    • The growth of thin praseodymium oxide films on silicon (111) using small deposition rates under oxygen-deficient conditions was investigated in the range from submonolayer up to six monolayers coverage by transmission electron microscopy (TEM) and photoemission spectroscopy (PES). A detailed analysis of the silicon 2p and oxygen 1 s core level and valence band spectra reveals chemical reactions between deposited species, substrate, and the growing film. Silicate, silicide and oxide species are coexisting over the entire range of coverages investigated. Cross sectional TEM shows silicide inclusions extending from the surface several nanometers into the substrate and affecting the substrate band bending at the interface. The reactivity of the praseodymia overlayer leads to reactions in the as-deposited film even at room temperature and render it unstable. The article aims at providing a coherent picture of the chemistry proceeding during interface formation and film growth at low rates of deposition (0.06 nm/min). The results will be discussed in comparison to studies using higher rates, emphasizing the possibility of growth rate dependent reactions between substrate and deposited material and, consequently, distinctly different film compositions and structures for different rates of deposition.   • Waging War on Poverty : Poverty Trends Using a Historical Supplemental Poverty Measure

    • Using data from the Consumer Expenditure Survey and the March Current Population Survey, we provide poverty estimates for 1967 to 2012 based on a historical supplemental poverty measure (SPM). During this period, poverty, as officially measured, has stagnated. However, the official poverty measure (OPM) does not account for the effect of near-cash transfers on the financial resources available to families, an important omission since such transfers have become an increasingly important part of government antipoverty policy. Applying the historical SPM, which does count such transfers, we find that trends in poverty have been more favorable than the OPM suggests and that government policies have played an important and growing role in reducing povertya role that is not evident when the OPM is used to assess poverty. We also find that government programs have played a particularly important role in alleviating child poverty and deep poverty, especially during economic downturns.

  • The on-orbit calibration of the Fermi Large Area Telescope

    • The Large Area Telescope (LAT) on-board the Fermi Gamma-ray Space Telescope began its on-orbit operations on June 23, 2008. Calibrations, defined in a generic sense, correspond to synchronization of trigger signals, optimization of delays for latching data, determination of detector thresholds, gains and responses, evaluation of the perimeter of the South Atlantic Anomaly (SAA), measurements of live time, of absolute time, and internal and spacecraft boresight alignments. Here we describe on-orbit calibration results obtained using known astrophysical sources, galactic cosmic rays, and charge injection into the front-end electronics of each detector. Instrument response functions will be described in a separate publication. This paper demonstrates the stability of calibrations and describes minor changes observed since launch. These results have been used to calibrate the LAT datasets to be publicly released in August 2009.

  • FERMI LARGE AREA TELESCOPE OBSERVATIONS OF THE VELA PULSAR

    • The Vela pulsar is the brightest persistent source in the GeV sky and thus is the traditional first target for new gamma-ray observatories. We report here on initial Fermi Large Area Telescope observations during verification phase pointed exposure and early sky survey scanning. We have used the Vela signal to verify Fermi timing and angular resolution. The high-quality pulse profile, with some 32,400 pulsed photons at E >= 0.03 GeV, shows new features, including pulse structure as fine as 0.3 ms and a distinct third peak, which shifts in phase with energy. We examine the high-energy behavior of the pulsed emission; initial spectra suggest a phase-averaged power-law index of Gamma = 1.51(-0.04)(+0.05) with an exponential cutoff at E-c = 2.9 +/- 0.1 GeV. Spectral fits with generalized cutoffs of the form e(-(E/Ec)b) require b <= 1, which is inconsistent with magnetic pair attenuation, and thus favor outer-magnetosphere emission models. Finally, we report on upper limits to any unpulsed component, as might be associated with a surrounding pulsar wind nebula.

  • Fermi Observations of High-Energy Gamma-Ray Emission from GRB 080916C

    • Gamma-ray bursts (GRBs) are highly energetic explosions signaling the death of massive stars in distant galaxies. The Gamma-ray Burst Monitor and Large Area Telescope onboard the Fermi Observatory together record GRBs over a broad energy range spanning about 7 decades of gamma-ray energy. In September 2008, Fermi observed the exceptionally luminous GRB 080916C, with the largest apparent energy release yet measured. The high-energy gamma rays are observed to start later and persist longer than the lower energy photons. A simple spectral form fits the entire GRB spectrum, providing strong constraints on emission models. The known distance of the burst enables placing lower limits on the bulk Lorentz factor of the outflow and on the quantum gravity mass.

