    • Abstract Rationale, aims and objectives  In this article, ideal conceptions about teamwork are tested. The research question posed is: How are teams in psychiatry formed? Three theoretical concepts that distinguish groups from teams are presented: sequentiality, parallelism and synchronicity. The presumption is that groups cooperate sequentially and teams synchronously, while the parallel work mode is a transitional form between group and team. Methods  Three psychiatric outpatient teams at a university hospital specialist clinic were studied. Data were collected through 25 personal interviews and 82 hours of observations. The data collection was carried out over 18 months (2008–2009). Results  Results show: (1) that the three theoretical distinctions between group and team need to be supplemented with two intermediate forms, semiparallel and semisynchronous teamwork; and (2) that teamwork is not characterized by striving towards a synchronous ideal but instead is marked by an adaptive interaction between sequential, parallel and synchronous working modes. Conclusions  The article points to a new intermediate stage between group and team. This intermediate stage is called semiparallel teamwork. The study shows that practical teamwork is not characterized by a synchronous ideal, but rather is about how to adaptively find acceptable solutions to a series of practical problems. The study emphasizes the importance of the team varying between different working modes, so-called semisystematics.

    • This thesis analyses one of the less explored areas of Swedish politics: the political appointees in the ministerial staffs of the Swedish core executive. The study draws attention to the everyday life of the ministerial staff in order to give an idea of their function: What do the political appointees do? How is the work of the ministerial staffs organized? How is policy coordinated at the political level? The main empirical focus of this thesis is the 2002-2006 term of office. The study contributes to an understanding of the role of political advisers in steering and policy making, and, in the light of this, their potential influence on the policy capacity of the government is considered. Political advisers occupy an ambiguous place within the political system. They play a vital political role, but their presence also challenges the traditional relationship between ministers and public servants. The study shows that political advisers certainly have a leeway to participate in the steering of the ministry's civil servants: they can be said to have a number of steering functions. At the same time, it is made clear that this does not mean that the political advisers are in the position to influence government policy to any great extent. In conclusion, it is suggested that the ministerial staffs do have importance for the government's policy capacity in the sense that they reduce the work load of both the minister and the state secretary and thereby make space for them to govern. The research questions are answered by means of empirical material gathered through a combination of methods, providing data with a range as well as depth and context rarely found in studies of core executives: a survey, participatory observations, focus groups and a series of interviews. The dissertation demonstrates that the ethnographic method is a useful tool for anyone who seeks to highlight and explain the relationships within political organizations.

    • In recent years, the so-called “Swedish Model” has received a great deal of attention in Asia. In this context, it is interesting to consider whether there is such a thing as a recognizable Swedish model, not the least when it comes to public administration. This article investigates Swedish structures of public administration with this aim, finding three characteristics that, in combination, distinguish it from most other systems. It argues that Swedish public administration is characterized by a high degree of openness and accountability, a higher degree of autonomy for civil servants than can be found almost anywhere else, and a far-reaching decentralization of political authority to regions and municipalities, the scope of which is unusual in unitary states. While not constituting an exhaustive depiction of Swedish public administration, these three features together arguably define a distinctive Swedish model of public administration.

  • More than just a carding system: Labour implications of the EU’s illegal, unreported and unregulated (IUU) fishing policy in Thailand

    • Globally, the EU plays a leading role in combating Illegal, unreported and unregulated (IUU) fishing activities. Specifically, the EU exercises normative power to influence regulatory strategies and governing frameworks in third countries. In 2015, the EU issued Thailand a yellow card, indicating that economic sanctions would be implemented unless IUU fishing practices were eliminated. Concurrently, revelations about ‘modern slavery’ in Thailand's fishing industry had received international attention, through media and NGOs, exposing slavery-like practices among migrant fishworkers. Conventionally, the EU IUU policy addresses only issues of catch and environmental sustainability. This paper explores how an initial bilateral dialogue was bifurcated into two dialogues: a Fishery Dialogue and a Labour Dialogue. Drawing on semi-structured interviews with involved actors, expert opinions, field-visits and secondary documents, we ask: How were labour issues integrated into the bilateral dialogue, and what consequences emerged from the IUU policy for Thai fisheries management? Tracing the bilateral dialogue between EU and Thai governments, we argue that Thailand's fisheries reform was a result of both fisheries’ sustainability concerns and the kind of labour rights valued by the EU. Our Normative Power Europe approach shows how norms of labour rights shaped the reform through policies and implementation. We maintain that this unique case-study reveals how the EU incorporates a broad-based normative approach that goes beyond catch sustainability.

Titeln knyter an till de resultat och analyser som redovisas i boken, men också till de likheter och olikheter som präglar gemenskapen i Västra Götalands olika delar. Några av de frågor som analyseras är medborgarnas bedömningar av regional och kommunal service, erfarenheter av arbetsliv och upplevelser av mångkultur. Kulturvanor, medborgaraktivism och cirkulär ekonomi är andra områden som ligger i bokens blickfång. Flera kapitel innehåller jämförelser med tidigare års västsvenska SOM-undersökningar och med de nationella SOM-undersökningarna. I En brokig gemenskap, den 71:a forskarantologin från SOM-institutet, bidrar forskare från olika discipliner vid Göteborgs universitet och Högskolan i Borås med analyser av det västsvenska samhället. Boken innehåller också en metod- dokumentation av 2016 års västsvenska SOM-undersökning.

