    • Sustainable solutions are needed to drive a profound industrial and societal transformation towards a sustainable, low-carbon, resilient, equitable and prosperous future. This Special Volume of the Journal of Cleaner Production addresses possibilities and drivers for change by focusing on strategies for sustainable solutions with the underlying purpose of defining an interdisciplinary and collaborative research agenda for the next 10 years. Based on over 20 articles from around the world, we identify 10 key areas for targeted research and action, which are underpinned by 5 themes on sustainable solutions, including consumption governance and lifestyles, cities and buildings, business management and practice, international and national policies, and education and learning. The main message of this Special Volume is that we need creative, robust and audacious strategies in governance, management and education to catalyse and mainstream sustainable development across scales and sectors.

    • We are in the midst of “the critical decade”. It is now that our decisions and actions in relation to mitigation of and adaptation to climate change will determine the success or failure of decarbonisation transitions needed to avoid severe impacts of climate change. This is not solely a technological, social, economic or governance issue. Addressing climate change demands fundamentally different practices in all these areas combined. Cities and urban areas are expected to play a significant role in the great decarbonisation challenge.

  • The deployment of new energy technologies and the need for local learning

    • The objective of this paper is to identify local aspects of technological learning in the deployment of solar photovoltaic (PV), a globally important form of distributed energy technology. We review literature in the economics of innovation and economic geography to identify the need for local learning when adopting new technologies and seek evidence on the local aspects of learning processes in the deployment of new (energy) technologies. The analysis focuses on the empirical evidence of learning processes in PV deployment. Our findings show that learning for PV deployment exhibits characteristics of local learning identified in the innovation literature (tacit knowledge, shared narratives, user relations and learning in interorganizational networks). In addition, we show that competencies in the deployment of PV rely on learning processes that are closely connected to the historically and geographically distinctive characteristics of the built environment. We also find evidence of the significance of proximity in (local) learning, as well as examples of knowledge being codified over time into national and global knowledge flows. We conclude with policy implications that acknowledge the importance of local learning for deployment.

    • Sverige och världen står inför stora samhällsutmaningar, inte minst inom energi- och klimatområdet. För att möta dessa utmaningar och nå målsättningarna i Parisavtalet och Agenda 2030 krävs genomgripande förändringar av dagens samhälle – en utveckling som fordrar transformativa, kunskapsbaserade och samordnade processer för omställning. Rätt utformade och i effektiva kombinationer förväntas forsknings- och styrmedelsinsatser kunna åstadkomma en transformativ omställning av energisystemet. Omställningen förväntas bygga på forskningsinsatsersom leder till ny teknik och ny kunskap, samt olika kombinationer av styrmedel som riktas mot existerande marknadsmisslyckanden. För att försäkraoss om att kombinationerna av dessa insatser är effektiva och bidrar till en önskad omställning behöver vi även utvärderingsstrategier som genererar kunskap om hur olika forsknings- och styrmedelsinsatser påverkar och bidrar till omställningsarbetet.

    • The built environment accounts for approximately 32 % of the global final energy use but also holds great potential for energy efficiency still to be harnessed (Lucon et al., 2014). To develop innovative policies for energy efficiency that are capable of realizing transformative changes, we argue that there is an urgent need for new systemic evaluation frameworks that provide learning and knowledge on how policy initiatives provide energy efficiency in the built environment. Moreover, there is a need to understand to what extent evaluation practices today apply evaluation frameworks with a systemic and transformative approach.This paper presents a critical assessment of 30 evaluations commissioned by Swedish authorities 2005-2015 on policy instruments for energy efficiency in buildings. The assessment is based on a systemic theoretical framework developed and based on general insights from evaluation theory and transition theory. The main categories of assessment are: the data and methods applied in the evaluation, the value judgment in evaluation and the use of evaluations. The results show some important aspects of a systemic approach but also reveal room for improvements. The reviewed evaluations used multiple methods and multi-criteria analysis, providing a thorough base for evaluation. However, the design, methods and data used could be much stronger if taking a broader system approach and including aspects of side effects, attribution, rebound-effects and triangulation. The design could also more explicitly asses aspects of transitions related to visioning, experimentation and learning. The value judgment in the evaluations used one to three criteria, of which impact and effectiveness were the ones most frequently used, leaving room for further reflections and analysis. Moreover, use of the evaluations was not explicitly mentioned.

  • Cost dynamics in the deployment of photovoltaics : Insights from the German market for building-sited systems

    • In most studies on technology change, the analysis of cost reductions of new energy technologies has been narrow and has often neglected essential processes related to the deployment of new technologies, such as photovoltaics (PV). However, in the case of distributed PV systems, other costs than for the PV modules – aka the deployment or balance-of-system costs – are significant. This review study identifies the long-term dynamics of “hard” and “soft” costs associated with the deployment of building-sited PV systems in Germany since the early 1990s. The results show that the costs for central hardware components such as inverters and mounting systems have decreased by 70–87% since the 1990s. Results also show that “soft deployment costs” such as planning and installation decreased by 65–85%, and the corresponding experience curve has a progress ratio of 88–90%. The results imply that both hard and soft deployment costs have decreased with cumulative experience. Generally speaking, deployment processes, and support for such processes, are essential for the assessment of the overall cost dynamics related to the implementation of new energy technologies such as PV.
