    • This book advances critical discussions about what coloniality, decoloniality and decolonization mean and imply in the Nordic region. It brings together analysis of complex realities from the perspectives of the Nordic peoples, a region that are often overlooked in current research, and explores the processes of decolonization that are taking place in this region. The book offers a variety of perspectives that engage with issues such as Islamic feminism and the progressive left; racialization and agency among Muslim youths; indigenizing distance language education for Sami; extractivism and resistance among the Sami; the Nordic international development endeavour through education; Swedish TV-reporting on Venezuela; creolizing subjectivities across Roma and non-Roma worlds and hierarchies; and the whitewashing and sanitization of decoloniality in the Nordic region. As such, this book extends much of the productive dialogue that has recently occurred internationally in decolonial thinking but also in the areas of critical race theory, whiteness studies, and postcolonial studies to concrete and critical problems in the Nordic region. This should make the book of considerable interest to scholars of history of ideas, anthropology, sociology, cultural studies, postcolonial studies, international development studies, legal sociology and (intercultural) philosophy with an interest in coloniality and decolonial social change.

  • Styrning bakom kulisserna : Regeringskansliets politiska staber och regeringens styrningskapacitet

    • This thesis analyses one of the less explored areas of Swedish politics: the political appointees in the ministerial staffs of the Swedish core executive. The study draws attention to the everyday life of the ministerial staff in order to give an idea of their function: What do the political appointees do? How is the work of the ministerial staffs organized? How is policy coordinated at the political level? The main empirical focus of this thesis is the 2002-2006 term of office. The study contributes to an understanding of the role of political advisers in steering and policy making, and, in the light of this, their potential influence on the policy capacity of the government is considered. Political advisers occupy an ambiguous place within the political system. They play a vital political role, but their presence also challenges the traditional relationship between ministers and public servants. The study shows that political advisers certainly have a leeway to participate in the steering of the ministry's civil servants: they can be said to have a number of steering functions. At the same time, it is made clear that this does not mean that the political advisers are in the position to influence government policy to any great extent. In conclusion, it is suggested that the ministerial staffs do have importance for the government's policy capacity in the sense that they reduce the work load of both the minister and the state secretary and thereby make space for them to govern. The research questions are answered by means of empirical material gathered through a combination of methods, providing data with a range as well as depth and context rarely found in studies of core executives: a survey, participatory observations, focus groups and a series of interviews. The dissertation demonstrates that the ethnographic method is a useful tool for anyone who seeks to highlight and explain the relationships within political organizations.

  • Only women bleed? : a critical reassessment of comprehensive feminist social theory

    • Is there a viable specifically feminist social theory that can serve as heuristic devise in our social research? This thesis is a critical reassessment of the ontological and normative assumptions of four social theories with specific and clear claims of being feminist. These are Catharine M MackInnon’s Radical Feminism, Anna G Jonasdottir’s Theory of Love Power, Luce Irigaray’s Feminism of Sexual Difference and Judith Butler’s Queer Feminism. The feminist social theories are examined and critically discussed according to their internal coherence and their external relevance; which includes the normative political implications that can be inferred. The thesis claims that implicit in every comprehensive feminist approach, there is also a specific view of science. Then follows a meta-inquiry of comprehensive feminisms as social science and as social theories, including a discussion of the effects of comprehensive ideology on social science research in general, and of the relationship between ideology, theory and a scientific approach in particular. The thesis concludes that it is highly problematic to do science feministly, but that we do need the critical questions feminists raise in order to reevaluate concepts, theories and research priorities. It is argued that feminist social theories are perhaps most helpful as ideological guidance for political action.

  • More than just a carding system: Labour implications of the EU’s illegal, unreported and unregulated (IUU) fishing policy in Thailand

