  • Miljöarbete inom Svensk Tillverkningsindustri. En färd från myt till verklighet

    • Föreliggande undersökning genomfördes under hösten och vintern 2007 av forskare vid Internatio-nella Institutet för Industriell Miljöekonomi (IIIEE) vid Lunds Universitet på uppdrag av Miljömålsrå-det. Syftet med undersökningen var att belysa dagens miljöarbete inom tillverkningsindustrin och göra jämförelser med resultat från tidigare motsvarande studier som genomfördes 1991 och 1998. Syftet var också att belysa hur och i vilken omfattning de nationella miljökvalitetsmålen påverkar företagens miljöarbete. Rapporten bidrog därmed till den samlade utvärderingen av arbetet med de nationella miljökvalitetsmålen som presenterades under våren 2008. Undersökningen baserades på telefonintervjuer med miljöansvariga/personer som konkret utför miljöarbete i 272 slumpvis valda tillverkande företag fördelade över landet i olika branscher och storleksklasser. Bortfallsfrekvensen var 16 procent. Miljöarbetet undersöktes genom vilka konkreta åtgärder som genomförts inom olika områden, hur dessa åtgärder speglas i den övergripande bil-den av företagets miljöaspekter, hur miljöarbetet organiserats och personalen involverats. En sam-lad bedömning av företagens miljöarbete gjordes genom att indela dem i olika kategorier. Katego-rierna motsvarar en femgradig ”betygsskala” från miljöpassiva till miljöanpassade strategier för mil-jöarbetet. Företagens drivkrafter, policies och motiv för miljöarbete undersöktes också. Under tidsperioden 1991- 2007 har tillverknings¬industrins miljöarbete suc¬cessivt förbättrats. Kategorimedelvärdet (”medel¬betyget”) har höjts mellan varje undersökningstillfälle, såväl totalt sett som inom varje storleksklass, vilket framgår av diagrammet. Kategorimedel¬värdet för hela till-verkningsindustrin var år 2007 1,9 jämförelse med 1,4 år 1991. Kategorimedelvärdet för anställda inom tillverkningsindustrin har ökat från 2,1 år 1991 till 2,7 år 2007. Ett mönster som går igen från de tidigare undersökningarna är att de större företagen i allmänhet har mer utvecklat miljöarbete och tydligare miljöstrategi än de mindre företagen. De största företagen (>500 anställda) införde mycket av sitt miljöarbete under 1990-talet och har fortsatt att utveckla sitt miljöarbete. Det är dock bland de medelstora (50 – 499 anställda) företagen de tydligaste förbättringarna kan konstateras. Kategorimedelvärdet har även ökat inom storleksklassen småföretag (1- 49 anställda), men i väsentligt lägre utsträckning. Fortfarande är miljömedvetenheten relativt låg bland de minsta före-tagen. Miljökravställarna har skiftat från att domineras av miljömyndigheterna till i allt högre grad utgöras av kunder och konsumenter. Klassiska ”end-of-pipe”-lösningar på miljöproblemen har under perio-den 1991-2007 kompletterats en blandning av tekniska och organisatoriska åtgärder. Miljöanpass-ning av transporterna har seglat upp som en miljöaspekt som anses som allt viktigare och underle-verantörernas roll i miljöarbetet har fått större betydelse. Miljöarbetet integreras i styrningen och uppföljningen i företagen och ifrågasätts alltmer sällan. Företag med miljöledningssystem (ISO 14001) har generellt ett mer utvecklat och systematiskt miljöarbete. De flesta tillverkningsföretag (78 procent) känner inte till Sveriges 16 miljökvalitetsmål. Omkring var femte företag (21 procent) känner till målen, men endast 1 procent av företagen vet vilka de olika målen är. Dessa siffror präglas dock av småföretagens stora dominans i antal. Mer än hälften av de företag som har femtio eller fler anställda känner till miljökvalitetsmålen. Det är endast 5 procent av det totala antalet tillverkande företag som anser sig påverkade av miljömålen. Eftersom dessa i huvudsak är större företag sysselsätter de emellertid ca 30 procent av arbetskraften inom tillverk-ningsindustrin.

The report is a joint effort of 31 students from 23 countries, who are participants of the International Master’s Programme “Master of Science in Environmental Management and Policy ” at the International Institute for Industrial Environmental Economics at Lund University. The report is the outcome of an exercise of one of the programme’s advanced courses “Auditing for Cleaner Production ”.

