    • In order to give adequate support to risk managers, new risk assessment methods should be developed that are (1) scientifically sound, (2) simplified, and (3) suited for precautionary risk management. In this Perspective we propose that the notion of a precautionary default can be a useful tool in the development of such methods. A precautionary default is a cautious or pessimistic assumption that is used in the absence of adequate information and that should be replaced when such information is obtained. Furthermore, we point out some promising research areas for the development of such indicators, viz. connections between chemical characteristics such as persistence and effect parameters, monitoring of contaminants in polar regions, monitoring of contaminants in breast milk, application of results from (human) toxicology in ecotoxicology and vice versa, (eco) toxicological test systems that are sensitive to effects on reproduction, and the application of bioinformatic methods to complex data, both in genomic research and in ecotoxicology. We conclude that precautionary decision-making does not require less science, but to the contrary it requires more science and improved communication between scientists and risk managers.

  • Crystal and magnetic structure of Mn3IrSi

    • A new ternary Ir-Mn-Si phase with stoichiometry Mn3IrSi has been synthesized and found to crystallize in the cubic AlAu4-type structure, space group P213 with Z=4, which is an ordered form of the β-Mn structure. The unit cell dimension was determined by x-ray powder diffraction to a=6.4973(3)Å. In addition to the crystal structure, we have determined the magnetic structure and properties using superconducting quantum interference device magnetometry and Rietveld refinements of neutron powder diffraction data. A complex noncollinear magnetic structure is found, with magnetic moments of 2.97(4)μB at 10 K only on the Mn atoms. The crystal structure consists of a triangular network built up by Mn atoms, on which the moments are rotated 120° around the triangle axes. The magnetic unit cell is the same as the crystallographic and carries no net magnetic moment. The Néel temperature was determined to be 210 K. A first-principles study, based on density functional theory in a general noncollinear formulation, reproduces the experimental results with good agreement. The observed magnetic structure is argued to be the result of frustration of antiferromagnetic couplings by the triangular geometry.

    • The Structural and magnetic propertiesof a new ternary Ir-Mn-Ge phase, Mn3IrGe, as well as the solid solution Mn3Ir(Si1_xGex), O ordering is found below a critical temperature of about 225 K. The magnetic structure is noncollinear, as a result of frustrated magnetic interactions on a triangular network of Mn atoms, on which the moments rotate 120° around the triangle axes. The magnitude of the magnetic moment at 10 K is 3.39(4) µB for Mn3IrGe. The theoretical calculations reproduce with very good accuracy the magnitudes as well as the directions of the experimentally observed magnetic moments.

  • Multi-spacecraft observations of broadband waves near the lower hybrid frequency at the Earthward edge of the magnetopause

    • Broadband waves around the lower hybrid frequency (around 10 Hz) near the magnetopause are studied, using the four Cluster satellites. These waves are common at the Earthward edge of the boundary layer, consistent with earlier observations, and can have amplitudes at least up to 5 mV/m. These waves are similar on all four Cluster satellites, i.e. they are likely to be distributed over large areas of the boundary. The strongest electric fields occur during a few seconds, i.e. over distances of a few hundred km in the frame of the moving magnetopause, a scale length comparable to the ion gyroradius. The strongest magnetic oscillations in the same frequency range are typically found in the boundary layer, and across the magnetopause. During an event studied in detail, the magnetopause velocity is consistent with a large-scale depression wave, i.e. an inward bulge of magnetosheath plasma, moving tailward along the nominal magnetopause boundary. Preliminary investigations indicate that a rather flat front side of the large-scale wave is associated with a rather static small-scale electric field, while a more turbulent backside of the large-scale wave is associated with small-scale time varying electric field wave packets.

    • The Astrid-2 mission has dual primary objectives. First, it is an orbiting instrument platform for studying auroral electrodynamics. Second, it is a technology demonstration of the feasibility of using micro-satellites for innovative space plasma physics research. The EMMA instrument, which we discuss in the present paper, is designed to provide simultaneous sampling of two electric and three magnetic field components up to about 1 kHz. The spin plane components of the electric field are measured by two pairs of opposing probes extended by wire booms with a separation distance of 6.7 m. The probes have titanium nitride (TiN) surfaces. which has proved to be a material with excellent properties for providing good electrical contact between probe and plasma. The wire booms are of a new design in which the booms in the stowed position are wound around the exterior of the spacecraft body. The boom system was flown for the first time on this mission and worked flawlessly. The magnetic field is measured by a tri-axial fluxgate sensor located at the tip of a rigid. hinged boom extended along the spacecraft spin axis and facing away from the Sun. The new advanced-design fluxgate magnetometer uses digital signal processors for detection and feedback, thereby reducing the analogue circuitry to a minimum. The instrument characteristics as well as a brief review of the science accomplished and planned are presented.

