    • SECOA European Commission THE CHALLENGE Global change, human mobility and urban growth, can be considered as the relevant elements affecting the management and development of coastal areas the world over. The increasing number of persons, houses and enterprises in urban coastal areas determines the pressure on the coastal environment, and its natural and cultural resources. There are a permanent increase in water and soil consumption; a generation of water, air and soil pollution; a waste creation; and there are increased urban carrying capacity demands. There is a competition that generates contrasts in the use of natural resources from all the stakeholders involved in the urban context, i.e. residents, commuters, tourists, and enterprises. The ever changing coastal natural environments affected by climate change are further complicating the situation, often in the direction of negative consequences. The problem is how to manage those contrasts through sustainable urban planning, consisting of environmental protection, economic development, and social cohesion. PROJECT OBJECTIVES SECOA will consider the effects of human mobility on urban settlements’ growth and restructuring in fragile environments, such as coastal areas. Whatever happens at the settlement level has consequences on natural and cultural resources. In coastal settlements every phenomenon is more concentrated and effects are more acute. The problems are also multiplied since climate change is affecting the environmental parameters. The need for controlling and reducing unwanted consequences is contributing to the creation of contrasts among stakeholders belonging to different economic sectors and social spheres. An integrated ecosystem approach incorporating social, economic and natural disciplines is essential in understanding and dealing with the complex and dynamic problems facing the coastal city environments. SECOA aims to: identify the ongoing and possible contrasts, analyze their quantitative and qualitative effects on the environment, create models to synthesize the complexity of the different social, economic and environmental systems. This reports provides an initial analysis of important social and environmental features of the two Swedish case study areas Malmö and Gothenburg

    • The following information on the Swedish case studies in the metropolitan areas of Gothenburg and Malmö is provided here: an overview over natural and social resources relevant for conflicts and an overview over main resource user groups in both study areas. Environmental and resource use problems can be identified from the reports analysed, but rarely specific conflicts about resource use. In both of the metropolitan areas, natural resources and ecosystem services are the main resources leading to problems and potential conflicts, less economic and social resources. Natural resources are therefore in focus for conflict analysis in both areas. However, most resource use includes combinations of different resource types. Resource related conflicts are often multidimensional, for example, economic use of resources for purposes of production and development is in conflict with protection and maintenance of the natural resource base. The users described here are heterogeneous groups of varying size and structure. Important users include urban inhabitants and tourists as resource consumers, and among the productive sectors agriculture, fishery, industry, and energy producers.

    • Four conflicts of resource use have been analysed in the Swedish study areas of the SECOA-project. In the Malmö area we studied (1) a conflict about urban sprawl and settlement and (2) one about land use for nature protection, agricultural production or settlement in the surrounding of the city (Falsterbo peninsula). In the Gothenburg area we studied (3) a conflict about nature protection and economic development in the outer parts of the city (Torsviken, with similarities to the Falsterbo conflict in the Malmö area) and (4) a conflict about windpower location in the outer ring community of Kungsbacka. All four conflicts are relevant for the long-term development of the study areas, independent of solutions achieved so far. They cover important issues for natural resource management, for development, productive or consumptive resource use, conservation or protection. Dilemmas of sustainable development and climate change adaptation become visible: the environmental conflicts need to be solved on the way towards coastal and urban sustainable development. But the resolution of the conflicts is – except to some degree for the Falsterbo conflict – not yet integrated with strategies for climate adaptation and transition management for sustainability.