    • Abstract in UndeterminedToday, thousands of leading companies issue voluntary environmental, CSR or sustainability reports with Europe holding more than 50 per cent of all reports published world-wide. It seems like voluntary reporting is here to stay for the time being. In contrast to the development and implementation of such practices in Western Europe, we do not have much knowledge about the situation of reporting in transition economies of Central and Eastern Europe. Furthermore, besides the cultural differences, little is known about how eastern companies perceive the value of environmental and social reporting. Identifying this gap in the literature this paper aims to bring some clarification on the issue, by performing an exploratory investigation of Romanian companies. As findings indicate, despite the incipient stages of public disclosure of environmental information, Romanian enterprises are ready to catch up with Western practices.

  • Educating sustainability change agents : The importance of practical skills and experience

    • Sustainability professionals are agents for change towards sustainable development. Such professionals require knowledge from a variety of disciplines, but also competencies to accomplish real-word change. This article evaluates an innovative course, Strategic Environmental Development, which immerses students in a real-life solution-oriented consultancy project in order to develop critical sustainability change agent skills and confidence in using them. Since 1996, students have worked in 127 projects in 28 countries. The evaluation builds on a post-graduation survey and personal interviews with graduates. Our findings indicate that the course, which is conducted as teamwork and often overseas, helps to prepare students for their challenges at work. It does so by requiring them to work with interdisciplinary and cross-disciplinary situations, and to find, translate and combine information outside their own area of expertise, including knowledge from the field. We also argue that working in real-life contexts helps to build up the confidence and leadership that practicing sustainability professionals direly need. A real-life consultancy course helps students become professionals by helping them experience that they are able to access the necessary knowledge for problem-solving quickly and decisively. Moreover, students develop a sense of agency through the experience of being capable to accomplish change. Our findings contribute to a small but growing body of knowledge on the value of using real-world learning experiences in the education of sustainability professionals.

    • The novel properties of nanoparticulate materials (NPM) and the rapid development of NPM based products have raised many unanswered questions and concerns by different stakeholders over its consequences for the environment and human health. These concerns have led to an increasing discussion in both the US and Europe about possible regulatory policies for NPM. In this article a comparative study of stakeholders' perceptions on regulatory policy issues with NPM in Europe is presented. It was found that industry wants to regulate this area if the scientific evidence demonstrates that NPM are harmful, but also that the regulatory bodies do not find it necessary at this point of time to regulate until scientific evidence demonstrates that NPM are harmful. This research therefore shows that there will most likely not be any regulatory interventions until there is an established and convincing scientific knowledge base demonstrating that NPM can be hazardous. It is furthermore discussed in this article the different roles and responsibilities of the stakeholders in financing the research required to establish the necessary level of fundamental scientific evidence. It was also found that the activity of the regulatory bodies on this issue differ between the European countries.

The majority of the publications point to a great number of consumers, who recognise, know. and possess sufficient confidence in the main eco-labels and should therefore, be able to use them. However, this is not always the case. How the product-related environmental information works in the market place is dependent upon many determinants related to the purchasing moment. Therefore, in contrast to the majority of research on the topic, studies of the use of product-related environmental information suggests that the focus. hould be on the purchasing decision and take into account the dynamic context of the diverse purchasing situations.

    • The development of this paper was inspired by the increase in the number of different eco-label like quality assurance schemes established in the European Union in the past few years. These schemes are flooding the market and the researchers raise the question, is there enough credibility in these schemes? This piece of research is based on 58 eco-labeling like food schemes and dissects them into the building blocks of the different factors that makes a scheme credible and analyses the structure of these blocks as well as a literature survey on the perceptions of both the consumers and producers to these schemes. The sort of credibility structure that the building blocks of the schemes (ownership, stakeholder dialogue, traceability, transparency, etc.) have created was discussed and it was questioned if they meet the expectations of the consumers. The main findings of the research indicate that although small groups of consumers may be satisfied with a number of the different schemes, the majority of them fall short of providing a credible quality assurance scheme. Improvements were suggested such as involving a more diverse range of stakeholders and expanding the responsibility of processors and retailers. An alternative to the current form of labeling is also discussed.

