  • Managing broad responsibility together in a municipal company : Communication as prophylaxis

    • Municipal companies are important actors in the pursuit of the goals of Agenda 2030 and are often formally obliged by their owners to work towards achieving these goals, but without jeopardizing ongoing production and the delivery of vital public services. This has, however, shown to be challenging, and managers are often unsure how to develop new ways of organizing to meet such complex challenges and take on broad responsibility. What has been recognized is the importance of collaboration, which is a beneficial and distinct organizational form of its own that creates value greater than what individual organizations can do separately. Such ways of working are, however, hardly straightforward endeavours, since they usually involve members with contrasting goals and approaches, are inclined to fragmentation, and can sometimes even add to the challenges they set out to resolve. The aim of this thesis is to understand the practical challenges associated with collaborative efforts to manage broad responsibility in a municipal company. In response to this aim, responsible managing is studied both empirically and through a research literature review. The purpose of the literature review is to better understand the challenges of managing broad responsibility and what is currently being done to achieve the goals of Agenda 2030 at the municipal level. To understand how responsible managing is accomplished in practice, the enactment of responsible manging is empirically studied in a municipal company over a total of four years. Particularly, two cases have been studied using a participatory research approach: first, the case of a top management team managing responsibly together and second, the case of responsible managing in interorganizational collaboration in a municipal company. For both cases, a theoretical lens is used, resting on a social constructionist and processual-relational ontology, supported by practice-based studies in the communicative stream. This means that attention is focused on communication (both talk and text) in an approach that views responsible managing as a communicative practice, a form of emergent, relational, and situated practice and the means by which responsible managing emerges, is sustained, and transformed. The overall results show how situated communicative practices are influential for preventing the limitation of broad responsibility, fragmentation of the share responsibility, and the deprioritization of obligations over time. Based on this, a metaphor of dental prophylaxis is proposed. By conceptualizing responsible managing as a situated communicative practice and showing how responsible managing may be enacted, this thesis contributes theoretically to the field of organization and management.

  • Negotiating shared Responsibility for sustainable urban Development: Pronouns and In-here-ness as rhetorical Resources

    • This article explores how issues of shared responsibility are negotiated in the realm of managing collaborative efforts between organizational actors for sustainable urban development abiding to the Agenda 2023 – with a particular focus on the rhetorical resources used in such negotiations. Through empirical material from recorded meetings in a one-year project at a municipal company, the article contributes to previous literature on collaborative ways of organizing and managing complex public challenges. With a focus on the discursive construction of shared responsibility, the concept of in-here-ness is introduced to denote accepted and assumed responsibility, which may shift through the use of pronouns: from a narrow ‘I’ or ‘we’ of stakeholders to a wider ‘we’ of collaborating parties. The article further contributes to the empirical field of sustainable development at the municipal level.

  • Religions – a Janus Faced Phenomenon in Local Politics : A Swedish inter-religious council and participants’ views on religions as a possible asset for societal cohesion in the local community

    • Religions can facilitate cohesion, belonging and feelings of safety or underpin tensions, separatism or terrorism. This has led local, national and international policymakers to use inter-religious councils to overcome local conflicts facilitating dialogue. Sweden is facing a growing number of inter-religious councils around the country. This article focuses on the inter-religious council in Midtown. The aim is (1) to describe how politicians, civil servants and religious leaders as participants in the council express their expectations on the Midtown inter-religious council and (2) to analyse these accounts in light of ongoing research and European examples of inter-religious dialogue. Data have been collected via interviews and participant observation, and analysed through two critical lenses, one focusing on social cohesion, the other on fears of militant religious extremism. Results show that members of the Midtown council view religions as constituting possible obstacles but mainly as an important asset in a process of conviviality.

