    • In the first of two essays in this Journal, I seek to unify the historicalgeography of early modern ‘European expansion’ (Iberia and Latin America)with the environmental history of the ‘transition to capitalism’ (northwestern Europe). The expansion of Europe’s overseas empires and the transitions to capitalism within Europe were differentiated moments within the geographicalexpansion of commodity production and exchange – what I call the commodityfrontier. This essay is developed in two movements. Beginning with a conceptual and methodological recasting of the historical geography of the rise of capitalism,I offer an analytical narrative that follows the early modern diaspora of silver.This account follows the political ecology of silver production and trade from the Andes to Spain in Braudel’s ‘second’ sixteenth century (c. 1545–1648). In highlighting the Ibero-American moment of this process in the present essay, Icontend that the spectacular reorganization of Andean space and the progressive dilapidation of Spain’s real economy not only signified the rise and demise of a trans-Atlantic, Iberian ecological regime, but also generated the historicallynecessary conditions for the unprecedented concentration of accumulation andcommodity production in the capitalist North Atlantic in the centuries thatfollowed.

    • This book advances critical discussions about what coloniality, decoloniality and decolonization mean and imply in the Nordic region. It brings together analysis of complex realities from the perspectives of the Nordic peoples, a region that are often overlooked in current research, and explores the processes of decolonization that are taking place in this region. The book offers a variety of perspectives that engage with issues such as Islamic feminism and the progressive left; racialization and agency among Muslim youths; indigenizing distance language education for Sami; extractivism and resistance among the Sami; the Nordic international development endeavour through education; Swedish TV-reporting on Venezuela; creolizing subjectivities across Roma and non-Roma worlds and hierarchies; and the whitewashing and sanitization of decoloniality in the Nordic region. As such, this book extends much of the productive dialogue that has recently occurred internationally in decolonial thinking but also in the areas of critical race theory, whiteness studies, and postcolonial studies to concrete and critical problems in the Nordic region. This should make the book of considerable interest to scholars of history of ideas, anthropology, sociology, cultural studies, postcolonial studies, international development studies, legal sociology and (intercultural) philosophy with an interest in coloniality and decolonial social change.

    • This article proposes a new theoretical framework to study the dialectic of capital and nature over the longue durée of world capitalism. The author proposes that today’s global ecological crisis has its roots in the transition to capitalism during the long sixteenth century. The emergence of capitalism marked not only a decisive shift in the arenas of politics, economy, and society, but a fundamental reorganization of world ecology, characterized by a “metabolic rift,” a progressively deepening rupture in the nutrient cycling between the country and the city. Building upon the historical political economy of Marx, Foster, Arrighi, and Wallerstein, the author proposes a new research agenda organized around the concept of systemic cycles of agro-ecological transformation. This agenda aims at discerning the ways in which capitalism’s relationship to nature developed discontinuously over time as recurrent ecological crises have formed a decisive moment of world capitalist crisis, forcing successive waves of restructuring over long historical time.