  • Prohibiting Sex Purchasing and Ending Trafficking : The Swedish Prostitution Law

    • The Swedish prostitution law from 1999, now followed by Norway and Iceland, criminalized the purchaser and decriminalized the prostituted person. This is analyzed as a cogent state response under international trafficking law, particularly to the obligations set forth in the United Nation’s Trafficking Protocol from 2000. The Protocol states that a person is regarded a trafficking victim when, e.g., someone abuses her “position of vulnerability” in order to exploit her. International jurisprudence and social evidence strongly suggest that prostitution, as practiced in the world, usually satisfies this definition. Further, the Protocol urges states to reduce the demand for prostitution and to protect and assist victims, for instance by adopting laws deterring purchasers of sex, and by supporting those exploited in prostitution. Policy makers, such as the U.S. Department of State, are criticized for taking an inadequate position in face of the growing evidence from the Swedish law's impact.The article shows that Sweden has significantly reduced the occurrence of trafficking in Sweden compared to neighboring countries. It also scrutinizes some misinformation of the law's impact, showing for instance that claims alleging a more dangerous situation for those still in prostitution after 1999 were unfounded. In addition, the article addresses remaining obstacles to the law's effective implementation, arguing that in order to realize the law's full potential to support escape from trafficking, the civil rights of prostituted persons under current law should be strengthened to enable them to claim damages directly from the purchasers for the harm to which they have contributed, and for the violation of the prostituted persons' equality and dignity - a position now recognized by the government to some extent by clarifying amendments made in 2011.

  • Collective action and agency in Baltic Sea marine spatial planning: Transnational policy coordination in the promotion of regional coherence

    • Despite the increasing attention given to marine spatial planning and the widely acknowledged need for transnational policy coordination, regional coherence has not yet improved a great deal in the Baltic Sea region. Therefore, the main objectives in this article are: (a) to map existing governance structures at all levels that influence how domestic marine spatial planning policy strategies are formed, (b) to identify specific challenges to improved regional cooperation and coordination, and (c) to discuss possible remedies. Based on data from in-depth case studies carried out in the BONUS BALTSPACE research project, it is shown that, despite the shared goal of sustainability and efficient resource use in relevant EU Directives, action plans and other policy instruments, domestic plans are emerging in diverse ways, mainly reflecting varying domestic administrative structures, sectoral interests, political prioritisations, and handling of potentially conflicting policy objectives. A fruitful distinction can be made between, on the one hand, regulatory institutions and structures above the state level where decision-making mechanisms are typically grounded in consensual regimes and, on the other hand, bilateral, issue-specific collaboration, typically between adjacent countries. It is argued that, to improve overall marine spatial planning governance, these two governance components need to be brought together to improve consistency between regional alignment and to enhance opportunities for countries to collaborate at lower levels. Issue-specific transnational working groups or workshops can be one way to identify and act upon such potential synergies. © 2018 The Authors

    • This book is about the entanglement of heritage and resistance in different situations of conflicts, and the opportunities this entanglement may provide for social justice. This entanglement is investigated in the different contributions through theoretical and empirical analyses of heritage-led resistance to neoliberal economic development, violation of the subaltern, authorised narratives and state-invented traditions, colonialism and settler colonialism, and even dominating discourses of social movement, to name just a few. Crossing the disciplinary boundaries of heritage and resistance studies, these analyses bring new insights into several timely debates, especially those concerned with the interrelated critical questions of displacement, gentrification, exclusion, marginalization, urbicide, spatial cleansing, dehumanization, alienation, ethnic cleansing and social injustice. Mot en allmän skiss av arbetets roll i samhället beskrivs hur begreppet arbets(o)förmåga får en avgörande roll i fördelningen av samhällets nyttigheter och hur detta aktualiserar en rad grundläggande etiska frågeställningar som behöver besvaras för att frågan om vad som ska räknas som arbets(o)förmåga ska kunna besvaras. En kortare utredning av begreppsparet förmåga – oförmåga illustrerar dessutom att begreppet kan preciseras på ett oräkneligt antal sätt i ett antal innebördes samspelande dimensioner. Två av dessa dimensioner kopplas till nyss nämnda etiska frågor för att illustrera hur valet av precisering i dessa dimensioner aktualiserar grundläggande frågor om vad som kännetecknar ett rättvist samhälle.     • City–Region Food Systems (CRFS) is a cutting-edge concept and an emerging field of research. As a new analytical lens, it offers an integrated and multi-dimensional perspective on food’s origins, how it is grown and the path it follows to our plates and beyond. Building on this concept, this presentation reflects a prospective research project which seeks to explore opportunities for innovative and sustainable food systems in the Gothenburg region of Sweden by focusing on how rural and urban regions, food production and market can be integrated to promote regional food security. The project intends to: 1) develop scenarios with stakeholders for local food production in the region; 2) analyze the consequences of the scenarios on landscape change and biodiversity; 3) explore socio-economic consequences for producers and local communities; and 4) evaluate the sustainability and feasibility of scenarios with stakeholders. Five municipalities in Western Sweden (Gothenburg, Kungälv, Lerum, Alingsås and Essunga) will serve as study areas for the project, selected to reflect different kinds of potential for local food production in terms of dissimilar environmental conditions, prerequisites for farming and economic histories. The project responds to expressed interests and knowledge needs in the region and will be developed and implemented in direct cooperation with local and regional actors such as Västarvet, the Västra Götaland Region, the municipalities and various producer organizations. In sum, there are premises suggesting that recent urban food strategies and plans with sustainability ambitions are embracing several Sustainable Development Goals in the environmental, social, economic, and equity dimensions. This, in turn, is a characteristic of the Transition Movements pathway, in which the utility of food strategies in the work with sustainability transitions seems inevitable. The results are therefore likely to be transferable to other regions.

