    • Various international conventions and several theories and approaches from the planning and environment fields of study have focused on enhancing the public’s access to information and its participation in strategic decision making. However, it seems that it is challenging to encourage a meaningful public participation in decision making processes, since it is difficult to engage civil society in strategic discussions, it is complex to institutionalise participative processes, and it is demanding to include traditionally marginalised groups in current debates on development. Despite this, it appears that deciding how participative approaches should be designed and when these approaches should be applied is of crucial importance to secure appropriate forums for dialogue. To study these claims and foster participation and dialogue, a study was carried out to examine the development of flexible, adaptable and participative strategic environmental assessment processes. Even though designing the processes demanded time and constant adaptation, it is argued that adequately conceptualising and implementing flexible, adaptable and participative approaches to strategic environmental assessment can lead to inclusive, legitimate and anchored outputs that can significantly influence decision making processes.

  • Indigenous peoples and inclusion in the green climate fund

    • In this paper, we explore Indigenous peoples' engagement and inclusion in the Green Climate Fund. We rely on the distinction between simple inclusion and a deeper recognition of Indigenous peoples' contributions, described as epistemic belonging. We analyse how organizational interdependencies, i.e. the exchange and valuation of resources between actors, and how the potential conflicts between contributions from different actors may influence to what degree Indigenous peoples can achieve epistemic belonging. To illustrate this we have analysed the struggles and tensions around the establishment of the Indigenous People Policy (IPP) of the Green Climate Fund (GCF), and the practical use of the IPP in funding proposal discussions and decisions. We conclude that Indigenous peoples' contributions are valued as long as they do not challenge other important GCF interests. Conflicts between contributions from different actors lead to a prioritization of recourses provided by accredited entities that help the GCF to develop, implement and manage climate projects. Hence, Indigenous peoples' contributions become subordinated which provides an obstacle to full epistemic belonging.

  • Catching a black cat in a dark room. Making tenants contributing to sustainable housing

    • Housing is one of the most contested infrastructures of contemporary societies. We approach the issue of interdisciplinarity by exploring tenants' participation in renovation processes explicitly aiming to accomplish sustainability goals. By close empirical case studies conducted in Gothenburg, Sweden, we show how tenants in these processes are both substantially and procedurally kept in a dark room, as an effect of how “inclusiveness” is organized. We argue that tenants are kept in the dark in two respects. On the one hand organizers often refer to the complexity of transdisciplinary knowledge which is difficult to apprehend by non-professionals. On the other hand, tenants are kept in the dark when it comes to the direct consequences of their choices, namely the increase of the rent, because of a time gap between the choice and the effect. Thus, the tenants cannot make judgements on the basis of all the relevant knowledges required. Our analysis reveals how this is a result of how the process is organized rather than a quality that should be ascribed to the tenants. This means that the process is formally fulfilling the demand for inclusiveness, however, when full information is finally revealed to tenants, previously cooperative processes not seldom turn into vivid protest.

    • As in many other policy areas, there is a rising concern about how to involve the general public in heritage management and preservation. We analyse attempts made by Swedish cultural heritage authorities to initiate new participatory devices. We ask: How is storytelling used as a participatory device? What are the implications of this in terms of how legitimate concerns are reconfigured? Storytelling has a capacity to transform dominant discourses and result in new objects of care. We conclude that even storytelling itself is reconfigured in these practices, resulting in the collection of narratives, with limited transformative effects.

    • The synergies and trade-offs between the various dimensions of sustainable development are attracting a rising scholarly attention. Departing from the scholarly debate, this article focuses on internal relationships within social sustainability. Our key claim is that it is diffi cult to strengthen substantive social sustainability goals unless there are key elements of social sustainability contained in the very procedures intended to work toward sustainability. Our analysis, informed by an organizing perspective, is based on a set of case studies on multi-stakeholder transnational sustainability projects (sustainability standards). This article explores six challenges related to the achievement of such procedures that can facilitate substantive social sustainability. Three of these concern the formulation of standards and policies, and three the implementation of standards and policies. To achieve substantive social sustainability procedures must be set in motion with abilities to take hold of people's concerns, frames, resources, as well as existing relevant institutions and infrastructures.

