    • In recent years nature-based solutions (NBS) have received increasing attention as a way to enhance urban resilience. NBS are often presented as an alternative or combination to grey infrastructure in disaster risk reduction and climate adaptation. More generally, they are seen as a deliberate intervention that seeks to use the properties of nature to simultaneously provide environmental, social, and economic benefits to address multifaceted challenges that cities face. Despite the recognized potential and benefits that NBS can offer, related knowledge is so far scarce and fragmented and the use of NBS for increasing urban resilience remains limited. To better understand the potential of NBS and their local implementation, we identify successful governance, finance, and public participation practices and the associated conditions that can enable (or limit) the emergence of NBS in cities. Based on an in-depth case study approach and in close collaboration with practitioners, we study how NBS have so far been implemented in some selected cities: Malmö, Melbourne, and Munich. Our results show how NBS governance emerges as a complex phenomenon, involving multiple social and political actors as well as diverse institutional and financial challenges, such as uneven landscapes of socio-economic power relations and inequalities in access to financing. Participative and reflexive forms of governance are central to overcome these challenges to support long-term social learning, new means of decision-making and new forms of citizen involvement.

    • The nature of urban risk and disasters is changing. Hazards are increasing in intensity and frequency and their causes and after-effects are becoming more complex. Their unpredictable nature and impacts have a significant bearing on the mental wellbeing, fear, and stress levels of those who experience them, and on those involved in disaster risk reduction and management. Despite this situation, the urban resilience literature mainly addresses broader socio-economic and environmental systems, while there is a near-absence of literature that focuses on mental wellbeing in resilience. This reflects the failure of the academic community to debate the contribution of mind and wellbeing to urban resilience research. At the same time, there is an increasing number of studies that have examined mental wellbeing and associated cognitive/emotional and relational capacities, such as mindfulness. This chapter discusses the implications of these studies for urban resilience, with the aim of bridging the current gap between individual and systems approaches. It provides an overview of the key aspects of how the human mind, and mindfulness in particular, is inherently linked to disaster risk reduction for resilience building at different scales. On this basis, the chapter suggests how organizations and policy can address resilience more comprehensively, notably by putting people (with their values, beliefs, worldviews and associated cognitive/emotional capacities) at the center of urban resilience planning and enabling related pre- and co-conditions.

    • The structural research programmes of the European Union dedicated to advance thesustainability sciences are increasingly permeated by thenotion of transdisciplinarity (TD). A growing body of literature residing at the intersection of research methodology and sustainability studies can guide researchers to adopt appropriate research approaches in their projects. However, how to implement the transdisciplinary approach in multidisciplinary and multi-stakeholder projects that develop in different countries for several years is still relatively undocumented. This study seeks to fill this gap by sharing the experience of a group of researchers and stakeholders involved in the Horizon 2020 research and innovation project Nature-Based Urban Innovation (NATURVATION). The article discusses the monitoring and evaluation strategy that employed four criteria of transdisciplinary research quality as “reflexive devices”to enable a systematic reporting on the project’s most important collaborative activities. By examining how the four criteria captured transdisciplinary quality, new insights were produced for improving this monitoring and evaluation strategy for future transdisciplinary research, allowing a number of concrete recommendations to be formulated.

  • BeChange: Sustainability education and leadership development : Assessing the links between inner development and outer change for transformation

