- Evaluation is a social activity that is often linked to a social process of legitimization and ratiionalization on the part of entrepreneurs and agencies who have to account - either to sharehoders or govervnments - for funds invested. The report comparers and analyzes three different ways of framing (or paradigms) that inform evaluation practices relating to development aid projects in Third World countries, viz., (1) cost-benefit analysis (CBA) in various guises; (2) a Marxist inspired dependencia approach; and (3) a framing based on the notion of self-reliance. The methdologies that follow from these three different framings are exemplified with reference to their implications for handbook manuals for project evluation in the field.