Dir. 2018:18). I februari vartannat år ger Kärnavfallsrådet sin självständiga bedömning av det aktuella läget inom kärnavfallsområdet. Bedömningen presenteras i form av en kunskapslägesrapport. Syftet med rapporten är att upp-märksamma och beskriva frågor som Kärnavfallsrådet anser viktiga och att redogöra för rådets synpunkter i dessa. Kärnavfallsrådet överlämnar härmed till regeringen årets kunskapslägesrapport SOU 2022:7 Kunskapsläget på kärnavfallsområdet 2022 – Samhället, tekniken och etiken.Bakom denna rapport står samtliga ledamöter och sakkunniga i Kärnavfallsrådet. Kärnavfallsrådets vetenskapliga sekreterare Johanna Swedin har varit projektledare för arbetet med kunskapslägesrapporten.Rapporterna om kunskapsläget på kärnavfallsområdet åren 1998, 2001, 2004, 2007, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018 och 2020 finns även tillgängliga i en engelsk version.     • This paper explores the conditions for taking the social dimension into consideration when trying to aim for increased sustainability through activities organized in projects. Among the three commonly accepted pillars of sustainable development – economic, ecological and social – the social dimension is often the most vague and least explicit in practical attempts to shape sustainable development. The aim with this study is to explore the role of organizing in shaping the balance between the pillars. The two cases examined are projects explicitly related to sustainable development goals set by the national government or parliament and implemented by other actors. The cases concern two topics: food production and electromagnetic fields. On the basis of relevant organizational dimensions and case analyses, the paper shows how the organization of sustainability shapes the ways in which the projects articulate the social dimension. This leads to practical advice for organizing new projects in the future.

In this context, a wave of global climate activism has emerged in the last decade in response to the perceived failure of the political negotiations.This book provides a unique comparative study of environmental movements in USA, Japan, Denmark and Sweden, analyzing their interaction with the international climate institutions of the United Nations, with national governments, and with currents in the global climate movement. It documents how and why the movement evolved between the Copenhagen Summit of 2009 and the Paris Summit of 2015, altering its strategies and tactics while attracting new actors to the issue area. Further, it demonstrates how the development of global environmental networks has increased contact between environmental movements in the Global North and those from the Global South, resulting in the establishment of ‘climate justice’ as a political cause and unifying frame for global climate activism.

Utifrån svaren på frågorna redigerade tidskriftens redaktörer en sammanhängande text, som de fyra forskarna sedan kunde ändra och göra tillägg i. Resultatet är en gemensam text som påminner om ett samtal. Den slutliga texten färdigställdes den 8 april 2020 .De fyra medverkande forskarna är Erna Danielsson, docent i sociologi vid Mittuni-versitetet och föreståndare för Risk and Crisis Research Centre (RCR), som forskar om samhällets krishantering vid såväl vardagskriser som större händelser och specifikt genus och krishantering; Fredrik Liljeros, professor i sociologi vid Stockholms universitet, som genomförde sitt postdoktorprojekt på dåvarande Smittskyddsinstitutet tillsammans med nuvarande statsepidemiologen Anders Tegnell och i dag bedriver forskning om hur människors kontaktnätverk påverkar spridningsdynamik; Shai Mulinari, docent i sociologi vid Lunds universitet, som bedriver forskning om medicinsk kunskapsproduktion, läkemedelsindustrin, epidemiologi och folkhälsa; samt Linda Soneryd, professor i sociologi vid Göteborgs universitet, som forskat om miljörelaterade risker och kriser samt om hur demokrati och deltagande förstås i anslutning till expertfrågor.