    • Globally, the EU plays a leading role in combating Illegal, unreported and unregulated (IUU) fishing activities. Specifically, the EU exercises normative power to influence regulatory strategies and governing frameworks in third countries. In 2015, the EU issued Thailand a yellow card, indicating that economic sanctions would be implemented unless IUU fishing practices were eliminated. Concurrently, revelations about ‘modern slavery’ in Thailand's fishing industry had received international attention, through media and NGOs, exposing slavery-like practices among migrant fishworkers. Conventionally, the EU IUU policy addresses only issues of catch and environmental sustainability. This paper explores how an initial bilateral dialogue was bifurcated into two dialogues: a Fishery Dialogue and a Labour Dialogue. Drawing on semi-structured interviews with involved actors, expert opinions, field-visits and secondary documents, we ask: How were labour issues integrated into the bilateral dialogue, and what consequences emerged from the IUU policy for Thai fisheries management? Tracing the bilateral dialogue between EU and Thai governments, we argue that Thailand's fisheries reform was a result of both fisheries’ sustainability concerns and the kind of labour rights valued by the EU. Our Normative Power Europe approach shows how norms of labour rights shaped the reform through policies and implementation. We maintain that this unique case-study reveals how the EU incorporates a broad-based normative approach that goes beyond catch sustainability.

    • "The Swedish forestry model" refers to the forest regime that evolved following the 1993 revision of the Swedish Forestry Act. It is key to Swedish forest politics and used to capture the essence of a sustainable way of managing forests. However, the ideas, institutions and practices comprising the model have not been comprehensively analyzed previously. Addressing this knowledge gap, we use frame analysis and a Pathways approach to investigate the underlying governance model, focusing on the way policy problems are addressed, goals, implementation procedures, outcomes and the resulting pathways to sustainability. We suggest that the institutionally embedded response to pressing sustainability challenges and increasing demands is expansion, inclusion and integration: more of everything. The more-of-everything pathway is influenced by ideas of ecological modernization and the optimistic view that existing resources can be increased. Our findings suggest that in effect it prioritizes the economic dimension of sustainability. While broadening out policy formulation it closes down the range of alternative outputs, a shortcoming that hampers its capacity to respond to current sustainability challenges. Consequently, there is a need for a broad public debate regarding not only the role of forests in future society, but also the operationalization of sustainable development.

Några av de frågor som analyseras är medborgarnas bedömningar av regional och kommunal service, erfarenheter av arbetsliv och upplevelser av mångkultur. Kulturvanor, medborgaraktivism och cirkulär ekonomi är andra områden som ligger i bokens blickfång. Flera kapitel innehåller jämförelser med tidigare års västsvenska SOM-undersökningar och med de nationella SOM-undersökningarna. I En brokig gemenskap, den 71:a forskarantologin från SOM-institutet, bidrar forskare från olika discipliner vid Göteborgs universitet och Högskolan i Borås med analyser av det västsvenska samhället.     • Ocean temperatures are rising; species are shifting poleward, and pH is falling (ocean acidification, OA). We summarise current understanding of OA in the brackish Baltic-Skagerrak System, focussing on the direct, indirect and interactive effects of OA with other anthropogenic drivers on marine biogeochemistry, organisms and ecosystems. Substantial recent advances reveal a pattern of stronger responses (positive or negative) of species than ecosystems, more positive responses at lower trophic levels and strong indirect interactions in food-webs. Common emergent themes were as follows: OA drives planktonic systems toward the microbial loop, reducing energy transfer to zooplankton and fish; and nutrient/food availability ameliorates negative impacts of OA. We identify several key areas for further research, notably the need for OA-relevant biogeochemical and ecosystem models, and understanding the ecological and evolutionary capacity of Baltic-Skagerrak ecosystems to respond to OA and other anthropogenic drivers.

She scrutinizes the structuring of human and labour rights discourses and contingencies for their institutionalisation and implementation by discussing their prospects for the promotion of global social justice. Issues of accountability and contingencies for the implementation of labour and human rights as migrants’ rights are discussed in the wider context of the existing global governance architecture. The chapter questions assumptions that setting up a workable model for codification and institutionalisation of labour standards, human rights and migrants’ rights could be left to a currently asymmetric global governance regime or to a variety of codes of corporate social responsibility. Global and regional trade union confederations and other civil society organizations have an essential role in repositioning a rights-based approach to migration, labour standards and development onto the terrain of a just globalisation.

    • In contrast to often heard claiming about an overall weakened civic engagement in older Western democracies, this study goes beyond the surface of manifested behaviour traditionally used as measurements of political participation. Instead, it looks for latent individual civic orientations. Focus groups interviews with particularly Swedish citizens that usually are represented as “passive” in aggregated statistics results in analyses of a far more composite and dynamic civic engagement rooted in motivations regarding obligation, importance, ability, demand, effectiveness and meaningfulness. Additionally the study reveals a civic engagement that is deeply embedded not only in political and social movements and organisations but also in welfare state institutions such as their relationships towards civil society organisations.

