    • In this paper, we explore Indigenous peoples' engagement and inclusion in the Green Climate Fund. We rely on the distinction between simple inclusion and a deeper recognition of Indigenous peoples' contributions, described as epistemic belonging. We analyse how organizational interdependencies, i.e. the exchange and valuation of resources between actors, and how the potential conflicts between contributions from different actors may influence to what degree Indigenous peoples can achieve epistemic belonging. To illustrate this we have analysed the struggles and tensions around the establishment of the Indigenous People Policy (IPP) of the Green Climate Fund (GCF), and the practical use of the IPP in funding proposal discussions and decisions. We conclude that Indigenous peoples' contributions are valued as long as they do not challenge other important GCF interests. Conflicts between contributions from different actors lead to a prioritization of recourses provided by accredited entities that help the GCF to develop, implement and manage climate projects. Hence, Indigenous peoples' contributions become subordinated which provides an obstacle to full epistemic belonging.

    • This paper contributes to the wider discourse on sustainability and housing by showing how the dynamics of temporality and care plays out in processes of renovation. We explore five empirical cases of renovation of rental housing estates on the outskirts of Gothenburg, Sweden. Our study draws on the analysis of documents, observations, and qualitative interviews with key actors. We consider renovation a caring practice, both in the practical sense of "caring for" and in the emotional and ethical sense of "caring about". We argue that conflicts between stakeholders in renovation processes are better understood through attending to the ways in which notions of care are intertwined with the temporal organization of peoples' lives and organizational processes. We conclude that unawareness or negligence towards the various temporalities involved in renovation processes provide obstacles for collective processes of caring and raising sustainability concerns in renovation processes.

    • The synergies and trade-offs between the various dimensions of sustainable development are attracting a rising scholarly attention. Departing from the scholarly debate, this article focuses on internal relationships within social sustainability. Our key claim is that it is diffi cult to strengthen substantive social sustainability goals unless there are key elements of social sustainability contained in the very procedures intended to work toward sustainability. Our analysis, informed by an organizing perspective, is based on a set of case studies on multi-stakeholder transnational sustainability projects (sustainability standards). This article explores six challenges related to the achievement of such procedures that can facilitate substantive social sustainability. Three of these concern the formulation of standards and policies, and three the implementation of standards and policies. To achieve substantive social sustainability procedures must be set in motion with abilities to take hold of people's concerns, frames, resources, as well as existing relevant institutions and infrastructures.

    • Kärnavfallsrådet (Statens råd för kärnavfallsfrågor) är en tvärvetenskaplig kommitté som har i uppdrag att ge regeringen råd i frågor om använt kärnbränsle, kärnavfall och rivning av kärntekniska anläggningar, (M 1992:A Kärnavfallsrådet. Dir. 2018:18). I februari vartannat år ger Kärnavfallsrådet sin självständiga bedömning av det aktuella läget inom kärnavfallsområdet. Bedömningen presenteras i form av en kunskapslägesrapport. Syftet med rapporten är att upp-märksamma och beskriva frågor som Kärnavfallsrådet anser viktiga och att redogöra för rådets synpunkter i dessa. Kärnavfallsrådet överlämnar härmed till regeringen årets kunskapslägesrapport SOU 2022:7 Kunskapsläget på kärnavfallsområdet 2022 – Samhället, tekniken och etiken.Bakom denna rapport står samtliga ledamöter och sakkunniga i Kärnavfallsrådet. Kärnavfallsrådets vetenskapliga sekreterare Johanna Swedin har varit projektledare för arbetet med kunskapslägesrapporten.Rapporterna om kunskapsläget på kärnavfallsområdet åren 1998, 2001, 2004, 2007, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018 och 2020 finns även tillgängliga i en engelsk version.     • This paper explores the conditions for taking the social dimension into consideration when trying to aim for increased sustainability through activities organized in projects. Among the three commonly accepted pillars of sustainable development – economic, ecological and social – the social dimension is often the most vague and least explicit in practical attempts to shape sustainable development. The aim with this study is to explore the role of organizing in shaping the balance between the pillars. The two cases examined are projects explicitly related to sustainable development goals set by the national government or parliament and implemented by other actors. The cases concern two topics: food production and electromagnetic fields. On the basis of relevant organizational dimensions and case analyses, the paper shows how the organization of sustainability shapes the ways in which the projects articulate the social dimension. This leads to practical advice for organizing new projects in the future.