    • Since the 1970s, the template for Swedish nuclear waste management has been for industry to deliver “nuclear fuel safety” after first demonstrating to government authority how and where it can be achieved. In other words, nuclear fuel safety has been something to be publicly witnessed before it is decided whether or not industry should be allowed to carry on implementing its plans. From the outset, these industry plans encompassed the completion of the Swedish nuclear power programme itself, as this was made contingent upon a demonstrated solution to the waste problem. However, after a national referendum on the future of nuclear power in 1980, industrial progress in nuclear fuel safety became directly connected with a safe phase out of a 12-reactor programme within 25 years of its completion. As plans for such a phase out have in turn grown subject to indefinite postponement, and as opposition to nuclear power has progressively mellowed, so the nuclear industry's highly resilient nuclear fuel safety programme appears set again today to validate nuclear new build both at home and abroad. Drawing on studies of three specific management tools - safety analyses, EIA consultations and alternative “dialogue projects” - this article seeks to chart the unremitting and indomitable Swedish commitment to the mediation of nuclear waste management through industrial demonstration as this has withstood various attempts to introduce a greater element of public dialogue into the policy process in response to both siting conflicts and new environmental legislation.

  • Demonstration and Dialogue : Mediation in Swedish Nuclear Waste Management

    • This report analyses mediation and mediators in Swedish nuclear waste management. Mediation is about establishing agreement and building common knowledge. It is argued that demonstrations and dialogue are the two prominent approaches to mediation in Swedish nuclear waste management. Mediation through demonstration is about showing, displaying, and pointing out a path to safe disposal for inspection. It implies a strict division between demonstrator and audience. Mediation through dialogue on the other hand, is about collective acknowledgements of uncertainty and suspensions of judgement creating room for broader discussion. In Sweden, it is the Swedish Nuclear Fuel and Waste Management Co. (SKB) that is tasked with finding a method and a site for the final disposal of the nation’s nuclear waste. Two different legislative frameworks cover this process. In accordance with the Act on Nuclear Activities, SKB is required to demonstrate the safety of its planned nuclear waste management system to the government, while in respect of the Swedish Environmental Code, they are obliged to organize consultations with the public. How SKB combines these requirements is the main question under investigation in this report in relation to materials deriving from three empirical settings: 1) SKB’s safety analyses, 2) SKB’s public consultation activities and 3) the ‘dialogue projects’, initiated by other actors than SKB broadening the public arena for discussion. In conclusion, an attempt is made to characterise the longterm interplay of demonstration and dialogue in Swedish nuclear waste management.

    • Göran Sundström, Staffan Furusten and Linda Soneryd It has often been said that modern democracies are becoming more complex, fragmented and multilayered. In recent decades we have witnessed decentralization in many organizations, increasingly complex social problems, accelerating internationalization, growing and more specialized public administration, increased demand for expertise, and rapid development of information and communication technologies. Several scholars have argued that with these changes power has slipped away from the political centre (the government) in several directions: upwards to international organizations (not least the European Union), downwards to local authorities and municipalities, inwards to semi-autonomous state agencies, and outwards to private organizations. As Rhodes (1994, 1997) would say, the state is ‘hollowing out’. In societies with hollowed-out states, decision-making processes have taken new forms, and “from government to governance” has become a catch phrase (see e.g. Rhodes 1997; PierreXX1Peters 2000; Kjær 2004; MarcussenXX1Torfing 2007). These changes mark a shift, or one could even say a displacement, from state-centred, authoritative and hierarchical to more society-centred, egalitarian and network-based forms of decision making; and they signal the dissolution of previously established boundaries between private and public organizations. The extent to which displacement has actually occurred is widely debated (HajerXX1Wagenaar 2003 p. 4). Yet it is clear that governance is an important concept in current research on state and public policies. We also believe that there is more governance today than was the case two or three decades ago, and that the focus on governance is increasing....

