying out their work with children as victims of crime. To investigate what factors influence the actors when carrying out their work with children as victims of crime, the three concepts: will, knowledge and system, will be used. The methods of interview, questionnaire and analysis of literature have been combined for the different purposes.With regard to purpose number one of the thesis, the investigation shows that, two different processes can be initiated. These processes concern the same child, but the actors that are present in the different processes have different responsibilities with regard to the child. In some instances the legislation stipulates clear directions for the actors to follow, whereas in other instances the legislation stipulates an objective or a result that is desirable while the specific action is not stipulated. When it comes to the second purpose of the thesis, the study has, among other things, shown that the current legislation, which in different ways regulates specific actions, is not always observed by the actors. With regard to the final purpose of the thesis the investigation shows that the different factors influence the actors’ work with children as victims of crime to different extents and in different ways. This consequently means that neither of the different influencing factors irrevocably can be said to be more important than the others. Instead, the study has demonstrated the interdependence that exists between the different influencing factors, which in the actors’ day-to-day work interact and influence one another.

Folkhögskola 2.0 - ett kompetensutvecklingsprojekt. Extern utvärdering.

- Folkhögskola 2.0 är ett kompetensutvecklingsprojekt i Skåne inom ramen för Europeiska socialfondens programområde 1. Projektet är på många sätt ett omfattande projekt. Det har ett brett, övergripande syfte som spänner över flera områden. I projektet är aktörer från flera folkhögskolor inblandade i ledningsarbetet och det berör ett stort antal medarbetare från olika yrkeskategorier. Projektet har pågått under flera år. I dag finns det i Sverige 150 folkhögskolor, varav 107 är bundna till föreningar, stiftelser, folkrörelser eller ideella organisationer. De resterande 44 folkhögskolorna drivs av landsting eller regioner. Stora delar av skolornas verksamhet finansieras med allmänna medel från bland annat staten och fördelas via skolornas samlande organisation, Folkbildningsrådet. Projekt Folkhögskola 2.0 är ett samverkansprojekt och berörde ursprungligen 15 av Skånes 17 folkhögskolor. På dessa folkhögskolor studerar cirka 3000 kursdeltagare och antalet lärare och annan personal är ungefär drygt 700. Projektets idé har sitt ursprung i en samverkan mellan rektorer och medarbetare från dessa skånska folkhögskolor. Folkbildningsföreningen i Malmö är projektägare. De deltagande folkhögskolorna har vid ett antal träffar gemensamt kommit fram till vilka behov folkhögskolorna har samt vilka prioriteringar i samverkansprojektet som behöver göras.

Inte i min last! : Utvärdering av en e-utbildning emot narkotikasmuggling inom transportsektorn

- I denna rapport, som författats på Rättssociologiska institutionen vid Lunds universitet på uppdrag av Brottsförebyggande rådet och Länsstyrelsen Skåne, utvärderas en e-utbildning som ämnar förebygga narkotikasmuggling i transportsektorn. Denna e-utbildning – som kallas Inte i min last! – har tagits fram inom en regional samverkansöverenskommelse mellan Länsstyrelsen Skåne, Sydsvenska handelskammaren, Kriminalvården, Polisen, Region Skåne, Skånes kommuner och Tullverket. Utvärderingens syfte är att bedöma om det kan vara effektivt att låta företag inom transportsektorn delta i denna e-utbildning för att öka deras arbete emot narkotikasmuggling och deras benägenhet att tipsa Tullverket.Med avstamp i den rättssociologiska normmodellen och rutinaktivitetsteorin analyseras utbildningens potential. Det huvudsakliga materialet utgörs av enkät- och intervjustudier.Det samlade materialet tyder på att det finns goda förutsättningar för att e-utbildningen Inte i min last! ska fungera som ett effektivt verktyg för att öka transportföretagens arbete emot narkotikasmuggling och tjänstepersonernas benägenhet att tipsa Tullverket. För det första pekar utvärderingens material på att en stor del av tjänstepersonerna inom transportsektorn som deltagit i vår studie och många företag är motiverade att arbeta emot narkotikasmuggling och att tipsa Tullverket. Materialet tyder också på att utbildningen i stor utsträckning har ökat motivationen att arbeta emot narkotikasmuggling och att tipsa Tullverket. För det andra beskriver materialet att kunskapsnivån gällande narkotikasmuggling bland transportföretag stundom är bristfällig. Utbildningen tycks ha förmågan att höja kunskapsnivån bland de deltagare som genomgått den. Efter utbildningen uppger alla utbildningsdeltagare som besvarat enkäten att de vet var de ska vända sig om de misstänker narkotikasmuggling under arbetstid. För det tredje tyder materialet på att transportföretag och deras tjänstepersoner i stort utsträckning har möjlighet att arbeta emot narkotikasmuggling och att detta arbete kan bidra till att lösa utmaningen med mängden gods i relation till antalet tjänstepersoner på Tullverket. Vi identifierar tre sätt som utbildningen Inte i min last! kan fungera situationellt brottsförebyggande på, tack vare att den bidrar till att öka transportföretagens arbete emot narkotikasmuggling och tjänstepersonernas benägenhet att tipsa Tullverket. Utbildningen har potential att göra lämpliga brottsobjekt mindre synliga, minska tillgängligheten på lämpliga brottsobjekt och – inte minst – bidra till en ökad kontroll. Med detta sagt finns det fortfarande hinder i arbetet emot narkotikasmuggling i transportsektorn som utbildningen inte kommer åt. Vissa av dessa hinder skulle kunna åtgärdas genom att utbildningen förfinas, medan andra hinder kräver ytterligare åtgärder.