In this context, a wave of global climate activism has emerged in the last decade in response to the perceived failure of the political negotiations.This book provides a unique comparative study of environmental movements in USA, Japan, Denmark and Sweden, analyzing their interaction with the international climate institutions of the United Nations, with national governments, and with currents in the global climate movement. It documents how and why the movement evolved between the Copenhagen Summit of 2009 and the Paris Summit of 2015, altering its strategies and tactics while attracting new actors to the issue area. Further, it demonstrates how the development of global environmental networks has increased contact between environmental movements in the Global North and those from the Global South, resulting in the establishment of ‘climate justice’ as a political cause and unifying frame for global climate activism.

    • Sociologisk Forskning bad fyra sociologer i Sverige att svara på några korta frågor om coronapandemin och vårt samhälles hantering av den.Deras tidigare forskning har på olika sätt berört olika frågor såsom socialmedicin och medicinsk kunskapsproduktion, sociala nätverks betydelse för smittspridning, samhällets hantering av kriser och risker, genusaspekter av samhällskriser samt dynamiken mellan expertis, politiker och medborgare i beslutsfattande och debatter kring frågor där expertkunskap är centralt. Utifrån svaren på frågorna redigerade tidskriftens redaktörer en sammanhängande text, som de fyra forskarna sedan kunde ändra och göra tillägg i. Resultatet är en gemensam text som påminner om ett samtal. Den slutliga texten färdigställdes den 8 april 2020 .De fyra medverkande forskarna är Erna Danielsson, docent i sociologi vid Mittuni-versitetet och föreståndare för Risk and Crisis Research Centre (RCR), som forskar om samhällets krishantering vid såväl vardagskriser som större händelser och specifikt genus och krishantering; Fredrik Liljeros, professor i sociologi vid Stockholms universitet, som genomförde sitt postdoktorprojekt på dåvarande Smittskyddsinstitutet tillsammans med nuvarande statsepidemiologen Anders Tegnell och i dag bedriver forskning om hur människors kontaktnätverk påverkar spridningsdynamik; Shai Mulinari, docent i sociologi vid Lunds universitet, som bedriver forskning om medicinsk kunskapsproduktion, läkemedelsindustrin, epidemiologi och folkhälsa; samt Linda Soneryd, professor i sociologi vid Göteborgs universitet, som forskat om miljörelaterade risker och kriser samt om hur demokrati och deltagande förstås i anslutning till expertfrågor.

  • Demonstrating safety - validating new build : the enduring template of Swedish nuclear waste management

    • Since the 1970s, the template for Swedish nuclear waste management has been for industry to deliver “nuclear fuel safety” after first demonstrating to government authority how and where it can be achieved. In other words, nuclear fuel safety has been something to be publicly witnessed before it is decided whether or not industry should be allowed to carry on implementing its plans. From the outset, these industry plans encompassed the completion of the Swedish nuclear power programme itself, as this was made contingent upon a demonstrated solution to the waste problem. However, after a national referendum on the future of nuclear power in 1980, industrial progress in nuclear fuel safety became directly connected with a safe phase out of a 12-reactor programme within 25 years of its completion. As plans for such a phase out have in turn grown subject to indefinite postponement, and as opposition to nuclear power has progressively mellowed, so the nuclear industry's highly resilient nuclear fuel safety programme appears set again today to validate nuclear new build both at home and abroad. Drawing on studies of three specific management tools - safety analyses, EIA consultations and alternative “dialogue projects” - this article seeks to chart the unremitting and indomitable Swedish commitment to the mediation of nuclear waste management through industrial demonstration as this has withstood various attempts to introduce a greater element of public dialogue into the policy process in response to both siting conflicts and new environmental legislation.