    • This paper seeks to contribute to an understanding of the role of power by introducing an organizational perspective to the study of environmental assessment (EA) procedures. By analysing the transboundary environmental assessment (TEA) for the Nord Stream gas pipeline between Russia and Germany, we show that Nord Stream used some of the sentiments imbedded in the institutionalization of TEA and the Espoo convention's formal rules to legitimate its interests. The acts of organizing and organizational relations, however, are what can explain agency and power between organizations and hence the relative power of EA as a governance tool.

    • Vi häpnar över att välkända tidigare företagsledare presenterar en så illa underbyggd och missvisande beräkning av kostnaden för kärnkraft och vindkraft (SvD Debatt 21/11). Landets framtida energiförsörjning är en mycket viktig fråga som är politiskt och finansiellt komplicerad och där stora värden står på spel. Oseriösa inspel som dessa kan endast skada vårt land. För att jämföra kostnaderna för kärnkraft och havsbaserad vindkraft utför debattörerna en märklig räkneoperation som landar i slutsatsen att vindkraft är cirka tio gånger dyrare än kärnkraft. Deras uträkning avviker väsentligt från det i branschen etablerade beräkningssättet, baserat på begreppet Levelized cost of energy (LCOE), som är en sammanslagning av alla förväntade kostnader för uppförande, drift och avveckling under ett kraftverks livslängd.

    • På SvD Debatt 15/11 uppmanade vi riksdagen att avslå regeringens förslag att ge enorma kreditgarantier till ny kärnkraft. Regeringens argument för kreditgarantierna är att den ”höga risken försvårar möjligheten att attrahera finansiering” av ny kärnkraft. I en replik hävdar Jan Blomgren, Magnus Henrekson och Christian Sandström att det inte är ekonomiska risker utan enbart politiska risker som avhåller investerare från att bygga ny kärnkraft. Vi menar att det är en kombination av ekonomiska och politiska risker som avhåller dem. Denna typ av riskavvägningar är en självklar del i en marknadsekonomi. Däremot inte att en regering vill ge extremt vidlyftiga kreditgarantier till det ena kraftslaget men inte till det andra.

    • Ingen kan ha missat att kärnkraft spelar en central roll i Tidöpartiernas energi- och klimatpolitik. I budgetpropositionen för 2024 presenterades det unika förslaget att ställa ut kreditgarantier för investeringar i ny kärnkraft på upp till 400 miljarder kronor. Det är ett svindlande belopp motsvarande nästan 30 procent av vår totala statsskuld. I praktiken vill regeringen tvinga varje svensk att gå in med 40 000 kronor i borgen för ny kärnkraft. Om de ekonomiska riskerna med ny kärnkraft bedöms som så höga att inga företag vågar investera så finns andra, billigare och mer tillförlitliga alternativ för att producera den el som klimatomställningen kräver. Vi uppmanar därför riksdagen att avslå förslaget om statliga kreditgarantier.

    • This study explores the journey of a model for stakeholder involvement called RISCOM. Originally developed within the field of radioactive waste management in Sweden, it was later used in the Czech Republic to re-establish public dialogue in the process of siting a geological repository. This case offers an opportunity to empirically study the fragility and ambiguous results of organized spread of public involvement across various domains of technological innovation and national contexts. We show how three circumstances - (1) the ambition to make RISCOM an internationally used model for public dialogue, (2) the specific situation in the Czech siting process, and (3) the short-lived and limited success of the subsequent Czech dialogues by Swedish design - were intrinsically related and sustained each other. Better understanding of such complexities might contribute to a more realistic attitude toward technologized democracy, i.e., toward practices of public deliberation increasingly becoming instrumental, transferable, and depoliticized.

