    • In ‘Discrimination as a Determinant of Economic Inequality’, Ali Ahmed, Mats Lundahl, and Eskil Wadensjö examine how economic theory can be used to unearth the mechanisms to produce discrimination and inequality, to identify the winners and losers from it, and to construct recipes for the eradication of discrimination. They stress the fact that economics is far from a unified social science and hence the need to apply different theories as different situations call for it. Two notorious cases are examined: the South African apartheid system and the American discrimination of blacks by whites. The chapter ends with an examination of a number of contemporary cases of ethnic discrimination of minorities.

    • Ethnic discrimination is common in labor and housing markets. It leads to lower wages and higher unemployment for ethnic minorities, to segregation in the labor market, and to residential segregation. Several studies show that the Covid-19 pandemic increased the extent of ethnic discrimination. The prejudice against hiring migrants may have increased because people from countries where the epidemic started or from countries with a lower vaccination coverage were blamed for the spread. It may also have increased in the cases where the Covid-19 pandemic led to higher unemployment making it less costly for employers to discriminate.

    • The pandemic has mainly affected the state of health and mortality, but has also had effects on the economy and the labor market. This article reports what happened to the total number of employees, their distribution by sectors and regions and changes in the number of employees for different groups in 2020 compared with 2019 in Sweden. We do not deal with the development of the number and composition of the self-employed. We also do not go into the development of employees' conditions in terms of wages, working hours and working environment. But we are studying something that is in focus for the general debate: How was the development of the number of employees and their composition in 2020, "the first year of the pandemic"? The main result is that we find large differences in the development for different groups.

  • Migrants from Ukraine and Belarus living in Sweden before the war

    • The Russian war in Ukraine has led to many fleeing the country. The Temporary Protection Directive applies to those from Ukraine but also those who received a residence permit in Ukraine as a refugee before 24 February 2022, as those who have fled from Belarus to Ukraine in recent years. We can therefore expect that many refugees will come to Sweden from Ukraine, but also to a lesser extent indirectly from Belarus. For refugees originating in these two countries, reception may be facilitated by that people from the same countries have arrived before. Whether those who came earlier can be of help to refugees who come now in terms of finding employment depends, among other things, on the labor market position of the former migrants in Sweden. Do they have work and if so what kind of work? In which parts of Sweden do they live? In this paper, we try to answer these questions.

    • This paper analyses the impact of working in an ethnic economy on subsequent labour market performance for newly arrived immigrants. Is it a short cut to the labour market or does it lock immigrants into low income jobs? Working in an ethnic economy is defined as being employed by a self-employed co-national. The comparison group is a matched sample of newly arrived immigrants who were without employment during the same period. Swedish panel data for the period 1998–2005 are used, and the sample is restricted to male immigrants, 20–55 years of age. Using propensity score matching, we find that immigrants who were employed by self-employed co-nationals are more likely to be employed in the near future, but that the types of employment they have are associated with lower incomes. Many continue to be employed by self-employed co-nationals or become self-employed themselves.

    • The utilization and reward of the human capital of immigrants in the labor market of the host country has been studied extensively. Using Swedish register data from 2001–2008, we extend the immigrant educational mismatch literature by analyzing incidence, wage effects and state dependence in overeducation among natives and immigrants. In line with previous research we find a higher incidence and a lower return to overeducation among immigrants indicating that immigrants lose more from being overeducated. We find a high degree of state dependence in overeducation both among natives and immigrants, but considerably higher among immigrants.

    • This paper analyzes self-employment entry among Swedish-born male wage-earners. Is it the best and the brightest or the least successful that become self-employed? The residual from an income regression is used as an indicator of who belongs to which group. We find that both wage-earners who receive a lower income than predicted, i.e. have a negative residual, and those who receive a higher income than predicted, i.e. have a positive residual, are more likely to become self-employed than those who receive an income close to the predicted one. However, splitting self-employment into different types depending on corporate form and number of employees, we find that the self-employed are drawn from both tails of the residual distribution only if it is a matter of unincorporated firms. Wage-earners who become self-employed and start an incorporated firm are only drawn from the top of the residual distribution. Using self-employment income and turnover as measures of self-employment performance, we find a positive linear relationship between the income residual and performance.

    • It is a challenge for politics that an aging population leads to demands that the retirement age is increasing while not everyone is able to work to such a higher age. Sweden, like other countries, has several options for early exit from the labour market. However, the regulations have become more restrictive in the last decade and early retirement usually leads to a lower pension. In this article, we map options for early retirement in other countries. We have found five main types that all have both advantages and disadvantages. There are also problems with integrating them into the Swedish pension system.