  • Solar windmagnetosphere-ionosphere coupling : an event study based on Freja data

    • Freja data are used to study the relative contributions from the high-latitude (reconnection/direct entry) and low-latitude (viscous interaction) dynamos to the cross-polar potential drop. Convection streamlines which are connected to the high-latitude dynamo may be identified from dispersed magnetosheath ions not only in the cusp/cleft region itself but also several degrees poleward of it. This fact, together with Freja's orbital geometry allows us to infer the potential drop from the high-latitude dynamo as well as to obtain a lower limit to the potential drop from the low-latitude dynamo for dayside Freja passes. All cases studied here are for active magnetospheric conditions. The Freja data suggest that under these conditions at least one third of the potential is generated in the low-latitude dynamo. These observations are consistent with earlier observations of the potential across the low-latitude boundary layer if we assume that the low-latitude dynamo region extends over several tens of Earth radii in the antisunward direction along the tail flanks, and that the majority of the potential drop derives from the sun-aligned component of the electric field rather than from its cross-boundary component, or equivalently, that the centre of the dynamo region is located quite far down tail. A possible dynamo geometry is illustrated.

  • Strain-hardening and residual stress effects in plastic zones around indentations

    • Plastic zones were revealed by polishing away Vickers indentations made in soda-lime glass, WC-11% Co, W and 7075 Al. Micro and nanohardness traces were used to explore the local mechanical response. The hardness value within the deformed zone increased up to 21% depending on the material. Soda-lime glass was the only material not to show a hardening effect, in fact it showed a small decrease in hardness. Finite element calculations were used to qualitatively determine the influence from residual stresses at indentation of soda-lime glass. The results are discussed in the context of the influence from work-hardening and residual stresses on indentation quantities.

    • Highlights are presented from studies of the electric field data from various regions along the CLUSTER orbit. They all point towards a very high coherence for phenomena recorded on four spacecraft that are separated by a few hundred kilometers for structures over the whole range of apparent frequencies from I mHz to 9 kHz. This presents completely new opportunities to study spatial-temporal plasma phenomena from the magnetosphere out to the solar wind. A new probe environment was constructed for the CLUSTER electric field experiment that now produces data of unprecedented quality. Determination of plasma flow in the solar wind is an example of the capability of the instrument.

  • Control of weldability : Research leading to the development of two new quenched and tempered tool steels

    • The understanding of the hardenability is important in steel development with respect to weldability of steels as well as to the design of quenched and tempered steels.The common way to judge if steel is suitability to welding is the use of a carbon equivalent, which reflects the alloy content to the hardenability of the heat affected zone (HAZ). Most common of these equivalent is the IIW carbon equivalent wich has been in use for decades. However, this is an empirical equivalent, developed for CMn steels, and it doesn't say anything about the mechanical properties obtained in the HAZ. As a guideline a maximum HAZ hardness of 350 HV is normally put to avoid cold cracking in the HAZ. Numerous carbon equivalents have been published during the years, but few have been accepted and used. A drawnback of all these equivalents is that they have been evaluated for a set of chemical compositions which may be quite narrow, or that they have been evaluated on steels produced having other cleanliness, residual element levels etc. as is common in modern steelmarketing. The hardenability of steel designated to quenching and tempering is normally evaluated using either Jominy testing or using a calculation using the Grossmann formalism. As the hardenability described in the carbon equivalents used in welding and the hardenability of quenched and tempered steels using the Grossmann formalism are two different descriptions of the same phenomenon the aim of this thesis is to link these two formalisms together and use the knowledge from the HAZ hardenability to design quenched and tempered steels. The goal is to produce such steel grades having a much better weldability as compared with standard grades available at the market. In this work the hardenability in the heat affected zone (HAZ) in weldments in high strength low alloyed steels (HSLA steels) having a yield strength of 350 MPa. This part microalloying elements on the phase transformations which take place during cooling from the peak temperature of the welding cycle. These results have been linked to the mechanical properties of the HAZs. In the second part of this thesis the development of tool steel grades with respect to optimise both hardenability with respect to; - matrix hardenability (i.e the Grossmann approach) - an enhanced weldability of such new steels due to a lower alloying content than is usual in such grades