  • Democracy and Populism: Testing a Contentious Relationship

    • The phenomenon of populism and its relationship with modern democracy has gained considerable attention in recent years. This paper aims at advancing our understanding of how populism affects different models of democracy and tests the proposed arguments empirically. Building on the large scholarly literature on populism and democracy, we take stock of existing arguments and theorize which democratic models may be affected by populism in a positive or a negative way. Moreover, we move beyond the normative debate and analyse the effect of populism in power on different models of democracy empirically. We do so by merging data on populist governments in Europe and Latin America from the 1995 until today with the Varieties of Democracy data set, which enables us to capture the relationship between populism and different democratic models in these regions.

    • This paper applies critical discourse analysis to scrutinize submissions to the “REF [Research Excellence Framework] 2014 Impact Case Study” platform. More specifically, it focuses on the rhetorical practices used within these submissions to evidence research impact as outlined by the Higher Education Institutions (HEI) within tourism studies. The evidencing practices used within the submissions to Panel 26 (Sport Science, Leisure and Tourism) included quantitative sources and measures (e.g. Google Scholar, citation counts, journal ranking scores, monetary value of research grants, value of policy investment, industry revenue figures, etc.) and implicated ‘high status’-end users (e.g. government bodies, the UN, industry, NGOs) as their main type of evidence. The evidencing of impact did not differ depending on whether the research was of quantitative or qualitative character, neither on the type of research impact claimed. Instead, the disciplining of the epistemic evidencing practices was enforced by the outlined guidelines for submission (verifiable evidence, word count, type of impact). Leaning on Collins and Evans’ (2007) notion of ‘expertise’ used to conceptualize evidencing practices, this paper discusses the implication of such evidencing for an evaluation practice that sets out to assess the quality of research impact. The rhetoric such evidencing evokes, however, is not necessary indicative of the impact claimed. Furthermore, the evidencing practices used within the REF marginalize so-called negative impacts (failures), despite their specific value for research and, consequently, for societal progress at large.

    • In the first volume of his memoirs, former President Barack Obama commented on the situation with the H1N1 virus in 2010 during his first mandate. Over a few weeks, around 12,000 persons died of the virus, and the President and his staff were confronted with difficult decisions. They consulted veteran task force workers who had been engaged in President Gerald Ford’s government during 1976’s swine flu epidemic (Obama, 2020, p. 468). One of those people gave him this piece of advice: “You should engage in the question (…) but you should let the experts handle the process”(Obama, 2020, p. 469). This person was thinking of President Ford’s hasty decision to make vaccination against swine flu oblig-atory. The vaccination campaign had serious complications and caused scepticism and mistrust in the population. Ex-President Obama followed that advice and made every decision according to the best research available in the field. But what did the best research mean in this context? What kind of experts were consulted by governments and which experts delivered advice? Were experts real political advisors or did they only legitimise political decisions afterwards? Here, the voice of the experts was understood to be in a context where there was a strong uncertainty about the spread of the virus.

    • Swedish immigrant integration holds a unique contradiction in that it is lauded as having the ‘best’ policy in Europe (MIPEX), but its outcomes are amongst some of the poorest (Eurostats). Currently, responsibility of implementing integration policy is held by national agencies at the macro-level. Such a structure, however, is likely to overshadow what goes on at the micro-level, an oversight which is also reflected within current research. By adopting a street-level organisation (SLOs) approach, this research sets out to explore the gap between formal policy provision and measurable outcomes, where trust is situated as a critical dimension within the process of integration that is yet to be captured by other means. This presentation explores trust as a reason for the disparity between policy and outcomes, with the help of a case study that involves an SLO situated in Gothenburg; more specifically, a suburb characterised by a 90% immigrant population, and its unexploited social capital. To resolve this issue Gothenburg embarked on a four-year EU sponsored project concerned with labour market integration. Under this umbrella, a sub-project has been launched to engage 500 immigrants visiting an SLO within green business development as a means to integration. However, while initially promising, several intricacies surrounding the studied SLO, including its structure, history and leadership, has brought forth a number of worrying insights that have severed trust-building and impeded future work. Previous studies exploring the success of projects at the street level have successfully used qualitative methods, including reflexive non-participant observation. In our research we have used field notes collected over a six-month period from the project’s inception, supplemented by time lines of interactions and stakeholder engagements. The data have been coded to decipher key incidents and exchanges where trust has played a pivotal role in the dynamics between stakeholders, and for the direction of the project, as such. Given the responsibility that SLOs currently hold within immigrant integration, the personal street-level interactions from which (dis)trust evolves need to be regarded as significantly important. Our findings suggest that trust is greatly underestimated within SLOs, with distrust disrupting the success of the integration process, often resulting in project failure. This presentation will make recommendations as to how a SLO approach can contribute to trust-building, which will go some way in addressing existing ambiguities and inconsistencies between policy and outcomes concerning immigrant integration.

Vi har undersökt verksamhetens organisation, hur den fungerat och om det finns brister i verksamheten, samt om huruvida det finns ett fortsatt behov av Palladium i Katrineholms kommun. Utvärderingen grundar sig på dokumenten Idéskiss- kultur- och mediehus för unga i Katrineholms kommun, Palladium no smoking, och Palladium - café och kulturhus för unga, ett antal intervjuer med politiker, en tjänsteman och ungdomar som är involverade i projektets verksamhet samt en observation.

    • Despite the attention given to genetic biodiversity in international agreements such as the Convention on Biological Diversity (CBD) Strategic Plan and the Aichi Targets, previous research points at a “conservation genetics gap,” indicating that scientific insights into genetic biodiversity are poorly integrated into practical management. Both researchers and managers call for platforms for knowledge exchange between science and practice. However, few scientific studies on the potential effects of such knowledge transfer have been conducted. The present study is a follow-up to Lundmark et al. (2017), which identified significant effects of two forms of knowledge communication on conservation managers’ concerns and beliefs in regard to Baltic Sea genetic biodiversity. This study departs from Lundmark et al. (2017) and explores (a) whether the identified alterations in knowledge and beliefs persist over time, and (b) whether potential stability differs between different types of policy beliefs as well as between two types of knowledge communication (lecture and group deliberation). The results of this follow-up study show that the positive impacts on managers’ self-assessed knowledge remained, while the effects on policy beliefs largely had vanished a few months after the knowledge communication. Thus, changes in beliefs seem perishable, suggesting that continuity is more important than the form of educational efforts.