  • Achieving Social and Ecological Outcomes in Collaborative Environmental Governance : Good Examples from Swedish Moose Management

    • Collaborative governance approaches have been suggested as strategies to handle wicked environmental problems. Evaluations have found promising examples of effective natural resource governance, but also highlighted the importance of social-ecological context and institutional design. The aim of this study was to identify factors that contribute to the achievement of social and ecological sustainability within Swedish moose (Alces alces) management. In 2012, a multi-level collaborative governance regime was implemented to decrease conflicts among stakeholders. We carried out semi-structured interviews with six ‘good examples’ (i.e., Moose Management Groups that showed positive social and ecological outcomes). We found that ‘good examples’ collectively identified existing knowledge gaps and management challenges and used their discretionary power to develop procedural arrangements that are adapted to the social-ecological context, their theory of change, and attributes of local actors. This contributed to the creation of bridging social capital and principled engagement across governance levels. Thus, our results indicate the existence of higher-order social learning as well as a positive feedback from within-level collaboration dynamics to between-level collaboration. Furthermore, our study illustrates the importance of institutional flexibility to utilize the existing knowledge across stakeholder groups and to allow for adaptations based on the social learning process.

    • How far has the Darwinian revolution come? To what extent have evolutionary ideas penetrated into the social sciences and humanities? Are the “science wars” over? Or do whole blocs of disciplines face off over an unbridgeable epistemic gap? To answer questions like these, contributors to top journals in 22 disciplines were surveyed on their beliefs about human nature, culture, and science. More than 600 respondents completed the survey. Scoring patterns divided into two main sets of disciplines. Genetic influences were emphasized in the evolutionary social sciences, evolutionary humanities, psychology, empirical study of the arts, philosophy, economics, and political science. Environmental influences were emphasized in most of the humanities disciplines and in anthropology, sociology, education, and women’s or gender studies. Confidence in scientific explanation correlated positively with emphasizing genetic influences on behavior, and negatively with emphasizing environmental influences. Knowing the current actual landscape of belief should help scholars avoid sterile debates and ease the way toward fruitful collaborations with neighboring disciplines.

    • Abstract Rationale, aims and objectives  In this article, ideal conceptions about teamwork are tested. The research question posed is: How are teams in psychiatry formed? Three theoretical concepts that distinguish groups from teams are presented: sequentiality, parallelism and synchronicity. The presumption is that groups cooperate sequentially and teams synchronously, while the parallel work mode is a transitional form between group and team. Methods  Three psychiatric outpatient teams at a university hospital specialist clinic were studied. Data were collected through 25 personal interviews and 82 hours of observations. The data collection was carried out over 18 months (2008–2009). Results  Results show: (1) that the three theoretical distinctions between group and team need to be supplemented with two intermediate forms, semiparallel and semisynchronous teamwork; and (2) that teamwork is not characterized by striving towards a synchronous ideal but instead is marked by an adaptive interaction between sequential, parallel and synchronous working modes. Conclusions  The article points to a new intermediate stage between group and team. This intermediate stage is called semiparallel teamwork. The study shows that practical teamwork is not characterized by a synchronous ideal, but rather is about how to adaptively find acceptable solutions to a series of practical problems. The study emphasizes the importance of the team varying between different working modes, so-called semisystematics.

    • Political scientists seldom translate system terminology into systems analysis. This article uses Polity IV data to probe system dynamics for studies of the global diffusion of democracy from 1800 to 2000. By analogy with the Bass model of diffusion of innovations (1969), as translated into system dynamics by Sterman (2000), the dynamic explanation proposed focuses on transitions to democracy, soft power, and communication rates on a global level. The analysis suggests that the transition from democratic experiences (“the soft power of democracy”) can be estimated from the systems dynamics simulation of an extended Bass model. Soft power, fueled by the growth in communications worldwide, is today the major force behind the diffusion of democracy. Our findings indicate the applicability of system dynamics simulation tools for the analysis of political change over time in the world system of polities.