    • This paper seeks to contribute to an understanding of the role of power by introducing an organizational perspective to the study of environmental assessment (EA) procedures. By analysing the transboundary environmental assessment (TEA) for the Nord Stream gas pipeline between Russia and Germany, we show that Nord Stream used some of the sentiments imbedded in the institutionalization of TEA and the Espoo convention's formal rules to legitimate its interests. The acts of organizing and organizational relations, however, are what can explain agency and power between organizations and hence the relative power of EA as a governance tool.

    • The new centrality of “the public” to the governance of science and technology has been accompanied by a widespread use of public consultation mechanisms designed to elicit from citizens relevant opinions on technoscientific matters. This paper explores the configuration of legitimate constituencies in two such exercises: the UK “GM Nation?” public debate on food biotechnology, and a Swedish “Transparency Forum” on the risks of mobile telephones. We consider the apparently paradoxical combination in these two examples of a tendency to produce static images of the public with a high valuation of mobility—of citizens and their opinions—as the key outcome of deliberation. We discuss the organizers' careful delineation of a distinction between “stakeholders” and the “general public,” and their aversion to any sort of “eventfulness” in public deliberations. Finally, we introduce the classical notion of the “idiot”—the individual who minds exclusively his or her own private affairs—and argue for the need to develop a new vocabulary to evaluate the politics of “listening to the public.”

    • The aim of this report is to analyse representations of time in a particular social setting: how the nuclear waste issue is presented in the PowerPoint slides that the Swedish Nuclear Waste Management Company (SKB) show at its information and consultation meetings. We have chosen to see ‘time’ and ‘expressions of time dimensions’ as a way of framing the nuclear waste issue. The way in which nuclear waste is discussed in relation to time both enable and limit discussions about possible futures. In this study we ask the following research questions: how is time represented in the PowerPoint slides? In what way is time presented in relation to risk and safety? In what way is time presented in relation to environmental impact?Our empirical material consists of all PowerPoint slides shown at SKB’s information and consultation meetings. We use the material that is available at SKB’s website between 2003 and 2008. The material consists of around 1500 slides. In addition we have conducted participant observations at ten of these meetings between 2005 and 2008.We conclude that time is visualised in different forms depending on what it is that is shown: safety, risk or environmental impact. We could identify a variety of visualisations, for example time lines, and tables with dates in connection to figures of pollution levels. Taken together they represent different stories about the future as well as about the past. SKB use certain time perspectives to motivate that their suggested method for a nuclear waste disposal is reasonable and possible to implement while other time perspectives are shown in relation to the potential development of society’s capacity to manage the waste and the future development of transports and the impact related to this, for example.

    • Environmental problems that cross national borders are attracting increasing public and political attention; regulating them involves coordinating the goals and activities of various governments, which often presupposes simplifying and standardizing complex knowledge, and finding ways to manage uncertainty. This article explores how transboundary environmental problems are dealt with to render complex issues governable. By discussing oil pollution in the Baltic Sea and the gas pipeline between Russia and Germany, we elucidate how boundaries are negotiated to make issues governable. Three processes are found to be particularly relevant to how involved actors render complex issues governable: complexity reduction, construction of a spatial identity for an issue, and ascription of capabilities to new or old actor constellations. We conclude that such regulation is always provisional, implying that existing regulation is always open for negotiation and criticism.

    • Governing environmental risk, particularly large-scale transboundary risks associated with climate change and pollution, is one of the most pressing problems facing society.This book focuses on a set of key questions relating to environmental regulation: How are activities regulated in a fragmented world - a world of nation states, regulators, domestic and international law and political contests - and one in which a range of actors, such as governments, corporations and NGOs act in order to influence regulations in specific policy areas? How are complex and trans-boundary environmental issues managed? What role does expert knowledge play in regulating this kind of issues? What give rules authority? In short, how do actors try to render an issue governable?Drawing on regulation theory, discourse theory and science and technology studies, and employing original research, the authors analyse the regulation of four kinds of complex and trans-boundary environmental issues: oil protection in the Baltic Sea, mobile phones and radiation protection, climate change adaptation and genetically modified crops. The outcomes include insights for policymakers, regulators and researchers into how dominant frames are constructed, legitimate actors are configured and authority is established. This in turn exposes the conditions for, and possibility of, developing regulation, making authoritative rules and shaping relevant knowledge in order to govern complex environmental risks.