    • Any social research at some point always touches upon issues dealing with the situatedness of the researcher. Policy analysis is no exception, and there have been many quantitative attempts to mitigate problems that arise from human biases. The general concern is that, for the most part, these methodological approaches remain fairly basic (e.g. word frequencies) in comparison to the semantic nuances a human reader would normally experience. In that light, the here presented approach explores the possibility of using topic modelling as a way to quantitatively assess policy without forgoing those finer nuances of human analysis. In this presentation, the material subject to topic modelling is EU’s Rural Development policy for 2007–2013 (RDP). It proclaims itself as the first European rural policy to in its conceptual framework cover aspects labelled as quality of life (QOL). In this paper, we treat this particular statement as a hypothesis, to which topic modelling is used to investigate if this really is the case. For any concept (not just QOL) to be incorporated into a policy and to retain its influence, it must be both mentioned and linked to other parts of that same policy, elsewise it could strike as merely a rhetorical strategy. Thereby, the hypothesis is that the more themes (topics) relate to a particular concept the more relative importance the policy allocates to that particular concept. In order to gauge this relative importance of QOL within RDP, we created a categorisation based upon: (1) the RDP’s own conceptual understanding of QOL, and (2) definitions provided by contemporary cutting-edge research dedicated to QOL. The analysis shows that only about 4 % of the topics found within the RDP relate to the issues of QOL. These particular topics only mention aspects of QOL without any explicit signs of implementation. This marginal position of QOL within RDP has been corroborated by other audits of the RDP using traditional qualitative techniques. Therefore, with further methodological development, this experimental application of topic modelling in policy analysis might represent one potential alternative to traditional qualitative methods.

    • This paper examines the strategies of resistance articulated by residents of informal settlements response to urban exclusion. Building upon resistance and urban social movements literature the paper is informed by the case of the Villa Rodrigo Bueno in Buenos Aires, a self-constructed villa miseria, and its residents' stories of resistance to attempts of evictions and upgrading programs. In the paper we show how resistance is mobilized, first through its simultaneous disconnection, due to its remoteness and isolation; and reconnection to local and global supportive networks. While disconnection facilitated self-construction, densification and the blooming of informal entrepreneurship; reconnection through relational and multiscalar sites enabled unexpected encounters with distant actors that contributed to resist evictions. Second, the long-term learning and development of self-knowledge (i.e. construction, or housing law), embedded in the remoteness of the informal settlement, contributed to shift expertise from city officers to residents; redefining the role of informal residents into active citizens and experts in policy making, and turning informal settlements into settings of wider social change.

    • The aim of the study was to examine the emergency personnel’s perception of the effects of exercises, with regard to learning and usefulness. The exercises were quasi-experimental and constructed in such a way that employees from different organizations overlapped each other’s tasks. This was accomplished by: having asymmetries included in the scenarios, repeating exercise procedures and testing different strategies, which were discussed at joint seminars. The exercises were compared to a similar study, published in this journal, of nonquasi-experimental but merely traditional exercises. Surveys were distributed and collected from emergency personnel in connection with seven exercises. At the exercises, 94.3% of the personnel thought that the exercises had a focus on collaboration (traditional exercises, 75.6%).

    • 'The history of Swedish broadcast media' is a mulddisciplinary researchproject that began as a joint effort by the public broadcasting enterprises in Sweden and is still active under the administration of Stiftdsen Etermediernas Hisloria. It was initially divided into Threeprojects: 'Radio, TV, and authority'; 'Society, news, and audience'; and'Best room, playroom'. A separate research programme on educationalbroadcast media, financed by Riksbankens Jubileumsfond, UlbildningsRadion (UR), Stiftdsen Etermediernas Historia, and University of Linköping, ran between 1997 and 2006 and involved some twenty scholars. Professor Bengt Sandin at the University ofUnkiiping led the research programme and was responsible for its overall planning and design. The project resulted in seventeen anthologies and monographs, and a large number of articles. Sten-Åke Pettersson from UR served as the administrative head of the project, and brought valuable insight into the intricacies of media potitio; and its complicated history. The project also benefited immensely from an advisory committee with representatives from both academe and the educational media. The authors owe a debt of thanks to Lars Ag, Börje Dahlqvist, Sten-åke Pettersson, Gunilla Sterner-Kumm, and Jarl Torbacke for sharing their experiences and understanding of the processes studied. Together with the scholars who participated and wrote separate studies, we all formcd a vibrant and challenging multidisciplinary community, and the seminars and workshops were intellectually demanding and fun in equal measure. Thanks also to Charlotte Merton, who tnmslated the Swedish edition into elegant English, and Mark Davies, for the proofreading. We hope that this last book will convey some of the challenges. complications, and joys of coming to grips with the history and politics of educational media.