  • Hur fungerar det kunskapsbaserade brottsförebyggande arbetet? : En processutvärdering av arbetet med lägesrapporter och medborgarlöften i Fagersta och Ludvika kommun

    • Syftet med denna processutvärdering har varit att kartlägga och analysera arbetet med lägesrapportering och medborgarlöften i Fagersta och Ludvika kommun. I linje med utvärderingssyftet ovan har frågeställningar som undersökts i processutvärderingen för respektive insats i båda kommunerna varit följande: Den första har handlat om vilka framgångsfaktorer, risker och hinder var som funnits utifrån de uppsatta målen och den andra om vilka förbättringsförslagen har varit för respektive insats.Det empiriska materialet består av intervjumaterial och dokumentation av insatserna i Fagersta och Ludvika. Utvärderargruppen närvarade vid möten i EST-gruppen och lokala Brå i Fagersta, samt FAS-gruppen och lokala Brå Ludvika. Vid dessa tillfällen presenterades utvärderingens upplägg och planeringen för intervjuer. Därefter planerades intervjuerna. Åtta fokusgruppsintervjuer (med sammanlagt 34 deltagare) och tre individuella intervjuer genomfördes. Samtliga intervjuer genomfördes via Teams på grund av rådande omständigheter med Covid-19. Intervjuerna utfördes utifrån en anpassad intervjuguide bestående av semistrukturerade frågor.Resultaten från processutvärderingen visar att likheterna mellan kommunerna överväger, men det finns också skillnader. I såväl Fagersta som Ludvika kommun utförs ett målinriktat brottsförebyggande arbete och det finns goda förutsättningar att stärka detta arbete. Utifrån resultat och analys av intervjuer kan ett antal slutsatser dras om framgångsfaktorer, risker och hinder, liksom möjliga förbättringsförslag identifierats avseende arbetet med lägesrapporter och medborgarlöften i berörda kommuner. De centrala slutsatserna för det pågående brottsförebyggande arbetet utifrån analysen av intervjumaterialet är följande:* Arbetet med lägesrapportering har stärkt kommunernas kunskap om sina respektive lokala utmaningar* Kommunernas brottsförebyggande arbete skulle stärkas ytterligare av en mer tydlig och sammanhållen process* Återkopplingen till lägesrapporteringsgrupp och rapportörer behöver utvecklas* Kommunernas kan ytterligare stärka sitt förebyggande arbete genom att tydligare kommunicera de åtgärder som genomförs

    • Employment integration is a cornerstone of migrant integration into host society. Though many AI initiatives targeting migrants have been initiated, research is limited on the design, outcomes and effectiveness of such initiatives. Today, there is a lack of effective implementation protocols and opportunities to assess whether these technologies constitute successful intervention tools and actually contribute to migrant integration.This four-year interdisciplinary research projectseeks to gain a deeper understanding of thechallengesandopportunitiesthatartificialintelligence(AI)entailsforfacilitatingmigrantemploymentintegrationandworkplaceinclusion. We address the following research ques-tions:1. How is AI used by migrants, their co-workers and the actors involved in their employment integration process? 2. How does AI enhance migrant professional competences?and 3. What are pathways to success of AI interventions for integration and inclusion purposes?Acombination of qualitative and quantitative research methods (interviews, focus groups, shadowing and interactive workshops) is used. Insix work packages (WPs)we analyze and identify the challenges and opportunities thatAI entailforfacilitatingmigrantemploymentintegration.     • The aim of the article is to shed light on the social dynamic that characterizes communicative breakdowns. As a first stage, this has been explored through individual and group interviews with 34 healthcare professionals about situations where they claim there has been a communication breakdown. Based on the professionals’ testimonies, the research question was: how do professionals illustrate their experiences of communicative breakdowns? In terms of theory, the study draws upon an integrated approach to language and social interaction dynamics – for example how actors mediate positions and roles, but also present, negotiate and determine the course of action in patient cases. Findings show: (1) different degrees of severity in communicative breakdowns, and (2) that the professionals have developed and use both explicit and implicit strategies to handle ”delicate relationships” in this kind of interactions.

