Interactions between CAP Agricultural and Agri-Environmental Subsidies and Their Effects on the Uptake of Organic Farming

- We analyze the effects of the interactions that the two pillars of the European Union Common Agricultural Policy—market support and rural development—have on farmers’ uptake of organic farming practices. Special attention is given to the 2003 reform, which substantially altered the relative importance of the two types of support by decoupling direct agricultural payments from the production of a specific crop. In our empirical analysis we study the case of Sweden, making use of the variation in the timing of farmers’ decisions regarding participation in support programs. We estimate a dynamic non-linear unobserved effects probit model to account for unobserved individual heterogeneity and state dependence. Our results indicate the existence of a negative effect of the market support system in place when organic farming techniques were adopted before the 2003 reform. However, this effect is reversed by the introduction of decoupling. Furthermore, the effects of support differ between certified and non-certified organic production: both pillars have significant effects on non-certified organic farming, whereas certified organic farming is exclusively driven by agro-environmental subsidies.

- Internationalisation is transforming higher education institutions worldwide. However, the understanding of internationalisation, the rationales presented, the strategies applied and the challenges encountered differ between contexts. One challenge, especially for universities in the Global South, is how to consider internationalisation with a decolonised approach. This study explores internationalisation in two major universities in Mozambique through documentary analysis and semi-structured interviews with academics and managers. The study was guided by two questions: (1) How have Mozambican universities undertaken internationalisation in terms of understanding, rationales, strategies and challenges? (2) How are global ideas of internationalisation interpreted and translated into local practices? The results are interpreted with a theoretical lens combining neo-institutionalism and decolonisation theory, both providing arguments for translation and adaptation of ideas and practices to the local context. The findings suggest that the approaches to internationalisation emphasise the adoption of Western templates and values and can be more deliberately decolonised.

From Needs to Relationships to Organisations : Transactional Complexity in Social Work in the Swedish Social Services

- This article explores how Swedish social workers in different sectors of the social services understand complexity in relation to the needs found in ‘family’ and in social work practice. This study is based on interviews with sixty social workers in five service sectors: child welfare, elderly care, disability care, substance abuse and social assistance. The social workers’ reports of understanding and dealing with families with complex needs reveal distinctions between deeply rooted and broadly based needs. Complex family needs are transformed into complex cases based on family composition, relationships between clients and social workers and organisational context. Complexity theory, and in particular the term transactional complexity, is applied to describe the interactive relationship in and between complex needs, relational complexity and organisational complexity. The boundaries between these three domains are not distinct, and the interconnectivity and complexities occurring in and between them contribute to the production of much of the ‘wickedness’ that exists in social work practice. Social workers may gain from this knowledge in order to unravel the often intangible complexity that commonly appears in social work with families.