På 22 år gick Sverige från 2 498 till 278 kommuner.Hur blir sådana omfattande reformer möjliga? Vi besvarar denna fråga genom attanalysera det politiska spelet bakom reformerna. Vi undersöker (a) de huvudsakligaargumenten för kommunsammanläggningarna, (b) grad av konsensus bakom besluten,(c) om, och i sådant fall vilka alternativ till reformerna som presenterades underde debatter som föregick dem, samt slutligen (d) hur man politiskt lyckades genomdrivadessa reformer.     • Sweden is now a highly multicultural society, and as such is dealing with a multiplicity of integration issues. Accordingly, approaches to integration must also be multifaceted in their nature, conducted by transdisciplinary teams within a diverse range of projects. The current approach is to integrate immigrants into the labour market, for which a lauded policy has been implemented (MIPEX). However, when looking at outcomes, the OECD data (2013) is placing Sweden at the bottom of its ranking, with 57% of 15-74-year-olds born outside of Sweden in employment, compared to 67% of native-born Swedes. A possible reason for the gap is the relatively high proportion of native-born women in employment. But, this does not explain why immigrant women’s levels of employment are consistently 10% lower than immigrant men’s. This creates a gender gap between immigrant men and women, and a gap between native-born and immigrant women. As such, immigrant women are experiencing a double-jeopardy in labour-market integration, both as women and as immigrants. Studies exploring instances of the double-jeopardy problem have been conducted in the US (De Jong et al 2001), Canada (Boyd 1984), Australia (Foroutan 2008) and Israel (Reijman & Semyonov 1997). However, this research is still considered novel as it utilises transdisciplinarity to explore the ways in which gender is being used to inform the process of integration. Drawing on the conceptualisation of transdisciplinarity from Zurich 2000, this research draws from a diversity of different projects and approaches to address the real-world problem of double jeopardy experienced by immigrant women. It does so by exploring the experiences and reflections from academics and researchers; government employees; sustainability strategists; social entrepreneurs and NGO volunteer and staff. The projects led by these actors are linked by the aim of providing social integration and the use of the concept of gender in doing so, albeit some more explicitly than others. This presentation explores how the hypothesis of double jeopardy plays out in practice. The aim of our research is to understand the ways in which a transdiciplinarity of actors apply the concept of gender within labour market integration and how this affects tangible outcomes for women. This has been undertaken through a South–North collaboration, using a Swedish-Kenyan collaboration programme within Mistra Urban Futures – SKILLs, aiming towards sustainable urban development. Our research applies a gender analysis of local case studies from impoverished areas of Gothenburg. The discussion is informed by challenges (and solutions) identified in Kisumu (Kenya) and provides a set of co-produced recommendations. The following research questions are pursued: 1. How does labour-market integration consider and use the concept of gender? 2. What effect(s) does the use of gender have upon the outcomes for women within labour-market integration projects? 3. How can the use of the concept of gender be improved within labour-market integration to provide outcomes for women that are equal, fair and sustainable? Initial findings suggest that gender as a concept is experienced differently by immigrant women and Swedish women. In questioning how women from the Global South experience integration projects in the context of the Global North, the collaboration has identified the following aspects: agency; choice of approach; cultural awareness; role modelling; stereotyping and; tokenism – within transdisciplinary projects from both research sites. With these challenges in mind, some integration projects may prove problematic at best and unsuccessful at worst because of this under-researched dimension.

    • One of Sweden’s current predicaments is that it is a highly multicultural society in a European context, facing a crisis through the vulnerability and anxieties relating to the increasing immigrant populations being closely related to an increasing polarisation. In a polarised society, gender is at risk of again becoming the invisible “third” face of policies trying to facilitate migration, overwhelmed by the complexity and jeopardies of integration and disintegration, homogeneity and diversity, equality and inequality, inclusion and exclusion. Sweden has developed a lauded policy, most particularly within the formal opportunities offered to immigrants when accessing the labour-market (MIPEX). However, the index does not measure the outcomes of such policy. The OECD data (2013) is placing Sweden at the bottom of its ranking, as it has the largest gap, in levels of employment between native-born Swedes and those born outside of Sweden. Possible reasoning for the gap is the relatively high proportion of native-born women in employment. When immigrant employment numbers are explored along gendered lines immigrant women’s levels of employment are consistently 10% lower than those of immigrant men. This not only creates a gender gap between immigrant men and women, but also a gap between native-born and immigrant women. As such, immigrant women are experiencing a double-jeopardy in labour-market integration, both as women and as immigrants. Therefore, we ask if intersectional actors are taken into account in designing policies; how they reflect the differences of immigrant women trying to integrate; and how can immigrant women change Swedish society and its labour force? This presentation explores how the hypothesis of double-jeopardy plays out in practice. The aim of our research is to understand the ways in which different approaches to labour-market integration apply the concept of gender, and how this affects the tangible and sustainable outcomes for the women involved. This will be undertaken through a South–North collaboration, using a Swedish-Kenyan collaboration programme within Mistra Urban Futures – SKILLs, aiming towards sustainable urban development.   • Corruption in Sweden : Exploring Danger Zones and Change.

    • In this dissertation I study corruption in the public sector in Sweden, a country which the literature regards as having few corruption problems. Sweden is therefore classified as a “least corrupt” case, and such countries are seldom studied in corruption research. My work is thus an effort to fill a gap in the literature. This research is also motivated by a conviction that such a case provides a fertile ground for studying danger zones for corruption. For example, this work allows me to explore how institutional and contextual changes impact on corruption and danger zones. Though the main focus of this work is on Sweden, I also have comparative ambitions. First, I locate Sweden in a cross-national context. I then study corruption in Sweden using a comparative methodology and with an eye to international comparisons. I apply a combined theoretical approach and a multi-method investigation based on several empirical sources and both quantitative and qualitative techniques. This research strategy enables me to capture a phenomenon (corruption) that is more difficult to identify in countries with relatively few obvious corruption scandals than it is in countries in which the phenomenon has traditionally been studied. Regarding danger zones for corruption, the results show that some of the zones identified in the international literature, such as public procurement, are also important in Sweden. For the Swedish case, my empirical research also identifies the types of corruption that occur, perceptions of danger zones and corruption, how corruption changes over time, and how corruption is fought. With regard to the latter, one conclusion is that ingrained (male) sub-cultures can be problematic and may need to be opened up using a combination of measures like promoting a more heterogeneous group of politicians, creating more transparent proceedings in decision groups and conducting more effective audits. The research also highlights the importance of adapting control measures to existing structures of delegation. For example, if delegation arrangements are changed to improve efficiency and cut costs, new accountability measures may be necessary. In general, delegation and control structures should be structured in such a way as to make the cost of shirking quite high. Finally, based on the results of this multi-method investigation, I conclude that one avenue for further corruption research is to connect our knowledge of danger zones to what we know about mechanisms effecting corrupt behaviour, and then to apply this to discussions of new models of the politics of management in multi-level governance.

