Åtstramningspolitik och högerpopulism har fått bred förankring i partipolitiken. Samtidigt uppstår motrörelser, där civilsamhälleliga aktörer kräver en fördjupad demokrati och social rättvisa. Vi står inför ett skifte. Kommer en nyliberal ekonomisk politik att smälta samman med en auktoritär, rasistisk populism? Eller är de nya rörelserna en öppning mot ett mer inkluderande, jämlikt och rättvist samhälle, där visionen för framtiden byggs på hopp och optimism — inte rädsla och hot?

She scrutinizes the structuring of human and labour rights discourses and contingencies for their institutionalisation and implementation by discussing their prospects for the promotion of global social justice. Issues of accountability and contingencies for the implementation of labour and human rights as migrants’ rights are discussed in the wider context of the existing global governance architecture. The chapter questions assumptions that setting up a workable model for codification and institutionalisation of labour standards, human rights and migrants’ rights could be left to a currently asymmetric global governance regime or to a variety of codes of corporate social responsibility. Global and regional trade union confederations and other civil society organizations have an essential role in repositioning a rights-based approach to migration, labour standards and development onto the terrain of a just globalisation.

- This book advances critical discussions about what coloniality, decoloniality and decolonization mean and imply in the Nordic region. It brings together analysis of complex realities from the perspectives of the Nordic peoples, a region that are often overlooked in current research, and explores the processes of decolonization that are taking place in this region. The book offers a variety of perspectives that engage with issues such as Islamic feminism and the progressive left; racialization and agency among Muslim youths; indigenizing distance language education for Sami; extractivism and resistance among the Sami; the Nordic international development endeavour through education; Swedish TV-reporting on Venezuela; creolizing subjectivities across Roma and non-Roma worlds and hierarchies; and the whitewashing and sanitization of decoloniality in the Nordic region. As such, this book extends much of the productive dialogue that has recently occurred internationally in decolonial thinking but also in the areas of critical race theory, whiteness studies, and postcolonial studies to concrete and critical problems in the Nordic region. This should make the book of considerable interest to scholars of history of ideas, anthropology, sociology, cultural studies, postcolonial studies, international development studies, legal sociology and (intercultural) philosophy with an interest in coloniality and decolonial social change.

- The paper explores movements for social transformation in precarious times of austerity, dispossessed commons and narrow nationalism; movements counterpoised to an exhausted neoliberalism on the one hand, and a neoconservative xenophobic populism on the other. Applying ‘rainbow coalition’ as generic concept it points at contours of a globally extended countermovement for social transformation, traversing ‘race’, class and gender, driven by reimaginings of the commons and indicating how they could be repossessed and democratically ruled; that is ‘reimagineered’). A multisited enquiry explores how actors express their claims as activist citizens under varying conditions and constellations, and if/how discourses and practices from different locations and at different scales inform each other. It interrogates whether there may be an actual equivalence of outlook, objective and strategy of ostensibly homologous contending movements which develop under varying local, national and regional circumstances in contemporary communities riveted by schisms of class, ‘race’/ethnicity and gender, occupied by the ‘migration’ issue and challenged by popular demands for social sustainability. The paper contributes to social theory by linking questions posed by critics of ‘post-politics’ concerning contingences of pluralist democracy and revitalised politics of civil society, to precarity studies focused on globalisation and the changing conditions of citizenship, labour and livelihoods.