    • One of the less known problems in settlement geography is the issue of so-called degraded and restituted towns. This lack of reconnaissance, however, is perhaps less the result of the towns’ scarcity than their specificity of being ‘awarded’ or ‘deprived of’ an urban label by means of strictly socio-political actions. Degraded and restituted towns, hence, are spatial units made ‘urban’ or ‘rural’ instantaneously, irrespective of their de facto state along what is widely considered a gradual path of (de)urbanization. Instead, they become compartmentalized into two constructed spatial categories that have survived the onslaught of material transformations and philosophical repositioning through different whims of time. While ‘rural’ and ‘urban’ are conceptual binaries that certainly need to be treated with caution, their cultural salience may cause tangible consequences within national administrative systems that abide by a formalized rural-urban distinction. This issue becomes particularly important for settlements that clearly transcend any imagined rural-urban divide, i.e. those, whose material and immaterial characteristics seem counterfactual to their assigned category. It is also crucial in formal practices designed to avert such counterfactualities, but whose ran-domness of approach more creates confusion than helps straighten out a historical concoction. Both processes, nonetheless, lend ‘urbanity’ and ‘rurality’ a resonance of objectivity, justifying their use as guides for a host of developmental endeavors, despite subverting a much more intricate reality. Degraded and restituted towns are direct derivatives of this. Drawing on the above-mentioned irreconcilabilities, the aim of this book is to present and scrutinize degraded and restituted towns through the example of Poland, where these towns occupy a special niche. For one, Poland, due to its chequered and variegated history, is home to a conspicuously large number of degraded (831) and restituted (236) towns; for another, Poland’s relentlessness of formalizing ‘urbanity’ as a category of statistical, political and cultural guidance has a direct bearing on the lives of the towns’ residents. Realizing the intricacy of degraded and restituted towns in the face of commonplace ru-ral-urban ideations, the editors and the 17 contributing Authors of this book have made an effort to capture the towns’ complexity with special foci on their shrouded origins, developmental specificity and incurred problems. Owing to the involvement of researchers from different scientific disciplines and subdisciplines, the undertaken project has helped elucidate the problem from multiple perspectives: spatial, social, demographic, economic, environmental, historical, architectural, cultural, legal and philosophical. Allocated into 17 chapters, not only have the presented interpretations allowed for a first interdisciplinary synthesis on the topic, but they also helped outline some prospective directions for future research. Moreover, collecting materials of such diversity into an amalgamated whole has helped identify specific discourses that enwrap the concept of “urbanity” when seen through its oscillations within formal contexts, and to which degraded and restituted towns serve as expendable game pieces. By combining knowledge arrived at through ontologically and epistemologically different approaches, the incremental contribution of this book as a whole could be summarized in two attainments: a) extending theoretical frameworks used to study degraded and restituted towns in terms of definition, conceptualization and assessing predispositions for future de-velopment on account of their spatial, legal, socio-economic and historical charac-teristics; b) initiating an anticipated discussion on a number of important and current topics re-lated to the practices of degradation and restitution that have not received adequate attention, e.g., the urbanity-vs.-rurality paradox, the changeability of human settlement forms vs. the consequences of rigid spatial categorizations; the role of various actors in shaping the socio-economic reality under the guise of an ossified binary; or identifying spatio-conceptual conflicts as future challenges for local, regional and national policy.

    • An epochal transformation of nature-society relations was inscribed in the transition from feudalism to capitalism. This article advances three central propositions. First, the origins of today’s global ecological crisis are found in the emergence of the capitalist world-economy in the “long” sixteenth century - not in industrialization, population growth, or market expansion, as the conventional wisdom would have it. Secondly, the crisis of feudalism was a general crisis not only of medieval Europe’s political economy, but in equal measure an expression of feudalism’s underlying ecological contradictions. Thirdly, the rise of capitalism effected a radical recomposition of world ecology. As early as the sixteenth century, we can see how the emergent logic of capital, which at once implies endless expansion and seeks to flatten socio-ecological diversity, undermined the possibilities for a sustainable relation between nature and society. Capitalism thus differed radically from feudalism and all other precapitalist formations. Where earlier ecological crises had been local, capitalism globalized them. From this standpoint, the origins of capitalism may shed light on today’s ecological crises.

    • I think the lesson is that Malthus was wrong because he took the problem of limits outside of history, outside the history that women and men make in the modern world. So the issue is not that there is no scarcity — of course, capitalism is a system that is premised on induced scarcity. That’s why markets in the capitalist era function the way that they do. So I think the mistake of the left has been in a certain reluctance to deal with the problems of scarcity, or in some cases back into an embrace of a neo-Malthusian scarcity mentality in which there are these “natural limits” that are outside of how capitalism functions historically as an ecological regime.

    • Does the present socio-ecological impasse – captured in popular discussions of the ‘end’ of cheap food and cheap oil – represent the latest in a long history of limits and crises that have been transcended by capital, or have we arrived at an epochal turning point in the relation of capital, capitalism and agricultural revolution? For the better part of six centuries, the relation between world capitalism and agriculture has been a remarkable one. Every great wave of capitalist development has been paved with ‘cheap’ food. Beginning in the long sixteenth century, capitalist agencies pioneered successive agricultural revolutions, yielding a series of extraordinary expansions of the food surplus. This paper engages the crisis of neoliberalism today, and asks: Is another agricultural revolution, comparable to those we have known in the history of capitalism, possible? Does the present conjuncture represent a developmental crisis of capitalism that can be resolved by establishing new agro-ecological conditions for another long wave of accumulation, or are we now witnessing an epochal crisis of capitalism? These divergent possibilities are explored from a perspective that views capitalism as ‘world-ecology’, joining together the accumulation of capital and the production of nature in dialectical unity.

