  • Africa, regional cooperation and the world market : socio-economic strategies in times of global trade regimes

    • Under the regime of the World Trade Organisation (WTO), local and regional policies are increasingly determined by global factors. One example is the New Partnership for Africa's Development (NEPAD). It stresses an earlier notion of African Renaissance, which includes the emphasis on collective self-reliance, but at the same time seeks closer cooperation with the global trade system and its international agencies. Bi- and multilateral trade relations between external actors and individual African states or regional blocs are becoming ever more decisive. This is also true of the more recently negotiated Economic Partnership Agreements (EPAs) in the post-Lomé era of EU-African relations. In light of such trends the question of coherence between trade as aid and other areas of development strategy and cooperation remains to be answered. The contributions to this Discussion Paper reflect upon related matters of socio-economically viable strategies seeking to reconcile the global and the regional in an African perspective. They were originally presented to the Panel 'Regional Cooperation in Sub-Saharan Africa: Between Collective Self-Reliance and Global Trade Regimes'” organised by the Nordic Africa Institute within the 11th General Conference of the European Association of Development Research and Training Institutes (EADI) in September 2005 in Bonn.

    • Fay Chung grew up in a Chinese family in Rhodesia in the 1950s and 1960s. She studied education and literature, and became a lecturer at the University of Zambia in the early 1970s. In Zambia, she joined the Zimbabwe African National Union (ZANU), and took part in the radicalisation of the nationalist rising, which led to Zimbabwe's independence in 1980. The memoirs of Fay Chung give an inside view of the divisions within ZANU during the late 1970s. She witnessed the change of leadership from Sithole to Mugabe, experienced the tensions between politicians and military leaders, as well as the rise and fall of the vashandi movement, which tried to change the direction of ZANU in a more socialist direction. Within ZANU, Fay Chung was prominent in preparing educational reform, and after Independence worked for the Zimbabwean Ministry of Education and Culture - eventually as Minister. Her memoirs describe the efforts to extend access to education and to bring ‘education-with-production’ principles into school curricula.Fay Chung also reflects on the ongoing crisis in Zimbabwe. While regretting the violence, she is critical of the new democratic opposition, and supports Robert Mugabe's 'Third Chimurenga' as a return to the objectives of land reform and economic justice, which she sees as the 'heartblood' of the liberation struggle. This is an account, which will be certain to provoke many readers, and which will stimulate discussions both within Zimbabwe and abroad. This edition includes an introduction by Preben Kaarsholm, which situates Fay Chung's narrative in the context of ongoing debates about Zimbabwe.

  • Diasporas within and without Africa : dynamism, heterogeneity, variation

    • The book deals with two types of “African diasporas”, the first of which originated in the migration histories of the Indian Ocean and brought new groups into Africa. This is illustrated by case studies of Hadrami communities in Sudan and Zanzibar, and the Malay community in Cape Town, that produced trade links as well as processes of Islamization. The second type originated with the failing African states and cases discussed are an Eritrean diaspora in Germany, alongside Sudanese diasporas in Norway and the USA, and a Somali diaspora in Norway. The papers deal with processes of homemaking, political mobilization in the diaspora through local organisations, religious networks and cyberspace nationalism. The central conceptual argument is that “diaspora” is not only a post-modern reaction to the xenophobia of Western nation states but must be seen as part of a broader history of human migration and intercultural experience. This calls for a perspective which takes into consideration historically produced variation and dynamism.

  • AU, NEPAD and the APRM : democratisation efforts explored

    • The African Union (AU) and the New Partnership for Africa’s Development (NEPAD) represent an unprecedented collective political effort by African governments at the beginning of the 21st century to address issues of democracy and good governance on a continental scale within an emerging framework of institutions and instruments designed to assist in this effort. The visible commitments to jointly tackle political and socioeconomic challenges in order to overcome the structural legacies that hamper national and social development are reflected in the adoption of a variety of programmatic blueprints and a series of newly created or recently strengthened institutions. The most visible of these since the integration of NEPAD into the AU is the African Peer Review Mechanism (APRM), a process- aimed at addressing some of the challenges on the basis of a voluntary assessment of African government policies. The contributions to this publication trace these recent developments from a policy perspective and explore the scope and limitations of current democratisation efforts. Going beyond the rhetoric surrounding the emergence of the new initiatives, the authors provide an interim and realistic prognosis of the prospects for these new dynamics to achieve the declared goals of sustainable and meaningful change.