  • Flashback as a rhetorical online battleground : Debating the (dis)guise of the Nordic Resistance Movement

    • The right-wing Swedish Nordic Resistance Movement (NRM) is increasingly active on social media. Using discursive psychology, this text explores the rhetorical organization of text and rhetorical resources used on the Swedish online forum Flashback. The aim is to reveal and problematize truth claims about NRM made by antagonists and protagonists. Questions are (1) how and what do NRM antagonists and protagonists convey in Flashback posts about NRM, and its ideology and members? (2) how do NRM antagonists and protagonists make truth claims about NRM in Flashback posts? The empirical material consisting of 1546 Flashback posts analyzed to identify typical discussions on “NMR’s true nature”; accomplished social actions stemming from the posts. Findings show that the Flashback thread can be understood as being a rhetorical battle that concerns the “truth” about NRM, where a variety of rhetorical resources are used to render statements credibility and those involved legitimacy.

    • The launching and establishment of a social problem: An analysis of the debate on Swedish national level gymnastics in Dagens Nyheter 2012-2013In 2012 Sweden’s largest daily newspaper, Dagens Nyheter, published a number of articles on the state of affairs in Swedish national level gymnastics. In these articles, ex-gymnasts, coaches, parents and physicians stepped forward and testified about recurrent wrongdoings and abuse against young (particularly) female gymnasts. In response to the criticism, the accused coaches and representatives of the Swedish Gymnastics Federation downsized or dismissed the criticism as inaccurate. This being said, and using discursive psychology and a qualitative design, this article sheds light upon this debate – by viewing it as a struggle between a hegemonic discourse of ”the goodness” of sports, on the one hand, a number of unfavorable and negative testimonies of the state of affairs in Swedish national level gymnastics on the other. More concretely, this struggle has been analyzed with regard to the discursive and rhetoric resources the involved parties’ used to pursue their claims about the state of affairs in Swedish national level gymnastics and the impact these resources had for their credibility and legitimacy. Questions were: Who is entitled ”to spell out” their view on the state of affairs within Swedish national level gymnastics? What is mediated and how? How are descriptions and accounts about reality constructed as credible and factual? It is concluded that social problems are launched via co-production; in this process, the gymnastics community, the research community, single individuals, and the media – were co-actors.

    • Aim: The aim of the study is to uncover and reveal how nurses as a profession and their working conditions are dramatized and portrayed inSwedish media narratives about the shortage of nurses. Background: The media is an arena where stakeholders can air their views of the healthcare sector in general and the situation for nurses in particular. The focus in this study is the debate in Sweden on the shortage of nurses. Design: Qualitative discursive study. Method: A discourse analysis of media narratives about nurses and their working conditions published in several Swedish newspapers from 2009-2014. 1779 articles were included in the study. A selection (113 articles) of these articles was further analysed using a qualitative discursive psychological approach. Findings: Nurses are portrayed as being good, concerned about and critical of healthcare managers and politicians for not taking action. The accused actors justify their actions by partially accepting or displacing responsibility. The shortage of nurses is framed as a social problem - a threat to patients' safety. Seven different types of metaphorical expression frame the problem as inevitable, beyond control, abstract, an individual and collegial problem and nurses as replaceable. In addition, nurses and patients are dehumanized and no-one is held responsible. Conclusions: This study analyses the role of the media in emphasizing the seriousness or obscurity of the problem and possible solutions to it. Alternative narratives are needed to re-frame the nursing shortage and to find sustainable solutions.

    • Societal crises and personal challenges are often followed by substantial changes in physicalactivity. Is there a link between such changes and psychological well-being? Seeking to answerthis question, we conducted a correlational study on a representative sample in Sweden during thefirst year of the COVID-19 pandemic (N = 1035). About 49% of the sample had decreased theirphysical activity compared to their self-reported activity level prior to the pandemic, whereas 32%had increased it. The results showed a positive and robust association between changes in dailyactivity level and corresponding changes in psychological well-being. Specifically, individuals whohad reduced their physical activity over the last year reported lower life satisfaction than before, andindividuals who had increased their physical activity reported higher life satisfaction than before.The amount of complete physical inactivity (sitting) showed a similar pattern as the exercise data,meaning that individuals who reported increasing inactivity per day also reported a greater declinein life satisfaction. Additional analyses showed that the association between daily activity level andlife satisfaction was somewhat stronger for men than for women, but there was no difference whencomparing individual versus organized activities. The current study was based on a cross-sectionaldesign, measuring self-reported change over time. Recent work from other research teams have usedlongitudinal data and experience-sampling in different settings, finding similar results. We concludethat there is good reason to recommend physical exercise as a coping strategy in difficult times.