    • This book assesses the challenges faced by local governments when deciding on the location of public services. Some physical signs of government presence are vital and generally welcomed within local communities. Schools, bus stops, care facilities, and public libraries are both crucial for the functioning and sustainability of communities, and symbolize governmental engagement. Conversely, other types of facilities are typically unwelcome. Waste and recycling stations, wind farms, and prisons often provoke protests from local residents. Drawing on evidence from Sweden, this book argues that decisions on how to locate services are inherently political, and that in order to succeed, authorities need to ensure that their policies are perceived as legitimate. It also demonstrates how the problem of locating public services is a universal issue, relevant to governments at all levels and in all countries. As urbanization and pressure on welfare systems grow, the problem of locating public services looks set to become more pressing, and the themes raised in the book are likely to remain relevant for years to come. It will appeal to researchers and practitioners in the fields of public administration and local government studies, as well as policymakers and public officials.

    • This article studies if, how, and why different revenue uses affect public attitudes to environmental taxation. More specifically, using a large-scale (N = 4292) randomized survey experiment with a 2 x 3 factorial design, the article analyses how attitudes towards a proposed increase in the current air passenger tax in Sweden are altered when combining a tax increase with three different suggestions for revenue use. The increasingly popular fee-and-dividend solution, where revenues are distributed back to the public, thus decreasing negative distribu-tive tax effects, is compared with two additional revenue uses: unspecified government spending on welfare services, and re-investment of revenues into aviation biofuels. Our results show that, although some of the commonly used independent variables such as climate concern, personal norms and political-ideological orientation are significant in determining policy attitudes, varying both tax level and revenue use also tangibly affects how a policy proposal is received. Interestingly, however, the fee-and-dividend approach does not yield the most positive policy attitudes. Rather, directing the revenues to fund an increased use of biofuels for aviation is the alternative that most clearly drives positive attitudes to this policy, and is also the alternative that is perceived as the most effective and fair in both the high tax and the low tax alternatives.

    • Drawing on collective experience from ten collaborative research projects focused on the Global South, we identify three major challenges that impede the translation of research on sustainability and resilience into better-informed choices by individuals and policy-makers that in turn can support transformation to a sustainable future. The three challenges comprise: (i) converting knowledge produced during research projects into successful knowledge application; (ii) scaling up knowledge in time when research projects are short-term and potential impacts are long-term; and (iii) scaling up knowledge across space, from local research sites to larger-scale or even global impact. Some potential pathways for funding agencies to overcome these challenges include providing targeted prolonged funding for dissemination and outreach, and facilitating collaboration and coordination across different sites, research teams, and partner organizations. By systematically documenting these challenges, we hope to pave the way for further innovations in the research cycle.

  • Don't extinguish my fire – Understanding public resistance to a Swedish policy aimed at reducing particle emissions by phasing out old wood stoves

    • Wood stoves emit particulate matter when used for domestic heating. Consequently, the National Board of Housing, Building and Planning in Sweden enforced a prohibition of new installations of old wood stoves in 2017 to protect the public health. The prohibition caused a public backlash that organized itself as a “wood stove rising”, eventually leading to a cancellation of the new legislation in 2019. We performed comprehensive interviews with 11 signatories of the original appeal to analyze the underlying motives for combating the implementation of this pro-environmental energy policy. We find that domestic heating through fire-making is an age-old human behavior that is deeply connected to several social and emotional human needs, but also to survival in remote areas with cold climate. The likelihood of policy observance and acceptance is higher if the policy is not perceived as being in direct conflict with these needs: basic emotion regulation, sensations of tradition and connection to other people, and means of crisis management for the individual. We also find that the protesters acted out of a sustainability perspective, albeit one where the continued use of functional devices was valued more than the perceived wear-and-tear of replacing outdated technology. © 2022 The Authors

    • This article argues that the prepaid energy system put into operation in Medellín and across Colombia worked as an expression of ‘energopower’; that is, energy as a means to govern societies. The article uses press archives and company statements, official statistics and group interviews to show how energopower operates in Medellín along three lines: that Empresas Públicas de Medellín, the city's public utility company, encouraged disconnected and displaced people as new buyers of prepaid energy services instead of citizens entitled to those services; that the implementation of the prepaid energy system coincided with the vertiginous capitalisation that allowed the city to fund its ‘Social Urbanism’ and EPM to expand operations across Colombia and other countries in Latin America; and, that prepaid electricity as a tool of energopower subjugated displaced and disconnected populations to new forms of affordability that prompted barrio women to understand and oppose its disciplining methods of domination.

    • This article aims to analyze certain characteristics of the Venezuelan democratic transformation during the Presidency of Hugo Rafael Chávez Frías, particularly from 2002 onwards and with a specific focus on the emergence of barrio women in the new participatory structures. There will be particular attention to the mechanisms enhancing local political participation and social inclusion through the Community Councils (Consejos Comunales) and the Social Battle Rooms (Salas de Batalla Social). Within these instances barrio women had increasingly discovered their own space for individual and collective empowerment. barrio women’s participation in such instances frames a process of gender equality based in scale complementarity in which the structures of macro-politics more dominated by men, while those of micro-politics are generally dominated by barrio women. In this study barrio women’s instances of micro-politics will be conceptualized in terms of insurgent citizenship. The article connects thus to theoretical debates on radical participatory democracy, State-society relations, and the empowerment of barrio women that previously were excluded from the public sphere.

