    • There is a growing maintenance debt of ageing and critical infrastructures in many municipalities in European welfare states. In this article, we use the multidimensional concept of local capacity as a point of departure to analyse how and in what ways Swedish municipalities work with the routine maintenance of infrastructures, including municipal road networks as well as water and sewage systems. For the road networks, maintenance is generally outsourced to contractors and there is also a large degree of tolerance for various standards on different road segments within and between the municipalities. Less used road segments are not as prioritised as those with heavy traffic. For the water and sewage systems, in-house technical capacity is needed as differences in water quality are not tolerated. Economies of scale mean that in-house capacity is translated into the creation of inter-municipal bodies. As different forms of capacities tend to reinforce each other, municipal capacity builds up over time in circular movements. These results add knowledge to current research by pointing to the ways municipalities are overcoming a run-to-failure mentality by building capacity to pay off the infrastructural maintenance debt.

  • Avfallsförebyggande handlar om effektiv produktion och genomtänkt konsumtion – inte om avfall. Sju lärdomar från forskningsprojektet från avfallshantering till avfallsförebyggande

    • Denna rapport sammanfattar de viktigaste lärdomarna från forskningsprojektet ”Från avfallshantering till avfallsförebyggande”. I forskningsprojektet har forskare från Lunds universitet och Göteborgs universitet, men också Umeå Universitet och Kungliga Tekniska Högskolan, studerat avfallsförebyggande. Syftet med projektet har varit att identifiera och förklara svårigheterna med att förverkliga de avfallsförebyggandepolitiska målen. Forskarna har närmat sig projektets syfte genom innehållsanalys av avfallsplaner, kvantitativa och kvalitativa studier av avfallsförebyggande- initiativ, teoretisk kritik av stadsplanering, och kartläggning av hinder för avfallsförebyggande. Projektet har bedrivits i tät samverkan med kommuner, kommunala avfallsbolag, myndigheter, sociala rörelser och företag. Det har finansierats av forskningsrådet Formas (Dnr 259-2013-210). För den som vill veta mer finns källor refererade löpande i texten och redovisat i referenslistan i slutet av rapporten. Det går även bra att kontakta respektive forskare. Under Interna referenser redovisas de vetenskapliga artiklar, konferensbidrag, seminarier, uppsatser, reportage, debattartiklar, och nya forskningsprojekt som forskningsprojektet har lett till. På projektets webbplats www.ism.lu.se/mtp redogörs i detalj för projektet, till exempel de workshopar som har organiserats inom projektets ram.

  • The Three-Level Collaboration Exercise : Impact of Learning and Usefulness

    • The aim of the study was to examine the emergency personnel’s perception of the effects of exercises, with regard to learning and usefulness. The exercises were quasi-experimental and constructed in such a way that employees from different organizations overlapped each other’s tasks. This was accomplished by: having asymmetries included in the scenarios, repeating exercise procedures and testing different strategies, which were discussed at joint seminars. The exercises were compared to a similar study, published in this journal, of nonquasi-experimental but merely traditional exercises. Surveys were distributed and collected from emergency personnel in connection with seven exercises. At the exercises, 94.3% of the personnel thought that the exercises had a focus on collaboration (traditional exercises, 75.6%).

    • Agricultural mechanization is on the rise in Africa. A widespread replacement of manual labor and animal traction will change the face of African agriculture. Despite this potentially transformative role, only a few studies have looked at the effects of mechanization empirically, mostly focusing on yields and labor alone. This is the first paper that explores perceived agronomic, environmental, and socioeconomic effects together, thereby revealing linkages and trade-offs, some of which have been hitherto unknown. Data were collected using a novel data collection method called “participatory impact diagrams” in four countries: Benin, Kenya, Nigeria, and Mali. In 129 gendered focus group discussions, 1330 respondents from 87 villages shared their perceptions on the positive and negative effects of agricultural mechanization, and developed causal impact chains. The results suggest that mechanization is likely to have more far-reaching agronomic, environmental, and socioeconomic consequences than commonly assumed. Most perceived effects were positive, suggesting that mechanization can help to reduce poverty and enhance food security but other effects were negative such as deforestation, soil erosion, land-use conflicts, and gender inequalities. Accompanying research and policy efforts, which reflect variations in local agro-ecological and socioeconomic conditions, are needed to ensure that mechanization contributes to an African agricultural transformation that is sustainable from a social, economic, and environmental perspective.

  • Should Governments Use a Declining Discount Rate in Project Analysis?