  • The comeback effect : How happy are people who have recovered from a COVID-19 infection?

    • There is already a large body of research on the dramatic negative effects of COVID-19 on peoples’ mental and physical health. Millions of people have died, and the pandemic has negatively influenced the lives of billions of people. Luckily however, the vast majority of people infected with the virus, recovers. The happiness and wellbeing of these people have not been extensively studied. In the current paper, we ask the question: Are people who have recovered from a COVID-19 infection happier than those who have not been infected at all? Building on previous research on hedonic adaptation and counterfactual thinking, we hypothesize, and find, that those who have had an infection appear slightly happier than others.  The study relies on two surveys conducted in Sweden during the pandemic in 2020 (n=1029) and 2021 (n=1788).

    • I den här texten sammanfogar vi två områden som varit angelägna för oss under våra år i akademin: dels hållbar utveckling, dels samverkan mellan lärosäten och omgivande samhället – det vill säga civilsamhället, näringslivet och den offentliga sektorn (en uppsättning aktörer som brukar sammanfattas med begreppet kvadrupel helix). Vi är övertygade om att en hållbar utveckling innebär stora samhällsförändringar och måste bygga på människor som vill förändra och vill förändras. Vidare ser vi kvadrupel-helix-samverkan och samskapande som nyckelverktyg för att optimera ansträngningarna för att säkerställa en hållbar utveckling. Med detta sagt sällar vi oss till den växande skara som i utmaningarna med en hållbar utveckling ser hopp och möjligheter samt en kraft och vilja till att förändra.

    • The impact work leading to the in-depth understanding of quadruple helix co-creation in social sciences and humanities is based on the ACCOMPLISSH project, that has received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement No 693477. This paper is based on one of the reports written up there, shows illustrations of co-creation as discussed in focus group interviews of quadruple helix partners at 14 European universities and presents first-hand excerpts of the report. Our ambition is to rewrite the paper into an article publishable in peer-reviewed academic journals and based on previous studies published in other academic journals.

    • Governments have enforced measures to limit the spread of COVID-19 with varying degrees of success, which could affect people’s physical activity (PA) and sedentary behavior. This study aimed to examine changes in PA levels, types of PA, and sedentary behavior in the Swedish population before and during the COVID-19 pandemic. Associations between changed PA levels and demographical and behavioral determinants were also investigated. In December 2020, 1035 individuals (18–79 years old) completed a survey about their PA and sedentary behavior before and during the pandemic. Factors influencing their PA were also explored. Fifty-one percent of the sample reported reduced total PA, 18% had no change, and 31% increased their PA. Overall, organized PA decreased the most and sedentary behavior increased. The youngest and oldest age groups reported the greatest reduction in PA, while middle-aged groups reported the most increased PA. Men reported a larger increase in sedentary behavior than women. Mental and physical capability was associated with change in PA. In conclusion, this study indicates that, during the COVID-19 pandemic, the majority of the Swedish population have decreased PA levels with a concurrent increase in sedentary behavior, which may have negative health consequences. Interventions are recommended to address both PA and sedentary behavior, specifically to strengthen people’s ability to perform PA and focusing on the youngest and oldest age groups.

