    • Election posters reveal information on their producers and recipients, their production and reception context as well as on the political, economic, and social circumstances of their origination. While standardized and non-standardized methods have been applied to study election posters, a methodological reflection of the different approaches, their logic of analysis, and their potentials and limitations for research–practical purposes has not been conducted so far. This chapter provides a theoretical as well as methodological informed overview of potential key methods for poster research. Presented methods encompass (1) interview and survey, (2) sorting techniques, and (3) experiments as well as (4) physiological and apparatus-based methods, appropriate to gain insights about the reception, information processing, and effects of election posters. Turning from the media-effect perspective to the content of posters and its meaning, the implementation of (6) content analysis is outlined. Such standardized approaches are then complemented by methods from a more interpretative research paradigm, namely (7) art historical, (8) semiotic, and rhetorical approaches.

    • Rhetorical choices and strategies are central to democratic decision-making, especially regarding decisions on matters that are open for argumentation depending on perspective. The thesis considers public meetings on Swedish nuclear waste management as an example of rhetorical argumentation, specifically in relation to the project of finding a place for final deposition of the high-level spent nuclear fuel – with local geological investigation as a critical part of that project. Project managers have met with other organizations such as protest groups, associations of experts and authorities on several occasions, mainly through local and national hearings. The thesis is guided by a research question regarding the most salient challenges to a resilient rhetorical dialogue for nuclear waste management. The concept of rhetorical dialogue is applied in two ways. Firstly to explain the lack of dialogue that is experienced by participants despite arrangements to reach consensus-oriented dialogue in the Habermasian sense. Secondly in a discussion of rhetorical relations that might explain ambiguity in participants’ interpretations of each other. Three meetings are compared: two local meetings at sites of geological investigation (Kynnefjäll 1979 and Kolsjön 1985) and one national meeting held in Stockholm in 2008. Research materials have been collected from the archives of participating organizations and from interviews with participants. Analyses of these materials are combined with a rhetorical analysis of meeting recordings, with a specific focus on question-reply argumentation. One main conclusion is that the principal rhetorical challenges concern the roles of participants in relation to the rhetorical situation, the establishment of rhetorical genre in the format of hearings, and inclusion of relevant perspectives in the early project phase.

    • Election posters have been an important part of the Swedish campaign culture ever since the breakthrough of democracy in the beginning of the twentieth century. Even though new campaign channels have emerged, posters still play a significant role in election campaigns. This paper is based on analyses—quantitative as well as qualitative—of the content of Swedish election posters in the Swedish general elections from 1911 until 2010. Using more than 1400 posters from a database consisting of 2300, the paper aims to distinguish different phases of election posters in the history of election campaigns. The theoretical framework lies within campaign research and periodization of campaigning, where there have been made a number of attempts to identify the development of campaigning distinguishing different periods. In the analysis both aspects of expression and content are used to identify different phases of election poster history. Expression aspects are choice of color, type of images and its context, logotypes and visual elements, intermediality, and inspiration from other genres such as commercial advertising and satire cartoons. Content aspects are the use of negative campaigning, type of argumentation, use of facts (statistics), personalization, and how the citizen is framed, and political issues are connected to the situational political context. Four distinct phases are identified in the election posters: (1) ideological struggle and propaganda 1911–1936, (2) welfare state and progressive rhetoric 1944–1958, (3) bloc politics and aesthetics of advertising 1960–1988, and (4) struggle for trust and image 1991–2010.

    • One of the most common ways politicians are portrayed in political advertising is with a friendly, smiling face to persuade the voters to cast their votes on him/her on Election Day. This archetypical image of politicians can be found around the globe even if research shows that smiling faces of politicians to some extent are connected to national and party culture. This article takes the theoretical point of departure in rhetoric and seeks to analyse the use of smile as a way to build ethos in relation to the electorate. The analysis builds on a dataset that consists of more than 3000 Swedish election posters from 1907 to 2019 and tracks the use of the smile as facial expression on posters to the late 1960s. Before that, politicians always put up a serious facial expression on posters. After the breakthrough, the smiling politician has become the dominant portrayal of Swedish politicians on election posters in contemporary politics. The explanation of this development is related to the personalization and intimization of politics, which to a large extent was due to the advent of television. However, a general questioning of authorities and a more equal society are probably also important drivers. There are signs of similar developments in other countries, but the authors call for more studies to validate the results.

    • Risk and crisis scenarios always create different kinds of rhetorical situations, i.e. situations that call for discursive action. The aim of this chapter is to discuss how classical and modern rhetorical theories and methods can contribute to research on threat images and risk- and crisis communication. Rhetoric research focuses on the persuasive elements in discourses and sees “rhetoricity” as integrated in all kinds of communication. Rhetoric offers well structured methods for analyzing content, style, form and argumentation in communication, weather it is a question of text, picture, mediated communication or dialogue and conversation. In this chapter we exemplify the rhetorical approach by analyzing public hearings, concerning the question of nuclear waste management in Sweden. The hearings, conducted by the nuclear waste council, are studied with regard both to argumentation and attitudes. The analysis reveals a considerable gap between “technosphere” and “demosphere”, i.e. expert discourse and civic discourse, far from an open dialogue on this complex and crucial issue.