    • Should governments use a discount rate that declines over time when evaluating the future benefits and costs of public projects? The argument for using a declining discount rate (DDR) is simple: if the discount rates that will be applied in the future are uncertain but positively correlated, and if the analyst can assign probabilities to these discount rates, then the result will be a declining schedule of certainty-equivalent discount rates. There is a growing empirical literature that estimates models of long-term interest rates and uses them to forecast the DDR schedule. However, this literature has been criticized because it lacks a connection to the theory of project evaluation. In benefit-cost analysis, the net benefits of a project in year t (in consumption units) are discounted to the present at the rate at which society would trade consumption in year t for consumption in the present. With simplifying assumptions, this leads to the Ramsey discounting formula, which results in a declining certainty-equivalent discount rate if the rate of growth in consumption is uncertain and if shocks to consumption are correlated over time. We conclude that the arguments in favor of a DDR are compelling and thus merit serious consideration by regulatory agencies in the United States.

    • The chapter builds on a longitudinal study of two family-owned Swedish pulp and paper firms: MoDo and Korsnäs. Drawing on the concept of "family firm identity" we investigate how the character of the two firms as family businesses has been sustained over generations and through changes in the firms' startegies and business contexts. We conclude that the concept of family firm identity needs to be applied in a differentiated manner in order to capture the reality of family busineeses. Based on our cases we identify three dimensions along which family firm identity differs: 1) explicit vs. implicit family firm identity, 2) owbership vs. management oriented family firm identity and 3) general vs. specific family firm identity.

    • Collaboration plays a key role in the contribution of organizations (civil society, corporate, and public sector ones) to sustainability; nonetheless, there has been limited research on collaboration elements, benefits, and challenges. A survey was developed for investigating collaboration for organizational sustainability (through elements, benefits,and challenges), to which 253 full responses were obtained. The survey responses were analyzed using Friedman tests, correlations, and multivariate statistical analyses.The results provide insights into the rankings of the elements, benefits, and challenges. The multivariate statistical analyses show that when organizations increase their collaboration on two element factors (business-oriented and society-oriented), there will be both benefits and challenges. The optimal solution to collaboration for organizational sustainability is where the factors are balanced in such a way that there are sufficient benefits but fewer challenges. If collaboration is unbridled, then the challenges will outweigh the benefits, thus there are limits to the implementation and growth of collaboration. From the analyses, the research proposes the “Organizational sustainability collaboration” framework dependent on the factors, the benefits, and the challenges obtained from collaborating, which can help organizations understand and better collaborate, so that benefits are maximized, and the challenges curtailed

  • The liability of politicalness : Legitimacy and legality in piracy-proximate entrepreneurship

    • This article explores three entrepreneurial ventures that have evolved in proximity to online piracy. In reviewing the respective cases of Spotify, Skype, and The Pirate Bay, the argument outlines the radically divergent strategies with which the entrepreneurs have sought to legitimise their ventures and underlying technologies. The article concludes that: 1) the context of practices labelled ‘pirate’ are paradigmatic examples of fields in which entrepreneurs must work exceptionally hard to legitimise themselves; 2) in this context, it is crucial that the role of law is analytically isolated from the role of institutionalised legitimacy; 3) success in legitimisation is largely dependent upon the entrepreneur’s ability to demonstrate that the venture is governed by ‘the natural order’ of the economy. It is further argued that piracy-proximate ventures may contribute to the entrepreneurship field, inasmuch as they teeter on the border of being considered too disruptive, and thus suffer from a ‘liability of politicalness’.

  • Changes in Job Quality as People Work Beyond Pensionable Age in Sweden

    • Large numbers of people remain in paid work after pensionable age, often in bridge jobs or with reduced working hours. Remarkably, knowledge about the quality of these jobs relative to those taken prior to pension eligibility is very limited. In this paper, we examined changes in job quality among workers in their sixties in the context of contemporaneous changes in work intensity and employment characteristics. This study is based on data from the biennial Swedish Longitudinal Occupational Survey of Health (SLOSH, 2006–2018, n = 1890–3013). Job quality outcomes were physical (dangerous, strenuous or unpleasant work) and psychosocial (job strain, effort-reward imbalance, work time control) working conditions and job satisfaction. First difference estimation was used to observe within-individual wave-to-wave changes in job quality over ages 61/62–69/70. Changes in working hours, employment characteristics (shifting to a non-permanent contract, the private sector and self-employment) and health were included as covariates. The typical individual who worked beyond pensionable age experienced statistically significant improvements in job quality. Improvements in psychosocial working conditions and job satisfaction were larger for those who reduced working hours and shifted from permanent to non-permanent contracts, from the public into the private sector and from wage-and-salary to self-employment. Work beyond pensionable age is a distinctive period, characterized by employment that becomes more flexible and rewarding and less stressful. These improvements are a function of older individuals’ preferences and ability to work fewer hours and transition to new lines of work.