    • The new centrality of “the public” to the governance of science and technology has been accompanied by a widespread use of public consultation mechanisms designed to elicit from citizens relevant opinions on technoscientific matters. This paper explores the configuration of legitimate constituencies in two such exercises: the UK “GM Nation?” public debate on food biotechnology, and a Swedish “Transparency Forum” on the risks of mobile telephones. We consider the apparently paradoxical combination in these two examples of a tendency to produce static images of the public with a high valuation of mobility—of citizens and their opinions—as the key outcome of deliberation. We discuss the organizers' careful delineation of a distinction between “stakeholders” and the “general public,” and their aversion to any sort of “eventfulness” in public deliberations. Finally, we introduce the classical notion of the “idiot”—the individual who minds exclusively his or her own private affairs—and argue for the need to develop a new vocabulary to evaluate the politics of “listening to the public.”

    • The aim of this report is to analyse representations of time in a particular social setting: how the nuclear waste issue is presented in the PowerPoint slides that the Swedish Nuclear Waste Management Company (SKB) show at its information and consultation meetings. We have chosen to see ‘time’ and ‘expressions of time dimensions’ as a way of framing the nuclear waste issue. The way in which nuclear waste is discussed in relation to time both enable and limit discussions about possible futures. In this study we ask the following research questions: how is time represented in the PowerPoint slides? In what way is time presented in relation to risk and safety? In what way is time presented in relation to environmental impact?Our empirical material consists of all PowerPoint slides shown at SKB’s information and consultation meetings. We use the material that is available at SKB’s website between 2003 and 2008. The material consists of around 1500 slides. In addition we have conducted participant observations at ten of these meetings between 2005 and 2008.We conclude that time is visualised in different forms depending on what it is that is shown: safety, risk or environmental impact. We could identify a variety of visualisations, for example time lines, and tables with dates in connection to figures of pollution levels. Taken together they represent different stories about the future as well as about the past. SKB use certain time perspectives to motivate that their suggested method for a nuclear waste disposal is reasonable and possible to implement while other time perspectives are shown in relation to the potential development of society’s capacity to manage the waste and the future development of transports and the impact related to this, for example.

    • At the same time as increased demands for standardization and control occur within the environmental field, regulation is being confronted by tendencies towards contextualization and fragmentation. This paper examines the question of how these seemingly opposing tendencies can be understood. The aim of this paper is to develop an approach for the study of risk regulation in contemporary society. Four elements are stressed as vital to consider when approaching environmental regulation: (i) the varying roles of science and expertise in regulation; (ii) the decisive role of intentional actors and regulatory organizations; (iii) the decisive but not exclusive role of the nation-state; and (iv) regulation as a process in which knowledge, risk and public concerns are constructed. In conclusion, the paper states that even if regulation is currently dispersed, the concepts of knowledge, power and control are still central to the study of environmental regulation.

    • Environmental problems that cross national borders are attracting increasing public and political attention; regulating them involves coordinating the goals and activities of various governments, which often presupposes simplifying and standardizing complex knowledge, and finding ways to manage uncertainty. This article explores how transboundary environmental problems are dealt with to render complex issues governable. By discussing oil pollution in the Baltic Sea and the gas pipeline between Russia and Germany, we elucidate how boundaries are negotiated to make issues governable. Three processes are found to be particularly relevant to how involved actors render complex issues governable: complexity reduction, construction of a spatial identity for an issue, and ascription of capabilities to new or old actor constellations. We conclude that such regulation is always provisional, implying that existing regulation is always open for negotiation and criticism.