    • Four conflicts have been analyzed, two in each study area: in the Malmö area a conflict about urban sprawl and settlement and one about land use for nature protection, agricultural production or settlement in the surrounding of the city (Falsterbo peninsula); in the Gothenburg area a conflict about nature protection and economic development in the outer parts of the city (Torsviken, with similarities to the Falsterbo conflict in the Malmö area) and a conflict about windpower location in the outer ring community of Kungsbacka. The comparison of the four conflicts allows for the following conclusions: -All four conflicts studied are conflicts relevant for the long-term development of the study areas – independent of the achievement of solutions so far: they cover important issues for natural resource use, for development, productive or consumptive use, conservation or protection. -Local actors are selectively, according to their articulated interests, involved in the conflicts. Also when only few local inhabitants are directly involved (as, e.g., in the windpower conflict analyzed), the conflict is an important event for the local inhabitants, as well in terms of issue attention (by media and in the public), as in terms of its significance for the future economic development of the area. -None of the conflicts identified requires urgent and short term resolution; no immediate or acute risks and dangers are included, although for the action agendas and interests of various stakeholders involved many conflicts appear as urgently and quickly requiring solutions (especially when these are defined as economic interests and connected with investments). -The duration of the conflicts is influenced or predetermined by several other components of the conflicts (e.g. whether it is a dispersed, diffuse, badly articulated conflict or the contrary to such qualities) and through prior conflicts of similar types and solutions achieved in these (e.g. whether there have been determining legal or court decisions, whether there are sufficient and clear regulations or not). Both arguments imply that duration is not an internal quality of the specific conflict, but influenced by external and context factors. Furthermore, conflicts may be long-term processes by their general nature, but shorter processes in a specific local case of such a conflict (as, e.g. the establishment of new energy sources such as windpower). The conflicts analyzed show dilemmas of sustainable development and climate change adaptation that may become more relevant in future (except the windpower conflict that is more specific, although also related to sustainable development). The coast is attractive for settlement, recreation, and in urban areas also for industrial and economic development (e.g. connected to harbours). National level priorities exercise pressure to keep the coast clear or limit certain forms of resource use. Mitigating potential effects of climate change may require resettlement and migration away from the coast (so far not enacted). However, new residents are moving into coastal areas; in the Malmö area this implies that pressure on Scania’s valuable agricultural and green hinterland increases. In the Gothenburg area this implies that within the city boundaries new forms of concentrated settlement are sought, e.g. through the use of formerly industrially or commercially used areas for housing.

    • Jämställdhet har potential att bidra till ett hållbarare transportsystem av betydelse inte minst för klimatutmaningen. Ett transportsystem utan jämställdhetsperspektiv kan inte anses vara hållbart. Vår utgångspunkt är vidare att jämställdhet inte bara handlar om jämn könsfördelning utan också om att uppmärksamma könade normer vilka inrymmer värderingar och ideal baserade på livsvillkoren för kvinnor och män inom samhällets olika områden. I vår och andras forskning har det dock noterats att jämställdhetsperspektivet är påtagligt frånvarande i transportplanering – vilket är ett jämställdhetsproblem som dessutom negligerar en ansenlig klimatomställningspotential. Med ett helt jämställt transportsystem och samhälle skulle resandet vara mer lika mellan män och kvinnor. Det är dock viktigt att poängtera att den senaste forskningen visar att skillnader mellan kvinnor och män skulle kvarstå, även i ett samhälle där ekonomisk standard, förvärvsarbetande och hushållsarbete skulle vara jämställt. Kvarstående skillnader skulle då ha att göra med värderingar, attityder och normer. Oavsett handlar målet dock inte om att kvinnor och män ska göra lika, utan att människor oavsett kön ska ha lika möjligheter att forma sina egna liv liksom att forma samhället. Helt avgörande är det att både kvinnliga och manliga normer tillmäts samma betydelse och är lika styrande av transportplaneringen. nsekvenserna på vardagsresandet av olika åtgärdsförslag. Vår och andras forskning pekar på att begreppet jämställdhet kan användas som en metod för att nå hållbar utveckling. Med tanke på uppställda klimatmål och den tidspress som finns att genomföra klimatåtgärder, kan inte den energibesparingspotential som ett jämställt transportsystem medför negligeras. Det är en självklar demokratifråga att jämställt inkludera både kvinnor och män i utformningen av transportsystemet, men det är även en jämställdhetsfråga att inkludera hållbarhetsperspektivet på utformningen av transportsystemet. Den sammanvägda potentialen för jämställdhet att bidra till hållbarhet kräver både beteendeförändringar och normförändringar inom transportsektorn. Avseende åtgärder visar vår tidigare forskning att problemet inte handlar om frånvaro av strategier eller policys. De finns redan. Det handlar istället om hur de blir till praktiska beslut och handlingar, och om vilka metoder och perspektiv som används i görandet av planer och strategier. De tjänstepersoner och politiker som i sin vardag diskuterar och beslutar om trafik- och transportplanering behöver en större förståelse för varför och hur jämställdhet och hållbarhet är viktigt och hur frågor om jämställdhet är tätt kopplade till hållbara beslut inom sektorn. En sådan förståelse kan bidra till att förändra de normer som styr beslutsfattande mot ett mer jämställt och hållbart transportsystem.