- Introduction: The ableist rhetoric around sexuality in disability services and beyond can hinder subjective sexual expression and have a powerful impact on health, self-esteem, and everyday life through internalized ableism, structural marginalization, and interpersonal discrimination. The aim of this study was to explore the ableist rhetoric of sexuality and its impact on sexual scripting for people with intellectual disability. Methods: A thematic analysis was carried out on data generated through ethnographic fieldwork at five sheltered accommodations and semi-structured interviews with ten individuals with intellectual disability. Results: The results show that people in Sweden with intellectual disability are desexualized within a moral order that is maintained in post-institutional social care. Through this moral order, which is deeply embedded in an ableist rhetoric about sexual relationships, sexual scripting for disabled people is constrained both inside post-institutional social care initiatives, and in the broader community of “ableist environments.” In response, disabled people employ various strategies of resistance. Conclusions: A rhetoric of positive sexuality should be a guiding principle for successfully supporting the development of sexual agency on each individual’s own term. Policy Implications: We conclude by encouraging the development of initiatives that will empower and support people with intellectual disability to learn about their sexual rights and to find solutions that allow for development of sexual agency and subjectivity.

- I avhandlingen analyseras hur våldsutsatta kvinnors behov tolkas, omförhandlas och anpassas för att kunna hanteras inom socialtjänstens organisation. Avhandlingens övergripande frågeställningar fokuserar på insatser och behov, betydelsen av socialtjänstens organisering och betydelsen av socialarbetarnas handlingsutrymme. Avhandlingen baseras på kvalitativa analyser av statliga propositioner, intervjuer med socialarbetare och med kvinnor som varit utsatta för våld i nära relationer. Det teoretiska ramverket bygger bland annat på Frasers (1989) teoretiska perspektiv som tar sin utgångspunkt i samhällets tolkningar av människors/gruppers behov av stöd, nyinstitutionell teori och teorier om gatubyråkrater. Avhandlingen visar att socialarbetares tolkningar är centrala aspekter av förhandlingen om hur våldsutsatta kvinnors behov och rätt till stöd ska förstås. Ett viktigt resultat i avhandlingen är att stödet till våldsutsatta kvinnor blir så pass olika. Avhandlingen ger inga svar i kvantitativa termer på hur olikheten är fördelad, men den ger exempel på hur olikheten tar sig uttryck. I kommuner där specialiseringen innebär att socialarbetarna på socialkontoret i första hand utreder behov och fattar beslut om insatser, måste det också finnas adekvata insatser att besluta om. Saknas det så erbjuds inte heller något stöd. Stödet till kvinnor som utsatts för våld i nära relationer blir också olika eftersom socialarbetare ställer olika krav eller sätter upp olika trösklar för att kvinnor ska få stöd. Avhandlingen visar att både gemensam kunskap och gemensam syn på sociala problem är centralt för att samarbetet inom den specialiserade socialtjänstens ska fungera och i längden också för vilket stöd människor kommer att erbjudas.

- Purpose - There is a tendency in team research to employ concepts of stepwise models, reachingfrom the primitive to the excellent, to suggest that a higher level of evolution is better than the basic and simple. This tendency includes typologies of teams. This article aims to question the relevance of this view.Design/methodology/approach - Data were collected in three steps. In the first step, articles and books analyzing teams and teamwork from stepwise analytical models were collected. In the second step the collected data were classified into different themes. Each stepwise model was classified into one essential denomination. This classification resulted in eight themes. In the third step each theme was analyzed, which led to the fusion of some of the themes.Findings - The conclusion is that a synchronous, complementary or mature team is not necessarily optimal. Contrary to this, a differentiated, sequential or multi team approach can be optimal for some purposes. Team research needs to establish a more open, inductive and critical attitude than at present.Originality/value - The paper highlights the need to observe and use team theories in a balanced and critical way.

- Knowledge integration is often highlighted as a necessary precondition for sustainable urban planning. It is also a way to manage conflicts in complex institutional settings and practices. However, analyses of knowledge use practices in empirical planning cases are rare. In this paper, we aim to better understand knowledge-related aspects of conflict development and resolution. We perform a detailed analysis of how different types of knowledge are used by conflicting actors in two urban development projects in Gothenburg, Sweden and reflect on the implications that such practices have for conflict resolution. We show how integration of knowledge can be identified in the context of planning conflicts and how knowledge use related roots of conflicts become more visible. Attention to how knowledge is used and integrated in conflict management can shed more light on shortcomings of resolution processes and serve as a base to improve conflict resolution towards more lasting, long-term oriented, and therefore more sustainable solutions.