    • This report presents the assessment of a six-week online course offered by BeChange, which was given from April to June in 2022. Through a total of five online sessions, an interactive learning platform, diverse practices and individual coaching, the course aimed to support participants in reducing their CO2 emissions, increase their climate engagement, and at the same time enhance their wellbeing. The topics covered were sustainable food, consumption, living, mobility, and engagement. The course participants were 41 residents of the Swedish cities of Umeå, Luleå and Huddinge, including 20 municipal employees. To assess the course, we systematically analysed the participants' reported inner developments and outer changes and the associated interlinkages between these. Inner development was assessed by looking at participants’ change regarding their relationships to i) self, ii) others, and iii) nature. Outer change, such as climate-related behaviour and engagement, was examined regarding i) participants' private life, ii) their work, and iii) their wider socio-political context. Our analyses show that the course has helped the participants to develop a range of inner 'transformative capacities' that are crucial to support wellbeing and more sustainable engagement across individual, collective, and system levels. Examples are increased self-awareness, self-compassion, sense of agency, emotional regulation, optimism, hope, and intrinsic motivation, together with reduced feelings of being overwhelmed and climate anxiety. Reported changes regarding people's relationships with others include being less judgmental and more trusting. Many participants have also rethought the way they communicate and how they want to bring about change. The latter manifests in their changed understanding and action-taking: from being purely cognitive and information-based to more intrinsic and embodied, and thus becoming the change they want to see. For several participants, the inner capacities they developed have also led them to move from a technical understanding of climate change to understanding that is more relational, i.e., from a focus on external solutions (such as technological innovation and ‘climate-smart’ consumption) to an increased emphasis on addressing and integrating internal and social dimensions of climate change in their climate actions.The identified changes relate, amongst other things, to the fact that the course focused on two aspects: i) giving the participants new tools and perspectives on climate change and engagement that emphasise the importance of inner dimensions of climate change, and ii) working practically with each individual's current conditions and abilities. The tools and practices included diverse self-reflection, perspective-taking, meditation, communication and visualisation exercises. They provide important examples of how approaches from different fields (such as psychology and contemplative science) can be adapted to the context of sustainability, to support transformation.Through the content, practices and perspectives it provided, the course has helped the participants create a more sustainable source of motivation and engagement based on positive (rather than negative) emotions. But the course assessment also shows that capacities such as perspective-taking and critical, complexity and systems thinking could have been strengthened further. In particular, an important opportunity was missed for the participants to learn more about how they can tap into their inner potential to support collective and systems change through systematically integrating both inner and outer dimensions of sustainability in their work and engagement to ensure transformation.

  • Perceptions of the ecosystem services concept: Opportunities and challenges in the Swedish municipal context

    • A current focus of ecosystem services (ES) implementation is on the municipal level of government where international and national legislation and policies have to be translated into practice. Given this focus, an understanding of perceptions within municipalities of the ES concept is crucial to support the implementation process. Against this background, this paper examines the perceptions of Swedish municipal stakeholders for the ES concept. A 2013 Swedish federal mandate that states that the values of ecosystem services should be considered in relevant decision-making processes, provides a timely context. Current perceptions, preconditions and awareness are explored via interviews and analyses. The results show that the views on the ecosystem services concept and its usefulness are generally very positive. Conceptual knowledge use is perceived as important as is the recognition of monetary valuation of ES. However, clarification of the distinction between implicit and explicit use of the concept by stakeholders is needed. Finally, results indicate that a deeper understanding of monetary valuation of ecosystem services by municipal staff members is connected with a more critical view on monetary valuation. It is concluded that detailed and clear definitions and guidelines are needed in order to support the process of implementing ES in municipalities.

  • Cascades of green: A review of ecosystem-based adaptation in urban areas

    • Climate change impacts increase pressure on challenges to sustainability and the developmental needs of cities. Conventional, “hard” adaptation measures are often associated with high costs, inflexibility and conflicting interests related to the dense urban fabric, and ecosystem-based adaptation (EbA) has emerged as a potentially cost-efficient, comprehensive, and multifunctional approach. This paper reviews and systematises research on urban EbA. We propose an analytical framework that draws on theory from ecosystem services, climate change adaptation and sustainability science. It conceptualises EbA in terms of five linked components: ecological structures, ecological functions, adaptation benefits, valuation, and ecosystem management practices. Our review identified 110 articles, reporting on 112 cities, and analysed them using both quantitative statistical and qualitative content analysis. We found that EbA research in an urban context is fragmented due to different disciplinary approaches and concepts. Most articles focus on heat or flooding, and the most studied ecological structures for reducing the risk of such hazards are green space, wetlands, trees and parks. EbA is usually evaluated in bio-geophysical terms and the use of economic or social valuations are rare. While most articles do not mention specific practices for managing ecological structures, those that do imply that urban EbA strategies are increasingly being integrated into institutional structures. Few articles considered issues of equity or stakeholder participation in EbA. We identified the following challenges for future EbA research. First, while the large amount of data generated by isolated case studies contributes to systems knowledge, there is a lack of systems perspectives that position EbA in relation to the wider socio-economic and bio-geophysical context. Second, normative and ethical aspects of EbA require more thought, such as who are the winners and losers, especially in relation to processes that put people at risk from climate-related hazards. Third, there is room for more forward-looking EbA research, including consideration of future scenarios, experimentation in the creation of new ecological structures and the role of EbA in transformative adaptation.