    • This paper aims to analyse and further capture nuances of gender representation in local political decision-making bodies, focusing on implications for transport policy. Since gender is highly relevant for both attitudes towards transport policy as well as political votes, data on the gender and political colour of executives (members of presidiums) of transport-related committees, councils, and boards is analysed. The study is aimed at the local level, since municipal transport policy decisions include areas with clear differences between masculinity and femininity norms. The mapping of representation reveals, in line with other studies, that women are underrepresented in the most leading position (as chairperson of the City Board 31-37%), and that presidiums of transport-related committees, especially, are highly dominated by men (72-74%) with no clear positive trend in female representation identified over the studied years. The result suggests that transport-related decisions are disproportionally shaped by men as well as masculine norms, with implications for the transition towards transport sustainability.

The article investigates whether masculine and feminine norms on sustainability affect transport planning and if they are concretely expressed in transport solutions in planning and policy documents in Swedish municipalities, considered high achievers in sustainable transport. The article also observes gender representation and political affiliation related to gender sustainability norms. Our results show that all municipal committees that handle transport planning adhere to masculine and feminine sustainability norms but that there are significant differences in the content of the policies. Our results do not verify a relation between norms and the representation of men and women in the transport committees, we find evidence of divergences between masculine and feminine norms in relation to political ideas.

    • Which form of governance is required to bridge tensions that stem from the urgent need of climate change adaptation (CCA) on the one hand, and the imperative of upholding peace and social stability in vulnerable areas on the other? This article proposes transformative governance as a framework and methodology for addressing this question. It recognizes that the increased pace of climate change requires urgent and thorough adjustments to actual or expected climate change effects through a transformation of societies to increase their capacity to build sustainability. Our framework for transformative governance approach responds to this imperative and is based on three components: a theoretical framework for peaceful CCA governance derived from the fields of sustainability governance, political ecology and peacebuilding, second, a ‘glocal’ and bottom-up approach illustrated by two examples of cross-border collaboration, that demonstrate peaceful CCA governance as necessarily glocal, thirdly a learning methodology that implies context-based, goal-oriented, pluralistic and interactive co-production of knowledge. These are argued to be vital conditions for implementing CCA governance that is transformative and supports peaceful societies.

  • Conflict resolution in coastal management: Interdisciplinary analyses of resource use conflicts from the Swedish coast

    • Natural resource use conflicts at urbanized coasts and their analysis and resolution are the main themes of this thesis. Based on the analysis of four conflict cases from the Swedish coast, I explore the ways the local management of coastal resources may be connected with a broader notion of sustainable resource management. Two questions guide this study. The first one is in regard to the theoretical and methodological development of coastal conflict research. It asks whether and how coastal conflicts can be analysed in an interdisciplinary manner. In answer to this research question, I developed an interdisciplinary conceptual framework for the analysis of local coastal conflicts. This framework is an example of the form that methodologies for interdisciplinary knowledge integration can take in a natural resource management study. The framework combined and integrated knowledge from different discourses and disciplines of environmental conflict research with the knowledge from empirical conflict studies and allowed for more integrated and complex conflict analysis. The second question is practice and management oriented and concerns how practical conflict resolution can be improved with sustainable coastal resource management as a goal. The findings highlight the importance combinations of formal and informal resolution strategies have, the key role of practices of knowledge use and the importance of power imbalances among stakeholders for conflict resolution. By setting out to link together the analyses of conflicts and conflict resolution in the practice of resource management and policy with the normative aspects of sustainable resource management, I highlight that interdisciplinary analyses of resource use conflicts and integrated approaches to conflict resolution should be incorporated in sustainable resource management and planning as a necessary part.

    • Coastal resource management requires the resolution of local resource use conflicts. The research on coastal conflict resolution is still scarce despite the progress made in fisheries and marine related conflict studies. Utilizing qualitative methodology this paper makes comparative analyses of strengths and deficits of coastal conflict resolution practices in three conflicts from the Swedish west coast and five conflicts from the United Kingdom, Italy and Belgium, all studied in the context of the European research project SECOA (Solutions to Environmental Contrasts in Coastal Areas). The analyses focus on power relations among the stakeholders and their practices of knowledge use, including knowledge integration and joint learning. The results show deficits of research and practical neglect of these aspects in coastal management. In the discussion the question of how approaches to conflict resolution can be improved and integrated into long-term strategies of sustainable resource management in coastal areas is addressed. It is concluded that complex conflicts over natural resource use require context specific combinations of formal and informal resolution methods. The interconnected components of transformation of power relations, knowledge integration and joint learning are seen as key components of conflict resolution.