    • It was a widely dominant perception until the early 1990's that African rulers do not vacate their office alive. But even in the brutal reality of African politics, transition takes place and different former presidents have dealt with how to maintain power and privilege very differently. With new case studies examining the post-presidential years of the iconic Mandela in South Africa, Daniel arap Moi in Kenya, Nyerere in Tanzania, Rawlings in Ghana, Charles Taylor in Liberia, as well as the experience of Botswana, Zambia, Namibia, Zimbabwe, Uganda, Malawi, and Nigeria, this volume examines the dilemmas which demands for presidential transitions impose upon incumbent rulers and analyses the relationships which are evolving between new regimes and their predecessors. The contributors discuss the hybridal political systems that exist in post-independence Africa; the role allotted to or pursued by former African presidents; transitional politics and justice, and political stability. The book stimulates careful further observation and analyses concerning progress in this contested arena of institutionalised political power in Africa.

  • Extended handshake or wrestling match? : youth and urban culture celebrating politics in Kenya

    • One of the factors affecting the social, political and economic situation in Africa today is the youth. Among today's African populations, there are various groups of younger people who find themselves disillusioned with the inevitable lack of political space available to them for meeting their needs. Kenya is uniquely positioned within Africa, since it has experienced relative peace and avoided major political turmoil. However, there is no question that since the early 1980s the youth have increasingly begun to agitate for political accountability from their leaders. This agitation has taken various forms, key among which were artistic expressions through music. In this way, youth carved out for themselves a niche of 'social inclusion' from which they questioned corrupt practices. These practices, by state agents, leaders and the common 'mwananchi', were intimately linked to moral decay in the society. This discussion paper addresses the varied notions of culture, politics and youth music in the Kenyan context during former President Moi's presidency. Moving away from the notion that youth activities can be equated with terror and acts of idleness, the author examines the historical centrality of music and politics in Kenya. Using imagery derived from proverbs as a basis of thinking, the author discusses the changing views of culture and identity among the youth of Kenya. To enhance the discussion, politics and the urban context serve as the basis for interrogating youth involvement through music in the political space in Kenya. Finally, the discussion presents the youth musician Eric Wainaina and discusses his use of music as an intervention into the issue of political decay and corruption. The underlying thrust of this discussion is to reflect upon and dispel the assumption that, through their music, youth in Kenya are engaged in violent activities against the state.

[...] Socialstyrelsen har genomfört uppdraget i samråd med berörda myndigheter, frivilligorganisationer och personer som arbetar med frågan inom hälso- och sjukvården, socialtjänsten, rättsväsendet, forskning m.m. Vissa delar av uppdraget har inneburit ett närmare samarbete med vissa myndigheter. Handledningen för polis och åklagare samt de regionala konferenserna genomförde Socialstyrelsen i samarbete med Rikspolisstyrelsen och Åklagarmyndigheten. I samarbete med Myndigheten för skolutveckling planera- de Socialstyrelsen informationsinsatserna riktade till skolan.

    • This book focuses on the lives and experiences of young people in Africa. On agents who, willingly or unwillingly, see themselves as belonging to the socio-generational category of youth and the ways in which they seek to shape and unfold their lives in a positive manner. Rather than seeing youth as either a social or cultural entity in itself, or as a predefined life-stage, the book argues for an exploration of how youth position themselves and are positioned within generational categories. In studying young people, social scientists must conceptualise youth as both social being and social becoming; a position in movement. It is from the duality of being positioned and seeking one's own socio-generational position that this book engages in the debate on contemporary African youth.

  • Education in Ethiopia : from crisis to the brink of collapse

    • The main focus of the study is the deepening crisis of the Ethiopian education system. This study reconstructs the growth of the crisis of the sector during the last four decades. It then discusses the implications of the crisis in terms of communication breakdown; absence of analytical capacity at system level; the fragmentation of society; loss of political legitimacy and perpetuation of authoritarian power. Although the education sector has greatly expanded its mpact on poverty alleviation has so far been insignificant. The poverty landscape has changed to the worse during the last fifty years. This is largely due to the fact that the Ethiopian education system is based on false premises. At the centre of the crisis is the use of English as medium of instruction. The proficiency in English is so low that its continued use as a medium of instruction can only lead to the collapse of the education system. The study argues that it is only through language (readily understood and practised) that collective life and the world can be interpreted in an integrated manner. The replacement of English by Ethiopian languages all the way from the primary to tertiary levels is one of the factors that could strengthen the survival potential of the Ethiopian political community. The study is relevant for policy makers and students of development studies on the role of education in social change in Africa south of the Sahara.
