    • Despite the increasing attention given to marine spatial planning and the widely acknowledged need for transnational policy coordination, regional coherence has not yet improved a great deal in the Baltic Sea region. Therefore, the main objectives in this article are: (a) to map existing governance structures at all levels that influence how domestic marine spatial planning policy strategies are formed, (b) to identify specific challenges to improved regional cooperation and coordination, and (c) to discuss possible remedies. Based on data from in-depth case studies carried out in the BONUS BALTSPACE research project, it is shown that, despite the shared goal of sustainability and efficient resource use in relevant EU Directives, action plans and other policy instruments, domestic plans are emerging in diverse ways, mainly reflecting varying domestic administrative structures, sectoral interests, political prioritisations, and handling of potentially conflicting policy objectives. A fruitful distinction can be made between, on the one hand, regulatory institutions and structures above the state level where decision-making mechanisms are typically grounded in consensual regimes and, on the other hand, bilateral, issue-specific collaboration, typically between adjacent countries. It is argued that, to improve overall marine spatial planning governance, these two governance components need to be brought together to improve consistency between regional alignment and to enhance opportunities for countries to collaborate at lower levels. Issue-specific transnational working groups or workshops can be one way to identify and act upon such potential synergies. © 2018 The Authors

  • Mobility as a service : Comparing developments in Sweden and Finland

    • Mobility as a Service (MaaS) developments have thus far progressed along different trajectories in Sweden and Finland, two pioneering countries in MaaS. Still, little is known about why this is. Addressing this knowledge gap, we investigate the role of institutions as key structures given their capacity to bring about differentiated outcomes. Based on 31 interviews with key stakeholders, we first describe drivers and barriers of MaaS developments in the two countries. Thereafter, through an analysis of similarities and differences across the cases, we identify a set of general implications for MaaS policymakers and practitioners. Developments in Finland demonstrate the importance of top-level support, of inter-organizational collaboration and of trust among key stakeholders. The Swedish case reiterates the need for inter-sectorial collaboration, particularly with regard to creating the right conditions for commercialization, and to involving stakeholders on both strategic and operational levels of the transport sector in developing the vision for MaaS. Lastly, we assess the utility of the applied theoretical framework, and comment on the necessity of recognizing that both practice-based and structural changes are needed in order to facilitate institutional change.

    • Viltvårdsavgiften ska enligt Jaktförordningen (SFS 1987:905, 49 §) betalas av alla över 18 år som jagar i Sverige. Avgiften är 300 kr och gäller för ett jaktår, vilket omfattar tiden 1 juli–30 juni. Det statliga jaktkortet är ett kvitto på att denna avgift är betald. Under de senaste decennierna har antalet personer som löser det statliga jaktkortet minskat. I den här rapporten, som är ett utredningsuppdrag från Naturvårdsverket till Sveriges lantbruksuniversitet (SLU), undersöks varför antalet personer som löser jaktkort minskar, och om antalet jaktkortslösare som ägnar sig åt jakt också minskat över tid. Rapporten omfattar endast personer bosatta i Sverige.

  • Lean energy: Turning sustainable development into organizational renewal

    • The potential for integrating principles of lean management and sustainability initiatives has been recognized in earlier research. The present study argues for the need to focus on how this should be implemented and to acknowledge the criticality of developing individuals' competencies to support such integration. The purpose of this paper is to explore the integration of lean and energy efficiency practices and provide practical examples of such integration. This study is explorative in nature and based on a qualitative research approach. Primary evidence was collected through an interview study of 19 participants in a lean energy course, and through a participant observation at a company workshop following up the program results. Secondary evidence was collected on the development and evaluation of this course. By operationalizing sustainability through energy efficiency and combining with lean principles, organizations can exploit continuous improvement efforts for sustainable development. This paper focuses on professional education as a component for integrating improvement initiatives and sustainable development. Whilst professional education enables individual learning, organization-wide efforts are needed to follow up on the educational program and support a scaling-up of lean energy. The scaling-up means that the organization itself encourages the use of principles and tools to identify and remove energy waste and support a move from local practices to shared experience.

  • Agroecology for resilient and sustainable livelihoods of natural disaster affected communities in Myanmar. Lessons from the STRONG project approach to farmer field schools (FFS) in Chin State and Sagaing Region.

    • Rural people in South-East-Asia have, for centuries, adapted their livelihoods to cope with natural disaster risks. But climate change and transitions from traditional to industrial modes of farming have changed the vulnerabilities of these people and their communities. Farm reliant households, in Myanmar and across the region, are increasingly exposed to market forces and disruptive impacts of extreme weather events. New approaches to rural development, which enable communities to build resilient and sustainable livelihoods are therefore needed. The STRONG project’s approach to farmer field schools (FFS), promoting agroecological practices for poor, rural households in western Myanmar, is an example of such approaches. In 2016, Ar Yone Oo – Social Development Association and Welthungerhilfe partnered to initiate the STRONG project – in response to severe landslide and flooding events that devastated rural communities in Myanmar during the 2015 Monsoon season. The project supports disaster affected households to recover their livelihoods and build long-term resilience, through a portfolio of complementary disaster risk reduction and rural development interventions. This brief (i) provides an introduction to the STRONG project approach to adult learning in FFS, (ii) documents agroecological practices that the initiative promotes in target communities and (iii) presents key insight from the STRONG project for inter-organisational learning and knowledge exchange. The presentation builds on results of a collaboration between Ar Yone Oo (Myanmar) and Chalmers University of Technology (Sweden), formed to document lessons from the STRONG project implementation process, and assess project beneficiaries’ experiences with promoted agroecological practices.