    • RECOMMENDATONS: • Housing is more than a place to stay, it is a human right and one of the cornerstones of the integration process. • There is a need for holistic thinking, formulating coherent policies to address integration from the moment people arrive in Europe. • Lack of housing is not only a severe problem in itself, it also prohibits refugees from accessing other social services. • Policy and regulatory legislation challenges related to the categorizations of asylum seekers, refugees and homeless people need to be addressed as they result in exclusion from the right to housing and in increased barriers to integration. • Local NGOs have an important role in facilitating housing and integration policies implementation on the ground and need more support. • Most comprehensive knowledge of the housing needs exists at the local level. Resources and political will are needed to take more action and support local initiatives. • There is a need for new policies which can address housing for beneficiaries of international protection in new ways, recognizing the added value of the direct involvement of local communities in integration processes. • Policies need to be developed at the local level, where integration happens, in addition to being implemented there. • There is a need to take stock of national and local administrations’ efforts in reception and integration of immigrants and implement long-term strategies for social inclusion of refugees and beneficiaries of international protection.

    • High anthropogenic pressure on coastal ecosystems, competition for natural resources and climate change are major challenges to the sustainable management of coastal areas. Two cases of resource use conflicts in coastal urban areas in the south and west of Sweden analysed here illustrate these challenges. The social practices of using and integrating knowledge and joint learning in conflict resolution show that dominant actors and their knowledge practices have a strong influence on conflict resolution and its outcomes. Improved conflict resolution requires more efforts to achieve knowledge integration and joint learning of stakeholders in open, dialogue-based strategies in all phases of the resolution process.

    • Knowledge integration is often highlighted as a necessary precondition for sustainable urban planning. It is also a way to manage conflicts in complex institutional settings and practices. However, analyses of knowledge use practices in empirical planning cases are rare. In this paper, we aim to better understand knowledge-related aspects of conflict development and resolution. We perform a detailed analysis of how different types of knowledge are used by conflicting actors in two urban development projects in Gothenburg, Sweden and reflect on the implications that such practices have for conflict resolution. We show how integration of knowledge can be identified in the context of planning conflicts and how knowledge use related roots of conflicts become more visible. Attention to how knowledge is used and integrated in conflict management can shed more light on shortcomings of resolution processes and serve as a base to improve conflict resolution towards more lasting, long-term oriented, and therefore more sustainable solutions.

For that purpose an interdisciplinary conceptual framework is elaborated and applied in exemplary conflict analyses. The framework combines knowledge from different fields of environmental and conflict research. In an analysis of 26 local, non-violent resource use conflicts in the Swedish metropolitan coastal areas of Gothenburg and Malmö, the themes of coastal landscape changes, resource management, and conflict analysis are connected in a governance perspective. The data were collected through qualitative, semi-structured interviews and discussions with local stakeholders and experts, document analysis and analysis of articles from local newspapers. The conflict analysis showed the multi-faceted and complex nature of the conflicts. Solutions require interdisciplinary research and knowledge synthesis. Our conclusions relate to the requirements of further development of knowledge integration and approaches to multi-scale environmental governance.

