The theory offers important tools for the analysis and planning of such missions. However, the theory is not really justified in those situations where there is no potential violent opposition to the political project of the Union. In order to be of real value, there is a need to adapt the classical theory. This is particularly true as the EU, as a third party, is not an actor in the traditional sense. Furthermore, it is necessary to rethink the possible modes of action as the EU does not seek military victory but to convince all the actors of the appropriateness of its goals. There is, however, a need to create a language and a structure regarding non-military actions in order to permit an analysis of various options and to develop comprehensive strategies.