    • A pandemic is a crisis and as such, in many ways, an entirely new situation. It is a situation in which there are scientific as well as societal uncertainties and where the routines of everyday life are overturned. The Covid-19 pandemic has made visible already established social structures and inequalities, but it has also exacerbated existing power relations and vulnerabilities. In this article, we introduce the contributions to the special issue of Sociologisk Forskning on how society and people’s lives have been affected by the corona crisis and the Covid-19 pandemic. We also give an overview of some of the themes that are picked up by sociologists and social scientists internationally as well as nationally in Sweden, when trying to make sense of the meaning and effects of the Covid-19 pandemic.

    • This chapter analyzes news media coverage of UNFCCC climate meetings and how climate movement actors and their perspectives are represented. It focuses on printed news media to explore the resonance of the concerns raised by climate/environmental movement actors in the coverage of two UNFCCC climate meetings, the ones taking place in Copenhagen in 2009, COP15; and in Paris in 2015, COP21. The chapter argues that power relationships are important, as emphasized in the "critical" paradigm. It also argues that the fact that the COPs function as "global public sphere moments" affects their coverage in decisive ways, facilitating for parts of the climate movement to get media standing even in the absence of a radical flank or significant disagreement among elites. The chapter explores the media coverage from four countries in the Global North Japan, Denmark, Sweden and the United States. It draws on frame analysis to make comparisons among media frames and the role of environmental movements.

    • This article explores processes of articulation in the controversies over third-generation mobile phone transmitters and the interrelated phenomenon of "electrosensitivity." The argument is that the search to fix public image and public concerns tends to alienate the public from technology discussions. An alternative political epistemology of articulations is suggested to explore the dynamics among prereflexive motives, public engagement, and institutional requirements for public deliberations.

  • Futures for the uncommitted? Translating net-zero to pension savers

    • This study explores the ambivalent futures inherent in pension savings. Pension funds aim to create safe economic futures for an ageing population, at the same time as the funds still contain assets in oil and other fossil fuels. The focus in this paper is on how commitments to net-zero emission targets are translated by pension and insurance companies to the public and individual pension savers. The theoretical approach relies on the insights in studies of anticipation that anticipatory practices need to be materialized, for example, in practices, attachments and identities. These insights are brought into the framework of technologies of engagement. The context for the study is the pension system in Sweden, and an analysis is made of what modality of the future is enacted in the tools and practices that are made available for pension savers. A conclusion is that through comforting messages that pension savers neither need to worry about their economic safety, nor that their investments are not contributing to sustainable futures. Together with limited amount of information and insufficient tools for making well-informed investment choices, it is a rather passive pension saver that is assumed and enacted; a pension saver that is committed by default by being embedded in a financial system, but who presumably remains uncommitted to net-zero goals.

At the same time, many issues and strategies among environmental movement actors have been articulated as nation-based. An increased emphasis on the issue of climate change and preparations before the UN Climate Summit in 2009, held in Copenhagen, fuelled the mobilisation of both new and established environmental movement actors in Denmark. The 2009 Climate Summit in Copenhagen has been described as a failure, with claims that it led to a lost belief in international negotiations and a strategy among environmental movement actors to “go back to the national”. This article explores various forms of transnationalisation in connection to the environmental movement and the issue of climate change. We analyse the transnationalisation of the environmental movement within a particular domestic context—Denmark. Our study draws on semi-structured interviews with representatives of, and documentation from, eight environmental movement organisations in Denmark, as well as observation field notes and informal interviews with Danish movement participants and other key actors during the UN Climate Summit 2013, in Warsaw, Poland; 2014, in Lima, Peru; and 2015, in Paris, France. We conclude that climate change as an overall national and transnational agenda for established Danish environmental movement organisations can be understood through various forms of transnational processes that exist simultaneously and that link the domestic and the transnational in multiple ways.