  • Citizen engagement in climate adaptation surveyed : The role of values, worldviews, gender and place

    • Local governments’ limited mandate and capacity to adequately deal with increasing climate risk and impacts means that citizen engagement is becoming increasingly important for adapting to hazards such as floods and storms. Stronger collaborative approaches are urgently needed. At the same time, there is little research and hardly any empirical evidence on what inspires adaptation engagement in different citizen groups. Against this background, this paper examines the external/material (e.g., resources, hazards, public support) and internal aspects (e.g., values and worldviews) that shape people's engagement in and for adaptation. Based on a survey of Swedish citizens at risk from severe climate events, we show that engagement is a gendered process, which is mediated by personal values, worldviews and place—aspects rarely considered in public adaptation. While a high level of diverse citizen action is often related to past experiences of hazards, motivation to adapt goes beyond the idea of acting out of rational self-interest. Economic considerations (e.g., low cost) are not the only motivation to adapt; the potential of an adaptation action to contribute to green, thriving surroundings and mitigate global climate change was found nearly as (and among female respondents, more) motivating. Women were also found to be more motivated to engage in adaptation if this supports other community members at risk. At the same time, past adaptation action could not be linked to motivation to adapt, and was found to be negatively correlated with communitarian and ecological values or worldviews. This confirms that motivation to adapt does not automatically translate into action, and indicates a ‘mitigation–adaptation gap’ in people's climate awareness, which can lead to ineffective climate responses. Given these findings, we discuss alternative approaches to support increased citizen engagement and more effective and transformative climate action. We end with a call for public adaptation and risk communication that takes greater account of inner/subjective dimensions.

  • Collaborative Governance for Climate Change Adaptation : Mapping citizen–municipality interactions

    • Increasing climate change impacts are a major threat to sustainable urban development, and challenge current governance structures, including actors' responsibilities for dealing with climate variability and extremes. The need for distributed risk governance and citizen engagement is increasingly recognised; however, few empirical studies systematically assess interactions between citizens and municipalities in climate risk management and adaptation. Here, we develop an explorative framework, applied to three Swedish municipalities, to map existing ‘adaptation interactions’ and analyse how responsibilities for climate adaptation manifest and are (re)negotiated. The results show that adaptation planners rarely consider collaborations with citizens, despite positive adaptation outcomes from related local processes. Structures and mechanisms for systematic monitoring and learning are also lacking. We argue that fostering collaborations with citizens – to support long-term adaptation and reduce the adaptation burden of those most at risk – requires consideration of four strategic issues: proactive engagement; equity and ‘responsibilisation’; nature-based approaches; and systematic adaptation mainstreaming. Finally, we discuss how our analytical framework can contribute to further theorising municipalities' engagement with citizens on climate risk.

Dessutom kan nuvarande ansvarsförhållanden komma att omdanas då klimateffekterna överstiger kommuners mandat eller kapacitet. Allt högre krav ställs därför på kommuners förmåga att samarbeta med andra aktörer i klimatanpassningsfrågan, inklusive medborgare med vitt skilda behov, kapacitet och synsätt. Denna forskningsbaserade guide presenterar 12 principer och 4 strategiska mål för att stödja samverkan och medborgardeltagande i kommuners klimatanpassning.

  • On the road to research municipalities : Analysing transdisciplinarity in municipal ecosystem services and adaptation planning

    • Transdisciplinary research and collaboration is widely acknowledged as a critical success factor for solution- oriented approaches that can tackle complex sustainability challenges, such as biodiversity loss, pollution, and climate-related hazards. In this context, city governments’ engagement in transdisciplinarity is generally seen as a key condition for societal transformation towards sustainability. However, empirical evidence is rare. This paper presents a self-assessment of a joint research project on ecosystem services and climate adaptation planning (ECOSIMP) undertaken by four universities and seven Swedish municipalities. We apply a set of design principles and guiding questions for transdisciplinary sustainability projects and, on this basis, identify key aspects for supporting university–municipality collaboration. We show that: (1) selecting the number and type of project stakeholders requires more explicit consideration of the purpose of societal actors’ participation; (2) concrete, interim benefits for participating practitioners and organisations need to be continuously discussed; (3) promoting the ‘inter’, i.e., interdisciplinary and inter-city learning, can support transdisciplinarity and, ultimately, urban sustainability and long-term change. In this context, we found that design principles for transdisciplinarity have the potential to (4) mitigate project shortcomings, even when transdisciplinarity is not an explicit aim, and (5) address differences and allow new voices to be heard. We propose additional guiding questions to address shortcomings and inspire reflexivity in transdisciplinary projects.