    • The exceedingly competitive climate of academia has increased the emphasis on performance-based research funding. In this paper we evaluate the UK's government assessment of research impact and critically comment upon the implications for future research conduct. The key findings are as follows; firstly we provide a summary of UK tourism research impact. Secondly, we demonstrate the effect of the resulting significance gap, and comment upon the consequences of the Research Excellence Frameworks' (REF) research impact assessment in terms of a research culture change. Lastly, we proposition that the current assessment structure can have negative long-term consequences in that key issues facing tourism fall outside 'good' research impact.

    • The United Nations identifies the food crisis as one of the primary overarching challenges facing the international community. Different stakeholders in the food system have widely different perspectives and interests, and challenging structural issues, such as the power differentials among them, remain largely unexamined. These challenges make rational discourse among food system actors from different disciplines, sectors and levels difficult. These challenges can often prevent them from working together effectively to find innovative ways to respond to food security challenges. This means that finding solutions to intractable and stuck issues, such as the food crisis often stall, not at implementation, but at the point of problem identification. Food system sustainability means very different things to different food system actors. These differences in no way undermine or discount the work carried out by these players. However, making these differences explicit is an essential activity that would serve to deepen theoretical and normative project outcomes. Would the impact and reach of different food projects differ if these differences were made explicit? The purpose of this initial part of a wider food system research project is not to search for difference or divergence, with the aim of critique, but rather to argue that by making these differences explicit, the overall food system project engagement will be made more robust, more inclusive and more encompassing. This paper starts with some discussion on the different food system perspectives, across scales, regions and sectors but focuses primarily on the design of processes used to understand these divergent and at times contradictory views of what a sustainable food system may be. This paper draws on ongoing work within the Mistra Urban Futures project, using the food system projects in cities as diverse as Cape Town, Manchester, Gothenburg and Kisumu as sites for this enquiry.

    • This paper examines the accomplishment of making technology work, using the discourse around telemedicine in Swedish healthcare during 1994-2003. The paper will compare four projects launched in the mid-1990s and policymakers’ visions of healthcare through telemedicine. I will employ a sociotechnical approach developed within Actor-Network Theory that understands functioning technology not as something intrinsic but as an outcome of an ongoing process of negotiations. In the paper, I will extend the sociotechnical approach of what constitutes working technology to include spatiotemporal matters. I will also approach the closely related issue of space that has become a concern of Actor-Network Theory scholars interested in the accomplishment and continued workings of technology as it travels. In this discussion, an emphasis on fixed relations (network space) has been challenged by investigations into changing relations (fluid space). This paper suggests that in order to travel well, technology must be both fixed and fluid.⁰

  • Anatomy of a 21st-century sustainability project: The untold stories

    • What does a sustainability project look like in the 21st century? Not the glossy version, but the naked truth? Tired of manicured, over-theorised accounts of the ‘musts’ and ‘shoulds’ of sustainability transitions, we got to the bottom of things; actually, to the very bottom of the project hierarchy: the individual. Our point of departure is that projects are nothing but temporarily interconnected people. This means that if we don’t know what people do and what they think about their work, we will never be able to create a deeper understanding of the project, its rationale and future impact. Making use of the autoethnographic method, this book provides critical insights into what it’s like being part of a 21st-century project. Building on unfiltered first-hand contributions from 73 authors representing the five organs of a project’s anatomy – the brain (theoreticians), the skeleton (leaders), the limbs (strategists), the heart (local stakeholders) and the lungs (researchers) – the book covers all the important aspects of contemporary project-making: (1) projectification as a societal phenomenon; (2) sustainability as the main project buzzword; (3) transdisciplinarity as a hot working method; (4) economy as the invisible project propeller; (5) space as the contextual project qualifier; (6) gender and integration as the obstinate orphans of project-making; (7) trends as the villains of thoughtless project mimicry; (8) politics as the “necessary evil” of projects; and (9) knowledge production as the cornerstone of all project work. The book ends with an extensive critical analysis of what makes a project tick and how to avoid project failure. We infer that talking about project outcomes and impacts is just that… talking. What makes a difference is what can be done to the project in itself. Three important virtues – the ABC of project-making – emanate from this book’s 40 chapters: building good relationships (Affinity), having the guts to make a change (Bravery), and showing willingness to learn (Curiosity). These are the basis for the successful execution of future sustainability projects, where complexity, unpredictability and desperation will become a staple force to recon with. The original contribution of this book is to shed light on the silent triumphs and hidden pathologies of everyday project-making in an effort to elevate individual knowledge to a level of authority for solving the wicked – yet project-infused – problems of our time.

