  • The IAHS Science for Solutions decade, with Hydrology Engaging Local People IN a Global world (HELPING)

    • The new scientific decade (2023-2032) of the International Association of Hydrological Sciences (IAHS) aims at searching for sustainable solutions to undesired water conditions - may it be too little, too much or too polluted. Many of the current issues originate from global change, while solutions to problems must embrace local understanding and context. The decade will explore the current water crises by searching for actionable knowledge within three themes: global and local interactions, sustainable solutions and innovative cross-cutting methods. We capitalise on previous IAHS Scientific Decades shaping a trilogy; from Hydrological Predictions (PUB) to Change and Interdisciplinarity (Panta Rhei) to Solutions (HELPING). The vision is to solve fundamental water-related environmental and societal problems by engaging with other disciplines and local stakeholders. The decade endorses mutual learning and co-creation to progress towards UN sustainable development goals. Hence, HELPING is a vehicle for putting science in action, driven by scientists working on local hydrology in coordination with local, regional, and global processes.

    • In this reply to Thaler, we take the opportunity to explore two main aspects of his piece to continue the discussion: (1) the integration of data from the social and natural sciences, and (2) the importance of transdisciplinary research. We agree, and highlight that necessary learning, reflections and participation processes are time-intensive for researchers, practitioners and participants. We believe that these discussion pieces are important for informing, engaging, and debating challenges and practices, providing continued opportunities to learn from one another, enabling new forms of research and collaborations to flourish.

    • In this reply we thank both authors for their thoughtful insights on our original opinion piece "Guiding principles for hydrologists conducting interdisciplinary research and fieldwork with participants." We believe these discussions will help to inspire and guide current and future researchers and illustrate how to continue to bring together physical and social data, experiences, and perspectives, and bridge the gap between the two disciplines with respect to socio-hydrological topics. Furthermore, we are confident that these insights and experiences will help foster a deeper understanding for hydrologists and natural scientists engaging with these discussions and research. Here we focus on two important themes that cut across both Quandt and Haeffner's replies: (1) further discussions on the importance of perceptions and lived experiences; and (2) further discussions on collaborative working and some of the major external barriers.

    • To explore and address complex water-related issues, true collaborative, interdisciplinary research at the interface of hydrology and social science is necessary. Accordingly, hydrologists are increasingly working with social sciences and becoming involved in fieldwork with participants. With the overarching aim of facilitating collaboration and interdisciplinary water research, here we discuss important considerations and guiding principles for hydrologists, both those new to and those already familiar with interdisciplinary research, who are: (i) involved in fieldwork with participants; and (ii) working more collaboratively with social scientists. Drawing on first-hand experiences, this paper combines theory and experience from hydrologists and social scientists from their various interdisciplinary research projects to better understand key ethical, theoretical and practical considerations when working with participants. Complementary to this, we discuss the barriers and opportunities in collaborative interdisciplinary research. Facilitating these practices and understandings for hydrologists is essential to strengthen collaboration and to develop more holistic, successful research.

  • Review article: Drought as a continuum: memory effects in interlinked hydrological, ecological, and social systems

    • Droughts are often long lasting phenomena, without a distinct start or end, and with impacts cascading across sectors and systems, creating long-term legacies. Nevertheless, our current perception and management of droughts and their impacts is often event-based, which can limit the effective assessment of drought risks and reduction of drought impacts. Here, we advocate for changing this perspective and viewing drought as a hydro-eco-social continuum. We take a systems theory perspective and focus on how “memory” causes feedback and interactions between parts of the interconnected systems at different time scales. We first discuss the characteristics of the drought continuum with a focus on the hydrological, ecological, and social systems separately; and then study the system of systems. Our analysis is based on a review of the literature and a study of five cases: Chile, the Colorado River Basin in the US, Northeast Brazil, Kenya, and the Rhine River Basin in Northwest Europe. We find that the memories of past dry and wet periods, carried by both bio-physical (e.g. groundwater, vegetation) and social systems (e.g. people, governance), influence how future drought risk manifests. We identify four archetypes of drought dynamics: Impact & recovery; Slow resilience-building; Gradual collapse; and High resilience, big shock. The interactions between the hydrological, ecological and social systems result in systems shifting between these types, which plays out differently in the five case studies. We call for more research on drought preconditions and recovery in different systems, on dynamics cascading between systems and triggering system changes, and on dynamic vulnerability and maladaptation. Additionally, we argue for more continuous monitoring of drought hazards and impacts, modelling tools that better incorporate memories and adaptation responses, and management strategies that increase social and institutional memory to better deal with the complex hydro-eco-social drought continuum and identify effective pathways to adaptation.

    • Most research on hydrological risks focuses either on flood risk or drought risk, whilst floods and droughts are two extremes of the same hydrological cycle. To better design disaster risk reduction (DRR) measures and strategies, it is important to consider interactions between these closely linked phenomena. We show examples of: (a) how flood or drought DRR measures can have (unintended) positive or negative impacts on risk of the opposite hazard; and (b) how flood or drought DRR measures can be negatively impacted by the opposite hazard. We focus on dikes and levees, dams, stormwater control and upstream measures, subsurface storage, migration, agricultural practices, and vulnerability and preparedness. We identify key challenges for moving towards a more holistic risk management approach.