    • Currently, we are witnessing a number of global trends that do not promise well for the future. Accelerating climate change, loss of biodiversity, chemical pollution, disappearance of natural forest and degradation of fishing grounds and agricultural lands are just a few of the serious environmental problems that threaten the functional and structural integrity of ecosystems, to an extent that also human societies risk collapse. The scale of human impact is now such that scholars suggest that we live in the Anthropocene. The trends are driven by several linked factors, which are not easily disentangled into manageable specific problems to be solved by specific policies. More than ever, interdisciplinary and transdisciplinary collaborations are needed in order to address these urgent challenges. The objective of this paper is to argue for the importance of research on socio-technical-ecological systems (STES) rather than social-ecological (SES) and sociotechnical systems (STS) separately. Hence, we address researchers in both the social-ecological and sociotechnical fields. We organize the argument around six reasons why “technology” should be integrated into SES studies. We call these reasons: (1) the interface and mediation aspect, (2) ambivalence, (3) the agency aspect, (4) the question of scale, (5) the question of governance and politics, and (6) the question of epistemology and framing. We also highlight potential conceptual conflicts and mistranslations. Our discussion is primarily a theoretical argument, exemplified with empirical examples.Among the conceptual challenges, we note that SES scholars, if they consider technology in their analyses, generally treat it as an exogenous factor or as a passive background element. Similarly, STS scholars tend to neglect ecological dynamics and refer to the ecological domain mainly in terms of inputs and outputs, e.g. natural resources, environmental and health problems caused by human activities. In light of the discussion, we conclude that the importance of collaborating across the two fields goes beyond each field adding pieces together. We argue that integration and translation across these domains will lead to qualitative change in the theoretical and methodological approaches of both fields; and that technology, society and ecology should be given symmetric analytical attention.

    • Managed forests can play an important role in climate change mitigation due to their capacity to sequester carbon. However, it has proven difficult to harness their full potential for climate change mitigation. Managed forests are often referred to as socio-ecological systems as the human dimension is an integral part of the system. When attempting to change systems that are influenced by factors such as collective knowledge, social organization, understanding of the situation and values represented in society, initial intentions often shift due to the complexity of political, social and scientific interactions. Currently, the scientific literature is dispersed over the different factors related to the socio-ecological system. To examine the level of dispersion and to obtain a holistic view, we review climate change mitigation in the context of Swedish forest research. We introduce a heuristic framework to understand decision-making connected to climate change mitigation. We apply our framework to two themes which span different dimensions in the socio-ecological system: carbon accounting and bioenergy. A key finding in the literature was the perception that current uncertainties regarding the reliability of different methods of carbon accounting inhibits international agreement on the use of forests for climate change mitigation. This feeds into a strategic obstacle affecting the willingness of individual countries to implement forest-related carbon emission reduction policies. Decisions on the utilization of forests for bioenergy are impeded by a lack of knowledge regarding the resultant biophysical and social consequences. This interacts negatively with the development of institutional incentives regarding the production of bioenergy using forest products. Normative disagreement about acceptable forest use further affects these scientific discussions and therefore is an over-arching influence on decision-making. With our framework, we capture this complexity and make obstacles to decision-making more transparent to enable their more effective resolution. We have identified the main research areas concerned with the use of managed forest in climate change mitigation and the obstacles that are connected to decision making.

    • Despite the increasing attention given to marine spatial planning and the widely acknowledged need for transnational policy coordination, regional coherence has not yet improved a great deal in the Baltic Sea region. Therefore, the main objectives in this article are: (a) to map existing governance structures at all levels that influence how domestic marine spatial planning policy strategies are formed, (b) to identify specific challenges to improved regional cooperation and coordination, and (c) to discuss possible remedies. Based on data from in-depth case studies carried out in the BONUS BALTSPACE research project, it is shown that, despite the shared goal of sustainability and efficient resource use in relevant EU Directives, action plans and other policy instruments, domestic plans are emerging in diverse ways, mainly reflecting varying domestic administrative structures, sectoral interests, political prioritisations, and handling of potentially conflicting policy objectives. A fruitful distinction can be made between, on the one hand, regulatory institutions and structures above the state level where decision-making mechanisms are typically grounded in consensual regimes and, on the other hand, bilateral, issue-specific collaboration, typically between adjacent countries. It is argued that, to improve overall marine spatial planning governance, these two governance components need to be brought together to improve consistency between regional alignment and to enhance opportunities for countries to collaborate at lower levels. Issue-specific transnational working groups or workshops can be one way to identify and act upon such potential synergies. © 2018 The Authors