    • Climate change is one of the greatest challenges of our time. The complexity of the issue, along with the breakdown of international negotiations of the UN Climate Change Conference in 2009, raise demands for new forms of mobilization and strategies. In this article, we discuss how strategies of environmental movements to combat climate change can be understood in relation to the ways in which the movement has been institutionalized in a national and global context. We base our analysis on environmental movement actors’ own reflections on their practices and organizational forms as well as previous research describing the history of environmentalism in Denmark. We conclude by discussing the implications in terms of the emotional strategies of the movement and whether climate justice as an issue has affected the strategies of the movement.

    • Om det för några decennier sedan var möjligt att bjuda in till medborgardialog genom att annonsera om offentligt samråd i lokaltidningen och ställa fram en smörgåstårta medan de tekniska och naturvetenskapliga experterna höll föredrag om någon planerad miljöstörande anläggning, så ställs idag allt större krav på professionell hantering av medborgardialog.Ett vanligt argument för breddat deltagande och medborgardialog är att det motverkar teknokrati. Teknokrati innebär att en liten grupp experter har stor makt över beslut som angår många, vilket är problematiskt när det gäller komplexa frågor som behöver belysas utifrån fler perspektiv. Medborgardialog kan bredda perspektiven, och därmed potentiellt motverka teknokrati.Men medborgardialog kan också medverka till teknokrati. Ett intensifierat fokus på rätt typ av expertis och metoder för att initiera medborgardialog riskerar att leda till ett extra lager av byråkrati och expertstyre. I takt med att metodexperter och professionella moderatorer blir viktigare, finns det en risk att sakfrågorna kommer i skymundan, besluten blir mindre transparenta och svårare att påverka.Denna artikel diskuterar spänningar mellan medborgardialog och expertstyre. Frihamnen i Göteborg, som de senaste åren varit i fokus för omfattande planer och försök till medborgardialog, används som exempel på utmaningar som kan uppstå för både stadsplanerare och berörda grupper.

    • Det är svårt att undgå budskapet om att miljön är hotad och att vi alla har ansvar för att lösa problemen. I (O)möjliga livsstilar diskuteras olika innebörder av ansvarsförskjutningar, från stat till individ, som skett till följd av pågående individualiserings- och globaliseringsprocesser. Vi uppmanas på olika sätt genom massmedier, informationskampanjer och reklam att ändra våra vardagsliv och inte minst vår konsumtion i miljövänlig riktning. Ofta används i dessa sammanhang begrepp som grön eller miljövänlig livsstil, vilka då huvudsakligen förknippas med individuella val och konsumtion.Boken har en introducerande karaktär och presenterar grundläggande samhällsvetenskapliga begrepp och teorier, men förutsätter inte några förkunskaper om miljöpolitik eller i sociologisk teori. Den lämpar sig för kurser på grundnivå inom olika samhällsvetenskapliga discipliner, samt för studenter på mångvetenskapliga eller naturvetenskapliga utbildningar med intresse för samhällsvetenskapliga perspektiv på miljöfrågor.     • Environmental impact assessment (EIA) has been developed to include techniques for involving the public in environmental decision making. Although there is evidence from the evaluation of EIA in many countries that these ambitions often fail, little research has been done on EIA from the viewpoint of the public or from a deliberative democracy perspective (a deliberative democracy creates high demands for participation and argumentation for all concerned). This paper discusses public involvement from the perspective of local residents and their possibilities for engaging in deliberative processes in varying arenas. A case study on an airport extension in Sweden is used as an illustrative example of more general questions of public objectives, means, strategies and influence that are raised in relation to public involvement in planning. When local residents find that the EIA process does not provide them with the tools necessary to make an impact, they may find other creative ways of acting, outside as well as within formal arrangements for public involvement. As shown by this case study EIA opens up an arena for deliberation between concerned parties, but which may then be closed by mechanisms that restrict public involvement and impact. However, there are many arenas for deliberation, both within the traditional representative system and through local protests—an important issue to address if we want to understand involvement (or non-involvement) in EIA from the viewpoint of the public as well as from a deliberative democracy perspective.