Associations between demographical and behavioral determinants, and changes in PA were also investigated. Method: In December 2020, 1.035 individuals (18-79 y) completed a survey about PA and sedentary behavior, at present and before the pandemic. Factors influencing their PA were also explored.  Results: Fifty-one percent of the sample reduced total PA, 18% had no change and 31% increased PA. Overall, organized PA, for example at fitness centers and sport training, decreased the most, and sedentary behavior increased. The youngest and the oldest age groups reported the greatest reduction of PA, while the middle age groups reported the most increased PA. Mental and physical capability was associated with PA change. Conclusion: During the pandemic, most of the Swedish population have decreased PA levels with a concurrent increase in sedentary behavior. This may have both a short-and long-term negative health impact on individuals’ and populations’ health.  Implications for caring in a changing world: As physical inactivity already is a global public health problem during non-pandemic circumstances this study’s findings call for further actions during and after the pandemic to support people in maintaining or increasing daily PA and decreasing sedentary behavior. Interventions in health care are recommended to strengthen peoples’ ability to perform PA, focus on the youngest and oldest age groups, and be applied on an individual basis as well as in organizational contexts.

    • The issue of unemployment has become individualised. In recent decades, Swedish social- and labour market policies have changed towards an emphasis on activation, which places greater demands on the job seeker to actively seek work, participate in employment initiatives and improve their employability. This thesis studies how these requirements are expressed in the municipal acti­vation of young people (18-29 years of age). The purpose of the study is to highlight and problematise the activation’s creation of employable individuals and its consequences for young people’s identity work.The study is based on ethnographic field work in an activation programme. The data consists of field notes, interviews and audio recordings from the pro­gramme’s daily activities and the young people’s tripartite meetings with pub­lic employment officers, which are also attended by staff from the activation programme. Based on Goffman’s perspective on total institutions and an inter­actionist, discursive and narrative approach, the study illustrates activation from the point of view of the programme participants’ own perspectives and narratives.The analysis shows how the programme screens young people from their environment and at the same time monitors and controls them. A daily sched­ule has to be followed, which means that all the young people do the same activity at the same time. The analysis identifies the prominent discourses that set the framework for the design of the activation and the everyday activities, as well as how the young people’s situations and needs are understood. The participants are categorised as “problem young people” with faults and fail­ings. Included in the activation is a desire to change them into employable and capable individuals who can fit into the adult world. However, it is the young people who are responsible for working on themselves in accordance with the prevailing ideals. Thus, it is not primarily about reinforcing their competences in aspects like education and experience of working life. Rather, the young peo­ple are encouraged to adopt new ways of thinking and characteristics, such as being active, flexible, reflexive, well-behaved and accepting responsibility. They are challenged to show motivation, self-confidence and social and com­munica­tive skills. By encouraging the young people to change themselves and adopt certain personal characteristics, the activation conveys the image of un­employment as a personal problem that requires a personal solution, rather than a social problem. In the young people’s narratives, the activation is depicted as meaningless in that the programme does not lead to employment. At the same time, the young people say that the programme has given them new values and ways of seeing themselves. The activation can therefore be understood as a practice of normalisation as well as a semi-total institution that disciplines and changes the participants.

    • Although many studies have been conducted on the effects of COVID-19 on individual lives, only a few focus on the changes in mental health and views of public institutions during the pandemic. This study aimed to investigate how mental health, i.e., life satisfaction, worries, and psychological distress, and views on public institutions’ communication and activities have changed among Swedes during the COVID-19 pandemic, and whether this was moderated by age and sex. In April–May 2020 (survey 1) and in January–February 2021 (survey 2), 2554 adults and 1904 newly recruited adults, respectively, anonymously completed online surveys. We found that life satisfaction and psychological distress did not change from survey 1 to survey 2. However, the level of worries increased, and the positive views of the public institutions decreased. Moreover, worries and psychological distress increased more in young adults than older adults. Finally, the change in the views of the public institutions was not related to the change in worries. Our results highlight the COVID-19 long-term impacts on individual mental health and call for the need for future research concerning the consequences for the population, especially among young adults. The results also indicate that the views on activities of public authorities decreased over time, especially among men. Given that loss of this trust can have vastly negative effects, for instance, on the vaccine campaign, it is important to monitor this trend, to increase awareness among Swedish authorities. The results also stress for institutions to provide adequate support both during the COVID-19 pandemic and in a future crisis.