  • Prohibiting Sex Purchasing and Ending Trafficking : The Swedish Prostitution Law

    • The Swedish prostitution law from 1999, now followed by Norway and Iceland, criminalized the purchaser and decriminalized the prostituted person. This is analyzed as a cogent state response under international trafficking law, particularly to the obligations set forth in the United Nation’s Trafficking Protocol from 2000. The Protocol states that a person is regarded a trafficking victim when, e.g., someone abuses her “position of vulnerability” in order to exploit her. International jurisprudence and social evidence strongly suggest that prostitution, as practiced in the world, usually satisfies this definition. Further, the Protocol urges states to reduce the demand for prostitution and to protect and assist victims, for instance by adopting laws deterring purchasers of sex, and by supporting those exploited in prostitution. Policy makers, such as the U.S. Department of State, are criticized for taking an inadequate position in face of the growing evidence from the Swedish law's impact.The article shows that Sweden has significantly reduced the occurrence of trafficking in Sweden compared to neighboring countries. It also scrutinizes some misinformation of the law's impact, showing for instance that claims alleging a more dangerous situation for those still in prostitution after 1999 were unfounded. In addition, the article addresses remaining obstacles to the law's effective implementation, arguing that in order to realize the law's full potential to support escape from trafficking, the civil rights of prostituted persons under current law should be strengthened to enable them to claim damages directly from the purchasers for the harm to which they have contributed, and for the violation of the prostituted persons' equality and dignity - a position now recognized by the government to some extent by clarifying amendments made in 2011.

  • Multi-stakeholder collaboration in Russian and Swedish model forest initiatives : adaptive governance toward sustainable forest management?

    • Building the adaptive capacity of interlinked social and ecological systems is assumed to improve implementation of sustainable forest management (SFM) policies. One mechanism is collaborative learning by continuous evaluation, communication, and transdisciplinary knowledge production. The Model Forest (MF) concept, developed in Canada, is intended to encourage all dimensions of sustainable development through collaboration among stakeholders of forest resources in a geographical area. Because the MF approach encompasses both social and ecological systems, it can be seen as a process aimed at improving adaptive capacity to deal with uncertainty and change. We analyzed multi-stakeholder approaches used in four MF initiatives representing social–ecological systems with different governance legacies and economic histories in the northwest of the Russian Federation (Komi MF and Pskov MF) and in Sweden (Vilhelmina MF and the Foundation Säfsen Forests in the Bergslagen region). To describe the motivations behind development of the initiative and the governance systems, we used qualitative open-ended interviews and analyzed reports and official documents. The initial driving forces for establishing new local governance arrangements were different in all four cases. All MFs were characterized by multi-level and multi-sector collaboration. However, the distribution of power among stakeholders ranged from clearly top down in the Russian Federation to largely bottom up in Sweden. All MF initiatives shared three main challenges: (a) to develop governance arrangements that include representative actors and stakeholders, (b) to combine top-down and bottom-up approaches to governance, and (c) to coordinate different sectors’ modes of landscape governance. We conclude that, in principle, the MF concept is a promising approach to multi-stakeholder collaboration. However, to understand the local and regional dimensions of sustainability, and the level of adaptability of such multi-stakeholder collaboration initiatives, empirical studies of outcomes are needed. To assess the adaptive capacity, the states and trends of economic, ecological, social, and cultural dimensions in actual landscapes need to be linked to how the multi-stakeholder collaboration develops and performs over the long term.

    • This paper is an investigation of how the specific design and materiality of the artefact of the boat, as well as the various material, visual, technical and geographical practices at work in the space of Mediterranean Sea, orientate a specific space and produce a selective politics of seeing, saving and framing of bodies on the move. It highlights how the very presence and movement of ‘unseaworthy boats’ in this actively orientated space of the sea brings to the fore the many strategies and techniques that have been employed to make it a space of European control. We argue that this is an active and deadly orientation carried out in an often dispersed number of practices and interventions within a seemingly flat space of water. The paper concludes that border transgressors’ act of moving by boat, with all of the losses involved, both challenge and potentially reorientate European mobility regimes.

