  • The Role of Institutions in the Student Migrant Experience : Norway's Quota Scheme

    • This paper responds to calls for studies of student migrant experiences and the institutional actors that are involved in international student migration. In particular, we examine the ways in which institutional actors can influence student motivations and experiences through a case study of the Norwegian Quota Scheme. We discuss three main findings. First, institutions play a significant role in determining who migrates and the reasons for migration while shaping the academic experience and future migration plans of international students. Second, state-funded international student migration programmes constrain the future plans of recipients, reflecting potential differences in decision-making among state-funded and self-financed students. Third, international students - as both students and migrants - undergo significant personal growth during the course of their studies. This complicates state goals to return or retain student migrants, as the ambitions of students are likely to change concomitant with their personal development.     • In their studies of the memorialization process and its outcomes, geographers have traditionally focused on state-driven commemoration. This is true for studies of Holocaust memorials in Berlin, which have mostly investigated the roles of the state in the creation of state-sanctioned memorials. It is also important to focus on non-state actors who are engaged in the creation of memorials to better understand how individuals interpret and shape a cultural landscape. In this paper we use a case study of German artist Gunter Demnig's Stolpersteine (stumbling stones), which are small memorial stones that commemorate individual victims of the Holocaust at their former homes and businesses. Individuals, families, and school groups conduct historical research and finance the emplacement of these memorial stones in sidewalks in Berlin and other cities. The research findings are based on participant observations at ten installation ceremonies in Berlin in May 2011, interviews with Demnig's assistants and participants in the ceremonies, and media accounts of the Stolpersteine. Responding to recent calls for the inclusion of agency in the memorialization literature, we study how individuals shape a cultural landscape. These agents of memorialization negotiate meanings of the Holocaust with city and federal governments, thereby (re-)creating a cultural landscape for current and future generations.   • Climate change scenario planning in Alaska's National Parks : Stakeholder involvement in the decision-making process

    • This article studies the participation of stakeholders in climate change decision-making in Alaska's National Parks. We place stakeholder participation within literatures on environmental and climate change decision-making. We conducted participant observation and interviews in two planning workshops to investigate the decision-making process, and our findings are three-fold. First, the inclusion of diverse stakeholders expanded climate change decision-making beyond National Park Service (NPS) institutional constraints. Second, workshops of the Climate Change Scenario Planning Project (CCSPP) enhanced institutional understandings of participants' attitudes towards climate change and climate change decision-making. Third, the geographical context of climate change influences the decision-making process. As the first regional approach to climate change decision-making within the NPS, the CCSPP serves as a model for future climate change planning in public land agencies. This study shows how the participation of stakeholders can contribute to robust decisions, may move climate change decision-making beyond institutional barriers, and can provide information about attitudes towards climate change decision-making.     • Resettlement in a third country is fundamental in the protection of displaced persons, yet the offer of refuge encompasses more than mere admission into a country. In the US, various resettlement organizations provide arrival services; however, the resettlement programme’s ability to support long-term integration is restricted by an emphasis on economic self-sufficiency. Resettlement practices are shaped by the integration discourses of multiple resettlement actors, a term encompassing expectations, aspirations, and conceptions of ‘ideal’ refugee integration. This article explores the work of resettlement agencies and refugee ‘third sector’ organizations (RTSOs) by examining three organizations in a southeastern US city. Contesting government expectations of rapid ‘self-sufficiency’, RTSOs expand the offer of refuge provided in resettlement. They provide opportunities for social contact between volunteers and refugees and prioritize the formation of community and relationships. However, these organizations also reproduce neoliberal discourses of integration, ultimately constraining possibilities for expanded refugee integration.

    • This paper investigates how tour guides position themselves in Vietnam's transition from a command economy to market socialism. The case study of the Dalat Easy Riders motorcycle guides demonstrates that tour guides take advantage of, personify and contribute to the economic, political and social transitions in the country. Relatedly, we argue that Vietnam's transition (known as d?i m?i) is a key component of the Easy Riders' promotional narratives. In sum, we analyse how tour guides become tourist products in a transitional society.