- This population-based time-trend study examines gun violence rates among males in Sweden during the years 1996 to 2015 and compares the rate in Sweden to other Western European countries. Data were collected from six registries and are presented descriptively per 100,000 inhabitants. The risks among males in Sweden increased considerably in both lethal and non-lethal gun victimization and perpetration. Among males aged 15 to 29 there was a five-fold increase in risk for victimization in lethal and non-lethal gun violence during the 20-year observation period. In a comparative perspective the rate of gun homicide victimization among males 15 to 29 years was higher in Sweden compared to other Western European countries, while the risk for males over age 30 was at an average level. Based on the results of this study we conclude that gun violence among young males in Sweden has been on the rise and is at a high level compared to other Western European countries. The development of gun violence in Sweden can be characterized as endemic, prevalent in both population and socially vulnerable areas.

- In this analytical chapter we focus on human factors to shed light on what a 21st-century project might look like from within. Adopting a non-essentialist perspective to project-making, we at the same time acknowledge that the notion of human nature is blurred, dynamic, changeable, heterogeneous, and internally riven. The human condition, hence, always dictates what ontological position a project adopts regarding its subject matter, execution and end results. In this respect, with this book we commit to an open-ended normativity: normative by reluctantly accepting the bias of the project formulas as we have defined their ability to shape the contemporary world, but open-ended with regard to a constant awareness that all knowledge is constructed, fluid and flawed, and that the insights here presented are only some of many possible interpretations. That said, we do not believe that plurality of opinion is intrinsically useful for creating ‘good projects’ – we believe it is an overused statement (cf. de Botton 2019) – but plurality of opinion is possibly the only way to unravel how a project operates and what keeps it afloat, including its silent triumphs and hidden pathologies. Since values and value systems can differ even within very small entities, to truly understand the inner workings of a project requires covering all its nooks and crannies. This methodological approach – autoethnography – is represented in the vast empirical section of this book – top to bottom and side to side, the results of which are discussed in the ensuing nine subsections. When things are whipped up into a sustainability frenzy with a flurry of divergent messages, it is easy to lose track of goal and purpose. For change to happen, we must dare to open a can of worms and find each other in the disenchantment of our broken world. The battle against unsustainability is a war of attrition: words against deeds – and both are enclosed in projects.

By critically exploring and convincingly challenging existing stereotypes and narratives about sexual violence in conflict settings, the authors reveal the need for a nuanced understanding of SGBV, including its invisible victims. Their analysis transcends reductionist explanations that separate SGBV from other forms of violence that afflict war-torn societies, and haunt post-war contexts. They thus provide invaluable insights into the complex circumstances in which SGBV occurs.

The book focuses on the intricate relationship between laws and institutions and everyday life. It analyzes on the one hand how laws and institutions are constituted and on the other hand how gender regimes are built at the local rural level, sometimes in compliance with these frames and sometimes contesting them, The articles, in diverse ways, give voice both to women’s struggles for recognition and men’s voices in gendered rural societies. Through applying the concept of the welfare state and gender regimes within rural research, this book contributes to the further development of a comparative theoretical framework for rural gender studies. The importance of integrating rural gender studies into both the mainstreams of rural and feminist research has been emphasized in previous research, as has that of developing comparative analytical frameworks. The conceptual framework adopted in this volume wets out to meet this challenge by approaching rural gender relations and the meeting point of two core research areas: gender regimes and rural transformative processes. Research into gender regimes offers a promising analytical framework for comparing gender relations in diverse rural settings. At the same time, by addressing rural concerns deriving from the specificity of rural transition processes and gender regimes, the approach also contributes to an elucidation of the complexity of citizenship.