    • In this essay, I elaborate the possibilities for a unified theory of historical capitalism – one that views the accumulation of capital and the production of nature (humans included!) as dialectically constituted. In this view, the modern world-system is a capitalist world-ecology, a world-historical matrix of human- and extra-human nature premised on endless commodification. The essay is organized in three movements. I begin by arguing for a reading of modernity’s “interdependent master processes” (Tilly) as irreducibly socio-ecological. Capitalism does not develop upon global nature so much as it emerges through the messy and contingent relations of humans with the rest of nature. Second, the paper engages Giovanni Arrighi’s handling of time, space, and accumulation in The Long Twentieth Century. I highlight Arrighi’s arguments for a “structurally variant” capitalism, and the theory of organizational revolutions, as fruitful ways to construct a theory of capitalism as world-ecology. I conclude with a theory of accumulation and its crises as world-ecological process, building out from Marx’s “general law” of underproduction. Historically, capitalism has been shaped by a dialectic of underproduction (too few inputs) and overproduction (too many commodities). Today, capitalism is poised for a re-emergence of underproduction crises, characterized by the insufficient flow of cheap food, fuel, labor, and energy to the productive circuit of capital. Far from the straightforward expression of “overshoot” and “peak everything,” the likely resurgence of underproduction crises is an expression of capitalism’s longue durée tendency to undermine its conditions of reproduction. The world-ecological limit of capital, in other words, is capital itself.

    • This article argues that the prepaid energy system put into operation in Medellín and across Colombia worked as an expression of ‘energopower’; that is, energy as a means to govern societies. The article uses press archives and company statements, official statistics and group interviews to show how energopower operates in Medellín along three lines: that Empresas Públicas de Medellín, the city's public utility company, encouraged disconnected and displaced people as new buyers of prepaid energy services instead of citizens entitled to those services; that the implementation of the prepaid energy system coincided with the vertiginous capitalisation that allowed the city to fund its ‘Social Urbanism’ and EPM to expand operations across Colombia and other countries in Latin America; and, that prepaid electricity as a tool of energopower subjugated displaced and disconnected populations to new forms of affordability that prompted barrio women to understand and oppose its disciplining methods of domination.

    • This article analyses challenges for civil society research in superdiverse areas and proposes ways to overcome them. Key components of previous studies are problematised, such as the lack of attention to demographic complexity, the focus on formally registered organisations at the expense of informal ‘below the radar’ initiatives, the over-reliance on analyses using administrative data and building on dichotomous categorisations of social capital. The article calls for scholars to develop methodologies and theory that enable research across the full range of civil society activity. We argue for a holistic approach to researching civil society through comparative and mixed-methods designs that facilitate research about the nature of civil society action, its forms, patterns and experiences. The concept of ‘superdiversity’ is useful to reflect evolving demographic complexity, given age, gender, nationality, religion and immigration status, and divergent experiences of rights and the labour market.