    • In March 2016 Sweden introduced a national refugee settlement dispersal scheme, the Settlement law (Bosättningslagen), that makes it mandatory for municipalities to accept a specific number of refugees and to arrange for their accommodation for a period of at least two years (Government 2016a). In July 2016 the government implemented a temporary law that minimized the use of permanent residence permits in favor of temporary permits. The settlement law applied for recipients of international protection makes a distinction between different forms of housing solutions already in the phase of asylum seeking. The Swedish Migration Agency is responsible for providing housing for asylum seekers while their application for asylum is processed. According to the law the two options for asylum seekers are EBO which means that they arrange for their accommodation on their own and ABO which means that the Migration Agency is allocating them in either small apartments or reception centers. In Sweden immigrant integration and accommodation is allocated to the municipal level. As discussed above though the first step of allocating beneficiaries of international protection across the different municipalities lays with the national government. This already limits to a certain degree the power of municipalities which have to respond to the numbers of allocated migrants that every year are assigned to them by the state. Municipalities are the main responsible actor for integration and accommodation. This includes housing and education. Until the settlement law stepped into force in 2016, the distribution of refugees in Sweden was organized through communication and agreement between the Swedish Migration Agency and the municipalities. This allowed municipalities to decide how many people they wanted to take. Between 2006 and 2010, 92% of all Swedish municipalities received and settled beneficiaries of international protection. There is a considerable housing shortage in Helsingborg, especially for the social group of refugees and migrants (according to our interviewees). Considerable part of this group of citizens find their housing in the second hand rental housing market, which sometimes includes “black” contracts (informal). Another issue in Helsingborg is that many households in need for housing do not qualify for social support in relation to housing. In Helsingborg the non-profit municipal housing company Helsingborgshem that owns and runs SällBo as well as many of the rental housing in the city (12 500 apartments), uses a model according to which persons who have income support (allowance) do not qualify as persons with reliable income. The municipality of Helsingborg in its role of an owner of Helsingborgshem took the property to accomodate unaccompanied minors. The flats in the building were for a while rented out to the Social Administration (Swe.: socialförvaltning) which took care of the unaccompanied minors. The leadership group in Helsingborgshem still wanted to accomplish the original goal and make a security home for elderly. They took initiative and suggested that the property could provide for the needs of both Swedish elderly and refugees. Both groups are in need of cheap affordable housing, which Helsingborgshem in general offers, in contrast to other housing companies in that segment of the housing market. With this initiative the goal was reformulated towards building a socially sustainable solution for both groups, taking into consideration their specific needs. SällBo can be seen as a successful case of promoting integration of refugees into the Swedish society for real, beyond formal housing, though everyday interactions and social activities. The language is central for such encounters to be meaningful and productive. The refugees are encouraged to learn and speak the language as they need it to communicate with their neighbors, attend and actively participate in monthly meetings, join and enjoy hobby-groups. Importantly, SällBo concept promotes and stimulates integration that is based on non-tangible aspects, such as sense of belonging (when refugees know all the neighbors and vice versa), sense of security, sense of home (the neighbors are genuinely interested in how one is doing).

    • Analysis and resolution of coastal resource use conflicts have largely been neglected in coastal research, environmental policies and resource management strategies such as Integrated Coastal Zone Management (ICZM). We review theoretical approaches and empirical studies from European countries about environmental and natural resource use conflicts with the aim to clarify the requirements for developing interdisciplinary coastal conflict research as a component of sustainable coastal management. Issues of terminology, conceptual and methodological differences and requirements for analysing and solving resource use and management conflicts are addressed. Thereafter, possibilities of consolidation of the research field and the perspectives of future coastal conflict research are discussed – along with comparative studies of conflicts, conflict management, and integration of the knowledge of resource users. We conclude that the reviewed conflict concepts, typologies and approaches can be integrated and thus help to improve context-specific analysis of multi-scale coastal conflicts. Such conflicts are part of sustainable resource management that needs to deal with consequences of global environmental change, especially the rise in sea levels in coastal areas.

    • Conflicts over land use and their resolution are one of the core challenges in reaching sustainable development today. The aim of this paper is to better understand the mechanisms that underlie conflict resolution. To do so we focus on the use and integration of different knowledge types for conflict resolution in three fields: natural resource management, transdisciplinary research and urban planning. We seek to understand what role different types of knowledge have in the different examples and contexts given. How is knowledge conceptualized and defined? How is it used and integrated to resolve conflicts? These questions are answered through a thematic review of the literature and a discussion of the different knowledge typologies from the respective research fields. We compare conflict resolution approaches and, as a synthesis, present an interdisciplinary knowledge typology for conflict resolution. We find that knowledge use centered approaches are seen as facilitating a common understanding of a problem and creating a necessary base for more productive collaboration across disciplines. However, it is often unclear what knowledge means in the studies analyzed. More attention to the role that different knowledge types have in conflict resolution is needed in order to shed more light on the possible shortcomings of the resolution processes. This might serve as a base to improve conflict resolution towards more lasting, long-term oriented and therefore more sustainable solutions. We conclude that the three literatures inform and enrich each other across disciplinary boundaries and can be used to develop more refined approaches to understanding knowledge use in conflict analysis and resolution.