    • Climate change is a physical reality, demanding political and practical solutions. But its inner dimension, overlooked entirely by mainstream approaches, is a human crisis of relationship. This report outlines the relevance of mindfulness and compassion practices in addressing the endemic disconnection from self, others and nature at the root of the climate crisis.We explore the cognitive and emotional foundations of conscious connection and discuss the potential for mindfulness and compassion practices to be developed into powerful enablers of reconnection, fostering both greater resilience and more appropriate responses to global sustainability crises.Written by Jamie Bristow, Rosie Bell and Professor Christine Wamsler (LUCSUS), the report follows a research collaboration between the Mindfulness Initiative and the Lund University Centre for Sustainability Studies, including 25 in-depth interviews with national and transnational politicians and policymakers, and a large-scale consultation with leading experts working on ‘inner’ aspects of the climate crisis. We draw upon the emerging evidence base linking internal transformation to sustainability, and broader academic literature on the prosocial impact of mindfulness and compassion training.

    • The concept of sustainable lifestyles is said to have reached the limits of its usefulness. As commonly understood, it impedes an effective response to our increasingly complex world, and the associated societal challenges. In this context, the emerging paradigm of relationality might offer a way forward to renew our current understanding and approach. We explore this possibility in this study. First, we systematize if, and how, the current dominant social paradigm represents a barrier to sustainable lifestyles. Second, we analyze how a relational approach could help to overcome these barriers. On the basis of our findings, we develop a Relational Lifestyle Framework (RLF). Our aim is to advance the current knowledge by illustrating how sustainable lifestyles are a manifestation of identified patterns of thinking, being, and acting that are embedded in today’s “socioecological” realities. The RLF revitalizes the field of sustainable lifestyle change, as it offers a new understanding for further reflection, and provides new directions for policy and transformation research.

In this study a range of different environmental conditions and related ecosystem services, from vulnerability to floods, erosion and sea level rise to strong pressure on coastal systems from urbanization will be investigated. Research questions and directions are built on cases and scenarios which are a part of the local municipality planning process. The approach will be to study the premises of implementing the Ecosystem Services (ES) in municipal planning and decision making of five coastal municipalities. The present study will analyse past decisions, present planning and future challenges for municipality development and management from the perspective of ES, with the aim of increasing our understanding of the ES concept as a tool for sustainable development. A second aim of the project is to evaluate the potential value of connecting the ES approach to ongoing climate change adaptation in the municipalities. The project will use the six-step approach developed by the Economics of Ecosystems and Biodiversity framework (TEEB) as the main conceptual frame. This approach includes the following steps: 1) Identifying and agreeing on the problem with stakeholders, 2) Identify the ES which are most relevant and pressing in municipality planning, 3) Collect and identify the information needs and the method to collect the data, 4) Assess expected changes in ES due to decision and input from society, 5) Identify policy options based on changes in ES and 6) Assess social and environmental impacts of 1-5.

    • In Sweden a unique project supported by the Swedish Environmental Protection Agency is developed in close collaboration with seven coastal municipalities in Skåne. These municipalities face a range of different environmental challenges, from municipalities along the eastern coast line to municipalities in the western Öresund region. Research questions and approaches are built on case studies and scenarios to assess local municipality planning processes. The objective is to study the premises of implementing the use of the Ecosystem Service (ES) approach in municipal planning and decision making. This study presents a project component that focuses on the analysis of the comprehensive plans in the city of Malmö from 1980 to 2012. Interviews with staff from municipal departments were done as a complement to the collection of data from the comprehensive plans. The results show current trends in municipal and comprehensive planning from an ES perspective, i.e., the use of ES as a tool for sustainable development. The results further show that the ES concept was explicitly first found in the comprehensive plan from 2012. Implicitly, approaches for ecosystem services management and related planning changed from “land use”, “green areas” and “green space” (1980) towards “recreation” (1990) and “biological life cycle” and “biodiversity” (2000). This change indicates that the process in local municipality planning has shifted towards a more holistic view of the importance of ecosystems for a sustainable society and healthy life, which is currently further advanced via the ES concept.

    • Urban green spaces are important for climate change adaptation, in particular to reduce the negative impacts of heat waves on human well-being. However, in growing cities urban green spaces are under pressure due to increasing housing demand and densification. Municipalities face the challenge of addressing both the housing shortage and the need for climate change adaptation on limited space. This study assessed the barriers that hinder successful integration in urban policymaking. More specifically, it analyses structural conditions impeding or promoting climate resilient urban development in growing, densifying areas. Based on interviews with urban and green space planning officers and policy analyses, we investigate current discourses and the interrelations between actors, power, resources and regulations. Our results show that improved cooperation between individual administrative departments, as well as administration and politics is decisive for better integration of green spaces in urban planning, negotiations with investors and sustained citizen involvement. Certain departmental structures and working routines can help to promote such cooperation. We show that it is not the availability of resources alone that is key for integration, as commonly suggested. Instead, transparent communication, the co-development of rules and resolutions with the public, and strategic external resource management are needed for solving conflicting demands for densification and greening in cities. We conclude with recommendations for research, policy and practice.

