  • Ontological Boundaries or Contextual Borders : The Urban Ethics of the Asylum

    • What and where is ‘the asylum’ today? To what extent do mental healthcare facilities stand out as clearly bounded entities in the modern urban landscape, perhaps reflecting their history as deliberately set-apart and then often stigmatised places? To what extent have they maybe become less obtrusive, more sunk into and interacting with their urban surroundings? What issues of urban ethics are at stake: concerning who/what is starkly demarcated in the city, perhaps subjected to exclusionary logics and pressures, or more sensitively integrated into the city, planned for inclusion and co-dwelling? These questions underscore our article, rooted in an in-depth case study of Gartnavel Royal Hospital, Glasgow, opened as a ‘lunatic asylum’ on its present, originally greenfield, site in the 1840s and remaining open today surrounded by dense urban expansion. Building from the ‘voices’ of patients, staff and others familiar with the site, we discuss the sense of this asylum as ‘other’ to, as ‘outside’ of, or merely ’beside’ the urban fabric. Drawing from concepts of ‘orientations’ (Ahmed, 2006), sites as spatial constructions (Burns & Kahn, 2005), the power of borders and boundaries (Haselsberger, 2014; Sennett, 2018), issues of site, stigma and related urban ethical matters will be foregrounded. Where are the boundaries that divide the hospital campus from the urban context? What are the material signifiers, the cultural associations or the emotional attachments that continue to set the boundaries? Or, in practice, do boundaries melt into messier, overlapping, intersecting border zones, textured by diverse, sometimes contradictory, bordering practices? And, if so, what are the implications?

    • The editors-in-chief of the Annals of Regional Science offer an overview and analysis of recent developments at the journal from January 2020 through December 2021, a time period hampered by the COVID-19 pandemic. Annal’s Impact Factor increased substantially to 2.646 in 2020. Moreover, submissions increased from pre-COVID times. A new development is the shifting of source regions for articles accepted for publication. For the first time, China tied with the USA to lead the distribution of acceptances by country. Special Issues continue to be important components of the journal.

    • An ongoing discussion in education for sustainable development (ESD) research has focused on defining a list of agreed upon sustainability competencies required for the work of sustainability change agents. This discussion has included the consideration of an ‘Intrapersonal’ perspective that considers the role of inner qualities in change agents and how this impacts their ability to implement sustainability. While many researchers have looked at the ‘inner dimension’ of sustainability work, the identification and function of an ‘Intrapersonal’ competence remains in question. Utilizing practitioner responses, this paper identifies eight Intrapersonal capacities that change agents described as beneficial to their implementation of sustainability. These capacities are the ability to: Hold complexity, Foster a learner’s mindset, Deeply value others, Let be, Show up as one’s full self, Regulate and manage the self, Persist with lightness and Ensure one’s wellbeing. The study provides insights into the identification of the capacities and their relationship to a wider Intrapersonal research field. It also discusses the implications this perspective has on education for sustainable development should it consider incorporating such capacities into teaching and learning. While much literature in the field is of conceptual nature, this paper offers an empirical contribution by including the voice and perspective of change agents to the Intrapersonal discussion. © 2023, The Author(s).

  • Systematic review and comparison of densification effects and planning motivations

    • Do higher urban densities contribute to more sustainable cities and communities? This paper examines the effectiveness of higher density (as a means) for achieving sustainable urban development (the goal) following three lines of enquiry. First, a systematic review of the scientific literature (n = 229 peer-reviewed empirical studies) is presented on the effects of urban density. Second, the motivations for increasing urban density are studied in a systematic review of Swedish planning practices based on the comprehensive urban plans in 59 municipalities. Third, these two studies are compared to find matches and mismatches between evidence and practice. Although positive effects exist for public infrastructure, transport and economics, there are also considerable negative environmental, social and health impacts. This creates a challenging task for urban planners to assess the trade-offs involving densification and accommodate current urbanisation rates. Some topics are found to be over-represented in research (transport effects), seldom discussed in practice (environmental impact), and misaligned when comparing motives and evidence (social impact). Furthermore, for some topics, urban density thresholds are found that are important because they may explain some of the divergences in the results between studies. PRACTICE RELEVANCE The transfer of knowledge from research to planning practice is a serious concern as planning strategies are not aligned with scientific evidence. Planning practice in Sweden is more positive about the contribution of higher density to sustainable urban development than the results of empirical studies warrant. The largest deviation is found in relation to the social impacts of higher density where the planning arguments are not aligned with the evidence. Several reported negative effects of densification (e.g. water management, recreational infrastructure, biodiversity) are not sufficiently accounted for in Sweden’s planning policy and strategy. The narrow planning focus on decarbonising cities and densification needs to be broadened to ensure cities are resilient against the effects of climate change and include mitigation strategies to reduce negative social, environmental and health impacts. The findings can be used to develop evidence-based planning strategies. Other countries can apply this process to assess their planning strategies.