By downloading a campaign app, girls can do a quiz to learn about, for example, HPV risks and protection. I use feminist STS studies to discuss these campaigns as involving different “matters of care” (Puig de la Bellacasa 2011). In addition, being a part of the “care choice model” in Sweden, I study how they translate care into standardizing versions of patient choice and care accessibility. In this presentation, I trace the different versions of sex made present and absent in Swedish HPVV campaigns and their practices. In STS research on HPVV it is discussed how sexuality often is sidelined in favor for a focus on cervical cancer (Wailoo et al. 2010). Partly in contrast, I discuss how sexual practices are present in the Swedish HPVV context. However, often being connected to risk and contagion, certain sexual politics are involved. In making sex as risk present, what happens to possible other versions of sex, such as sex as desire and pleasure? In the HPVV campaigns and their practices, sex (as risk) is invoked as something relational that denotes a shared responsibility between the genders. In addition, I relate this to how a “care for the self” and a “care for the population” are balanced and articulated. Here, sex is expressed both as a population and individual matter of care.

More than just a carding system: Labour implications of the EU’s illegal, unreported and unregulated (IUU) fishing policy in Thailand

- Globally, the EU plays a leading role in combating Illegal, unreported and unregulated (IUU) fishing activities. Specifically, the EU exercises normative power to influence regulatory strategies and governing frameworks in third countries. In 2015, the EU issued Thailand a yellow card, indicating that economic sanctions would be implemented unless IUU fishing practices were eliminated. Concurrently, revelations about ‘modern slavery’ in Thailand's fishing industry had received international attention, through media and NGOs, exposing slavery-like practices among migrant fishworkers. Conventionally, the EU IUU policy addresses only issues of catch and environmental sustainability. This paper explores how an initial bilateral dialogue was bifurcated into two dialogues: a Fishery Dialogue and a Labour Dialogue. Drawing on semi-structured interviews with involved actors, expert opinions, field-visits and secondary documents, we ask: How were labour issues integrated into the bilateral dialogue, and what consequences emerged from the IUU policy for Thai fisheries management? Tracing the bilateral dialogue between EU and Thai governments, we argue that Thailand's fisheries reform was a result of both fisheries’ sustainability concerns and the kind of labour rights valued by the EU. Our Normative Power Europe approach shows how norms of labour rights shaped the reform through policies and implementation. We maintain that this unique case-study reveals how the EU incorporates a broad-based normative approach that goes beyond catch sustainability.

Identity, Old(er) Age and Migrancy : A Social Constructionist Lens

- ldentity research in relation to ethnicity and migration has tended to focus an younger people whilst identity research in relation to ageing and old(er) age has not focused an migrants. This inadvertent mutual neglect has led to a lack of identity research that examines the identity categories of old(er) age and migrancy together, a lacuna that this dissertation aims to redress. This dissertation departs from a social constructionist understanding of identity as situationally accomplished in the interplay between how one defines oneself (internally) and how others define one (externally). The questions raised by this perspective and addressed in this dissertation are: When (in what situations) and in relation to whom do old(er) age and migrancy (respectively) seem to become meaningful for identification? How do the identity categories of old(er) age and migrancy seem to be negotiated? The empirical material consists of in-depth interviews with 24 older migrants (13 men, 11 women) aged between 55 and 79 who have been living in Sweden for 18 to 61 years. Interviewees come from 12 different countries that vary in perceived cultural distance from Sweden. The findings suggest that identifications with old(er) age and migrancy seem to be dynamic and flexible rather than necessarily permanently meaningful, thus gaining meaning in specific situations and in relation to particular Others. External definitions furthermore do not always seem to match with internal ones. Regardless of how old(er) age and migrancy are constructed, they seem to be negotiable. This dissertation thus contributes to identity research by studying old(er) age and migrancy together and furthermore sheds light onto how the social constructionist lens allows us to see variability where stability otherwise would be presumed.