    • This paper deals with the ways of categorising landscapes as ‘urban’ and ‘rural’ using a physicalist approach, where these terms have special meaning. The aim of this paper is to elaborate on the question whether such a division is still meaningful with regard to anthropogenic landscapes, not least in spatial planning. The concerns raised in this paper depart from the increasingly complicated structure of geographical space, including that of anthropogenic landscapes. Our standpoint is illustrated using cases of landscape ambiguities from Poland, Germany, Romania and Greece. Leaning on frameworks of physicalist (mechanicistic) theory, this paper suggests an explanation to the outlined semantic conflicts. This is done by pointing to the relationality between the impact of centripetal and centrifugal forces, the specifics of socio-economic development, as well as the varying landscape forms that emerge from the differences within that development.

    • This comparative study is based on two large surveys of privateland and forest owners in two Estonian counties. While more than half of Põlvamaa is covered with forests, Läänemaa has a potential for summer tourism and second homes. We explore different rationales for obtaining landed property and analyse the individual property holders’ relations to—and use of—landand forests. Based on the two interlinked restitution and privatisation processes from 1991 onwards, our surveys reveal two main rationales among the owners:emotional and economic. The owners’ relations to the property are connected with legacies from both the interwar independence and the Soviet period. In addition, different rationalities, ambitions and attitudes are also related to how the property was obtained. In spite of the demand for land, many resituated landowners have chosen to maintain or recreate family property, even if the property was not actively used. In both Põlvamaa and Läänemaa the emotional bonds to land are strong among the owners of restituted or inherited property, while this is a weaker factor among those who have obtained land or forest through privatisation.

Projektets övergripande tema ”människoskapade miljöförändringarkontra naturprocesser” undersöks genom intensivstudier av några lokalakustsamhällens elasticitet och överlevnadsförmåga. Såväl långsiktiga somkortsiktiga förändringar studeras. Hur anpassade sig sådana samhällen tilllångsamma naturprocesser, och vilka strategier valdes för att hantera kortarehistoriska fluktuationer och förändringsförlopp? Vilka konsekvenser fick devalda anpassningsstrategierna för närmiljön? Projektet syftar till ett disciplinöverskridande samarbete mellan arkeologi, historia och geografi. Delprojekten behandlar kompletterande perspektiv, där yttre naturförhållanden(landhöjning, klimatförändringar och växlingar i den marinbiologiska faunanetc.), samt yttre samhällsförhållanden (närhet till stat och marknad) ställsmot lokalsamhällets inre anpassnings- och förändringsstrategier. Undersökningen är komparativ, med undersökningsområden i lokala kust- och skärgårdsmiljöer vid Östersjön. I första hand kommer Stockholms södra skärgård och Estlands kust, med Saaremaa (Ösel) och Hiumaa (Dagö), att studeras, men även områden i Finland och västra Ryssland.

    • The article discusses the phenomenon of urban abandonment as a result of environmental hazards. Seen as an outcome of environmental drivers, the underlying assumption is that a characteristic of environmental hazards is their spatial and temporal constancy of impact, whereby processes and phenomena having taken place in the past have their analogies in the present. In order to generate insights for future research and policy development, there is a need to pay greater attention to the precarious relationship between humans and the natural environment, not least by drawing lessons from the past through the study of historical cases. The article clarifies the dynamic interactions of drivers and their progression through various stages of urban abandonment. This is done by recourse to an analysis of some general trends and an in-depth examination of three selected case studies from Poland. It has two objectives. The first is to identify the historical role of environmental drivers in the process of urban abandonment, while the second one is to contribute to the typology of environmentally related processes of urban abandonment in order to better identify future calamities. With respect to the former, the findings reveal that the relation between environmental hazards and urban abandonment is pertinent in regions with specific geographic conditions and pertains only to certain categories of urban settlements. With respect to the latter, by drawing on these findings, we propose some alterations and amendments to McLeman’s comprehensive model of settlement abandonment in the context of global environmental change.

    • This paper reconsiders the roles of actors in regional innovation systems in the context of transformative industrial change. Empirically, it draws on evidence from the Värmland region of Sweden, where regional innovation system actors, with partial funding from the Swedish Innovation Agency, are striving to build a bioeconomy upon the traditional forest-related industries. The main findings include that transformative industrial change adds a variety of responsibilities to regional actors, including the provision of change legitimacy, influencing the industry’s innovation directionality and achieving social acceptance for change. A combined perspective on sociotechnical transitions and path development in regional innovation systems theoretically informs the case.