Rinkeby - en tunnelbanestation som alla andra : En utvärdering av samverkan vid lokalt brottsförebyggande arbete

- Med anledning av oroligheter i Rinkeby tunnelbanestation har företrädare för Polisen, MTR Nordic, Rinkeby-Kista Stadsdelsförvaltning, FastPartner, Securitas, Säkerhet Ordningsbevakning SOB (SOB) och Trygghetscentralen (TC) arbetat utifrån Brå:s samverkansmodell för lokalt brottsförebyggande arbete.Denna utvärdering undersöker om samverkansmodellen varit framgångsrik, om de lokala brottsförebyggande insatser varit effektiva samt hur de lokala insatserna i området kan utvecklas och bättre svara mot målbilden. Utvärderingen har använts sig av intervjuer och enkäter med berörd personal samt redan befintligt material i form av statistik, minnesanteckningar och trygghetsanmälningar.I utvärderingen presenteras en positiv upplevelse av samverkansarbetet och den orsaksanalys som samverkansgruppen genomförde. Det metodiska tillvägagångssättet med gemensamt ansvarstagande och transparens har varit avgörande för framgången, och för att insatserna som följde fick avsedd effekt. Utöver orsaksanalysen så identifierades tre övergripande framgångsfaktorer som centrala för samverkan; gruppsammansättning, fungerande kommunikation samt samverkansarbetet som en prioriterad aktivitet för de olika organisationerna. Förutom dessa framgångsfaktorer var samverkansgruppen överens om att det fanns en ytterligare faktor som var avgörande för samverkansarbetet, nämligen att situationen i Rinkeby tunnelbanestation var så pass allvarlig att den var tvungen att lösas. Den situationella brottspreventionen har varit central i samverkansprojektet, och förändrad personalnärvaro med rätt utbildade personer på plats och förändringar i den fysiska miljön har varit bidragande orsaker till de positiva förändringarna i Rinkeby tunnelbanestation. Även om det är summan av alla insatser och därmed av alla aktörers medverkan och investering i projektet som gett resultat, så var den initialt utökade polisiära närvaron avgörande för att ta tillbaka makten i tunnelbanan. Effekterna i tunnelbanan blev markanta bland annat då den öppna narkotikaförsäljningen försvann och det som benämns som “häng” minskade drastiskt. Under samverkansperioden minskade antalet polisanmälningar och tryggheten ökade. Sammantaget framträder sålunda en positiv bild av samverkan, insatserna och resultat, men ett antal utmaningar för framtiden har också identifierats. Dessa utmaningar, såsom resurser, personalkompetens, långsiktiga orsaker men även själva samverkan är viktiga faktorer att möta och hantera för att den positiva förändringen i Rinkeby tunnelbanestation ska bli bestående. För en längre slutsats se under kapitel 6.

- This chapter deals with children's participation in research concerning children's experience of exposure to violence, abuse or neglect and how ethical aspects of such research are regulated in Sweden. The Act (2003:460) on ethical review of research involving humans (etikprövningslagen, EPL), introduced in 2003, states that certain types of research require permission to be carried out. Since then, the scope of the law has been expanded to include more types of research, and, in 2019, the structure of the ethical review process changed with the introduction of the Ethical Review Authority and the Ethical Review Board of Appeal (Överklagandenämnden för etikprövning, ÖNEP). In parallel with children being seen as important participants in research, the Convention on the Rights of the Child (CRC) became law in Sweden in 2020. This means that when children participate in research, it must be taken into account that children are both competent, autonomous individuals with the right to self-determination, and vulnerable in the sense that they need to be protected from exploitation and abuse. In this chapter, I describe how these two interests are balanced in ethical review regulation and highlights some concerns with this regulation when it comes to research with children about their exposure to violence, abuse, or neglect.