    • Planning is one of the envisioned strategies for reaching policy goals of urban social sustainability. However, the practical realization of this vision faces a number of challenges not least due to conflicts of interests and goals that arise in the planning process. There also seems to be a lack of understanding of the relationship between formal planning and social sustainability goals that are often normative and visionary. In order to bridge this knowledge gap, this paper investigates how urban social sustainability can be implemented in urban planning in the context of conflicts of interests and goals. In particular, we explore two questions: (i) whether and how planning procedures are interconnected with local policy goals for social sustainability; (ii) whether and how conflict affects the implementation of these goals through planning. The paper presents a qualitative case study of planning of temporary housing for immigrants in Gothenburg, Sweden, where a conflict of interests developed in conjunction with the planning. The local social sustainability goals are operationalized through the specific sub-goals of accessible and more equal living conditions, distribution of and equal access to housing for all groups in the community, and reduced social and ethnic segregation and discrimination in regard to housing. We identify shortcomings in the integration of local urban social sustainability goals into planning procedures and find that conflicts of interests as well as conflicts of priorities within and between the policy goals complicate their integration into formal planning procedures. More attention needs to be given to improved operationalization of the questions of priority and conflict resolution, both in planning and in urban social sustainability policy, if planning is to be considered a viable strategy for implementation of social sustainability goals.

    • In the context of the difficult issue of managing fishing in a sustainable fashion, this study develops strategies to support more efficient and effective management of the Baltic Sea Regional Advisory Councils (BS RAC). Established by the EC as a new governance process in order to include new voices into the decision making process, the BS RAC consists of representatives of the fishing industry, national representatives, and environmental groups. It is charged with providing advice to the Commission in a consensus report based upon data on the status and prognosis for the fisheries, provided by scientists. Both the process of consensus building and the use of scientific advice have been problematic. This study analyses the communication process within the BS RAC through observations and in-depth interviews. Based on identified obstacles and areas of conflict, strategies and methods will be developed which seek to improve conflict solutions among stakeholders, increase understanding, and support an efficient consensus achievement. The strategies include individual conversations to address the perspectives and ideas of RAC participants and develop a common core of understanding, as well as joint fact-finding and the design and implementation of neutral, independent, expertly-mediated dialogues as a pilot program. The successfully tested strategies can be replicated and used to improve the long-term outlook for the Baltic Sea fisheries, as well as serving as a model to ameliorate other conflicted issues of governance of common resources.

    • Maskulina normer dominerar i transportsektorn men vi vet inte exakt hur de påverkar hållbarhet på kommunal nivå. Detta projekt studerar vad som krävs för att jämställdhet ska bidra till transportsystemets omställning och vill förstå hur jämställd representation och maskulina och feminina normer (könade normer) påverkar praktiska beslut kopplade till hållbarhet på kommunal nivå. Denna studie baseras på en kvalitativ analys för att utröna processen kring transportpolitik i förhållande till hållbarhet och könade normer i åtta utvalda kommuner. Kommuner har i projektet valts ut baserat på ett hållbarhetsindex samt representation av kvinnor i nämnder involverade i transportbeslut. Från dessa kommuner har 669 dokument från transportnämnder analyserats. Resultaten från dessa har kompletterats med intervjuer, där ordförande samt första och andra vice ordförande i respektive kommuns nämnd med ansvar för transportfrågor har tillfrågats.Kritiska maskuliniteter manifesteras framförallt genom fokus på minskat resande där exempelvis bilparkering på allmänna ytor och ändringar i bilnormen diskuteras men även förtätning och att förbjuda motorfordonstrafik. Omsorgsfrågan inom eko-feminism handlar tex om den äldrevänliga staden och om äldres tillgänglighet i de centrala delarna av staden. Barnperspektivet finns också kopplat till trygga och säkra skolvägar. I flera kommuner som ligger högt i hållbarhetsindex är politiken överens om mål och visioner på övergripande nivå. Emellertid finns ett antal grundkonflikter som kan handla om ianspråktagande av jordbruksmark för exploatering. Här finns en konflikt mellan eko-femininiteter, med tanken om holism där omsorg om natur, kultur och miljö, och teknisk maskulinitet med tanken om stadsutveckling och fokus på parkering och infrastruktur. Det finns även politiska motsättningar kopplat till huruvida gång, cykel och kollektivtrafik bör främjas på bilens bekostnad. Detta kan ses som en konflikt mellan framförallt kritiska maskuliniteter (minskat resande med framförallt bil) och tekniska maskuliniteter där bilen inte behöver begränsas eftersom fokus på elbilar kan kompensera utifrån ett klimatperspektiv.