Sverige har i likhet med andra länder flera möjlighetertill tidigt utträde. Regelverket har dock blivit mer restriktivt under det senastedecenniet och tidigt utträde leder oftast till lägre pension. I artikeln kartlägger vimöjligheter till tidig pensionering i andra länder. Vi har funnit fem huvudtypersom alla har bådefördelar och nackdelar. Det finns också problem vad gäller attintegrera dem i det svenska pensionssystemet

    • The aim of this study was to identify trends in precarious employment in the Swedish workforce from 1992 to 2017. This is a repeated cross-sectional study, analyzing the total working population aged 16–75 in Sweden at five-year intervals. We used version 2.0 of the Swedish Register-based Operationalization of Precarious Employment, covering the following dimensions: employment insecurity, income inadequacy, lack of rights and protection. The proportion in precarious employment increased from 9.7 to 12% between 1992 and 2017, a relative increase of 24%. The prevalence was higher among those of lower age, of low education, and immigrants. Differences between sexes converged, and there were slightly more precarious men than women in 2017. The relative increase was most pronounced among men, especially those with low educational attainment and of European origin. The increasing proportion of precarious employees is a clear challenge to the tripartite Nordic model, which requires sufficient trade-union bargaining power.

    • Many unaccompanied children have applied for asylum during the last few years, especially in 2015. These children face special challenges and risk being exploited due to their age and legal status. In this paper we survey research and otherwise documented experiences regarding this group of children. The main focus is on Sweden, the European country that has received most unaccompanied children but we also report on the experiences of other Nordic countries, a list of other EU member states, as well as USA and Turkey. We also try to summarize the main lessons for a policy to assist these children to integrate in the countries they have arrived to.

    • More unaccompanied refugee children arrive to and get a residence permit in Sweden than in any other country in Europe. The number of children who arrives is increasing fast. The Swedish experiences are therefore of great interest also for other countries. In this paper we study the labour market situation in terms of employment and income for those who have arrived as unaccompanied minors and have been registered in Sweden. We compare them with those who also arrived as minors from the same countries but who have arrived together with their parents. After controlling for demographic and migration related variables we find that young adults who arrived as unaccompanied refugee children are more likely to be employed than those children who arrived accompanied from the same countries. Another result is that labour market participation is much lower for females than for males. We also compare the labour market situation of these children with that for those who were born in Sweden and are of the same age.

    • Sweden’s immigration policy has changed drastically on several occasions over time. Immigration policy was very liberal from the 1860s until WW1, with no requirements regarding passports, visas or work permits, although international migration mainly involved emigration during this period in the context of Sweden, with wages lower than in neighboring countries. The policy changed in 1914 after the start of WW1, and the controls became gradually more stringent during the war, with a work permit compulsory and difficult to attain for those who wanted to move to Sweden for work. While the immigration regulation remained after the war, the requirements for those coming from other Nordic countries were made slightly less stringent. The work permit requirement in the interwar-period was motivated by the high unemployment rate, based upon the notion that jobs should be reserved for natives.

  • The significance of immigration for public finances in Denmark

    • This paper studies the economic consequences of immigration for public finances in Denmark. Using new figures for the period 2004-2008, net transfers are calculated, and presented as an extension to the figures that already existed for the period 1991-2001. The net transfers are calculated from a marginal perspective, which means that the included public expenditures and incomes can be traced to each individual person in our sample. The study is therefore suited for analyzing the economic consequences if more/less people immigrate. A consistent pattern to emerge throughout is that net transfers from Western first- and second-generation immigrants to state funds are positive, while those from non-Western first- and second-generation immigrants are negative. The new calculations show that net transfers from non-Western first- and second-generation immigrants fell from DKK -12.8 billion in 2004 to DKK -9.1 billion in 2008, largely due to the improved employment situation in Denmark. The results also show, however, that the composition chosen of the group of non-Western immigrants has a significant effect on the calculation of net transfers, in that these transfers are reduced to DKK -2.2 billion if refugees are excluded from this group.

    • Övergången skola–arbetsliv är en utmaning för många unga, mer eller min-dre utdragen och kantad av fattigdomsrisker. I denna artikel undersöker vi hur det har gått att etablera sig år 2019 för de som gått i fjärde klass i Malmö 2006. Malmö är av intresse av flera skäl. Det är en stad som genomgått en mycket omfattande strukturomvandling, andelen av de unga som har ut-ländsk bakgrund är mycket hög och det finns en omfattande segregation. Undersökningen bygger på registerdata och redovisas som jämförelser mel-lan unga med olika bakgrund.

Those five options are:The option of an early retirement for people with a working history of many years or those who started working life early.The option of early retirement for individuals in certain occupations or with certain work tasks.The option of early retirement or downsizing through part-time work solutions and partial retirement solutions for older adults.The option of early retirement for older workers with reduced work ability through medical insurance or early retirement.The option of early retirement for unemployed older workers or extended unemployment benefits for older adults.The particular design of early retirement options differs between in different countries. But they are sufficiently similar to be considered variants of one of these five solutions. Combinations of different solutions also occur.