    • This article presents the results of an investigation, conducted in Sweden, of how inviting tenants to participate in renovation of large-scale housing in marginalized areas can lead to increased tenant power over renovation. The results show that the “Consultation model for renovation” employed, which was developed by the Union of Tenants, gives more power to tenants than previous models used in Sweden, although certain dilemmas exist that seem to be hard to overcome. The article concludes by discussing the role of “consultation models”. It suggests that it would be very interesting if such models not only aimed to give tenants power over renovation—within the framework housing companies are prepared to offer at the time—but also contributed to challenging practices and played a role in system change.

    • Introduction of high-performing crop cultivars and crop/soil water management practices that increase the stomatal uptake of carbon dioxide and photosynthesis will be instrumental in realizing the United Nations Sustainable Development Goal (SDG) of achieving food security. To date, however, global assessments of how to increase crop yield have failed to consider the negative effects of tropospheric ozone, a gaseous pollutant that enters the leaf stomatal pores of plants along with carbon dioxide, and is increasing in concentration globally, particularly in rapidly developing countries. Earlier studies have simply estimated that the largest effects are in the areas with the highest ozone concentrations. Using a modelling method that accounts for the effects of soil moisture deficit and meteorological factors on the stomatal uptake of ozone, we show for the first time that ozone impacts on wheat yield are particularly large in humid rain-fed and irrigated areas of major wheat-producing countries (e.g. United States, France, India, China and Russia). Averaged over 2010-2012, we estimate that ozone reduces wheat yields by a mean 9.9% in the northern hemisphere and 6.2% in the southern hemisphere, corresponding to some 85 Tg (million tonnes) of lost grain. Total production losses in developing countries receiving Official Development Assistance are 50% higher than those in developed countries, potentially reducing the possibility of achieving UN SDG2. Crucially, our analysis shows that ozone could reduce the potential yield benefits of increasing irrigation usage in response to climate change because added irrigation increases the uptake and subsequent negative effects of the pollutant. We show that mitigation of air pollution in a changing climate could play a vital role in achieving the above-mentioned UN SDG, while also contributing to other SDGs related to human health and well-being, ecosystems and climate change.

    • The analytical distinction between critical and problem-solving research is useful. At the onset of research, the latter takes the world as it is while the former questions it. Yet, in striving to integrate social and natural dimensions of sustainability such a distinction may surface as a methodological obstacle. We illustrate how combining critical with problem-solving approaches can help us imagine, understand, and enable transitions to sustainability. First, we trace the historical divide and potential complementarity between critical and problem-solving approaches in the natural and social sciences and how critical approaches in the social sciences are informed by critical theory. Inspired by Robert Cox, we then analyze a set of PhD theses in an interdisciplinary research program engaging in critical and problem-solving research, on and for sustainability. We do so based on Cox’s terminology, especially the concepts of ideas, institutions, material capabilities, and frameworks for action, and then show how selected research narratives apply them. To conclude, we emphasize that integrated understandings of human-environmental dynamics are facilitated by multiscalar approaches, theoretical and methodological pluralism, and a combination of natural and social science theory, typical of the interdisciplinary research field of sustainability science.

    • Software  startups  are  typically  under  extreme pressure to get to market quickly with limited resources and high uncertainty.  This  pressure  and  uncertainty  is  likely  to  cause startups to accumulate technical debt as they make decisions that are more focused on the short-term than the long-term health of the codebase. However, most research on technical debt has been focused  on  more  mature  software  teams,  who  may  have  less pressure  and,  therefore,  reason  about  technical  debt  very differently  than  software  startups.  In  this  study,  we  seek  to understand  the  organizational  factors  that  lead  to  and  the benefits  and  challenges  associated  with  the  intentional accumulation  of  technical  debt  in  software  startups.  We interviewed 16 professionals involved in seven different software startups.  We  find  that  the  startup  phase,  the  experience  of  the developers,  software  knowledge  of  the  founders,  and  level  of employee  growth  are  some  of  the  organizational  factors  that influence  the  intentional  accumulation  of  technical  debt.  In addition,  we  find  the  software  startups  are  typically  driven  to achieve  a  “good  enough  level,”  and  this  guides  the  amount  of technical debt that they intentionally accumulate to balance the benefits  of  speed  to  market  and  reduced  resources  with  the challenges of later addressing technical debt.