  • A European State of Mind : Rhetorical Formations of European Identity within the EU 1973–2014

    • European identity has become a central issue in the EU’s political imaginary. In recent years, European identity—and related notions of a European destiny, European culture, and a European narrative—has been deployed as a weapon against the rise of the political far-right across Europe. Epideictic rhetoric is thus at the heart of the EU’s political debate.The purpose of this study is to investigate how the EU works rhetorically with collective identity formation and to examine the implications of such formations for both the EU and its citizens. Through rhetorical and topological close readings, the study explores these practices of identity formation from a thematic as well as a diachronic perspective (1973–2014). It does so with the theory of constitutive rhetoric as its framework even as it proposes to extend the theory’s subject field in terms of constitutive means, temporal imaginaries, and projected practices.Each analytical chapter addresses a different aspect of the EU’s constitutive rhetoric: The transition from the formation of an institutional identity to the formation of collective identity and how the means of identity formation have both altered and accumulated; the EU’s historiographical construction of a new narrative that reaches beyond the lifetime of the union in search of a more authentic past to use as a foundation in present and future mythology. This narrative hinges on the founding narrative of peace that enables the EU to act as a normative exemplum in Europe and beyond; and, finally, the visionary rhetoric of eternity and omnipresence that incorporates the whole world into its own imaginary, while simultaneously projecting a specific set of norms that constrains the agency of the model EU citizen: the Eurostar. The study concludes that throughout its practices of collective identity formation, the EU is positioned as an ambivalent rhetorical agent. On the one hand, the EU wishes to become recognised and mythologised as the Subject—the heart of Europe, a state of mind, a symbol of transcendence, peace, and tolerance. On the other, to be viewed as the silent benefactor and facilitator of peace and deliberation, the arbiter of soft, nonideological power. The Eurostar fills the important function of confirming the self-interpellation of the EU’s ambivalent position and embodying the culture of nonideological deliberation in the face of the ideology of others.

    • The aim of this dissertation is to examine the content and communicative strategies in texts used in a project on tobacco policy delegated by the Swedish government to the National Institute of Public Health (“The National Tobacco Assignment 2008–2010”). The study uses communicative strategies as an umbrella term for the way the texts fulfil the political assignment through adaptation to suit different receivers in a discursive practice with set guidelines for communication between experts and users, and how these strategies are visible in the studied texts.The material consists of six guides for care personnel and ten brochures for smokers. The study is a text-focused critical discourse analysis combining methodological tools from different linguistic traditions. These are chiefly taken from critical text linguistics, new rhetoric, and sociosemiotics. The main question posed in the study is how the public authority’s assignment to influence people through the texts is combined with ideas about smokers’ empowerment. The investigation problematizes how the content and form of the texts relates to the authority’s assignment to exert influence, and to motivational interviewing as a discursive practice with an empowerment perspective on lifestyle changes.The analyses show that controlling ideas and notions about smokers’ empowerment exist in parallel in the government texts about smoking cessation. Controlling elements are most prominent in the sections of the guides about groups who, in the encounter with care personnel, do not show any interest or desire to quit smoking. In the studied brochures the controlling elements are most prominent in those aimed at operation ­patients, adolescents, and parents-to-be. Both groups of material – the guides and the brochures – nevertheless give the impression of being designed to be compatible with a patient-cent­red discursive practice. This is noticeable, for example, in the occurrence of associative and dissociative argumentation strategies which legitimize or tone down controlling elements.

    • In this chapter, we examine how Scandinavian leaders motivated and justified the measures enacted in the first phase of COVID-19. We find that leaders in all three countries couched their argumentation in appeals to solidarity, a form of argument so distinct that we dub it the argumentum ad solidaritatem. This appeal varied somewhat, however, between the otherwise similar Scandinavian countries. Specifically, Sweden stood out from the other two in leaving most of the communication to its Public Health Agency rather than to its political leaders, the result being a more technical (i.e. expert medical) form of rhetoric. We argue that this reflects a tradition in Sweden for a social division of administrative labour which is distinct from that in Denmark and Norway. To the extent this tradition is part of Sweden’s political culture, Sweden’s leadership displayed exactly the same rhetorical skills as did their Scandinavian neighbours: They attuned successfully to the rhetorical ‘constraints’ of the situation within their country, and largely retained the trust and confidence of their population. But because the outcomes have differed so strongly between these countries, the Scandinavian case forces us to recognize the difference between rhetorical success and general success in responding to a pandemic.

    • The incident in 2006 at the Vattenfall owned plant in Forsmark turned out to be one of the most serious ever in Sweden. Vattenfall's communication during this crisis did not meet the accusations, instead their line of defence was not to engage in discussions of the accusations, but to refer only to their own character as safe, thorough and scientific. Apparently, this strategy worked; the company ranked high in public confidence before the incident, and according to polls this confidence remained unharmed throughout the crisis. This paper aims to analyze under which circumstances a defence built on character may meet the demands of the stakeholders, especially those of the general public.Design/methodology/approachThe purpose is reached through a mainly rhetorical analysis of both Vattenfall's press releases during the crisis, and the media coverage.FindingsThe analysis shows that the success of Vattenfall's communication strategy relies on their use of the general reputation held by the company at the start of the crisis. With a high level of general trust, not addressing accusations directly can be a successful move.Practical implicationsThe paper shows that to a company facing a crisis situation, context analysis is crucial. The strategy adapted by Vattenfall could seem potentially damaging to themselves, but worked in the actual circumstances.Originality/valueThe paper shows that not meeting accusations may work as an apologetic strategy, if the reputation established in the pre‐crisis situation is sufficiently strong.