    • Physical activity (PA) and sedentary behavior (SB) changed during the COVID-19 pandemic; hence, this study examined PA and SB at four time points between December 2019 and December 2022. The participants' PA decreased during the pandemic and did not recover afterwards. Among women, PA increased slightly in 2022 but not at all in men. From 2019 to 2020, SB increased and then decreased to near the pre-pandemic level in both sexes. Regarding age, PA decreased in the oldest age group (65-79 years) across all time points, while SB increased in all age groups during 2019-2020 and then returned close to pre-pandemic levels among the two middle age groups (30-64 years), but not among the youngest and oldest groups. Considering occupation, PA decreased from 2020 to December 2022 among retired and "other" participants, while SB decreased among nonmanual workers and retired participants. The regression models associated better self-reported health, male sex, and those born overseas with higher PA. Higher age, better self-reported health, poor education, and later survey time points were associated with lower SB. These findings highlight the need to return PA and SB to at least pre-pandemic levels and that subgroups may need different interventions.

    • The so-called Swedish model of trust is characterised by strong public support for the idea of an individual-based and extensive welfare state, well-developed state individualism, high levels of social trust, widespread appreciation of the judiciary, openness, tolerance, and a free and independent press. Today, Swedish society faces several challenges. Will the Swedish model of trust be eroded or is it relatively resilient to stress?A Novus survey from 2019 found that a total of 74 percent of the Swedish population were very or quite worried about Islamic extremism, 66 percent very or quite worried about right-wing extremism and 46 percent very or quite worried about left-wing extremism. Other surveys show that the public is also concerned about the deterioration of the welfare state, social gaps, the increased number of refugees to Sweden and xenophobia. Moreover, the Novus survey shows that 65 percent believe that violence-promoting extremism will increase in Sweden in the coming ten-year period. 22 percent indicate that they have become suspicious of people they have encountered in everyday situations and 15 percent have avoided large crowds, e.g. shopping malls, pedestrian areas and subways.When asked which measures are good for increasing security in society, common answers were to reduce social exclusion, increase camera surveillance in public places and provide more information on democratic principles and values. These answers indicate that Swedish public opinion has a relatively balanced view of public measures against violent extremism, which is consistent with the Swedish model of trust. In general, the public does not propose the implementation of overly excessive measures against violent extremism. However, given continued public concern over the development of violent extremism, the long term stability of the Swedish model of trust remains in question.

  • Harassment and Threats, Concern and Fear : The Experiences of Local Politicians in Ludvika, Sweden

    • Sweden has a history of a stable party system, democracy, consensus, welfare and few labour market conflicts. But after the election in 2014, the Ludvika municipality in Sweden found itself in an unusual situation: a representative from a neo-Nazi party – the Nordic Resistance Movement (NRM) – held a seat in its local political council. The party, and its movement, are the most prominent representative of violent white supremacy in Sweden, known not least for its fear-mongering tactics. Between November 1, 2017 and August 31, 2018, Dalarna University conducted a study using questionnaires and interviews within the Ludvika municipality to investigate the sense of safety felt by elected representatives of both the political council and the municipal boards. An anticipated result might have been that the NRM presence in the municipal assembly has strongly impacted on the politicians’ sense of safety – and also has increased political tensions. To a certain extent, this proved to be the case. However, Ludvika politicians must also contend with other sources of and reasons for mockery, harassment and threats: predominantly “angry citizens” due to controversial decisions, personal conflicts within established parties relating to the choice of personnel, and a contempt for in particular some extreme right wing political opinions.. The results regarding the sense of safety and vulnerability are very much in line with national figures. Even overall, Swedish politicians at the national, regional and local levels are aware of pressure from right-wing extremists, who distribute propaganda that often incorporates blame, an exposing of individuals and violent language. The result from Ludvika should therefore be seen as one of degree rather than of type, as the situation is worse here than in other municipal councils in Sweden. A conclusion that can be drawn from the study is that the political debate is heading in an increasingly antagonistic direction, where ideological adversaries are regarded more as enemies than as legitimate opponents. While in the long term this can pose a threat to democracy, positive counter-responses were found in Ludvika that can serve to support the democratic position.