    • The Palestinian information technology (IT) sector is growing. Meanwhile, an ongoing out-migration of IT professionals and graduates is taking place. Drawing on group, pair and individual interviews, as well as fieldwork observations, this paper investigates highly skilled IT students’ intentions to stay in or to leave the West Bank. In particular, it examines their transition from university to employment or further education, including professional opportunities and factors affecting migratory and stay decisions. This paper shows how physical, legal, bureaucratic, professional, educational, cultural and personal factors shape professional plans and career trajectories. Particular attention is paid to the Israeli occupation and gender expectations. The students’ mobility is facilitated by completed degrees and diplomas, acquired skills and scholarships, all of which are potential tools to overcome restrictions. However, this study reveals a clash between aspirations and reality, which often results in limited freedoms. We argue that a student’s relative (un)freedom contributes to (im)mobile transitions from university to employment or further education, where migration could be a way to obtain freedoms or to escape the lack thereof.

  • A Nationalist Contradiction : Homonationalism and Nationalist Anti-LGBTQ Politics and Activism in Sweden

    • Homonationalism and nationalist anti-LGBTQ politics and activism are two geographical and historical processes which contradict each other, as the latter frequently targets the former (and vice versa). We see this contradiction in the global far-right attacks on LGBTQ people, rights, and spaces through discourse, politics, and violence, including in nation-states frequently thought of as progressively pushing LGBTQ rights forward through national legislation and shifting values among the population from homophobic to “LGBTQ friendly” (i.e. homonationalism). While this contradiction may be thought of as indicating flaws in linearly progressing democracies (a so-called “backlash” to LGBTQ rights), this thesis instead examines if and how these polar movements are unified through the struggle over the role of sexuality in nationalism. It does so by examining how nationalist anti-LGBTQ politics and activism have contributed to an evolving homonationalist discourse in Sweden. Drawing upon qualitative analyses of neo-Nazi and far-right anti-LGBTQ attacks and oppositions to LGBTQ spaces between 2016 and 2020, and responses to them, the thesis analyses the ways in which state hegemony and nationalist myths about an LGBTQ-inclusive Swedish state are re-articulated in different responses to anti-LGBTQ nationalism.The thesis consists of two parts: the first is a theoretical introduction to sexuality as constructed through nationalism, which also provides an outline of the thesis’ methodology. The second part consists of five research articles which together analyse events of nationalist sexual politics in Sweden and their connections to homonationalist discourse. The two first articles examine the economic and political contexts for Swedish homonationalism and nationalist anti-LGBTQ politics and activism. The third, fourth, and fifth articles analyse concrete nationalist anti-LGBTQ political and activist events and how they have affected and been shaped by (homo)nationalist discourse, policing, and legislation..

    • Contestations over immigration, citizenship, and belonging play out every day in urban public space. In this article we study the design processes and use of two Copenhagen parks, Superkilen and Mimersparken, to explore the creation of public space and the “public” in Denmark. Who is part of the Danish “public”? What right do immigrant residents have to shape public space and their neighborhoods? How are the boundaries of Danish national identity policed and contested in public space in Copenhagen? The Danish government has increasingly moved toward far-right anti-immigrant stances, even while Copenhagen promotes a multicultural vision of a diverse and cosmopolitan city. Superkilen and Mimersparken illustrate the shortcomings of Copenhagen’s multiculturalism: though Copenhagen celebrates immigration, it left little space for residents to make meaningful decisions as political actors. In the case of Superkilen and Mimersparken, designers’ stylized idea of immigration is more celebrated than the actual presence of immigrant residents.

    • The adoption of the New York Declaration in 2016 launched a two-year process to create a Global Compact for Safe, Orderly and Regular Migration (GCM), starting with an intergovernmental (informal) thematic consultation phase involving non-governmental actors. This article presents a framing analysis of preparatory materials and video recordings of stakeholder interventions for a thematic session on international cooperation and governance of migration. It examines the involvement of non-governmental actors in the GCM policymaking process and the opportunities and challenges in international cooperation on migration. The findings show that member states’ concerns about national sovereignty, uncertainty about the consultation process, and varied framings of certain policy-issue areas presented considerable obstacles to international cooperation. At the same time, the open-ended outcome of the consultations phase enabled non-governmental actors to move discussions beyond state sovereignty and border control. We argue that the participation of non-governmental actors in consultation sessions broadened the bargaining table with ‘softer type’ issues, while the breadth of topics levelled out the playing field of international cooperation.