    • Research and policy argue for more compact cities to respond to sustainable development challenges. However, what actually needs to be made more compact and how, is under examined, particularly in global South cities where north notions of urban qualities are adopted without being questioned. Informed by a qualitative study in informal and compact neighborhoods in Havana, this paper explores which qualities are important to deliver more just cities, and what strategies are developed by residents to strengthen beneficial qualities and address detrimental qualities in contexts of informal urbanization and compactness. It shows how the street, human capital, neighborhood, housing affordability, citizenship and vibrancy are significant compact city qualities neglected in the literature. Finally, the paper shows how diverse strategies are developed by residents to draw upon these qualities, such as self-help urbanism, learning and innovation, economic entrepreneurship, networks of solidarity, economies of reciprocity, local imaginaries and active citizenship.

    • Life science - framför allt bioteknik, läkemedel och medicinsk teknik - har under senare år lyfts fram som en framtids- eller tillväxtbransch inom både policy och forskning. Det har antagits att tillväxt inom branschen också kommer att stimulera och generera ökad sysselsättning. Denna studie ställer sig frågande till om en sysselsättningsbaserad syn på tillväxt är rätt sätt att betrakta branschens framtidspotential. Genom en utförlig kartläggning av företag med life science-inriktning framgår att branschen, även brett definierad, endast står för en liten andel av den totala sysselsättningen i Sverige. Med hjälp av ett unikt individbaserat databasmaterial innehållande cirka 1 200 företag och 54 000 individer i Sverige diskuteras istället branschens betydelse i termer av humankapital och geografisk specialisering. Av studien framgår att arbetskraften i life science-branschen är bättre utbildad och har en högre inkomstnivå jämfört med övriga Sverige samtidigt som företagen är starkt koncentrerade till storstadsområden och större universitetsstäder. Trots att branschen endast sysselsätter ett fåtal personer och till stora delar är beroende av ett fåtal multinationella företag utgör life science-företagen viktiga aktörer i den nationella ekonomin - framför allt genom höga utbildnings-, inkomst- och exportnivåer - och företrädesvis i vissa regioner. Denna studie utgör, som sådant, ett inlägg i debatten om ’jobless growth’ (det vill säga ekonomisk tillväxt utan sysselsättningsökning).

    • This chapter addresses emerging innovation spaces, driven by new types of customer demand and markets, and specifically new forms of innovations for the poorer segments of the economy. The chapter focuses particularly upon India. Innovations for the poorer segments of the economy has gathered much attention, because a specific characteristic of emerging market economies is that a considerable share of consumers belongs to the bottom (or base) of the pyramid (BOP). Though the individual purchasing power is low, the size of the BOP market segment in sum is enormous taken in aggregate, which makes it an attractive market segment. While these are incentives to access this market segment, companies struggle to deal with the specific market conditions with their traditional business and R&D models. This chapters aims to give an overview on FDI in R&D in emerging markets with a special focus on India and empirical illustrations of innovation strategies and modes of interaction.

    • This chapter addresses the emergence of a new innovation space based on an new market within China, especially the development of the electrical bike industry and a leading firm in China. This is analyzed as a co-evolutionary process involving technologies, entrepreneurs, policy, niche market and an eco-innovation meeting new demands of customers. The chapter provides an analysis of the evolution of e-bike use and industry in China, then moving to a case study of the strategies of the lead producer, Lvyuan. The development of e-bikes in China is linked to issues of transportation and the presence of infrastructures, but also to values and practices about biking and the regulatory framework. Producers have had to meet the demand of various categories of users, thereby promoting niche markets rather than a bandwagon effect of general diffusion.

