    • It is becoming customary to define the English School (ES) as a group of scholars participating in a common inquiry related to a few central concepts, notably that of international society. Although the roots of the ES are often attributed to the British Committee on the Theory of International Politics, it is now said to be more of an open society of impersonal ties rather than an exclusive community based on personal relations. But how true is that assertion? If the School is theoretically open to anyone, why are its members predominantly male, white and Western? In this piece, we discuss three obstacles that prevent the ES from becoming a more inclusive venture.

    • The concepts of ‘self’ and ‘identity’ are often implicitly conflated in constructivist research, limiting our understanding of important theoretical issues. The Ontological Security Studies (OSS) literature provides one example of this, often reducing a concern with ‘security of the self’ to a matter of identity, thereby limiting OSS’ analytical reach. This article draws from the writings of Laing and Giddens to make the case for keeping ‘self’ and ‘identity’ analytically distinct. Understanding ontological security as a multidimensional framework meant to affirm the self’s existence, it proposes to see ‘identity’ as just one dimension of ontological security, and to conceptualise ‘self’ in terms of personhood. Such a reading allows us to grasp the discursive and ritualistic institution of sovereignty as an existential framework on which the personhood, and therefore ontological security, of all states depends. Thus, OSS would benefit from considering ontological security beyond identity. Beyond this, the article shows that distinguishing more clearly between ‘self’ and ‘identity’ illuminates the debate on state personhood in IR, indicating that paying more attention to these key concepts would be helpful for constructivist research more generally.

    • The contributions to this Forum on Ritual and Authority in World Politics examine the role that ritual performances play in the constitution of positions of authority and the maintenance of relations of authority in historical and contemporary international relations. The Forum takes as its point of departure three related observations: (i) that recent years have witnessed a remarkable upsurge of interest in ritual as a recurring feature of international practice, but (ii) that this recent interest in ritual has not extended, thus far, to the study of international authority, (iii) in spite of political anthropologists’ long-standing claim that the performance of ritual is absolutely crucial to the production of authority. The performance of ritual grounds, makes tangible and enhances various forms of authority, including forms of international authority, historical and contemporary. The contributions to this Forum demonstrate the veracity of that claim in five different empirical contexts—Byzantine diplomacy, early modern cross-cultural encounters, British imperialism in India, military lawyering in America’s armed forces, and the casting of ballots in Crimea and the US—and attempt also to explain precisely how it is that ritual served to undergird and stabilise authority in these various instances.

    • This article approaches the field of global health governance from the vantage point of shared discourses and norms on the good governance of governance amongst multiple international organisations (IOs). Conceptually, we introduce metagovernance norms as constitutive, reflexive beliefs concerned with institutional order and IO interactions in a given governance field. We argue that such norms are entangled with causal beliefs and problem perceptions that form part of contingent, contested repertoires of knowledge. Moreover, we illustrate how IO ‘expert’ groups form an authoritative subject position from which truth claims about governance are advanced. Empirically, we trace metagovernance norms in discourse(s) amongst eight health IOs since the 1970s. We show how metagovernance norms have been constructed around competing beliefs about governance ‘effectiveness’ and problem perceptions concerned with different forms of ‘complexity’. Our research demonstrates that discourses on institutional order in global health are shaped by metagovernance norms drawing on historically-specific knowledge repertoires.