- Notions about honour and honour codes are culturally institutionalised and sacralised as well as important quasi-moral human concerns that relate to reputation monitoring. This article addresses honour concepts from the standpoint of the cognition of reputation management and indirect reciprocity. In view of the massive bulk of research on the evolution of moral dispositions for cooperation, it hypothesised that such proclivities for social life underpin and constrain the cultural formation of honour concepts, particularly through the function of reputation. However, there are two prominent theories that address evolved morality, and both consider reputation. Firstly, altruism and group selection theory holds that key moral dispositions are related to punishment and possibly honour, and it proposes that the altruists outcompete non-altruists in a group. By contrast, mutualist theory holds that it is mutually advantageous to cooperate and that an actor’s reputation as a reliable exchange partner is at the core of concerns about honour. In this article it is asked whether altruism and mutualism are both of equal explanatory value in explaining honour and reputation. The overarching argument of this article is that mutualist models, prima facie, have explanatory higher ground when a model of the cultural transmission of honour concepts is advanced based on evolved human morality. This objective is highlighted by (a) suggesting a model of how reputation is a conceptual core of honour notions and (b) demonstrating how mutualist rather than altruist approaches offer the most cohesive account of reputation and consequently of honour notions.

Conflict resolution in coastal management: Interdisciplinary analyses of resource use conflicts from the Swedish coast

- Natural resource use conflicts at urbanized coasts and their analysis and resolution are the main themes of this thesis. Based on the analysis of four conflict cases from the Swedish coast, I explore the ways the local management of coastal resources may be connected with a broader notion of sustainable resource management. Two questions guide this study. The first one is in regard to the theoretical and methodological development of coastal conflict research. It asks whether and how coastal conflicts can be analysed in an interdisciplinary manner. In answer to this research question, I developed an interdisciplinary conceptual framework for the analysis of local coastal conflicts. This framework is an example of the form that methodologies for interdisciplinary knowledge integration can take in a natural resource management study. The framework combined and integrated knowledge from different discourses and disciplines of environmental conflict research with the knowledge from empirical conflict studies and allowed for more integrated and complex conflict analysis. The second question is practice and management oriented and concerns how practical conflict resolution can be improved with sustainable coastal resource management as a goal. The findings highlight the importance combinations of formal and informal resolution strategies have, the key role of practices of knowledge use and the importance of power imbalances among stakeholders for conflict resolution. By setting out to link together the analyses of conflicts and conflict resolution in the practice of resource management and policy with the normative aspects of sustainable resource management, I highlight that interdisciplinary analyses of resource use conflicts and integrated approaches to conflict resolution should be incorporated in sustainable resource management and planning as a necessary part.

- This article explores the local governance of poverty alleviation in a marginalised Hungarian rural community, with over 50 per cent Roma inhabitants, most of whom were either unemployed or participated in public work projects. Kisbalog is among those marginalised rural communities which are characterised by increasing social polarisation and ethnic cleavages as a result of selective outmigration and a municipal leadership which negotiates access to public work along racialised notions of deservingness. Hungary follows the EU concept of public private partnerships for local governance. This article unravels the room for manoeuvre for NGOs working for poverty alleviation in the context of the racialised narratives of a paternalistic local welfare state. Utilising Young's notions of social justice it explores the complicit nature of recognitional, associative and distributional justice in order to understand the interplay in partnerships between public and private agencies. From among three types of strategies, coercive, isolated and deliberative, the last one has the potential to bring about transformative changes.

- Denna policy brief sammanfattar slutsatser från det pågående projektet ”Rethinking Integration: en komparativ studie om civilsamhället i bostadsområden med socioekonomiska utmaningar som karaktäriseras av mångfald” och syftar till att analysera på vilka sätt civilsamhället bidrar till integration. Resultaten visar att civilsamhället bidrar betydligt till integration genom mångsidiga och behovsanpassade aktiviteter, vilket pekar på vikten av att uppmärksamma formella såväl som informella initiativ. Projektet finansieras av Vetenskapsrådet och leds av Gabriella Elgenius, professor vid Göteborgs universitet, i samarbete med Juta Kawalerowicz, forskare vid Stockholms universitet, och Jenny Phillimore, professor vid Birminghams universitet.