    • International research into democracy has uncovered severe changes in patterns of political engagement and participation. Even political institutions such as political parties and voluntary organisations have undergone major alterations. Scandinavian democracies hitherto have been regarded as exceptionally stable and strong, due to their homogenous qualities of mass-based class politics, strong political parties, high degree of associationalism, peaceful labour market relations, and developed welfare policies. However, three official democratic audits recently revealed that Scandinavian democracies have also been severely affected by both exogenous and endogenous constraints. In addition, Scandinavian democracies appear to be diverging heterogeneously from the assumed ‘pan-Scandinavian’ model.This paper presents a three-level study of conditions of active citizen participation in Swedish policy making. At individual level, focus group discussions with alleged most passive citizens as well as local leaders of various action groups and political parties expose complex motivations behind political orientations. At organisational level, interviews with leaders for new and old associations manifest crucial similarities regarding working methods, concepts of membership as well as concerning trust in political institutions. Third, at societal level, an ingenious (and voluntary) embeddedness of civil society in Swedish public sector is examined through analyses of budgetary and legally instructions.Finally, two conclusions are discussed. The widespread blaming of citizens for being passive has to be reappraised in the light of a more dynamic and contextual understanding of the conditions for civic engagement in late modernity politics. Simultaneously, researchers ought to pay more attention to latent as well as contextual dimensions of political participation.

  • Making sense of Baltic democracy : public support and political representation in nationalising states

    • A chief topic of this book is the advance of democracy in Estonia, Latvia and Lithuania. The three countries belong to the most ‘successful’ cases of transition from communist rule to democracy, demonstrated by the fact that they joined the European Union in 2004. In contrast to other new EU members, the Baltic countries were constituents of the Soviet Union and, thus, had to embark upon state- and nation-building in tandem with democratisation and marketisation. Estonia and Latvia (but to a smaller extent Lithuania) were left with considerable numbers of immigrants from the Soviet period, which prompted the authorities to impose fairly restrictive citizenship laws. One in five Estonian and Latvian remain excluded even after 15 years of independence. This situation has created a great deal of tension, but at least thus far, no political meltdown. The case for imposing strict citizenship requirements centred on the fact that the countries were forced into the Soviet Union, but it was clearly also related to nation-building and fear of Russian influence in determining the path from communist rule. Arguably, democratisation and nation-building are based on different, sometimes even conflicting, logics. Thus, a key question in this book is to what extent – and how – diverging understanding of the political community affects democratic legitimacy. Another central task is to determine the strength of the ties between Baltic citizens and the respective political systems – in terms of support for the regimes and the degree of representation of societal interests through political parties. Applying the New Baltic Barometer 1993-2004, the book explores levels of political support among native Baltic citizens and the Russian-speaking minority groups. It reveals that democracy as an ideal enjoys increasing support, but that many Baltic citizens remain unconvinced about the performance of democracy. Corruption and the rule of law are particularly thorny issues in Latvia and Lithuania, while political parties and MPs are widely held in contempt in all three countries. The Russian-speakers appear somewhat more reluctant to embrace the current system, expressing greater enthusiasm for the Soviet system of the past. Yet another section explores the nature of political representation and the expression of demands and interests from below, offering a comprehensive examination of the Baltic party systems, including types of parties, issue dimensions, public attitudes to distributional questions, and to what extent parties channel or mirror social interests. An underlying theme is the extent to which the party systems are based on some degree of cleavage structures, or if questions of identity and nationality eclipse social interests or, alternatively, if Baltic politics at heart is driven by strong personalities rather than interest politics. Finally, the book presents the case for a specific pattern of ‘Baltic democracy’, marked by divided political communities, ambiguous mass-elite relations, and weak political representation. Conceivably, many Baltic citizens would prefer reduced political competition and stronger, more assertive leaders. Moreover, the strong emphasis on nation-building turns the Baltic countries into a potential playground for identity politics. For the time being, at least, this makes the ideological space open-ended and malleable, leaving fertile ground for fleeting populism.