    • Cities are key actors in reducing both the causes of climate change (mitigation) and its impact (adaptation), and many have developed separate mitigation and adaptation strategies and measures. However, in order to maximize outcomes, both scholars and practitioners are increasingly calling for more integrated and synergetic approaches. Unfortunately, related research remains scarce and fragmented, and there is a lack of systematic investigation into the necessary institutional conditions and processes. Against this background, this paper develops a framework to assess and support the joint institutionalization of climate adaptation and mitigation—here called adaptigation—in city administrations. This pioneering framework draws upon four key features of bureaucracies: organizational structure, visions and goals, actors, and technology and tools. Illustrated by pilot applications to the cities of Würzburg (Germany) and Mwanza (Tanzania), the framework provides a robust basis for future research, policy recommendations, and the development of context-specific guidelines for national and local decision-makers and officials. It highlights the importance of (i) clearly defined procedures for the implementation of adaptigation into urban planning processes (e.g., with the active involvement of stakeholders in the form of working groups or roundtable discussions), (ii) locally relevant goals and visions, established in collaboration with stakeholders, and (iii) the creation of mitigation and adaptation structures that are supported by the appropriate level of human resources, both within and outside city administrations. In this context, global, supranational, and national institutions play an important role in supporting institutionalization by providing targeted funding and promoting adaptigation, which requires the development of integrated goals, visions, and legislation.

    • Increasing impacts from climate change have prompted international calls for the development of synergetic mitigation and adaptation policies and measures. While cities are seen as key actors in the implementation of related actions, there is a lack of scientific knowledge on the organizational conditions required to achieve this in practice. Our paper addresses this gap. Specifically, we assess the impact of various organizational configurations on the initiation of joint mitigation and adaptation resolutions by city councils in Germany. Our results demonstrate that the joint organizational institutionalization of mitigation and adaptation (i.e. joint departments) can be considered both as a necessary and significant prerequisite for joint implementation, unlike joint climate action plans. The developed methodology and identified conditions present an innovative way forward to assess and improve the initiation of integrated resolutions. Our work contributes to organizational and climate policy integration theories, and can help cities worldwide to optimize their organizational configurations and enhance joint mitigation and adaptation actions.

According to the Adaptigation Institutionalization Framework (included in the recent IPCC report), the implementation of such participatory structures is vital for the effective, joint institutionalization of climate change mitigation and adaptation. However, there is a lack of empirical evidence to support this claim. Against this background, this paper tests the Adaptigation Framework using the example of municipal advisory committees in Germany. Based on a review of 107 cities, and social network analyses of 20 cities, we develop a typology of advisory committees, examine their stakeholder constellations, and assess how they influence municipalities’ capacity to institutionalize joint mitigation and adaptation goals in sector policy and planning. Our results and the developed social network analysis approach can be used by cities worldwide to systematically analyze and enhance participation structures to address climate change more effectively. We conclude with some recommendations for future research and policy

    • Sustainability philosophers claim that we are at an impasse of stories, finding ourselves in a blank chapter between the old and the new. The old story, characterized by separation, technological dominance and human superiority over nature, is unfolding in an ecological crisis giving space for a new narrative defined by inter-being, cooperation and balance. It has been put forward that this crisis is climate change, a phenomenon that epitomizes the old, while holding the potential to act as a bridge to the new. Our study shows the benefits of framing climate change as a problem of story and how the dominant story we have told about climate change can be changed. Based on an approach called “Rising strong”, we address the question of how sustainability students relate to the story on climate change, how they conceptualize and situate it within a bigger narrative, and identify barriers and catalysts for authorship. The results show a clear lack of personal authorship, a feeling of disconnection to the climate story and a disbelief in any revolutionary endings, yet still a slight belief in co-authorship. Catalysts that can help to claim back authorship were identified to be positive emotions (e.g., empathy and hope), integral thinking, creation of space for creativity and co-creation. Barriers were scientific rationality and complexity alongside perceived negative emotions, such as shame and self-doubt. One of the most crucial findings was the re-occurring theme of joint engagement for story-transitioning. This point to the urgent need for both increased co-creation as well as the creation of conditions needed to enable people to engage in such processes.