    • A strenuous hike up Kolsas Mountain on a Saturday afternoon in June 2013. Six hikers navigate a steep trail while discussing their experiences in Norway, ranging from living arrangements to favorite hiking trails and the weather in Oslo. The top of the mountain provides a stunning view of the Oslofjord and surrounding farmland. A ferry starts its journey to Copenhagen while a plane makes its way to Gardermoen international airport. The group eats lunch, poses for pictures, and heads to a second mountaintop. The hike is organized by an Indian IT specialist for Norway International Network (NIN), a social organization for expats and Norwegians. The hike is attended by two IT specialists from Poland and Norway, a Russian doctoral student and two academics who work in the United States. Tuesday night, 6 p.m. at Thon Hotel Opera in downtown Oslo. Approximately 20 women participate in a networking event with gazpacho, risotto, and wraps, followed by a presentation on Internet banking and electronic money transfers. The attendees learn about the intricacies of the Norwegian banking system, and members ask questions about Internet security and transferring money between international bank accounts. After the presentation, the attendees retreat to the hotel bar to discuss the presentation, adjustment difficulties in Oslo, job searches, and career changes. This event was organized by the Association of International Professional and Business Women (AIPBW). A Monday night in October 2012 in an apartment behind Oslo's royal palace. Attendees pay NOK 100 (approximately US$ 15) at the door and place their business card in a transparent nametag holder. They take off their shoes, place a bottle on the kitchen counter, and proceed to the spacious living room. Approximately 25 attendees mingle and nibble on snacks until the Tertulia event commences. 1 The event consists of two short presentations on the public relations industry in Norway and the Oslo Global Mobility Forum, a conference that promotes international talent mobility to Norway. The presenters and attendees discuss the meaning of 'global' in global talent recruitment, and the conversations continue until late at night. The Oslo International Club can look back at a lively event.

    • This article conceptualises and examines the notion of the ‘career rewind’ that highly skilled refugees experience after arrival in a receiving country; in this case Sweden. Rather than a career interruption, career hiatus or deferred progression, this article argues that a career rewind takes place. The rewind entails, among other things, re-taking courses, re-acquiring professional knowledge and skills, and recertification in the case of registered professions. The empirical material was collected in 20 in-depth, semi-structured interviews with pharmacists with a refugee background in Sweden. The findings provide insights into pharmacists’ experiences of a career rewind in different places, and their attempts to ‘unwind’ the rewind

    • Although researchers have paid much attention to the global migration of skilled labour and its geographical specificities, relatively few studies have examined the social and political production of labour value in specific historical and social contexts. Most studies of skilled migration have examined movements at the international scale, while feminist scholars have called for building explicit linkages between global processes and finer-grained scales of analysis. This article brings these two bodies of work together through a case study of interactions between Polish and Norwegian nurses in Norwegian nursing homes. I focus on the historical production of Polish labour value in Europe and its reproduction through everyday interactions between Polish nurses and their Norwegian co-workers. In these conversations, existing international inequalities and the devaluation of Polish nursing labour are reproduced, but I also find moments in which Polish nurses question and challenge the devaluation of their skills. In conclusion, I argue that attention to these moments in which longstanding inequalities are challenged can provide opportunities for change.

    • This article combines literatures on immigrant integration and migration intermediaries to add a skilled perspective to theories of immigrant integration. Using a case study of foreign-born engineers in the Norwegian oil and gas industry, we develop a multi-level conceptual framework of actors that are involved in the integration of foreign-born engineers. We identified integration actors through in-depth, semi-structured interviews with human resource managers, foreign-born workers, and other integration actors. The framework is intended as a tool to move beyond single-level, unidirectional studies of immigrant integration and to provide a more in-depth understanding of the integration of highly skilled migrants in the workplace. We find that state actors fail to assist with the long-term integration for highly skilled migrants. Instead, private and voluntary actors provide information about work regulations and working life. In addition, employers and coworkers play an important role in the integration of highly skilled migrants in the workplace. We also find that highly skilled migrants can be agents of integration as they “scale up” initiatives to higher levels of decision-making.

