    • Large segments of the rural Timorese population survive on subsistence farming characterized by simple production methods and low output. Broad-based improvements in Timorese living standards require increased agricultural output. This article discusses what determines agricultural development in Timor-Leste and how such development can be achieved. The main causes of low agricultural output is found to be scarcity of land and capital, poor technology and education, and lack of government support such as extension services and provision of infrastructure. We construct a model of an agricultural household to examine how increased market incentives will affect agricultural output and incomes. The effects of different price changes on household production, consumption, sales, income and leisure are investigated. We find that the objective of increasing the living standard of Timorese farmers may in part be achieved via increased earning opportunities outside agriculture.

    • The chapter provides an evaluation of the development of the South African economy since the end of apartheid in 1994. Taking the 1993 situation as the point of departure, it gives an account of the path leading to the formulation of the major policy documents, and examines to what extent their objectives have been met. It highlights poverty reduction and redistribution, stabilization (fiscal and monetary policy, liberalization of the capital account of the balance of payments, exchange rate policy), trade and competition policy, investment strategies, and labour market policy.

    • After a review of some of the seminal empirical contributions to the study of the economic role of racial discrimination in South Africa, the essay compares and contrasts three different approaches to the formal economic modelling of the apartheid system, based on these contributions: the neoclassical approach which emphasizes gains and losses in terms of factor incomes, the public goods approach designed to deal with ‘petty’ apartheid, and the efficiency wage approach which models apartheid as an anti-shirking device. It compares the predictions of the different models with the historical sequence of racial discrimination in South Africa.

    • Community-based entrepreneurship is entrepreneurship facilitating the emergence of other entrepreneurs. It is linked to communal and cooperative structures of various kinds. Haiti is a country with many such structures. Still, no community-based entrepreneurship has emerged. The article identifies the reasons for this. Traditional structures have dissolved or changed character. Modern cooperatives have had a bad start, partly because of political interference and the trade union movement has been largely politicised. The Haitian business tradition is individualistic. In the food market competition rules, in the coffee market oligopolistic collusion has alternated with stern competition, in other branches the state has acted to protect a few producers, and the assembly sector has had to compete in the international market. The gaps between the common man, the government and the elite have militated against community-based entrepreneurship. Finally, social capital and trust are lacking and this does not produce leaders that further entrepreneurship.