    • Global food insecurity levels remain stubbornly high. One of the surest ways to grasp the scale and consequence of global inequality is through a food systems lens. In a predominantly urban world, urban food systems present a useful lens to engage a wide variety of urban (and global) challenges—so called ‘wicked problems.’ This paper describes a collaborative research project between four urban food system research units, two European and two African. The project purpose was to seek out solutions to what lay between, across and within the different approaches applied in the understanding of each city’s food system challenges. Contextual differences and immediate (perceived) needs resulted in very different views on the nature of the challenge and the solutions required. Value positions of individuals and their disciplinary “enclaves” presented further boundaries. The paper argues that finding consensus provides false solutions. Rather the identification of novel approaches to such wicked problems is contingent of these differences being brought to the fore, being part of the conversation, as devices through which common positions can be discovered, where spaces are created for the realisation of new perspectives, but also, where difference is celebrated as opposed to censored.

    • China has moved a long way in economic and industrial development during the last decades and has developed into a global player in many industries. With increased knowledge in high-technology industries, China has ambitions to move into sectors that necessitate a high level of research and development, such as the aerospace industry. China is now in the process of establishing a modern aircraft industry based on domestic efforts as well as agreements with foreign partners in the manufacturing of complete aircraft. This paper analyzes what measures have been taken by Airbus in the form of technology transfer and other supportive measures to strengthen its position in the Chinese market. The findings conclude that Airbus’ transfer should be looked upon as a broad spectrum of technology and knowledge transfer, which include aircraft manufacturing technology, as well as cabin crew training centre, establishment of a warehouse and suppliers ”village”, an engineering centre, maintenance and various service functions.

    • This paper applies critical discourse analysis to scrutinize submissions to the “REF [Research Excellence Framework] 2014 Impact Case Study” platform. More specifically, it focuses on the rhetorical practices used within these submissions to evidence research impact as outlined by the Higher Education Institutions (HEI) within tourism studies. The evidencing practices used within the submissions to Panel 26 (Sport Science, Leisure and Tourism) included quantitative sources and measures (e.g. Google Scholar, citation counts, journal ranking scores, monetary value of research grants, value of policy investment, industry revenue figures, etc.) and implicated ‘high status’-end users (e.g. government bodies, the UN, industry, NGOs) as their main type of evidence. The evidencing of impact did not differ depending on whether the research was of quantitative or qualitative character, neither on the type of research impact claimed. Instead, the disciplining of the epistemic evidencing practices was enforced by the outlined guidelines for submission (verifiable evidence, word count, type of impact). Leaning on Collins and Evans’ (2007) notion of ‘expertise’ used to conceptualize evidencing practices, this paper discusses the implication of such evidencing for an evaluation practice that sets out to assess the quality of research impact. The rhetoric such evidencing evokes, however, is not necessary indicative of the impact claimed. Furthermore, the evidencing practices used within the REF marginalize so-called negative impacts (failures), despite their specific value for research and, consequently, for societal progress at large.

    • Temporary migrant workers and circular migration constitute a growing global phenomenon as the management of migration becomes increasingly important to policymakers. This thesis takes academic discussions on citizenship and migration as its starting point, and examines the role of employers in terms of defining temporary migrant workers and their role in the Swedish labour market. The concept of moral economy is applied in particular to analyse the justifications and negotiations through which working conditions of migrant workers, and their role in local and transnational economies, are established and contested.The role of capital in migration management is studied through ethnographic fieldwork and through interviews with managers in the Swedish wild berry and IT industries; two very different industries that are, however, both shaped by particular structures of seasonal labour and international outsourcing and that increasingly rely on temporary foreign workers from Thailand and India respectively. The conceptualisation of supply chains in these industries offers a particular framework through which relations, as well as management discourses, can be analysed.The study explores how notions of circularity, nation, cultural difference, and transnational economic difference, are managed by private sector actors. It also explores how managers relate to public discourse and emotions in the face of global economic restructuring and changing citizenship, which situates temporary migrants as part of, yet different from, Swedish labour.

    • This paper examines the strategies of resistance articulated by residents of informal settlements response to urban exclusion. Building upon resistance and urban social movements literature the paper is informed by the case of the Villa Rodrigo Bueno in Buenos Aires, a self-constructed villa miseria, and its residents' stories of resistance to attempts of evictions and upgrading programs. In the paper we show how resistance is mobilized, first through its simultaneous disconnection, due to its remoteness and isolation; and reconnection to local and global supportive networks. While disconnection facilitated self-construction, densification and the blooming of informal entrepreneurship; reconnection through relational and multiscalar sites enabled unexpected encounters with distant actors that contributed to resist evictions. Second, the long-term learning and development of self-knowledge (i.e. construction, or housing law), embedded in the remoteness of the informal settlement, contributed to shift expertise from city officers to residents; redefining the role of informal residents into active citizens and experts in policy making, and turning informal settlements into settings of wider social change.