Omsorgen om landsbygdens äldsta : Kommuner och civilsamhälle i fokus

- I denna skrift redovisas resultat från projektet ”Omsorgen om landsbygdens äldsta. Kommunens och civilsamhällets omsorgsnätverk i semi-rurala miljöer”. Syftet med projektet är att öka kunskapen om hur äldre som bor på landsbygden själva ser på sitt åldrande, vad man är engagerad i, hur man vill bo och vilket stöd och vilken hjälp man har och ger till andra. I projektet studeras hur några mindre landsbygdskommuner ordnar äldreomsorgen och hur kommunerna och vissa lokala aktörer förhåller sig till äldres behov och intresse.Fokus i denna skrift riktas mot kommunens sätt att organisera och genomföra omsorg, samt hur den är kopplad till det civila samhällets aktörer. Materialet som ingår har insamlats i de tre kommunerna Valdemarsvik, Ydre och Åtvidaberg. I denna skrift redovisas resultat från intervjuer som genomförts med representanter för dessa kommuner (kommunalråd, kommunchef, omsorgschef ). Redovisningen av intervjuerna berör de intervjuades syn på den egna kommunens förutsättningar, kommunernas strategier och framtidssyn. Skriften innehåller också resultat från intervjuer med representanter från civilsamhället, seniorföreningar (PRO:s och SPF:s ordförande, vice ordförande, styrelseledamot) och kyrka (diakon, präst). I dessa intervjuer berörs synen på förhållandena för kommunens äldsta, samt civilsamhällets roll som omsorgsaktör.Trots att de tre kommunerna kan förefalla likartade, visar studiens resultat på skillnader dem mellan. I Åtvidaberg finns ett tydligare centralortsfokus än i de andra två kommunerna. Även om Ydre som är en liten kommun också har en given centralort dit verksamheter koncentreras, finns ett tydligare landsbygdsfokus. Ydre är en skogs- och jordbrukskommun med en hög andel egna företagare. Inom kustkommunen Valdemarsvik förs ett tydligare resonemang om hur man ska kunna erbjuda service i olika kommundelar, något som man upplever att kommuninvånarna är angelägna om. Valdemarsvik består av flera relativt självständiga samhällen vilka tidigare var egna kommuner och som månar om sin egen självständighet. Arbetet i kommunen har även präglats av resonemanget ”hela kommunen ska leva”. I de två kommunerna Ydre och Valdemarsvik, har man poängterat att närheten till sitt lokalsamhälle liksom personkännedom är viktiga faktorer i äldreomsorgen, medan man i Åtvidaberg i större utsträckning har utgått från att man bättre tillfredsställer äldre personers behov genom att äldre kommer närmare service och tillgänglighet i centralorten. Den stora frågan i alla tre kommunerna är hur man ska kunna erbjuda äldreomsorg med samma kvalitet som idag till en växande andel äldre men med minskande skatteintäkter. Här är dock inställningen att det är något som måste lösas på nationell nivå t ex genom utjämningsbidrag för att man ska kunna åldras på jämlika villkor nationellt.Frågor som är ständigt aktuella i kommunerna gäller hur man ska kunna tillfredsställa tillgänglighet till servicefunktioner för dem som bor längre ut i kommunerna, utanför centralorten eller de större samhällena. Kollektivtrafiken på landsbygden utgör en stor kostnad och turtätheten minskar kontinuerligt. För dem som inte längre kan köra bil kan detta bli en avgörande fråga för om man kan bo kvar eller ej. Färdtjänst täcker en del av behovet liksom anropsstyrd trafik, men fungerar sämre för att upprätthålla sociala kontakter som huvudsakligen sker på kvällstid eller helger. Att kunna erbjuda äldre bra och funktionella bostäder är ytterligare en fråga som tas upp. Man är beroende av att någon vill erbjuda bostäder samt att det finns en betalningsvilja hos äldre personer för den typen av bostäder, båda dessa faktorer upplevs som problematiska. Idén att främja kvarboende kan å ena sidan förstås i ljuset av att det är en kostnadseffektiv strategi i en tid där decentralisering ställer