This is despite the fact that law and legal authority are implicated in most, if not all, of the ways in which actors seek to reduce the risks posed to communities by climate change. Using a scoping review methodology, this article examines the intersection of climate change adaptation and legal culture in existing research. Overall, we find that the significance of legal culture for adaptation actions has been under-explored. Yet, it is also clear that a focus on legal culture holds significant promise for our understanding of climate change adaptation. We set out a research agenda for the field, highlighting the ways in which a focus on legal culture may enrich existing key themes within climate change adaptation research. This nascent field of inner transformation is dynamic and emerging, with varied terminology, a breadth of applications, and intense debate about possible contributions as well as limitations and shortcomings. In this article, we aim to provide some orientation by systematising the core contributions of the emerging domain of inner transformation research via the acronym IMAGINE. We show that ontologically, inner transformation research highlights (i) the Interdependence of inner/outer and individual/collective/system phenomena, as well as (ii) the Multiple potential that is latent within each of us to enable transformative change. Correspondingly, it underscores the implications of inner phenomena for sustainability and related action-taking, particularly through: (iii) the Activation of inner dimensions across individual, collective and system levels, and (iv) the Generation of inner transformative capacities through intentional practices. Epistemologically, this necessitates the (v) INclusion of diverse perspectives, required for (vi) Expanding knowledge systems for sustainability. The presented heuristic offers a framework to systematically support and guide sustainability researchers, educators and practitioners to incorporate inner transformation into their work, which is a key requirement for sustainability outcomes and necessary to effectively formulate related policy frameworks.

    • We are in the midst of a water crisis. Scarcity, pollution and flooding are some of today’s key challenges for sustainable urban development. The reasons are manifold. Preventive measures are put on the back burner, while reactive measures, siloed governance approaches and power struggles are daily business, resulting in ineffective governance. The crisis is hitting the most vulnerable urban populations the hardest and is, ultimately, a social equity issue. Against this background, we assess current water governance practice in order to identify key factors that can support social learning and enable just societal change. Taking Sweden as a critical case study, our findings highlight the potential of applying social learning theory and practice to support innovation and address the crisis. We present some key principles at three levels of resilience (socioeconomic, hazard and social–ecological), that should be considered when designing more comprehensive approaches, based on integrated learning and governance change. We conclude that an extraordinary governance approach is needed to support policy- and decision-makers in their efforts to reduce water-related risks and build resilience.

    • The sustainable development of cities is threatened by a worldwide water crisis, which puts urban water services (including drinking water, sanitation, and drainage) at increasing risk. Despite a shared understanding of the importance of addressing the issue, there is a peculiar lack of action and resistance at all levels. To make matters worse, risk reduction and resilience building measures seem to be making poor urban populations increasingly vulnerable. Against this background, this chapter provides new knowledge on the interface between risk, vulnerabilities, and the resilience of urban water services, and linkages with social equity. We focus on the approximately 2.8 million people living in Metro Cebu in the Philippines, which is the most populous and fastest-growing urban area outside of the country’s capital Manila. The area is frequently challenged by tropical cyclones, storms and other increasing, climate-related disaster events. The study presented here was conducted during 2014–2017. The results show the need to better link the management of urban risks, urban planning, drainage, sanitation, water resources, and watershed issues. Efforts that have been made so far are siloed and contribute to the erosion of resilience and sustainability. Moreover, several socio-economic challenges bar the way to far-reaching approaches, notably power structures and corruption. We conclude that a more comprehensive understanding of urban water services is needed to address the underlying failures in sustainable development, with a focus on transparency and capacity-building measures in governance and public institutions.

Improved social learning is urgently needed to transform urban water governance and make it more integrated and adaptive. However, empirical studies remain few and fragmented. Therefore, the aim of this paper is to analyse how social learning has supported or inhibited sustainable transformations in urban water governance. On the basis of multiple case studies conducted in urban, flood-prone areas in Colombia, the Philippines, South Africa, India, and Sweden, we study learning processes related to different aspects of water management and governance. Our results show that transformations in water governance are often triggered by crises, whereas other potentials for transformation are not tapped into. Furthermore, learning is often inhibited by “lock-ins” created by powerful actors. We conclude that there is a need for more proactive design of governance structures for triple-loop learning that take into account the identified barriers and supporting principles.