    • Governing environmental risk, particularly large-scale transboundary risks associated with climate change and pollution, is one of the most pressing problems facing society.This book focuses on a set of key questions relating to environmental regulation: How are activities regulated in a fragmented world - a world of nation states, regulators, domestic and international law and political contests - and one in which a range of actors, such as governments, corporations and NGOs act in order to influence regulations in specific policy areas? How are complex and trans-boundary environmental issues managed? What role does expert knowledge play in regulating this kind of issues? What give rules authority? In short, how do actors try to render an issue governable?Drawing on regulation theory, discourse theory and science and technology studies, and employing original research, the authors analyse the regulation of four kinds of complex and trans-boundary environmental issues: oil protection in the Baltic Sea, mobile phones and radiation protection, climate change adaptation and genetically modified crops. The outcomes include insights for policymakers, regulators and researchers into how dominant frames are constructed, legitimate actors are configured and authority is established. This in turn exposes the conditions for, and possibility of, developing regulation, making authoritative rules and shaping relevant knowledge in order to govern complex environmental risks.

    • In this paper we discuss whether environmental impact assessment (EIA) can serve as an arena for including citizens in the decisionmaking process. Through a case study of a proposed extension of a regional airport in Sweden, the role of EIA, and to what degree different actors and arguments influenced the decision, is analysed. It is found that there are serious problems concerning public participation when it comes to projects which extend beyond the local level and which play an important part in the regional economy. In these cases there is a risk, despite the aims of EIA, that the process will be characterised by public exclusion rather than by public involvement.

    • The purpose of this article is to contribute to the development of new theoretical and methodological resources for analysing power dynamics in planning studies. Our overarching aim is to demystify the concept of ‘power’ and what it purports to be describing, making those practices grouped under this label more tangible and, hence, also more readily contestable. Investigating how the effects we label as power are produced, instead of using ‘power’ as an all-covering explanation of societal events, demands a conceptualization of power as the outcome of social processes rather than as a causal variable behind them. An empirical study of a referendum regarding a major urban development in a Swedish suburban municipality illustrates how strong assumptions regarding the dominance of, for example, pre-existing powerful actor-constellations or purely economic relations are not always very helpful, highlighting the need for more acute attentiveness to the micro-physics of power.

    • From the 1990s and onwards, environmental planning and governance has undergone a broad participatory turn. This paper focuses on one specific aspect of participatory processes and the concrete arrangements through which they are carried out, more specifically: how such processes always come to enact some actors as ‘legitimately concerned’ stakeholders and others not. Such investigations bring into focus context-specific effects of inclusion and exclusion as well as de/legitimization of specific actors and concerns. We propose a flexible framework for untangling the various components which in different ways influence the fine-grained power dynamics at play in such events, particularly focusing on the enactments of stakeholders that result from the situated interplay of rationales and infrastructures for participation. The guiding ambitions for the framework is for it to be applicable to a broad range of subfields of environmental planning and governance while avoiding the analytical risks of strong normative commitments from the outset regarding whether participation per se is good or bad, and offering some novel insights into the investigated cases. Throughout the paper, we utilize two case studies, from urban planning and fisheries management, to test the analytical productivity of the proposed framework while also searching for cues for the further development of the framework itself.

    • This paper explores the river landscapes and concomitant values resulting from tensions between flood management and visions of a River City. The aim is to contribute to an understanding of the management of urban waters as valuation practices. We regard valuation practices as co-constitutive of current and future river landscapes. Sweden’s second-largest city, Gothenburg, is located next to the sea, and the Göta River, Sweden’s largest water system, runs through it. Our empirical focus is on how this city approaches increasing risks of flooding. We explore three approaches that have been formulated in relation to flood management: defend, retreat and attack. We ask how these approaches are applied in the management of Göta River flooding and in the city’s vision of a future Gothenburg that embraces the river as a genuinely positive aspect of urban life. We present the case as a journey that takes us upstream from the river’s sea inlet port and through Gothenburg. During our kilometre by kilometre journey, the river’s appearance shifts. The varied river landscape mirrors the diversity in how its waters are valuated, both historically and in present times. The perception of urban waters is shaped by practices of valuation. These valuations are generative. They connect the value of water to other entities, actors, plans, activities and buildings, and they are thus key to the river landscapes that will eventually be realised. By way of conclusion, we identify a number of governance challenges that are particularly relevant to urban rivers.