    • Part I of the thesis Deconstructing Political Protest is an introduction to the theoretical, epistemological and (anti)ontological approach guiding the analysis in the articles comprising Part II. Investigations into the ideological organisation of political protests are the focus in all four articles. The questions asked concern what makes some subjects or political gestures tolerable and legitimate and others less so. Answering this type of questions involves deconstructing the political processes where the modes and subjects of protest are conditioned. The ideological organisation of protest is here identified as a result of power struggles. Ideology is here a closure of the social, i.e. the non-acknowledgement of the instability of how our world is organised. The four articles accordingly investigate the openings and aporias in discourses on political protest, and the struggle between hegemony and its unmaking, rather than search for a hermeneutic whole. An occupation, a demonstration and a referendum serve as examples when deconstructing discourses organising political protests. What these three events have in common is how the “laws” regulating political protests are broken, yet it is exactly when the laws are broken that they appear as an independent structure. The illegal occupation is additionally breaking the law regulating political protest by appearing innocous in the hegemonic discourse. Activists occupying an operation ward are in this example not condemned as criminals but are instead respected as an anomaly deviating from regular problematic occupants. Similarly street demonstrations in the second example relate to a violent outside deviating from the normal peaceful demonstration, but in this example the outside violence blends into the identity of all activist through various metaphors. The third example examines how a referendum, formally a well-respected mode of protest, can still be questioned in a hegemonic discourse. The events studied challenge the notion of what constitutes reasonable political activity, but simultaneously maintain the meaning of, and become the condition of possibility for, the acceptable and unacceptable political protest since the laws regulationg political protest are determined by their transgressions.

    • The desire for many people today is to be professional, and many occupations seek professional status. The idea of a profession has a higher status than a mere occupation; professionals have lot of knowledge and power to decide about their own work and they can also voice opinions about others. Occupations are driven towards attaining professional status. This process is not driven by single individuals aiming to exercise power in relation to other individuals. It is a collective, national process by an occupation. The overall aim of this dissertation is to examine, describe and analyze the process of professionalization of local public managers. There are four researchtopics: a) What are the characteristics of a professional group, and do these apply to local public managers? b) How is municipal organization portrayed with regard to the roles of politicians and administrators? c) How do politicians,managers, and public servants view themselves and each other in a normative and descriptive way? d) In what ways are managers trying to increase their influence to reach a position from which it is possible to choose to follow, or notfollow, a political decision? The methods used in this research are several; a deep case study in which surveys, observations, document studies and interviews are conducted. As theoretical framework theories of power, professionalization and discourse are used to analyze the empirical material from the case study.The results show top managers’ ongoing quest for professional status. They exclude other groups in order to handle their work without interference from others – discretion, the driving force behind professionalization. Usurpation is a strategy to get into the area of the politicians. Politicians are talked of as children in need for raise and a municipality is perceived as a private business enterprise. In this discourse values such as effectiveness, customer satisfaction, competition and value-for-money are important. The municipality is heavily inspired by thei deas of New Public Management. This development is quite problematic withregard to democracy. The democratic values such as public ethics, political democracyand the rule of law – the public ethos - are not spoken of. My hope is that this dissertation can prompt managers to reflect, since I have tried to see their work from a different perspective than what they most probably use.

  • Constructing a Post-Soviet International Political Reality : Russian Foreign Policy Towards the Newly Independent States 1990-95

    • The liberal ideas of New Political Thinking, introduced as the governing paradigm of Soviet foreign policy by Mikhail Gorbachev in the late 1980's, were to a substantial extent "adopted" and applied by the new leadership of post-Soviet Russia, not only in its dealings with the Western world, but also when formulating a foreign policy towards the 14 Newly Independent States. However, by mid-1992, a mere six months after the Soviet collapse, there were clear indications that a dramatic change in Russian foreign policy towards its next-door neighbours had come about. A Realist vision of world politics had replaced Liberalism and Russia declared the entire post-Soviet territory to be its sphere of vital interests. Using Graham T. Allison's Governmental Politics Model and Walter Carlsnaes' Model for explaining foreign policy change, this dissertation analyses the process by which the Russian leadership, in the wake of the Soviet collapse, constructed a language of foreign policy for dealing with the international politics of the post-Soviet sphere. In order to account for the conditions, under which this process took place, Allison's model is complemented by the Copenhagen School's theory of securitisation. The dissertation concludes that Russian President Boris Yeltsin's and Foreign Minister Andrei Kozyrev's initial unwillingness and inability to grasp the full extent of the Soviet break-up led to their adopting certain discursive elements, which served to soften the trauma of the new setting, rather than coming to terms with it. Consequently, the Russian leadership was ill equipped to handle the catalogue of complex problems emerging in the post-Soviet sphere. The presence of a discursive arena of a certain type, (defining Russia as a particular sort of actor in world politics), combined with the emergence of local, next-door problems, implied that securitising actors such as Sergei Stankevich and Evgenii Ambartsumov, were given the opportunity to stage "security speech acts", which helped them "set the agenda" and wield power and influence in the bargaining games over the formulation a Russian language of foreign policy.