    •  Urban planning is, in many countries, increasingly becoming intertwined with local climate ambitions, investments in urban attractiveness and “smart city” innovation measures. In the intersection between these trends, urban experimentation has developed as a process where actors are granted action space to test innovations in a collaborative setting. One arena for urban experimentation is urban testbeds. Testbeds are sites of urban development, in which experimentation constitutes an integral part of planning and developing the area. This article introduces the notion of testbed planning as a way to conceptualize planning processes in delimited sites where planning is combined with processes of urban experimentation. We define testbed planning as a multi-actor, collaborative planning process in a delimited area, with the ambition to generate and disseminate learning while simultaneously developing the site. The aim of this article is to explore processes of testbed planning with regard to the role of urban planners. Using an institutional logics perspective we conceptualize planners as navigating between a public sector—and an experimental logic. The public sector logic constitutes the formal structure of “traditional” urban planning, and the experimental logic a collaborative and testing governance structure. Using examples from three Nordic municipalities, this article explores planning roles in experiments with autonomous buses in testbeds. The analysis shows that planners negotiate these logics in three different ways, combining and merging them, separating and moving between them or acting within a conflictual process where the public sector logic dominates.

    • In the governance of housing provision, the public sector is considered unable efficiently to manage such problems through the traditional bureaucratic organizations and associated governing tools. Instead, municipalities are expected to engage in collaborative processes across sectors and with external stakeholders, with the overarching objective to deliver more efficient planning outcomes. As the processes are carried out across sectors, it opens up the opportunity to privilege certain sectors’ perspectives and marginalize others. By drawing from Mouffe's agonistic political theories, this article makes an empirical account of the political in organizing cross-sectoral collaborative planning in Swedish municipalities, with the empirical example of developing municipal programmes for housing provision. The article concludes that social service is severely marginalized in what is generally a depoliticized housing provision planning process. Underpinning the collaboration is the conceptualizing of housing provision as primarily a general deficit in constructing housing. Primarily organizing objectivist knowledge, housing provision is constructed as a technical and procedural matter rather than ideological and political. Through such organizing principles, the overarching housing provision problem remains undealt with, e.g. how do we provide housing to ‘all’ our citizens?

    • Urban experimentation and testbed planning have emerged as a response for developing solutions to contemporary urban chal- lenges and constitute designated spaces of risk-taking. They repre- sent strategic attempts at reimagining, influencing and even altering urban futures through the specific focus of being open to surprises and the unexpected. The aim of this article is to concep- tualize risk in testbed planning and analyze risk and urban planning approaches to risk-taking. By using mobility experiments in five Nordic municipalities, it is shown that three approaches to risk prevail with regard to different loci of risk in testbed planning. These three approaches are minimizing and shifting responsibilities for individual risk, minimizing and shifting organizational risks and refusing political risks.

    • The challenges of combatting climate change are unprecedented and now very urgent. Current approaches are not working fast enough. This paper, and this journal issue, conceive of the challenge as one of non-marginal structural and institutional change. Several different conceptual frameworks and pluralist theories are considered, emanating from complexity theory, economics, natural sciences, political economy, and strategy. These are deployed to identify potential accelerators, including synergies between climate action and other key political issues, and beneficial non-linear dynamics such as shifts in consumer preferences and technology learning curves. The delays in action also mean that removing carbon dioxide from the atmosphere is now necessary, and even unconventional geoengineering approaches may need to be considered. A pluralist and practical approach to climate action, accounting for different institutional and social contexts across countries, is argued to be required to accelerate action. © The Author(s) 2023.

    • This paper presents a case study about embedding sustainability into a local government in Perth, Western Australia, through the introduction of a sustainability policy and the accompanying education and culture change program. This longitudinal case study describes the approach and impact of the program initiated and delivered by internal officers between 2011 and 2016. The use of personal experience, document review and staff interviews present an ethnography of a bureaucracy that casts some light upon the seldom seen inner workings of a local government organisation as it introduced a sustainability program over a period of more than 5 years. The case study provides evidence of the potential power of learning as a key leverage point for transformational sustainability change.
