    • When established in 2012, the Arctic Centre of Umeå University (Arcum) became the first cohesive center for Arctic research in Sweden. Since then, strategic networking on all levels has grown. Today, Arcum’s local network includes more than 250 researchers from all faculty areas. Nationally and internationally, Arcum collaborates with a large number of universities and research facilities and associates with organizations and networks such as University of the Arctic (UArctic), International Arctic Social Science Association (IASSA), International Congress of Circumpolar Health (ICCH) and China Nordic Arctic Research Centre (CNARC). Arcum strives towards multidisciplinarity and a broad definition of Arctic research. For example, a bibliometric analysis of the period 2012 – 2020 illustrates the progress in Arctic profiling and how Arcum’s local network has produced close to 1,600 peer-reviewed papers. The majority of these are related to science and medicine, but a fair share also representing the social sciences and humanities, mirroring an increasing interest in the human dimension of Arctic existence. We conclude that strategic networking has been an efficient tool for strengthening the Arctic profile and related research at Umeå University. The recent organizational reform and reorientation towards spin-offs and graduate research is likely to enhance this successful trend.

    • With the powerful development of pervasive information-based technology, especially intelligent computing, the question arises: How do we imagine a future highly developed and humane (human-centered) intelligent information society? The answer will of course vary depending on time perspective. In a shorter-time perspective, we can try to anticipate based on the existing trends in the development. The first step is to understand the current state of the art of intelligent technology uses towards intelligent society. A longer-term perspective is more uncertain, as new intelligent technologies, especially in combination with biotechnologies and human augmentation and enhancement will be changing both the ways of being human as well as the structures and behaviors of human societies, as argued by (Wu & Da, 2020) under the heading “The Impact of Intelligent Society on Human Essence and the New Evolution of Humans”. Wu and Da anticipate that the development of widely used AI technologies will lead to the evolution of the “human essence” that will lead to the convergence between social and biological evolution. That is a radically optimistic view that declares equality between the increase in human freedom with the disappearance of the necessity of regular human labor as a means to assure physical existence. In the future intelligent automated society, machines will secure the material basis of existence for everybody. It will remain to humans how to meaningfully use this newly conquered space of freedom.

  • The Size and Growthpath of Chinese Middle-Income Group under the Standards of Developed Countires

    • Enlarging the size of middle-income group is the proper meaning of promoting common prosperity. This paper uses 60% and 200% of the median income of 28 EU countries as the lower and upper cutoffs to define Chinese middle-income group and analyzes its size and growth path from an international perspective. The results show that the size of middle-income group in China has grown rapidly,from less than 1% in 2002 to 247% in 2018,and its number is similar to the total number of middleincome group in 28 EU countries and similar to the total population of the United States in that year In the past 20 years,among several major middleincome countries,only the size of middleincome group in China has maintained rapid growth Compared with developed countries,the proportion of middle-income group in China is still low,and it is still in the climbing stage of “GDP per capita” and “the proportion of middle-income group” The birth background beyond personal control,such as Hukou type,parents employment and education level,and place of birth,has a significant impact on a person's probability of being middle-income group In the future,we should pay special attention to those who are born in disadvantaged backgrounds and provide them with smooth channels to enter the middle-income group.

    • In the pre-modern period of Western Europe, while the manor system gradually disintegrating, the private ownership of land was established. On this basis, the land right market saw increasing prosperity. The categorization of different types of land right transactions in Western Europe rooted in Roman law, and can be corresponded to the traditional land right transactions in China. This categorization is based on the subdivision of a complete land property right. In the perspective of the institutional basis and the diversification of transactions, the land market of pre-modern Western Europe is comparable with that of pre-modern China. However, in the perspective of the improvement of agricultural productivity and the long-term trend of land right distribution led by the land right market, they evolved in different directions. China stably maintained the small-holding economy, while Western Europe moved towards a large-scale concentration of land. Comparing the motivations of transactions and capital sources of the two markets, this paper assumes that the development of land ownership market combined with the factors such as cities, industry and trade, formed a capital market, which promoted the scale-operation and modernization of agriculture in Western Europe.