    • This article challenges previous findings suggesting that ethnic associations promote political participation among immigrants. Analyzing recent survey data from Sweden, the authors find that political activity among immigrants is encouraged by associational involvement in general but not by associations based on ethnic origin. To explain this difference, the authors examine important causal mechanisms between associational involvement and political participation. They conclude that while ethnic associations induce the development of civic skills, they do not create enough opportunities for mobilization through networks of political recruitment. Hence, compared to associations in which both mechanisms operate, ethnic associations tend to provide less politically stimulating environments.

    • Swedish immigrant integration holds a unique contradiction in that it is lauded as having the ‘best’ policy in Europe (MIPEX), but its outcomes are amongst some of the poorest (Eurostats). Currently, responsibility of implementing integration policy is held by national agencies at the macro-level. Such a structure, however, is likely to overshadow what goes on at the micro-level, an oversight which is also reflected within current research. By adopting a street-level organisation (SLOs) approach, this research sets out to explore the gap between formal policy provision and measurable outcomes, where trust is situated as a critical dimension within the process of integration that is yet to be captured by other means. This presentation explores trust as a reason for the disparity between policy and outcomes, with the help of a case study that involves an SLO situated in Gothenburg; more specifically, a suburb characterised by a 90% immigrant population, and its unexploited social capital. To resolve this issue Gothenburg embarked on a four-year EU sponsored project concerned with labour market integration. Under this umbrella, a sub-project has been launched to engage 500 immigrants visiting an SLO within green business development as a means to integration. However, while initially promising, several intricacies surrounding the studied SLO, including its structure, history and leadership, has brought forth a number of worrying insights that have severed trust-building and impeded future work. Previous studies exploring the success of projects at the street level have successfully used qualitative methods, including reflexive non-participant observation. In our research we have used field notes collected over a six-month period from the project’s inception, supplemented by time lines of interactions and stakeholder engagements. The data have been coded to decipher key incidents and exchanges where trust has played a pivotal role in the dynamics between stakeholders, and for the direction of the project, as such. Given the responsibility that SLOs currently hold within immigrant integration, the personal street-level interactions from which (dis)trust evolves need to be regarded as significantly important. Our findings suggest that trust is greatly underestimated within SLOs, with distrust disrupting the success of the integration process, often resulting in project failure. This presentation will make recommendations as to how a SLO approach can contribute to trust-building, which will go some way in addressing existing ambiguities and inconsistencies between policy and outcomes concerning immigrant integration.

    • This study investigates how different kinds of non-governmental organisations (NGOs), operating in different national political contexts, perceive and use the Internet as a political space. The political space concept, as defined here, encompasses two dimensions of Internet use: one external, where organisations use the Internet for online activism and campaigning, and one internal, signifying organisational use of the Internet to promote engagement and interactivity with members and/or supporters. Another question raised is whether Internet use for political purposes by NGOs varies between different national political contexts. Moreover, do the organisations believe that the Internet has affected their political influence to any extent? The empirical data consist of the results of two surveys, one directed primarily to American NGOs, the other explicitly comparative, analysing NGOs in Sweden and the USA. Furthermore, content analyses of NGO websites have been conducted and additive indexes constructed. The findings of the study suggest that, overall, the Internet is most important to the studied organisations as a space for external political initiatives. There were, however, important differences in this regard, which could be related to the organisations’ national political contexts. For example, the American NGOs have oriented their websites primarily towards relatively superficial forms of member involvement, while the Swedish NGOs provided more interactive grassroots features on their websites. Regarding political influence, the Internet arguably has the potential to make the most dramatic difference by reinforcing the organisations’ offline political activities. The present results indicate that, despite the possible converging effect of the Internet on NGO political activism, national political culture exerts an inescapable influence on how the Internet is used as a political space by the studied organisations.
