  • Väggmossan avslöjar spridningen av metaller : Provtagning 2005 i Stockholms län

    • Länsstyrelsen har provtagit väggmossa på 38 ytor i länet under hösten 2005. Provtagningen utgör ett komplement till den nationella undersökningen som utförs i riksskogstaxeringens regi vart femte år, och som år 2005 omfattade sju ytor i länet.Provtagning och analys av mossan görs för att få en bild av tungmetallspridningen via luften och ett relativt mått på tungmetallnedfallet. Den halt som finns i mossan anses representera ett genomsnitt av de tre senaste årensnedfall. Utsläppen av tungmetaller till luften i Sverige har minskat under en lång följd av år. Enligt tillgänglig statistik har utsläppen under perioden 1990 till 2001 minskat av arsenik, kadmium, krom, koppar, kvicksilver, nickel, bly och zink. Ett generellt antagande är att utsläppen av tungmetaller har fortsatt att minska men med en avtagande takt jämfört med tidigare år.Det grundläggande mönstret är som vid tidigare provtagningar att de centrala punkterna i länet har högre halter än de perifera. Summan av alla aktiviteteri de centrala tätbefolkade delarna av länet genererar utsläpp av tungmetaller som ger en haltförhöjning på i snitt 1,2 till 2,4 gånger i de centrala punkterna jämfört med de perifera. Från mönstret avviker kadmium, somhar en relativt jämn haltfördelning över länet. Den största skillnaden visar volfram som förekommer med 4,7 gånger högre halter centralt i länet. Vägtrafiken är en av källorna till de förhöjda metallhalterna. Utsläppen av koppar till luft beräknas till större delen komma från vägtrafiken. Koppar finns bland annat i bromsbelägg.Förändringen i halter mellan provtagningarna har testats med statistiska tester. Under de fem åren mellan 2000 och 2005 sjönk halterna av kadmium, krom, nickel, bly, vanadin, zink, arsenik, järn, kvicksilver, aluminium och volfram. Förändringen mellan dessa två provtagningstillfällen är statistiskt säkerställd. Halterna av koppar förändrades inte. Vid provtagningen 2000 konstaterades stigande halter av krom, nickel, arsenik och järn. Denna ökning visade sig vara en tillfällig förändring emedan resultaten från provtagningen 2005 visar sjunkande halter.Under femtonårsperioden 1990 till 2005 har några av metallerna analyserats vid alla fyra provtagningstillfällen, det är bly, vanadin, zink, kadmium,krom, koppar och nickel. Den allmänna bilden är att halterna sjunker av bly, vanadin, zink, krom och nickel. Vid en statistisk trendtest blir dock trenden signifikant endast för bly och vanadin. Det utesluter inte att de övriga halterna verkligen minskar över tiden men det går inte att påvisa med en statistisk trendtest. Halten av koppar har inte förändrats under perioden.

  • On the Ocean of Protectionism : The Structure of Swedish Tariffs and Trade 1780–1830

    • In the field of international trade there is an intriguing tension between the ideological allure of free trade and the political reality of protectionism. Typically, the former is favored by scholars while the latter has been more historically prevalent. Protectionism in the form of tariffs and other obstacles trade was generally a preferred trade policy around the globe in the 18th and early 19th centuries. Sweden was no exception and has been seen as highly protectionist and mercantilist during this period.This thesis has sought to shed new light on Swedish trade policy between 1780 and 1830. It has done so by quantifying and homogenizing tariffs and import bans in order to be able to analyze the structure of tariffs. The thesis stands on a theoretical ground which takes into account the different plausible reasons for setting tariffs. It has placed some emphasis on the possible tension between the desire to shelter one’s own industry from foreign competition and the need to use tariffs for fiscal purposes, as an important source of government revenue. It is therefore argued that tariffs need to be separated theoretically and empirically. A simple model is presented which aims to discern three types of tariffs. The model takes into account the tariff rate itself, and also the structure of trade and the presence of domestic substitution.The thesis has found that Swedish tariffs were generally high over the period and that protectionism was prevalent in a large number of economic sectors. There is tentative evidence that protectionist tariffs also distorted trade in certain types of goods, even if they didn’t have an impact on total import levels. Tariffs were also set so as to separate between raw materials and more processed goods, what is called mercantilist differentiation. Substantial empirical support is given to the claim that certain tariffs on inelastic consumption goods were of great fiscal importance, and increasingly so as the period progressed. The fiscal pressure maintained or even increased the import tariffs, which made it possible to decrease tariffs on exports.

  • Production and profitability in Swedish breweries, 1924-1950

    • Sweden's alcohol policy during the 20th century was one of the strictest in Europe and it affected producers, such as alcoholic-beer brewers. This article analyses how production and profitability developed among brewery firms following the 1923 prohibition of strong beer. Breweries tried to find other high-return opportunities, for example by increasing the production of non-alcoholic beverages and reaching other segments of the consuming public. However, both production and profitability declined, hence diversification seems to have been rather negative for the brewery industry, although not for all its actors. The article concludes that while diversification gave breweries a way to reach other consumers, it was the largest actors that were best placed to reap the benefits of the closed-off market environment. Thus, the article shows how diversification of production may be a result of government intervention, which will affect firm performance negatively or positively, depending on market structure, competition, and cost structure.

    • Swedish forest owners are a diverse group with regard to activity, education and experience of practical forestry. Urbanization and increased gender equality have also changed the composition of forest owners and their involvement in practical forestry work. Yet, many forest owners perform some kind of practical work on their property. The combination of dangerous work and untrained practitioners has led to a number of serious accidents. As a part of a larger safety campaign, a forest day for absentee forest owners living in the Stockholm area was carried out. Safety and safe working with chainsaws was a core message. To assess the immediate learning effect among different categories of forest owners, a questionnaire and a before-and-after test were used. The results show that those who knew less, female forest owners and non-chainsaw users, learned the most. The study also shows that the use of safety equipment is limited among absentee forest owners and that forest days and courses are important for their conception of safety. During the forest day, men were central experts and women appeared as servants, demonstrating the presence of a masculine hegemony. As the forest owners learned from each other it is important that professional communicators are seen to be the most reliable and trustworthy

    • Recent debates about thought experiments have focused on a perceived epistemological problem: how do thought experiments manage to provide knowledge when they yield no new empirical data? A bold answer to this question is provided by James Robert Brown’s platonism, according to which a certain class of thought experiments allow a sort of intellectual perception of laws of nature, understood as relations between universals. I suggest that there are three main problems with platonism. First, it is restricted to a very small class of thought experiments; hence, it largely fails to address the general epistemological problem. Second, it is not quite clear what it is supposed to explain. Third, its explanatory value in any case seems dubious, since what the mechanisms it postulates (i) appear to raise issues more difficult than what they would explain, and (ii) would seem to obviate the very need for conducting thought experiments. I also argue that it fails to give an accurate account of Brown’s flagship example, Galileo’s thought experiment on falling bodies. In conclusion, I suggest that although platonism about thought experiments is an exciting thesis, it is at present unconvincing.