ökade krav på kommuner att själva sörja för sin välgång och där medborgarnas resurser och hälsa blir allt viktigare för utvecklingen i lokala miljöer. Å andra sidan kan kvarboendeprincipen ses som en form av nyliberal vision som betonar inte bara regioners utan också enskilda individers egenansvar, självtillräcklighet och valfrihet.Sammantaget ter sig ett friskt och aktivt åldrande – förkroppsligat i kvarboende – ofta både nödvändigt och önskvärt. Mycket av strategierna går ut på att den äldre människans vardag ska kunna fortsätta att fungera som förut. Omsorgen går ut på att bevara förmågor. När det gäller att skapa ett äldrevänligt samhälle med goda kommunikationer kommenterade exempelvis en av studiens informanter: ”Så folk ska kunna få sin vardag att, så länge som möjligt, vara ganska lik den man har haft förut”.Från kommunernas sida räknar man med att verksamheten i större utsträckning kommer att koncentreras till att möta äldres grundläggande behov, något som i skriften betecknas anpassningslogik. Man förutsätter då att andra aktörer än kommunerna ska tillfredsställa övriga behov, men riktigt hur det ska gå till är ibland oklart. Det kan gälla dels privata marknadsaktörer som dock är beroende av ekonomisk lönsamhet, dels frivilligorganisationer och anhöriga. Föreningsliv och kyrkan uppfattas som viktiga komplement av såväl kommunen som av organisationerna själva. De äldre ses som en resurs för den egna gruppen, samtidigt som representanter för kyrkan och frivilligorganisationerna menar att människor inte alltid är benägna att be om hjälp ens av närstående. Föreningar och frivilligverksamheter står för en stor del av aktiviteterna på landsbygden men är beroende av eldsjälar och kontinuiteten är därför osäker. Det finns dock en optimism om att det sker generationsskiften även inom dessa verksamheter som bidrar till att göra fortlevnaden möjlig. Föreningsliv och dylikt blir ett sätt att skapa ringar på vattnet, att vara ett forum där sociala nätverk kan etableras och fortsätta växa på egen hand. I studien framgår även att många äldre själva fyller en viktig roll både som omsorgsgivare och för det sociala livet i stort.I skriften skisseras olika vägar för att lösa den brännande frågan om hur den mindre kommunen kan möta en framtid med krympande kommunstorlek och samtidigt tillförsäkra god service till en åldrande befolkning. Sannolikt är det så att olika lösningar passar olika väl i olika typer av kommuner och för olika typer av frågor. Ett resultat som framkommer i skriften är att de lokala förhållandena behöver bli en utgångspunkt för den planering som sker för att möta framtiden. Kan hända är det olika lokala initiativ som gör en verklig skillnad, initiativ som kan genomföras med stöd från regional och statlig nivå. Lösningen kan i många fall handla om att finna en balans mellan politiska ambitioner, framåtanda och anpassningslogik.

- This chapter looks at how patient advocates have intervened in cervical cancer policies to promote and enact the HPV test as the new “right tool for the job” in cervical cancer screening. By drawing upon an ethnography of a Swedish patients’ group, it provides a case study of patient advocates as key actors in the current fabrics and monitoring of healthcare policies. Focused on the interplay between “uninvited participation” and “evidence-based activism,” the chapter discusses how patient advocacy roles—“initiators,” “controllers,” and “influencers”—are enacted and sparked through policy-related patient activism. The author pays particular attention to how patient advocates translate “credentialized knowledge,” such as clinical guidelines, journal articles, and statistics, into evidence in support of policy change. The chapter develops the notion of “evidential objects,” used for analyzing the role of such material and textual objects in patient advocates’ mobilization of evidence.
