    • VTI has been commissioned by SIKA to carry out a goods study as well as an international survey of transfers of passenger transport with the aim of reducing the climate impact. The goods study is based on national and international literature, complemented by a discussion meeting with representatives of the business sector, research sector and public authorities. The international survey is based on literature. Economic instruments, correctly designed, are cost-effective in reducing carbon dioxide emissions. Railway investments are not a climate measure but should be carried out if they are socially efficient. There is a great potential for reducing emissions within the respective mode of transport. The largest transfer potential for goods transport is within long-distance lorry transport to combined rail-road transport. Several impediments such as inefficient use of the railway infrastructure and unclear responsibility for combi terminals can limit the measures. Insufficient flexibility and co-operation among transport purchasers and companies can have similar effects. Several measures are often combined for passenger transport to reduce car use and provide incentives to use public transport, cycle or walk. Reductions in travelling time are mainly discussed in the case of high-speed trains. Impediments for the introduction of instruments include political resistance as well as the difficulty of changing travel habits. Measures such as improved accessibility and more efficient cars may also counteract transfer to more climate-friendly modes of transport. The climate policy goal is not transfer but the reduction of the climate impact.

  • Representation of the Swedish transport and logistics system : (Logistics Model Version 2.00)

    • The aggregate-disaggregate-aggregate freight models that have been developed in Norway and Sweden take into account the logistic decisions at firm level. The Swedish model is documented in i.e. the Swedish Base Matrices Report and the Method Report Logistics model. This report gives an overview about how the Swedish transport and logistics system is represented in the Logistics Model Version 2, which is a deterministic cost minimization model. Further validation and development is necessary in several aspects. The report describes the setup data (version 2009-01-19) that is needed to run the Version 2 model. In order not to overload the report all input, output, control files, validation material etc. is included on a separate CD.

    • Abstract in UndeterminedAssessments of students’ knowledge and skills are sometimes habitually performed, but the design of proper assessment concepts – beneficial to both teaching and learning – ought to be a central issue for all course planners in higher education. The main purpose of this paper is to discuss a variety of assessment elements, as well as ways in which to combine them. It uses experiences from Lund University’s Faculty of Engineering (LTH) to provide suggestions and advice for course planners. The discussion is based on the combination of a literature review in the field of teaching and learning, of empirical material obtained from surveys and group discussions with 22 teachers at LTH, and of the authors’ own experiences in their capacity as course leaders and teachers. The study reveals a preference for projects and written assessment, as compared with the less preferred individual oral assessment. The paper indicates potential for quality enhancements through the adapted tailoring of assessment elements into holistic assessment concepts.

  • Purchasing practices of environmentally preferable transport services, Guidance to increased shipper considerations

    • The logistical activity of transport is one of the largest contributors to several environmental problems. One efficient and effective way to decrease the environmental impact from transports is to implement changes in the logistically related strategies and activities applied, such as the selection of transport suppliers. Consideration of the environmental aspect when purchasing transport services is still quite an unexplored area, and the need for guidance is large and desired by many firms. The objective of this study is to provide guidance about how shippers can increase their environmental concern when purchasing transport services. Theory regarding purchasing of environmentally preferable transport services is very limited. As a result, an elaborated frame of reference has been built on the basis of related areas, such as transport, purchasing and environmental practices. A survey study of 50 shippers operating within either the food or forestry sectors in Sweden showed that most respondents take the environmental aspects into consideration to a greater extent than required by law when purchasing transport services. Furthermore, most respondents had increased their environmental consideration when purchasing transport services during the last five years. There exist many practices that can be applied when purchasing environmentally preferable transport services. One common denominator of these practices is that they can be seen as parts of an environmentally preferable purchasing process developed in the present study. An analysis based on the survey study findings and the theoretical frame of reference shows that all survey study respondents can increase the environmental ambition of the practices applied. A further analysis of these potentials to improve the environmental ambition resulted in eight guiding principles. A tool was also developed which can provide guidance as to how shippers in a structural, efficient and effective way can address the first four of these principles. The eight guiding principles that my study suggests are important for shippers to look into are: -To see the environmentally preferable purchasing process for transport services as a whole. -To strive to apply a more uniform level of environmental ambition in the practices. ?To know the strengths and weaknesses of the environmentally preferable purchasing practices applied. ? To strive to apply similar practices within the company. -To initiate change, if needed and possible, in the internal conditions. -To continuously improve the practices applied. -To be as clear as possible in all communication. -To increase the information exchange with internal and external actors.

    • Dynamic Motorway Traffic Management and Control has been developed and implementedworldwide with the aim of increasing efficiency, reliability, safety and reducingenvironmental impacts without necessitating major physical changes in the roadinfrastructure. The impacts of these systems are difficult to observe and evaluate. In thispaper a study of the impacts of the recommended variable speed limits (VSL) on individualtraffic characteristics is proposed on the basis of different statistical tests on data of beforeand after application of the VSL on E4 motorway in Stockholm. VSL contribute to more eventraffic flow distribution between lanes. Better speed distribution between vehicles and a sharpdecrease of speed variance in all lanes. Time headway equal and less than 1 reduced by 43%and frequency of lane changing reduced by 50%.

    • Computer simulation, because it can be applied to operational problems that are too difficult to model and solve analytically, is an especially effective tool to help analyse Supply/Demand Chain (S/DC) [1] capacity utilization issues [2]. As part of the ongoing research project daisy [3] has a case study for analysing the benefit of interfacing an Enterprise Resource planning system (ERP) with a system for computer simulation. Connecting simulation tools to systems for ERP in order to import necessary input data to simulate production plans would be a proper way to apply computer simulation tools to this type of problems. Simulating production plans could have different purposes, e.g. minimizing waste of resources or setting accurate delivery dates. Technically the connection between the two systems, i.e. the simulation system and the ERP system, could be made in an uncomplicated manner, for instance using files or network-based solutions. Different purposes will require different response time between the two systems involved and thereby different solutions for the connection. The main question in this study is not the technical connection but rather which data to import and the needed quality of these data in order to analyse capacity utilisation. For those ho have built real life simulation models lack of realistically data is a well-known fact. This is due to obsolete or inaccurate product data in ERP systems.