  • See for yourself! Enrolling the public in nuclear waste management

    • This paper explores exhibitions of nuclear waste facilities and their use as a tool for enrolling the public in the Swedish nuclear waste programme. We argue that the planning process for the final disposal of nuclear waste has dual purposes. On one hand, the consultation meetings provide opportunities for dialogue among a broader set of actors – at least to some extent. The goal of the exhibitions, on the other hand, is to highlight the state of nuclear waste management today and the future goals for nuclear waste. Based on our observations of study visits to existing nuclear waste facilities and exhibitions of existing and planned facilities, we analyse the framing of the nuclear waste issue, how experiences are structured, and the type of visitor that is expected to attend the exhibits. The framing of nuclear waste management in the exhibitions should not be seen as separate from the public consultations, but as a critical tool for generating public interest in nuclear waste. Citizens need to be informed about the issue in order to become involved. The fact that the exhibitions are characterised by a ‘see for yourself’ logic, however, can be contrary to the aims of stimulating a dialogue on the future environmental impact.

    • The starting point of this chapter is recent growing interest in and criticism of public participation instruments, that is, ready-made designs for conducting dialogue with stakeholders or the general public. Several participation instruments emerged simultaneously as the idea of ‘good governance’ based on participation and deliberation gained ascendency. Participation instruments have been praised not only by practitioners and policymakers but also by social scientists for how well they function in overcoming expert-lay divisions and preventing technocratic decision-making, and for how easily they travel to new settings. Recent criticism has emphasized the irony that these instruments can in fact impose an extra layer of technocracy: by being carefully designed and increasingly professionalized, they can alienate the public to whom they are intended to give a voice. This chapter will discuss two such participation instruments, ‘the scenario workshop’, as developed by the Danish Board of Technology (DBT), and ‘the do-it-yourself citizens’ jury’, as developed and used by the Policy, Ethics and Life Sciences Centre at Newcastle University (PEALS).

    • Efforts to include a broader set of actors, knowledges and values in environmental decision-making have been promoted as a key remedy to technocratic decision-making and environmental degradation, and as instrumental for better decisions and democratic empowerment. Yet, such inclusive efforts yield uncertain results and entail various theoretical and practical problems, not least when environmental problems are increasingly complex and transgress political-geographic boundaries. We therefore need to take a step back from the normative presupposition that public involvement will enhance environmental governance with a more agnostic approach to its outcomes in terms of legitimate actors and issues: How are alliances created between issues and actors in relation to specific problems? How are stakes recognized as legitimate and tied to specific groups of actors and scales? What is the relation between governments’ inclusive approaches and visions of socio-technical progress and alternative socio-technical imaginaries of the future? This paper will discuss the contributions in this special issue in relation to these questions. The examples brought up by the authors can all be seen as practices in which legitimate participants and stakes are made real and with various scaling effects and possible futures as a result.

    • Climate change has become an important issue for the environmental movement and for other social movements, which are increasingly engaged in global climate activism. This chapter discusses comparative research literature on the environmental movement and green global governance, engaging in the debate on social movement institutionalization and globalization. It argues that the analysis of institutionalization, which in previous research mainly concerned national political contexts, needs to be re-conceptualized in light of developments that were conceptualized in terms of globalization and neoliberalism. To contribute to such re-conceptualization, the chapter introduces the concepts of de-politicization and responsibilization, arguing that a key dimension of current climate activism is a politics of responsibility. It provides some general methodological reflections, addressing both our study of the global public sphere of the Conference of the Parties (COPs) and the four national cases. Finally, the chapter presents an overview of the key concepts discussed in the subsequent chapters of this book.

    • The contemporary global governance involves a strong emphasis on security involving a number of strategies, conceptualized as securitization as emphasized in the field of governmentality studies. These strategies range from novel forms of surveillance made possible by new technologies, to new methods of organizing the policing of public and private spaces. This chapter takes a closer look at what research on the interaction between policymakers and social movements, both nationally and globally, tells about contemporary environmental governance. The Swedish Dagens Nyheter stands out through the comparatively low media standing it awards the Swedish environmental movement, although this may be explained in part by the de-prioritization of environmental journalism in major Swedish dailies mentioned above. Being aware of the impossibility of constructing clear-cut boundaries between the national and the global in the context of globalization.
