  • Varieties of Employment Subsidy Design : Theory and Evidence from Across Europe

    • Employment subsidy programs have experienced considerable expansion across Europe in recent decades. To date, most studies analyzing this policy shift have assumed that these programs are largely equivalent in terms of their designs, effects, and explanations. In contrast, this article argues that employment subsidies are best understood as versatile multi-purpose tools that can be used as means to rather different distributional ends. Using Multiple Correspondence Analysis to explore novel data from hundreds of employment subsidy programs across Europe, this article develops a new typology based on two overarching trade-offs. The typology highlights that employment subsidies may be designed to counteract as well as to sustain insider/outsider divides in the labor market, and that they may be designed to tackle either structural or cyclical labor market problems. In a first empirical evaluation of the typology, programs with different designs are found to vary systematically in terms of distributional outcomes and starting conditions.

  • Incentive Effects of Cash Benefits among Young People : A Natural Experiment from Norway

    • Prior research on active labour market programmes (ALMPs) for young people has revealed either no effect or negative effects on transition rates into employment. In addition to accessing the programme content, participation in ALMPs bestows the right to a supplementary benefit. Yet, the direct effect of this benefit on the use and outcome of ALMPs remains largely unknown. We study the effects of a Norwegian policy that pays much higher benefits to recipients when they reach 19 years of age. This policy provides a natural experimental setting that allows us to utilise the age discontinuity to observe whether young people are more likely to become benefit recipients after their nineteenth birthday, and to estimate the effect of benefits on the labour supply. As age determines the increase in benefits rather than need, it creates a random and exogenous variation in the criteria for allocating cash benefits. We use Norwegian administrative register data that cover all 18 to 19 year olds during the period 2003 to 2012. We find no effect on programme take-up or employment rates. Hence, benefits do not work against the aim of ALMPs and young people's responsiveness to financial incentives cannot explain such programmes’ lack of effects.

  • Doing more with less in health care : Findings from a multi-method study of decommissioning in the English National Health Service

    • In the context of an austere financial climate, local health care budget holders are increasingly expected to make and enact decisions to decommission (reduce or stop providing) services. However, little is currently known about the experiences of those seeking to decommission. This paper presents the first national study of decommissioning in the English National Health Service drawing on multiple methods, including: an interview-based review of the contemporary policy landscape of health care decommissioning; a national online survey of commissioners of health care services responsible for managing and enacting budget allocation decisions locally; and illustrative vignettes provided by those who have led decommissioning activities. Findings are presented and discussed in relation to four themes: national-local relationships; organisational capacity and resources for decommissioning; the extent and nature of decommissioning; and intended outcomes of decommissioning. Whilst it is unlikely that local commissioners will be able to ‘successfully’ implement decommissioning decisions unless aspects of engagement, local context and outcomes are addressed, it remains unclear what ‘success’ looks like in terms of a decommissioning process.

    • The UN Convention on the Rights of the Child (CRC) formulates the rights of children in terms of provision, protection and participation. CRC implies a multi-dimensional view of children's welfare, including agency. This enables us to rethink the way we research and design policies aimed at promoting child welfare. In the past, Sweden has been seen as a forerunner when it comes to children's rights. However, the weak imprint of CRC on Swedish legislation and CRC implementation is not only a puzzle but also this apparent lack of impact makes it an interesting test case for exploring post-CRC policy developments. The purpose of the study is to identify what has prevented the evolution of Swedish social policy in this domain. We propose a framework for analysing policies aimed at promoting children's welfare (child policy) that goes beyond ‘family policy’. This, we argue, is critical for identifying obstacles to such a policy evolution. The framework is normatively anchored in CRC and theoretically inspired by the notion of participatory rights. By examining the legal reform work in Sweden over the past three decades with regard to how children's right to voice is treated in three areas of social service delivery, we observe that the lawmaker recognises parents’ rather than children's participatory rights. The lack of recognition of children's agency implies that a reconceptualisation of child welfare is necessary in order to unlock the stalemate in child policy development in Sweden, as well as to dissolve the tension between children as ‘beings’ and ‘becomings’.

  • Transitions from Unemployment to Education in Europe : The Role of Educational Policies

    • The aim of this study is to investigate cross-country variability in transition rates from unemployment to further education among young adults, as well as how barriers in educational systems affect these transition rates. Previous research on adult further education has largely neglected the role of policies, and has not taken unemployed people into account.Two dimensions of educational policies are investigated. (1) Barriers facing prospective students with regard to previous academic achievements (e.g. second chance opportunities); and (2) financial barriers (e.g. high costs). It is hypothesized that low barriers are associated with higher transition rates into education, especially for unemployed young adults with lower levels of education.The aim is approached by investigating how differences in transition rates across countries are linked to the design of educational policies. Cross-country standardised individual-level panel data from 29 European countries are taken from EU-SILC. Multilevel multinomial models are fitted.Results show that lower barriers in the education system are associated with higher probabilities that unemployed young adults leave unemployment to re-enter further education, although only partial support is found for the hypothesis that unemployed young adults with lower levels of education gain relatively more from low barriers. Low barriers are sometimes associated with lower transition rates into employment.

  • Marketisation of Nordic Eldercare – Is the Model Still Universal?

    • The objective of this article is to analyse whether the increased reliance on marketisation in the provision of social care challenges the universality of eldercare in Sweden, Denmark, Finland and Norway. The study focuses on national reforms for contracting out and user choice of provider, analysing their consequences for four universalistic dimensions: (i) equal inclusion, (ii) public funding, (iii) public provision and (iv) comprehensive usage. The findings suggest that, although need-based inclusion and public funding remain key principles in all four countries, there is an increased reliance on private provision in Sweden, Denmark and Finland. In addition, the introduction of topping-up services challenges the dimension of comprehensive usage by enabling users with economic resources to turn to the private market to increase the comprehensiveness and quality of their care.

    • Carers make a considerable contribution to the health and social care of sick or disabled people, reducing the strain on health and social care systems. This has been recognised through support mechanisms, including (in the UK) a payment for caring (Carer's Allowance – CA). This article draws upon data from a study of carers receiving CA. Utilising a citizenship perspective, it examines respondents’ perspectives on their role in the UK and shows how CA provides not only financial support but also contributes to normative conceptualisations of citizenship. The data highlight the primacy of paid work in UK citizenship, as well as the stigma associated with receiving welfare benefits. The article concludes by claiming that changes to the UK benefit system need to take into account a ‘recognition’ aspect, reformulating what is considered a worthwhile contribution to society.

  • Translating coercion policy into inter-organisational collaboration : the implementation of compulsory community care for people with mental illness

    • In 2008, compulsory community care (CCC) for people with severe mental illness was introduced in Sweden. CCC requires co-operation between psychiatric and social services, thus further complicating the longstanding difficulties with service coordination in the mental health field.This article investigates what happens when a new policy is introduced that assumes complex co-operation of two organisations bestowed with high degrees of discretion. The process of institutionalisation will be analysed in terms of how an idea is translated and materialised on local levels. This has been investigated by interviewing key informants within psychiatric and social services at three different locations.The implementation was perceived as relatively successful and occurred without major conflict. The main effect of the new legislation was improvement in the coordination of services, where designing a template form for a coordinated care plan was central. The inter-organisational discussions about service coordination that arose had a spill-over effect on services for other patient groups.In essence, respondents describe CCC as a pedagogical reform to promote the coordination of services, rather than a reform to increase coercive powers over patients. This raises concerns about the legitimacy of the reform.