    • This article introduces a special issue on the labour market integration of highly skilled refugees in Sweden, Germany and the Netherlands, three countries that received a large number of asylum seekers in the mid-2010s. Authorities have devised various policies that aim to speed up the labour market integration process for refugees. This article critically examines normalized assumptions about refugees and the causes for their low employment rates that inform existing labour market integration initiatives. We pay particular attention to highly skilled refugees, who generally want to work but tend to experience difficulties finding employment commensurate with their educational attainment and professional expertise. This issue warrants more attention as one in five refugees in Europe has completed a tertiary education.

    • After a worldwide financial crisis in the early 1980s, many states decided to implement new public management strategies. These strategies consist of private sector management practices that aim to reduce the cost of public services. The US and the UK first adopted the new public management model and other states soon followed. The Norwegian state was initially reluctant to adopt private management practices, but it eventually implemented modified reforms that suited the Norwegian socio-political context. This article investigates the ways in which the Norwegian state and Norwegian employers shape the labor force in Norwegian nursing homes through new public management strategies, and the tools that foreign-born nurses use to challenge these structures. The Norwegian state shapes the labor force through labor market policies and the rescaling of public services to local governments, and Norwegian employers reinforce the neoliberal values of the state in their hiring practices and daily operations in the workplace. In particular, this article analyzes the interweaving neoliberal institutional and personal factors that influence the working experiences of Polish nurses in a semi-private nursing home in Oslo. The city of Oslo created a unique public-private partnership with a city-owned company that manages three nursing homes in Oslo. The findings of this study indicate that Polish nurses in one of these nursing homes were negatively affected by the new public management strategies. They improved some of their working conditions over time but structural barriers still persist despite high demand for their skills. (C) 2010 Elsevier Ltd. All rights reserved.

It presents the aims and scope of the volume, followed by an overview of international cooperation in global migration governance, migration management and advocacy for migrants. We then discuss ‘new’ actors and how they maintain, contest or even alter established architectures and assemblages, followed by a presentation of the articles included in the volume. In conclusion, we reflect on the ways in which the COVID-19 pandemic may affect these dynamics.

    • European states are experiencing a shortage of healthcare workers, and hiring managers are increasingly looking for foreign-trained health professionals to fill care shortages. However, these workers often experience difficulties with the transfer of their professional qualifications across national borders. This article investigates the recognition of Polish nursing qualifications in the EU, studying the directives for mutual recognition of nursing qualifications, negotiations over Poland's Accession Treaty, and efforts by the Polish Chamber of Nurses and Midwives to reverse its discriminatory conditions. It is argued that the exclusion of the Polish nursing unions from the accession negotiations constitutes a democratic deficit, and that the creation of a single European market is not yet achieved. The findings are placed in a larger discussion about the Europeanization of healthcare delivery, the harmonization of curricula in higher education, and the consequences of these developments for the free movement of skilled workers within the EU.

