    • This paper examines the benefits of collaboration in flood risk management by introducing a Provider-User Matrix. The matrix is illustrated through a Swedish case of polycentric decision-making. In the Swedish case the users have not yet benefited from collaboration-benefits such as a more advanced understanding of the flood response system or from sharing detailed hydrological data; benefits that should be easily implemented. The Provider-User Matrix offers both a more holistic way to study benefits and a way to start raising the efficiency of collaboration, by identifying mismatches between the benefits provided and the benefits that users need.

  • Participate for Women's Sake? : A Gender Analysis of a Swedish Collaborative Environmental Management Project

    • Collaborative approaches have become increasingly evident in policies governing environmental management. However, realizing these approaches has proven to be challenging. In this article we discuss why this is the case by using a gender-theoretical lens. By attending to prevailing norms of masculinity and femininity within Swedish environmental agencies, we gain understanding about what implications these norms have for working collaboratively. Our findings suggest that these organizations are gendered, leaving women administrators with lower status tasks, not in line with the traditional scientific expert roles valued in these organizations. The gender of administrators are thus both a cause and effect: The status of collaborative projects is low in the natural resource management organization, which leads to administrators having low status getting appointed these projects, which in turn reproduces the view of these projects as less important. Our findings contribute to the discussion on problems of realizing collaborative environmental policies.

    • Studies have shown that societal change related to economic growth and development policies can affect the adaptive capacity of communities to a multitude of stressors including climate variability and change. Concerns have recently been raised about the consequences of climate mitigation and adaptation on vulnerable groups and the impacts of large-scale globalization processes on the adaptive capacities of local communities. This chapter addresses how side effects of technological and socioeconomic changes, which we refer to as spinoffs have potential to strengthen climate adaptation strategies. The spinoff examples fall under a two-dimensional framework according to whether they arise from orchestrated or opportunity-driven initiatives and technological or socio-economic changes. Three cases in developing countries undergoing rapid economic growth have been chosen as examples of different types of spinoffs and how they can positively influence climate adaptation and more particularly adaptive capacity. They are: information and communication technology (ICT) in South Africa, changing lifestyles in China and empowerment in India. The cases illustrate that new objects, inventions and trends constantly emerge which have potential to help people improve their livelihoods in ways that can be climate smart. People working as development workers and policy makers need to be observant and engage in open-minded dialogue with communities in order to recognize emergent technologies, lifestyles and trends to facilitate the use and development of on-going or potential spinoffs that positively affect adaptation to climate change.

  • What games support the evolution of an ingroup bias?

    • There is an increasing wealth of models trying to explain the evolution of group discrimination and an ingroup bias. This paper sets out to systematically investigate the most fundamental assumption in these models: in what kind of situations do the interactions take place? What strategic structures - games - support the evolution of an ingroup bias? More specifically, the aim here is to find the prerequisites for when a bias also with respect to minimal groups - arbitrarily defined groups void of group-specific qualities - is selected for, and which cannot be ascribed to kin selection.Through analyses and simulations of minimal models of two-person games, this paper indicates that only some games are conducive to the evolution of ingroup favouritism. In particular, this class does not contain the prisoners׳ dilemma, but it does contain anti-co-ordination and co-ordination games. Contrasting to the prisoners׳ dilemma, these are games where it is not a matter of whether to behave altruistically, but rather one of predicting what the other person will be doing, and where I would benefit from you knowing my intentions.In anti-co-ordination games, on average, not only will agents discriminate between groups, but also in such a way that their choices maximise the sum of the available payoffs towards the ingroup more often than towards the outgroup. And in co-ordination games, even if agents do manage to co-ordinate with the whole population, they are more likely to co-ordinate on the socially optimal equilibrium within their group. Simulations show that this occurs most often in games where there is a component of risk-taking, and thus trust, involved. A typical such game is the stag hunt or assurance game.

  • Can India’s wasteland be used for biomass plantations?

    • How much of India’s vast wasteland can be used for growing plants such as eucalyptus and Jatropha? As land demands have increased, the sustainable use of marginal lands has become increasingly important. In India about 47 million hectares, or 15 percent of the total geographical area, is classified as wastelands. Here we assess the climate and land quality requirements of eucalyptus, a commonly used plantation tree, and Jatropha, a much-discussed biodiesel crop. We find that roughly half of the degraded lands are suitable for growing eucalyptus and/or Jatropha.

  • In Search of Double Dividends from Climate Change Interventions Evidence from Forest Conservation and Houshould Energy Transitions

    • Climate change is the greatest challenge facing humanity, and we are only starting to address it. Climate change scenarios indicate that poor people in developing countries will be particularly negatively affected, e.g. by increased temperature reducing their harvests or flooding due to sea-level rise and extreme weather events. There are also expectations that greenhouse gas (GHG) emissions can be costefficiently reduced in developing countries through for example reduced deforestation or improved stoves. It is therefore not surprising that climate interventions have become an increasingly important part of Overseas Development Assistance (ODA), reaching 15 % of the total bilateral ODA, or about 20 billion US dollars, by 2013. According to Sustainable Development Goal 13a, this is expected to grow to at least USD 100 billion by 2020. The same trend is seen with Swedish development assistance.