These challenges call for a transition toward improved water management, including considerations of “resilience.” However, because the resilience concept has multidisciplinary origins it is open to multiple interpretations, which poses a challenge to understanding and operationalizing the concept. We explore how resilience thinking can be translated into urban water practice to develop the conceptual understanding of transitions toward sustainability. The study is based on a literature review, interviews with water experts, as well as four case studies in South Africa, India, Sweden, and the Philippines. We identify seven key principles or attributes of urban water resilience and the related transition process. We find that resilience building needs to discern between and manage three levels (i.e., socioeconomic, external hazard considerations, and larger social-ecological systems) to be sustainable. In addition, we find that human agency is a strong driver of transition processes, with a certain level of risk awareness and risk perception providing one threshold and a certain capacity for action to implement measures and reorganize in response to risks being another. The difficulty of achieving “knowledge to action” derives from the multiple challenges of crossing these two types of identified thresholds. To address long-term trends or stressors, we find an important role for social learning to ensure that the carrying capacity of urban water services is not exceeded or unwanted consequences are created (e.g., long-term trends like salinization and water depletion). We conclude that the resilience term and related concepts add value to understanding and addressing the dynamic dimension of urban water transitions if the key principles identified in this study are considered.

En intervjustudie genomfördes med tjänstemän och politikeri de sju medverkande kommunerna. I en studie av Malmö stad undersöktes hur ekosystemtjänst-relaterade begrepp har integrerats i översiktsplaner ochutvecklats till ett verktyg i hållbar samhällsplanering. Ett annat delprojekt handlar om miljökonsekvens-bedömningar (MKB) och behovet av metodutveckling för att integrera ekosystemtjänstansatsen i MKB, där möjligheten att integrera ekosystemtjänster i den så kallade RIAM-metoden analyserades. Projektet innehåller också en analys av arbetet med att integrera ekosystemtjänsteri kommunernas klimatanpassning, så kallad ekosystembaserad klimatanpassning (EbA). Slutligen redovisas en analys av det transdisciplinära arbetssättet inom ECOSIMP-projektet. Resultaten visar att EST-begreppet idag är relativt välkänt i kommunerna och att det finns en övervägande positiv inställning till det och förhoppningar om att det ska skapa större möjlighet till miljöhänsyn. Förståelsen av begreppet behöver dock fördjupas i den kommunala verksamheten och distinktionen mellan implicit och explicit användning av EST-begreppet och den relaterade EST-ansatsen förtydligas. Ett antal hinder och möjligheter för att börja använda begreppet och för att uppnå etappmålet 2018 identifierades också. Bland annat upplevs innebörden av etappmålet 2018 som oklar, och bara en mindre del av de intervjuade i kommunerna ansåg att etappmålet skulle nås. Betydelsen av att politiker och allmänhet får kännedom om, och förståelse för, EST-begreppet betonades också. Malmö framstår som ett bra exempel på hur långsiktigt arbete för en hållbar stadsutveckling kan skapa förutsättningar att integrera ekosystemtjänster i den fysiska planeringen. Analysen av EbA i kommunerna visade att initiativ relaterade till klimatanpassning och ekosystemtjänster oftast inte är samordnade, men de skulle kunna utvecklas i den riktningen genom bättre samordning mellan kommunernas olika enheter och integrering av EbA i den långsiktiga planeringen utifrån kunskap om nutida och framtida klimatrisker. Verktyg för att värdera förändringar i EST till följd av mänsklig exploatering behövs och här föreslås en utveckling av den såkallade RIAM-metoden, som kan erbjuda ett sätt att väga in olika EST i planeringen. Den transdisciplinära analysen visar på värdet av nära samverkan mellan forskning och kommuner kring implementeringen av EST-ansatsen, men också på behovet av politiskt och ekonomiskt stöd för att frigöra tid för kommunerna att delta i sådana projekt.

Ett annat delprojekt handlar om miljökonsekvens-bedömningar (MKB) och behovet av metodutveckling för att integrera ekosystemtjänstansatsen i MKB, där möjligheten att integrera ekosystemtjänster i den så kallade RIAM-metoden analyserades. Projektet innehåller också en analys av arbetet med att integrera ekosystemtjänster i kommunernas klimatanpassning, så kallad ekosystembaserad klimatanpassning (EbA). Slutligen redovisas en analys av det transdisciplinära arbetssättet inom ECOSIMP-projektet. Resultaten visar att EST-begreppet idag är relativt välkänt i kommunerna och att det finns en övervägande positiv inställning till det och förhoppningar om att det ska skapa större möjlighet till miljöhänsyn. Förståelsen av begreppet behöver dock fördjupas i den kommunala verksamheten och distinktionen mellan implicit och explicit användning av EST-begreppet och den relaterade EST-ansatsen förtydligas. Ett antal hinder och möjligheter för att börja använda begreppet och för att uppnå etappmålet 2018 identifierades också. Bland annat upplevs innebörden av etappmålet 2018 som oklar, och bara en mindre del av de intervjuade i kommunerna ansåg att etappmålet skulle nås. Betydelsen av att politiker och allmänhet får kännedom om, och förståelse för, EST-begreppet betonades också. Malmö framstår som ett bra exempel på hur långsiktigt arbete för en hållbar stadsutveckling kan skapa förutsättningar att integrera ekosystemtjänster i den fysiska planeringen. Analysen av EbA i kommunerna visade att initiativ relaterade till klimatanpassning och ekosystemtjänster oftast inte är samordnade, men de skulle kunna utvecklas i den riktningen genom bättre samordning mellan kommunernas olika enheter och integrering av EbA i den långsiktiga planeringen utifrån kunskap om nutida och framtida klimatrisker. Verktyg för att värdera förändringar i EST till följd av mänsklig exploatering behövs och här föreslås en utveckling av den så kallade RIAM-metoden, som kan erbjuda ett sätt att väga in olika EST i planeringen. Den transdisciplinära analysen visar på värdet av nära samverkan mellan forskning och kommuner kring implementeringen av EST-ansatsen, men också på behovet av politiskt och ekonomiskt stöd för att frigöra tid för kommunerna att delta i sådana projekt.