    • The European Commission has attempted to create a common European migration policy since the mid-1980s. It has made progress in the harmonisation of asylum and family law, and the Schengen agreement has opened internal borders within the European Union (EU). But the commission's attempts to establish common admission standards for non-EU labour migrants met with considerable opposition from member states. This paper investigates the construction, negotiations, and contestations of scales of decision-making power in Europe, especially regarding skilled migrants. The paper first provides a short historical overview of initiatives of the European Commission to streamline migration policies across the EU, followed by a case study of the (re)scaling of the European Blue Card. The European Commission designed this initiative to attract more skilled workers to the EU. Several EU member states rejected the initial proposal to safeguard their sovereign decision-making power. The findings of this case study indicate that the scale of the nation state remains powerful in the admission of non-EU workers and that institutions at higher geographical scales do not necessarily dominate lower scales. The findings also show that overlapping and intertwining scales of decision-making power hamper efforts to create a common European skilled migration policy. The newly adopted Lisbon Treaty may supersede these scales and facilitate more far-reaching skilled migration policies. The findings of this paper contribute to debates about the rescaling of decision-making power in the EU and the changing roles of nation states, institutions, and supranational organisations in the governance of skilled migration.     • Recently, migration scholars have started to examine the roles of nonstate actors in migration governance. This is also the case in highly skilled migration, as they try to shape local and national migration policies to attract and retain global talent. This article brings together literatures on scalar politics and policy networks to investigate the roles of nonstate actors in highly skilled migration governance in Norway’s petroleum industry. The article makes three arguments. First, national state actors have clearly delineated the spheres of influence in highly skilled migration policymaking. These boundary-setting practices ensure that the state remains in charge of key domains related to international migration and employment. Second, place shapes the (re)scaling and networking practices of public and nonstate actors. Third, new, nonstate actors have emerged that transcend scalar hierarchies through public-private partnerships. The most influential state actors, however, refrain from these alliances to remain neutral in politically charged issues.

    • Migration studies have predominantly investigated the socio-cultural incorporation of low-skilled migrants and refugees, fuelled by concerns that these migrants may pose a burden on the state and a threat to social cohesion. Few studies have investigated the socio-cultural incorporation of skilled migrants, perhaps assuming that they will fare well in a country of destination. Using the petroleum industry in Norway as a case study, this article examines the workplace as a key site of transmission of norms and values of the host society. We investigate firm initiatives for the socio-cultural incorporation of skilled migrants and analyse the challenges that these workers experience in the workplace. We then discuss the roles of non-state actors in the incorporation process and offer suggestions that may enhance the socio-cultural incorporation of skilled migrants into the host society.

    • Multinational corporations have established research and development centres in India to take advantage of low-cost labour and sophisticated science and technology facilities. India is becoming a global competitor in innovation, and its knowledge-intensive firms increasingly need skilled workers. This article investigates talent acquisition in the information technology (IT) industry in Bangalore, also known as India's Silicon Valley. In particular, the paper studies the local supply and demand of human capital, which is critical for innovation and competition in the global knowledge economy. The author argues for a multi-level study to better understand labour needs in emerging economies. In conclusion, the article addresses local and national institutional obstacles to talent acquisition and discusses future labour challenges in India's IT industry.

    • A plethora of government- and non-government actors are involved in the labour market integration of highly skilled refugees, forming a complex "system" that is difficult to navigate for integration actors and refugees. Based on interviews with 32 labour market integration actors in Sweden, this article examines multi-level governance gaps in the wake of the simultaneous centralization and decentralization of labour market preparation services. It examines various "steps" in the labour market integration process to gain a more holistic perspective of "the system", and identifies governance gaps in each step. The article finds that the devolution of services has opened up participatory spaces for non-government actors, but narrowly defined mandates and short-term funding mechanisms hamper cooperation within and between territorial levels of policy implementation.

    • The recent eastward enlargement of the European Union in 2004 and in 2007 has increased the cultural diversity within the borders of the union, and these expansions have spurred a rethinking about who belongs in Europe and how this belonging is defined. This study examines the ambivalent and partial incorporation of Polish nurses into the Norwegian nation. The analysis is based on in-depth, semi-structured interviews and participant observation during twelve months of fieldwork research in Oslo and Baerum and three months in Warsaw, as well as an analysis of Norwegian migration policies, statistics, and nurse recruitment documents. This article argues that whiteness studies, whose history is based in the USA and Britain, needs to take more thorough and specific account of the national and ethnic specificities on which its general claims have been based. The findings suggest that notions of variegated whiteness can be a valuable tool to investigate differential inclusion into the nation, and that Europeanness and Norwegianness are constructed in complex, shifting forms in relation to changing notions of whiteness. In addition, the partial inclusion of certain migrants more fully excludes migrants of color who are not able to benefit from white privilege.