  • Healthcare-seeking behaviour and management of type 2 diabetes in Uganda : Perspectives of persons with diabetes, traditional healers and healthcare providers

    • Healthcare-seeking behaviour is important as it determines acceptance ofhealthcare and outcomes of chronic conditions, but it has been investigated to alimited extent, and not in developing countries. The overall aim was to explorehow persons with type 2 diabetes seek care to manage diabetes using differenthealthcare providers including the use of complementary alternative medicine andtraditional healers in Uganda. The study design was a combination of quantitativeand qualitative studies to explore and describe healthcare-seeking behaviour. Thethesis included 41 persons with type 2 diabetes, 16 traditional healers, and 108healthcare professionals. Individual semi-structured interviews, focus groupinterviews and self-administered questionnaires were used to collect data. Datawere analysed using qualitative content analysis, qualitative data analysis of focusgroup interviews and descriptive statistics of quantitative data.The preference health service provider for people with diabetes was identified asthe professional health sector. Healthcare was mainly sought, or perceived to besought, among doctors and nurses in the public hospitals. Perceived failure inhealthcare to manage diabetes or its complications led many, particularly women,to seek alternative treatment from complementary alternative medicinepractitioners. Reasons why persons with diabetes switched between differenthealthcare providers were symptoms of diabetes or complications related to poorglycemic control. Patients who sought alternative medicine reported to have beentired of taking western medicine as their condition did not improve or they hopedfor cure. Traditional therapies of patients with diabetes were mainly described asherbal medicine, nutritional products of local fruits and vegetables. Healthcareorganization, treatments costs, patients’ health beliefs, and general conditionseemed to have influenced healthcare-seeking practices.In conclusion, the pattern of care seeking was inconsistent, with a switch betweendifferent healthcare providers under the influence of the popular and folk sectors.Healthcare providers need to develop a well-designed package of diabetes andself-care management education designed to raise awareness about diabetes care atall levels. Nurses and other health professionals need to carry out a comprehensivehealth assessment to identify individuals’ educational needs in order to provideappropriate educational and clinical support, in well-organized diabetes care, tomaintain good health.

  • A Population of Gamma-Ray Millisecond Pulsars Seen with the Fermi Large Area Telescope

    • Pulsars are born with subsecond spin periods and slow by electromagnetic braking for several tens of millions of years, when detectable radiation ceases. A second life can occur for neutron stars in binary systems. They can acquire mass and angular momentum from their companions, to be spun up to millisecond periods and begin radiating again. We searched Fermi Large Area Telescope data for pulsations from all known millisecond pulsars (MSPs) outside of globular clusters, using rotation parameters from radio telescopes. Strong gamma-ray pulsations were detected for eight MSPs. The gamma-ray pulse profiles and spectral properties resemble those of young gamma-ray pulsars. The basic emission mechanism seems to be the same for MSPs and young pulsars, with the emission originating in regions far from the neutron star surface.

  • Fermi Large Area Telescope Measurements of the Diffuse Gamma-Ray Emission at Intermediate Galactic Latitudes

    • The diffuse galactic γ-ray emission is produced by cosmic rays (CRs) interacting with the interstellar gas and radiation field. Measurements by the Energetic Gamma-Ray Experiment Telescope (EGRET) instrument on the Compton Gamma-Ray Observatory indicated excess γ-ray emission ≳1GeV relative to diffuse galactic γ-ray emission models consistent with directly measured CR spectra (the so-called “EGRET GeV excess”). The Large Area Telescope (LAT) instrument on the Fermi Gamma-Ray Space Telescope has measured the diffuse γ-ray emission with improved sensitivity and resolution compared to EGRET. We report on LAT measurements for energies 100 MeV to 10 GeV and galactic latitudes 10°≤|b|≤20°. The LAT spectrum for this region of the sky is well reproduced by a diffuse galactic γ-ray emission model that is consistent with local CR spectra and inconsistent with the EGRET GeV excess.

    • The first results from observations of the high-mass X-ray binary LS 5039 using the Fermi Gamma-ray Space Telescope data between 2008 August and 2009 June are presented. Our results indicate variability that is consistent with the binary period, with the emission being modulated with a period of 3.903 ± 0.005 days; the first detection of this modulation at GeV energies. The light curve is characterized by a broad peak around superior conjunction in agreement with inverse Compton scattering models. The spectrum is represented by a power law with an exponential cutoff, yielding an overall flux (100 MeV-300 GeV) of 4.9 ± 0.5(stat) ± 1.8(syst) ×10–7 photon cm–2 s–1, with a cutoff at 2.1 ± 0.3(stat) ± 1.1(syst) GeV and photon index Γ = 1.9 ± 0.1(stat) ± 0.3(syst). The spectrum is observed to vary with orbital phase, specifically between inferior and superior conjunction. We suggest that the presence of a cutoff in the spectrum may be indicative of magnetospheric emission similar to the emission seen in many pulsars by Fermi.

  • The Fermi Gamma-Ray Space Telescope Discovers the Pulsar in the Young Galactic Supernova Remnant CTA 1

    • Energetic young pulsars and expanding blast waves [ supernova remnants (SNRs)] are the most visible remains after massive stars, ending their lives, explode in core-collapse supernovae. The Fermi Gamma- Ray Space Telescope has unveiled a radio quiet pulsar located near the center of the compact synchrotron nebula inside the supernova remnant CTA 1. The pulsar, discovered through its gamma- ray pulsations, has a period of 316.86 milliseconds and a period derivative of 3.614 x 10(-13) seconds per second. Its characteristic age of 10(4) years is comparable to that estimated for the SNR. We speculate that most unidentified Galactic gamma- ray sources associated with star- forming regions and SNRs are such young pulsars.