  • HOUSE MASTER SCHOOL: Career Model for Education and Training in Integrated and Sustainable Conservation of Built Environments

    • Based on a participatory action research methodology and approach (AR), this dissertation explores the core theoretical problems and opportunities of education and learning for sustainable development (ESD) within the cross-disciplinary area of integrated and sustainable conservation of built environments. The main purpose has been to develop an epistemological framework for integrated lifelong learning, ethics and advanced research (R&D) and to provide a new sustainable education and career model for the field to be applied in the Dalecarlia region and on a national level within the Swedish construction industry at large; i.e. the House Master School (HMS). This includes the development of a new professional “House Master”; a new conservation and sustainable building „process manager‟ or engineer at the interface between various disciplines and with an emphasis on high quality and traditional crafts and design, refurbishment and reuse, preventive conservation and long-term maintenance of the built environment. The HMS is developed according to the principles of integrated lifelong learning, ESD and the Bologna Model for higher education in Europe and will be implemented as part of a well-coordinated training strategy, nationally as well as internationally, including initiation of specific training and exchange programs and R&D. The Swedish approach to transdisciplinary case study research (TCSR) and educational system development has been used as placed in an international context. An outline and assessment of the contribution of action research, critical systems thinking and complexity theory is provided as part of the overall research methodology and design.The main aim of this R&D project has been to promote a sound understanding and conceptualization of meta-theoretical foundations, functions, structures, drivers, needs and dynamic applicability of methods to support integrated lifelong learning and ESD, research and development within the Swedish building sector and to provide a new innovative education and career model, which if implemented successfully, would have a direct impact on the environment, the economy, community and sustainable development processes at large. By using the HMS Model as a case study, this research entails a commitment to socially transformative research - i.e. the methodology is grounded in a vision of educational and organizational change based on an integration of ecological and conservation values. This includes an identification of deficiencies and needs in existing education and training systems, including an assessment of anticipated qualification and emerging learning needs with anemphasis on integrated architectural conservation, construction maintenance and crafts education and training. The aim is to provide new and enhanced career opportunities for young construction students, particularly engineers, skilled trades and craftspeople, as well as for other professionals in need for continuing professional development (CPD) and training in this field.This dissertation demonstrates the epistemological basis, an appropriate conceptual framework and an organizational and methodological design for educational change and development, integrated lifelong learning and ESD for the construction and architectural heritage field at large. If proved successful, the HMS Model may be used as a demonstrative and be adapted and transferred to other relevant sectors, regions and/or countries. It argues that an appropriate education and conservation policy and an integrated life cycle approach are important factors for obtaining sustainability and lifelong learning and for launching new sustainable education and training programs, new products and processes, enterprises, R&D, standards and principles for the future. The central argument is that sustainability/ESD is an ongoing multi-dimensional learning process that seeks and requires cultural change through (a) transdisciplinary education, learning and research, (b) multidisciplinary team- and networked approaches to educational development and change and (d) participatory and communicative action between various disciplines, institutions, NGOs, companies/SMEs and stakeholders. A key lesson derived from this research is the need for preventative systemic thinking and increased stakeholder participation in architectural conservation and construction projects and in inter- and cross-disciplinary research (R&D), in urban and rural development planning and especially the planning for such education and training.

    • The public sector and public administrations are important foundations in democratic states and an autonomous public sector that protects public principles is needed for a political system to be democratically legitimate. Here, efficiency, impartiality, equality, and transparency are central guiding principles and values. The introduction of automated decision-making (ADM) in the public sector affects traditional public principles and values in several ways. For example, transparency is a central challenge as the decisions are implemented by algorithms instead of humans and thus become more difficult to explain for the individual citizen. Also, equality has been put forward both as something that is gained through ADM, and as something that is at risk when ADM is implemented. This chapter provides an overview of the challenges that the implementation of ADM brings to the public sector, including transformations of public sector decisions, the discretion of civil servants, and democratic principles and values.

    •   Media and the Swedish Government Office. The Ministerial Staff about the impact of Medialization.     This article examines the relationship between media and the partisan ministerial staff of the Government Office. The main objective of the article is to make a contribution to the knowledge about and comprehension of how medialization has affected the work of the partisan ministerial staff. The article is empirically based on four focus groups, with respectively ministers, secretaries of state, political advisors and press secretaries working under the third Persson government (2002-2006). The article demonstrates that media management is an area that The Government Office was not originally adapted for. Therefore media and communication do not enter into the existing routines and formal decision-making processes of the organization. As a result, media challenge both the process behind the government’s collective decision-making and the up-holding of the impression that the government decides collectively. Thus, there is a need for complementary routines for the contacts between the partisan staff and the civil servants.