    • När klimatet förändras påverkas människor och deras egendom, företag, kommunal och statlig verksamhet, vilket gör att såväl myndigheter, kommuner, företag som enskilda fastighetsägare måste agera.Översvämningar, värmeböljor, ras och skred är bara några exempel på vad vi behöver rusta oss för. Vi ska möta klimatförändringar som sker här i Sverige, men vi måste också anpassa oss till vad klimatförändringar i andra länder innebär för Sverige.Kostnaderna för klimatanpassning kan bli höga, men bedöms av bland andra EUkommissionen ändå löna sig i förhållande till de skadekostnader som uppstår om inga åtgärder vidtas.Klimatanpassningsarbetet i Sverige har gått framåt under de senaste åren. Några exempel på myndighetsuppdrag är Nationell höjddatabas, Ras- och skredkarteringen av Göta älvdalen, Dricksvattenutredningen, länsstyrelsernas regionala handlingsplaner för klimatanpassning, samt inrättandet av Nationellt kunskapscentrum för klimatanpassning.Sveriges meteorologiska och hydrologiska instituts arbete med regeringsuppdraget att utarbeta underlag till kontrollstation 2015 för anpassning till ett förändrat klimat, visar på stort behov av fortsatta insatser. Denna rapport ger förslag till en färdplan för klimatanpassningen i Sverige. Slutsatserna handlar framförallt om att arbetet måste bedrivas långsiktigt, att roller och mandat förtydligas samt att en bättre samordning mellan olika aktörer uppnås.De viktigaste slutsatserna för fortsatt arbete är:Regelverk behöver anpassas, roller och ansvar samt strategier och mål måstetydliggörasPrioriterade forsknings- och utvecklingsinsatser, som fyller identifierade kunskapsbehov inklusive långtidsövervakning, behöver finansierasKunskap, beslutstöd och prognos- och varningssystem behöver göras mer tillgängligaHur kostnader ska fördelas mellan olika aktörer och hur resurser till prioriterade åtgärder ska säkerställas, behöver klarläggasUppdraget har inneburit att sammanställa kunskap om nuvarande och framtida risker och konsekvenser för samhället av ett förändrat klimat, till exempel effekter på samhällsviktiga funktioner och människors hälsa. Arbetet har också omfattat en kartläggning över vad som genomförts sedan Klimat- och sårbarhetsutredningen presenterades år 2007. Utifrån det underlaget har målet varit att beskriva behoven och lämna förslag på åtgärder för  anpassning av olika delar av samhället. Hänsyn har tagits till EU:s strategi för klimatanpassning. Arbetet har bedrivits i bred samverkan med myndigheter, kommuner, forskare, branschorganisationer och andra näringslivsrepresentanter.Redovisningen av uppdraget omfattar en huvudrapport samt 18 bilagor. Huvudrapportens tredje kapitel är en syntes av rapportens alla förslag, och kan ses som färdplanen för att säkerställa att Sverige klimatanpassas.

  • Climate Change and Variability in Ghana: Stocktaking

    • This paper provides a holistic literature review of climate change and variability in Ghana by examining the impact and projections of climate change and variability in various sectors (agricultural, health and energy) and its implication on ecology, land use, poverty and welfare. The findings suggest that there is a projected high temperature and low rainfall in the years 2020, 2050 and 2080, and desertification is estimated to be proceeding at a rate of 20,000 hectares per annum. Sea-surface temperatures will increase in Ghana’s waters and this will have drastic effects on fishery. There will be a reduction in the suitability of weather within the current cocoa-growing areas in Ghana by 2050 and an increase evapotranspiration of the cocoa trees. Furthermore, rice and rooted crops (especially cassava) production are expected to be low. Hydropower generation is also at risk and there will be an increase in the incidence rate of measles, diarrheal cases, guinea worm infestation, malaria, cholera, cerebro-spinal meningitis and other water related diseases due to the current climate projections and variability. These negative impacts of climate change and variability worsens the plight of the poor, who are mostly women and children.

    • We use the case of Vilhelmina Upper Forest Common (VUFC) in northernSweden to test whether the introduction of a Participatory GeographicInformation System (PGIS) can increase shareholder engagement. Wetake an Action Research approach to introduce a PGIS as a tool to helpwith forest management plans, and as a tool for communication betweenmanagement and the shareholders. We found that the board and shareholderswere initially resistant to adopting PGIS. However, continued collaborationand engagement seem to have encouraged the board to be morepro-active in their communication with the shareholders, and also moretransparent regarding the management/governance of VUFC. We also findincreasing interest among previously passive shareholders to engage intheir forest common’s management.

  • Energy efficiency along the value chain – ways of working for increased competitiveness

    • This report presents a project with the aim to develop methods for large companies on how to work with energy efficiency that stretches along the value chain. By studying organizational conditions and physical effects on energy and climate for six cases in three companies, recommendations are given to businesses and governments on how to work for increased life cycle energy efficiency.The results point to a range of organizational and economic challenges, but also to enablers. Four strategies for progress were identified: A) Find and share the life cycle benefits, B) Enable and encourage understanding and action, C) Get focus and priorities in line, and D) Seek or create a way forward. The study points to the need to be strategic, and to translate this strategy into priorities and operational work. Yet, it must be recognized that life cycle thinking is not the work by one company and there is a call for cross-actor arenas to discuss and develop governance of value chains beyond the act of single companies.