    • Private insurance is an important governance mechanism to prepare for environmental disasters triggered by floods. It forms part of risk management and climate adaptation approaches aimed at the reduction of vulnerability and the rebuilding of damaged structures. However, flood coverage is often low. Germany is no exception to this, although it is a member state of the EU and involved in implementing EU Water Directives. In Germany, flooding has repeatedly resulted in the need for state and federal governments to provide funding for rebuilding for uninsured homeowners. In addition, mitigation and adaptation measures that are required to address the intensity and frequency of flood hazards and climate change are not adequately covered by current insurance mechanisms. Why do such disparities persist? How can they be addressed to reduce risks and assist vulnerable populations? This contribution offers insight from a case study conducted in the southern German municipality of Deggendorf, heavily impacted during the 2013 European and Danube floods. Qualitative and quantitative data were collected during numerous site visits. Research methods included interviews with key informants, a household survey, and geographical analyses. The results show how effective flood risk governance can support sustainable and equitable risk reduction and adaptation.

    • Environmental and climate hazards, such as floods, increasingly cause damages in cities and urbanised areas in Germany. The capacity of the impacted populations to cope with the outcome of related disasters is, amongst others, influenced by their vulnerability. Vulnerability reduction is thus key for creating social or structural resilience. This is particularly the case during post-disaster recovery and reconstruction. Recovery planning is, per definition, supposed to enable improvement, rather than a reconstruction of the status quo. However, which role does vulnerability play in recovery projects, and what kind of a recovery can improved planning lead to as a result? Based on a case study of the flood disaster of the river Danube in 2013, and particularly the Bavarian city of Deggendorf, we investigate these questions. From 2013 to 2018, data was collected by means of a survey, a spatial analysis and qualitative interviews. The results show how particular social vulnerabilities strongly influence the individual access to resources required during recovery and reconstruction as well as the capacity to deal with long-term disaster impacts. We conclude that recovery and development planning needs to acknowledge such vulnerabilities to a higher degree. The article contributes to discussions on the societal and governance causes for social vulnerability and is oriented towards actors responsible for planning and disaster management as well as the increasingly impacted public.

  • Social inequality and marginalization in post-disaster recovery : Challenging the consensus?

    • Disasters and subsequent recovery efforts often reinforce social inequality and marginalization, hampering sustainable development paths. This paper presents an analysis of inequality and marginalization effects of post-disaster reconstruction from a risk governance perspective. Using a mixed-methods approach, we examine the Fischerdorf and Natternberg districts of the German city of Deggendorf, severely affected by the 2013 floods in Europe. The findings show that social inequality and marginalization affected housing reconstruction (and vice versa) in unexpected ways. Uninsured groups (such as the elderly and migrant homeowners) received prompt, ad-hoc support from state and civil society actors, while insured homeowners (mostly higher-income groups) experienced ongoing disputes between state and market actors that hampered their recovery. Some marginalized groups could not access state support, as various aspects of cultural diversity were not adequately considered. This fostered, and created new, patterns of inequality and risk. The ad-hoc engagement of civil society was crucial, but insufficient, to fully buffer the effects of inequality and marginalization resulting from formal recovery processes. We conclude that it is critical to give more attention to the interplay, and power constellations, between state, market and civil society actors to facilitate sustainable recovery and development – by counteracting potential inequality and marginalization effects. Increased consideration of cultural diversity and the support of citizens who play dual roles (and can mediate between different actors) was identified to be vital in this context. We thus call for increased research into the issue of complementary city–citizen rights and responsibilities in risk reduction and adaptation planning.