Noticing how EU policy proposes green infrastructure (associated with using nature as a buffer zone in managing floods) as an alternative to grey infrastructure (implying fixed installations of concrete and cement), this paper adopts the theoretical lens of the so-called infrastructural turn, which advocates a relational investigation of infrastructure. By engaging this approach, the paper shows how flood infrastructure can contain very different compositions of (unruly) water and (settled) land. A narrative of a historically strong focus on guarding society from the powerful forces of nature through a fixed line of defense is increasingly giving way to more muddy states—quite literally—where society is expected to learn to live with flooding and show ecological consideration. To capture the EU’s, and especially the European Commission’s efforts to establish a pan-European flood infrastructure that accommodates this turn, the concepts of de- and re-infrastructuring are developed. These concepts act as heuristic devices to capture how policy performs some combinations between water and land as constituting an attractive and functional flood infrastructure, but constitutes other infrastructural relations of the aquatic and the terrestrial as undesirable and, hence, as malfunctioning. This performative act of distinguishing between what constitutes “good and proper” versus “bad and undesirable” infrastructure is referred to as a politics of infrastructure.

    • Any social research at some point always touches upon issues dealing with the situatedness of the researcher. Policy analysis is no exception, and there have been many quantitative attempts to mitigate problems that arise from human biases. The general concern is that, for the most part, these methodological approaches remain fairly basic (e.g. word frequencies) in comparison to the semantic nuances a human reader would normally experience. In that light, the here presented approach explores the possibility of using topic modelling as a way to quantitatively assess policy without forgoing those finer nuances of human analysis. In this presentation, the material subject to topic modelling is EU’s Rural Development policy for 2007–2013 (RDP). It proclaims itself as the first European rural policy to in its conceptual framework cover aspects labelled as quality of life (QOL). In this paper, we treat this particular statement as a hypothesis, to which topic modelling is used to investigate if this really is the case. For any concept (not just QOL) to be incorporated into a policy and to retain its influence, it must be both mentioned and linked to other parts of that same policy, elsewise it could strike as merely a rhetorical strategy. Thereby, the hypothesis is that the more themes (topics) relate to a particular concept the more relative importance the policy allocates to that particular concept. In order to gauge this relative importance of QOL within RDP, we created a categorisation based upon: (1) the RDP’s own conceptual understanding of QOL, and (2) definitions provided by contemporary cutting-edge research dedicated to QOL. The analysis shows that only about 4 % of the topics found within the RDP relate to the issues of QOL. These particular topics only mention aspects of QOL without any explicit signs of implementation. This marginal position of QOL within RDP has been corroborated by other audits of the RDP using traditional qualitative techniques. Therefore, with further methodological development, this experimental application of topic modelling in policy analysis might represent one potential alternative to traditional qualitative methods.

    • This article explores the role of labour mobility as a potential cluster advantage. We review the theoretical arguments as for how and why labour mobility could enhance the dynamism and performance of clusters of similar and related firms. A combination of quantitative and qualitative data from two information and communication technology (ICT) clusters is used to answer two research questions: (1) What is the role of mobility enhancing (or restricting) institutions in clusters? (2) In what ways does labour mobility contribute to knowledge transfer within clusters? The two ICT clusters studied in the article generally seem to have higher levels of mobility, compared to the labour market at large. Although it is regarded as beneficial in theory, most cluster firms try to restrict mobility of workers since they fear the risk and costs of losing staff. Labour mobility is also rarely viewed as a viable way to increase the knowledge bases or contact networks of firms. However, when firms need to recruit the clustered labour markets seem to benefit them by facilitating the use of informal recruitment processes. By way of conclusion it is suggested that cluster firms might be under-investing in mobility and that innovative institutional solutions could help realize clusters’ mobility potential.