    • The aim of this study was to analyze how line and middle managers experience and describe barriers and enablers in the implementation of a health-promoting leadership program in municipal organizations. A qualitative case study design was applied to examine the leadership program in a case involving implementation of an organizational health intervention. Data were mainly collected using semi-structured interviews with line and middle managers participating in the leadership program. Interviews with senior managers, notes from meetings/workshops, and written action plans were used as complementary data. The interview data were analyzed using a thematic analysis, and the complementary data using a summative content analysis. The findings show that the interviewed line and middle managers experienced this leadership program as a new approach in leadership training because it is based primarily on employee participation. Involvement and commitment of the employees was considered a crucial enabler in the implementation of the leadership program. Other enablers identified include action plans with specific goals, earlier experiences of organizational change, and integration of the program content into regular routines and structures. The line and middle managers described several barriers in the implementation process, and they described various organizational conditions, such as high workload, lack of senior management support, politically initiated projects, and organizational change, as challenges that limited the opportunities to be drivers of change. Taken together, these barriers interfered with the leadership program and its implementation. The study contributes to the understanding of how organizational-level health interventions are implemented in public sector workplaces.

    • The workplace is a suitable setting for health promotion, not least due to the amount of time employees spend at work. Previous research indicates large variations in employers' handling of workplace health promotion (WHP) efforts. However, more empirical knowledge of how WHP is handled in public sector organizations is needed.The overall aim of the thesis was to explore how WHP is managed and implemented in municipal organizations. The thesis draws on health promotion as the point of departure, further accompanied with concepts related to organizational change and implementation research.The thesis is based on three studies using different empirical materials. Both quantitative and qualitative research designs were used. In the first study, questionnaires were sent to both top managers and employees in a nationwide random sample of 60 of the 290 municipal social care organizations in Sweden. Data were analysed at the organizational level, linking WHP measures provided by the employer to employee health. In the second study, interviews concerning the management of WHP were carried out with senior managers representing various departments in two municipalities. The third study analysed the implementation of a health-promoting leadership programme, and the interviews made, concerned the experiences of line and middle managers participating in the programme.The results show that the provision of individual- and organizational-directed WHP measures was associated to employee health at the organizational level. Furthermore, the senior managers described WHP management as components contributing to the organization's capacity for WHP. However, they mainly described WHP as providing healthy lifestyle activities, and mapping working conditions and employee health. In the study analysing the implementation of the leadership programme, line and middle managers described employee involvement as an enabling factor, whereas high workload and lack of senior management support were barriers described. Recurrent organizational changes and other politically-initiated projects and routines were also pointed out as competing events in the implementation process.From this thesis, it can be concluded that WHP management is dominated by measures directed towards the individual employee and needs to include more of psychosocial and organizational measures. Finally, the varied organizational conditions for municipal managers as well as the support from senior management and human resources staff needs to be considered and ensured as part of an active and continuous WHP practice.

    • Physical activity (PA) and sedentary behavior (SB) affect people’s physical and mental health. The aim was to examine changes in PA and SB in a Swedish population: at three time points: 2019, 2020, and 2022, i.e., before and during the COVID-19 pandemic. Pre-pandemic PA and SB, i.e., 2019, were assessed retrospectively in 2020. Associations between PA and SB with sex, age, occupation, COVID-19 history, weight change, health, and life satisfaction were also examined. The design was repeated cross-sectionally. The main findings demonstrate the PA levels decreased between 2019 and 2020, and between 2019 and 2022, but not between 2020 and 2022. The SB increase was most evident between 2019 and 2020. Between 2020 and 2022, results showed a decrease in SB, but SB did not reach pre-pandemic levels. Both sexes decreased their PA over time. Although men reported more PA sex, they did not have any association with PA changes. Two age groups, 19–29 years and 65–79 years, decreased their PA over time. Both PA and SB were associated with COVID-19, occupation, age, life satisfaction, health, and weight change. This study underlines the importance of monitoring changes in PA and SB as they have relevance for health and well-being. There is a risk that the levels of PA and SB do not return to pre-pandemic levels in the population.
