- The present dissertation treats the problem of the stagnation of the Swedishiron industry during the 18th century. After a long period of expansionduring the 17th century, the parliament forbade a further enlargement ofbar iron production from the mid-18th century. New forges were not to beconstructed and the older ones were not allowed to expand or to be movedto new disricts. Why does a society decide to enforce such restrictions againstits largest industry?My hypothesis is that the restrictions were results of conflicts betweeninstitutions and attitudes in the society of estates. The cause of the conflictsoriginated during the 17th century when the Crown formed the bergskollegium(board of mining and metallurgical industries) with its special administrationand legal system. This policy gav the bar iron industry and thebergskollegium a dominant position against agriculture, town industries andthe countryside’s civil administration.My investigations is mainly concerned with the reactions of the charcoalburningpeasants during the 18th century against this system. The result ofthese reactions was on a local level a transformation of the institutions whichcontrolled the relations between the iron works and the peasants. The latterwere granted certain privilegies which defined their relationsship to theformer. These movements of the peasants were supported by an ”alliance”of (smaller) burghers and officials of the countryside’s civil administration.On a national level the result was in the end, 1770, the restrictions aginst thebar iron forges.