    • Øresund EcoMobility contributes to knowledge creation for sustainable transport and green logistics, city transport, and energy systems with a specific focus on the conditions and needs of the Øresund region. In this book, long distance goods transport and strategies for green corridors through the Øresund and Europe are studied, multi-criteria models for analysis in transport and infrastructural planning are tested, City Logistics and the challenges within urban areas are scrutinised, challenges for fossil free transport systems are analysed, and mobility management in municipalities and use patterns in leisure travel are considered. In addition, the role of knowledge transfer between companies is examined. New energy systems are fundamental in creating a sustainable future, but are not enough – new forms of governance, planning, and stakeholder involvement to create sustainable supply chains are also needed. In the Øresund Region, the largest hub in Scandinavia for transport of goods and people, efficient and at the same time environmentally safe transport is a key factor for sustainable regional development. The Øresund Region is comparable to many other growth regions in the world, although, it has been fortunate enough not to suffer from the worst drawbacks of recent increases in transport development. However, this does not mean that we can become complacent. Increased congestion, noise, and emissions that largely can be attributed to transport of goods and people, have become evident. Today, with climate change at the forefront of the agenda for policy makers and public authorities, companies, organisation, and citizens it is important for all stakeholders, present and future, to become engaged in the discussion surrounding the implications of growth in the transportation network of the Øresund Region. Rethinking Transport in the Øresund Region: Policies, Strategies and Behaviours, is an important contribution in such a process of knowledge sharing and capacity building for the region. Øresund EcoMobility aims at innovating for economic, social, and environmental sustainability by addressing issues of green logistics, city transport, travel behaviour, and renewable energy systems. Through using new approaches to transport policies and legislation, by exploring new strategies in decision making and demand management, and by allowing for new forms of association to induce better allocation and use of resources and infrastructure, this book provides some of the answers and paths forward to help achieve a more sustainable future.

    • Eco-labelling is a voluntary and informative policy instrument aiming at stimulating environmentally beneficial product development through using the market forces. The Nordic Swan eco-labelling scheme has been in operation since 1989. The research presented in this thesis concentrates on the kinds of influences, effects and changes caused by the Nordic scheme. The direct effects regard environmental benefits, as well as other effects and changes leading to environmental benefits, from changes of licence holders’ products in a life cycle perspective, conducted to meet present and revised environmental criteria, and subsequently, from consumers’ purchases of eco-labelled products. The indirect effects are effects and changes that can be fully or partly related to the presence of eco-labels, eco-labelled products, operations of an eco-labelling scheme or its criteria, but not the direct effects of them. The indirect effects are, in particular, influencing consumption, production, information, and/or policy measures in an environmentally preferable direction. The research concludes that that a number of effects have been addressed and primarily been described in qualitative terms; very little of environmental benefits have been qualitative measured. The main explanation is that there is so far no standardised method for doing so, and very few specified indicators. The information needed for further quantifications may be possible to obtain from producers and sales organisations. Thus, an easy-to-use, proxy-based diagnosis tool is proposed. In addition, an approach for quantifications is proposed but its application must be balances against the resource needs for its performance.

  • T h e Nordic Swan 2015 – Performance indicators for ecolabelling

    • The Nordic Swan is a voluntary environmental and consumer policy instrument that was launched in the Nordic countries in 1989. Ever since, the scheme has grown with increasing numbers of product groups and licence holders. Similarly, the number of ecolabelled products in the market place has also grown, resulting in a growing financial turnover. The Nordic Swan has furthermore also been joined by additional parallel ecolabelling schemes. Just like other policy instruments, the Nordic Swan is subject to evaluations. As of yet, the scheme has been evaluated three times and questions regarding quantitative information on performance and efficiency of the Nordic scheme and comparability with other schemes have been recurrent issues in connection to these evaluations. Beside policy-makers and people in charge of the scheme, market actors are also interested in the question, to decide to what extent they should consider the ecolabel when acting on the market. These market actors could be consumers who seek for guidance, producers in need for trustworthy market communication channels, consumer and environmental NGOs needing to know if they should promote the ecolabel among their members, etc. These and other reasons call for appropriate information systems that bring forward the requested information in, for instance, suitable systematically selected and standardised indicators. Such indicators could be used for various purposes, for example documenting trends in performance and efficiency of the scheme, making comparisons of different schemes, benchmarking studies for mutual learning and continual improvements, to name a few. We propose that the Nordic Swan scheme prioritises developing indicators to track changes in internal performance and efficiency. Pilot studies could be developed on comparisons of differences between the national competent bodies of the Nordic Swan, as well as the EU Ecolabel. Pushing joint development of indicator sets for comparisons as collaborative projects with other schemes, for instance the EU Ecolabel, is on one hand desirable but can also become time-consuming. We therefore suggest that such projects are given lower priority

    • This report was initiated and conducted as input to the discussions based on the “Vision 2015” document for the Nordic Swan that explicitly states a wish to find ways to make use of ecolabelling in the green public procurement (GPP) setting. In 2014, the Directive (2004/18/EG) on public procurement was revised and replaced by Directive (2014/24/EU). Some of the restrictions in using ecolabelling in GPP mentioned in this report may thus not be valid while the discussion on the relation between the two policy instruments as such still is considered relevant.