    • Food and meals are central elements in our lives: a source of pleasure, a social activity and a bearer of culture. Our eating habits are also very important to health, which implies that the organization and content of meals is a prerequisite for well-being and learning. Schools, in particular, have unique opportunities to promote healthy lifestyles, help develop good eating habits and raise environmental and climate awareness among children and youths by embedding food in a wider context. Unsurprisingly, there is also an increasing interest in school meals and food-related education among researchers, many of whom agree that the quality of school meals can be seen as one of the most accurate indicators of the cities’ sustainability potential. Systematic quality work, however, requires shared targets and ambitions, regular quality checks and discussions on development and improvement. In that vein, the City of Gothenburg has launched the project Urban Rural Gothenburg, which assembles, develops, tests and implements new solutions for the city’s public kitchens. This involves climate-smart and environmentally sound perspectives and programs regarding meal planning, food procurement, food preparation and food-related teaching and learning (e.g. “Lärande Hållbara Måltider”, “Mindre Matsvinn”, “Pedagogiska Odlingsträdgårdar”). One important approach deals with the normalization of increased vegetarian consumption and greater awareness of food’s origins and travel from farm to table. Another approach deals with conscious choices of raw materials that are beneficial for both the environment and health. A third notable approach focuses on new ways of handling food waste to reduce climate impact. In line with the third Sustainable Development Goal, this presentation captures and reaffirms the fundamental assumptions and methods involved in Gothenburg's work with food sustainability in public kitchens, with an emphasis on health and climate as cross-cutting issues that matter to us all.

    • Den övergripande fråga som ställs i rapporten är: hur kan universitet och högskolor upprätthålla kvalitet i utbildningen? Undersökningen bärs upp av tre delar där vi studerar 1) om högskolepedagogiska kurser stärker lärare som pedagoger; 2) huruvida det finns incitament för universitetslärare att satsa på pedagogisk verksamhet; samt 3) vilka förutsättningar lektorer ges att inom ramen för sin tjänst fullgöra det pedagogiska uppdraget. I den första delstudien finner vi att pedagogiska kurser haft positiva effekter på deltagarnas upplevda trygghet i lärarrollen. Samtidigt förändras inte kursdeltagarnas grundläggande förhållningssätt till undervisning. I delstudie två finner vi att incitamenten att satsa på det pedagogiska uppdraget är relativt svaga, eftersom sakkunniga i allmänhet lägger liten vikt vid pedagogiska meriter jämfört med vetenskapliga. I den tredje delstudien undersöks balansen mellan forskning och undervisning för lektorer i statsvetenskap. Resultaten visar att skillnaden i undervisningsplikt, liksom kompensationen för likvärdiga undervisningsuppdrag, varierar mycket mellan lärosäten. Förutsättningarna för det pedagogiska uppdraget ser således väldigt olika ut för lektorer beroende på var de är anställda.

  • Effekter på havsmiljön av att flytta över transporter från vägtrafik till sjöfart

    • Antagandet av en nationell godstransportstrategi 2018 innebär att Sverige strävar efter att ”främja en överflyttning av godstransporter från väg till järnväg och sjöfart”. Ett delmål är att minska negativ miljöpåverkan från godstransporter. Men, om en överflyttning av gods från väg till sjöfart innebär ökat antal fartyg, eller ökad tillryggalagd distans med fartyg, innebär överflyttningen en ökad belastning på havsmiljön. Här föreligger därför en målkonflikt mellan transportpolitiska mål och flera miljömål. Tillståndet i havsmiljön runt Sveriges kuster uppnår idag inte god miljöstatus med avseende på exempelvis näringsämnen, miljögifter och främmande arter; för samtliga dessa belastningar bidrar sjöfarten till den negativa situationen. För att nå god miljöstatus behöver istället den totala belastningen på den marina miljön minska. Vid en eventuell överflyttning av godstransport från väg till sjöfart, är det därför angeläget att säkerställa att den ökade belastningen på den marina miljön minimeras. Ett sätt är att visa geografisk hänsyn genom att undvika sjöfart inom miljömässigt känsliga havsområden. Ett annat sätt är att ställa hårdare krav på fartygens prestanda. Miljöpåverkan från fartyg varierar framför allt mellan, men också inom, olika fartygstyper. Men att skapa nya regelverk med syfte att förbättra fartygens prestanda är en långsam process eftersom sjöfarten primärt regleras genom internationella konventioner där tillämpning av regionala eller nationella särregler undviks. Några förslag till åtgärder för att säkerställa att havsmiljön kring Sverige inte försämras till följd av överflyttning av godstransporter från väg till sjöfart är: Tillse att det skapas högkvalitativt och jämförbart underlag för sjö- och landtransporters påverkan på havsmiljön. Analysera och kommunicera samtliga typer av utsläpp, inte bara utsläpp av koldioxid. Utsläppsmängder och påverkan bör anges och jämföras i absoluta tal och relevanta enheter. Minimera antalet transporter genom att öka fyllnadsgraden. Optimera fartygens hastighet för att minimera drivmedelsförbrukningen och emissioner. Dagens fartygstrafik i Sveriges mest känsliga och skyddade havsområden måste minska. När- och kustsjöfart bör kanaliseras bort från havs- och kustområden med höga naturvärden. Skapa tydliga incitament så att fraktköpare enbart anlitar fartyg som har högsta miljöprestanda avseende såväl utsläpp av växthusgaser som av andra förorenande eller övergödande ämnen till luft och vatten. Säkerställ att införandet av ett NECA (kvävekontrollområde) i Östersjön och Nordsjön innebär att fler fartyg installerar kväverening och att införandet inte leder till att fler äldre fartyg utan regelstadgad effektiv kväverening trafikerar området. • Stärk samordningen mellan myndigheter så att framtidsfrågor som rör sjöfart och dess miljöpåverkan behandlas och åtgärdas i linje med ekosystembaserad förvaltning. Relaterat till sjöfartens striktare svavelregler som träder i kraft 2020-01-01: Förbjud utsläpp av skrubbervatten till havet då utsläppen innebär en stor risk för försämrad miljöstatus och överskridna miljökvalitetsnormer enligt vattendirektivet, med avseende på exempelvis koppar och zink. Utred konsekvenserna av den förväntade ökade användningen av lågsvavliga hybridoljor som fartygsbränsle. Då befintlig saneringsutrustning är mindre effektiv för hybridoljor innebär detta en ökad risk vid kommande olyckor och oljeutsläpp.
